Ireland's National Wage Agreements & macroeconomic performance: 1988 - 2008
This paper is a historical analysis of the role played by National Wage Agreements (NWAs) in the evolution of the Irish macroeconomy over the period 1988 to 2008. NWAs are agreements between the social partners: government, trade unions and employer representatives. They were re-introduced in Ireland in January 1988 and ended in September 2008 with the onset of the economic crash. In all, there were seven successive agreements spanning a twenty-one year period. A new wage agreement Public Sector Stability Agreement 2018–2020 was introduced in January 2018. While this agreement applies only to the Public Sector, the format has not changed in any meaningful way from the earlier agreements. Export orientation and domestic merger policy: theory and some empirical evidence

"In der neueren Literatur zur Industrieökonomie in offenen Volkswirtschaften wird allgemein herausgestellt, dass die Zunahme internationaler Wettbewerbsvorteile durch eine Fusion umso stärker ins Gewicht fällt, je höher die Exportorientierung der Volkswirtschaft ist. Mithin wird eine nachsichtige nationale Fusionskontrolle befürwortet. Im Gegensatz dazu stellen wir fest, dass Unternehmenszusammenschlüsse oft nicht die beabsichtigten signifikanten Synergieeffekte haben, die die internationale Wettbewerbsfähigkeit des Unternehmens tatsächlich stärken würden. Stattdessen führen Fusionen eher zu internationalen Wettbewerbsnachteilen. Eine Ursache dafür finden wir im 'joint economies of production - Effekt', den wir hier näher untersuchen. Entsprechend kommen wir zu der Auffassung, dass die Exportorientierung einer Volkswirtschaft statt für eine nachsichtige eher für eine strenge Fusionskontrolle spricht.
Das von uns entwickelte Modell veranschaulicht, wie Fusionen von Unternehmen, bei denen der Synergieeffekt ausbleibt, in einer offenen Volkswirtschaft die Wohlfahrt des Landes reduzieren, und lässt erkennen, dass diese Auswirkungen strengere Fusionsprüfungen nahe legen. Auch empirisch belegen wir unsere These über den Zusammenhang von Exportorientierung und strengerer Fusionspolitik anhand von Paneldaten der Jahre 1990-2001, in denen die US-amerikanischen Fusionsentscheidungen nach den Sektoren des produzierenden Gewerbes geordnet zusammengefasst sind." Uprooting Narratives: Legacies of Colonialism in the Neoliberal University

AbstractTwo intertwined stories evince the influence of colonialism on Western universities. The first story centers on a conflict about wild rice research between the Anishinaabe people and the University of Minnesota. Underlying this conflict is a genetic notion of biological identity that facilitates the commodification of wild rice. This notion of identity is inextricably linked to agricultural control and expansion. The second story addresses the foundation of Western universities on the goals of civilization and capitalist productivity. These norms persist even in diversity efforts through a focus on individualized notions of difference rather than socially contextualized and politically significant identities. The tendency to produce both knowledge and knowers as commodities results in the alienation, individuation, and abstraction of objects of research and researchers themselves. Decolonial change demands that we learn the specific histories of our universities and disciplines, break disciplinary boundaries, and contest commodification in knowledge production.

VGI in National Mapping Agencies: Experiences and recommendations
Despite the considerable growth in Volunteered Geographic Information (VGI) activities in citizen sensing and the evident opportunities for VGI use in map revision and updating, few European National Mapping Agencies (NMAs) or other types of government bodies have engaged significantly with VGI. Moreover, the level of engagement of NMAs with the VGI community varies greatly, and most of them have proposed their own tools for encouraging citizens and public partners to collect feedback or new data. There are numerous barriers limiting the participation of citizens and public partners in NMA data collection, including data quality issues, the motivation of the contributors and legal issues. The aim of this chapter is to give an overview of the experiences of some European NMAs in engaging with VGI. Guidelines and recommendations to support wider engagement with the VGI community are also proposed to help NMAs and interested government bodies exploit the potential of VGI for authoritative mapping.

Human Resources Risk Management as a Factor of Economic Security of the Service Sector

Relevance. Since human resources are an element of the strategic development of the state, the service sector ensures the stable functioning of the economy at the regional level, affecting the economic security of the industry and the country as a whole. The purpose. Determination of directions for improving the personnel security of service enterprises based on the assessment and forecasting of the implementation of existing risks. Objectives. To reveal the concept of personnel security, to characterize its role in the system of economic security, to analyze the risks and threats to the personnel security of the organization, to identify risk management methods. Methodology. A systematic approach to the assessment and regulation of personnel security as an element of the economic security of service enterprises has been applied. A scientific and theoretical model for managing the parameters of personnel security of service enterprises is presented. Results. The risks associated with personnel management are one of the main factors of economic security in the service sector, in which personnel play a leading role. When developing a strategy for the development of personnel security, the main priorities are to increase professionally significant skills and acquire competencies necessary in the conditions of digitalization of the economy and increasing intellectualization of labor. The stability of the personnel of service enterprises has a positive effect on competitiveness in the markets of presence, creates the basis for customer loyalty and long-term strategic partnership. The scientific and theoretical approaches to the evaluation of the concept of personnel security are characterized. The main personnel risks affecting the economic security of enterprises are identified. A model of personnel security management of the organization has been developed. Conclusions. Personnel security plays an important role in the organization's economic security system, thanks to which threats that negatively affect the company's activities are predicted and eliminated.

Graduate attributes: How some university students experience and learn them
The voices of university students are often absent from academic discourses on the learning of graduate attributes (GAs). Such attributes are mostly constructed and conceptualised from the viewpoint of academics, institutions, education authorities and industry. However, as students within democratic contexts are increasingly challenged to assume greater responsibility for their own growth and development, it seems imperative that they participate in discussions related to the acquiring of graduate attributes. This article reports on how students at one South African university understand and relate to graduate attributes. Data were generated from a group of students at the University of the Western Cape through focus group interviews and photo elicitation. The results indicate that students who understand what graduate attributes are and how they can acquire these attributes might enhance such students' further growth and their employability.
