Awareness of the influence of environmental regulations and financial development on green technological progress by Chinese enterprises will help to promote the green transformation of China's economy, thereby comprehensively enhancing the quality and competitiveness of its economic development. This paper constructs a theoretical framework to analyze environmental regulation, financial development, and green technological progress and studies the relationship among these three indicators using 2004–2018 data from Shandong province. The results show that environmental regulations and financial development both play roles in promoting green technological progress, but as environmental regulation becomes stronger, the effects of finance on green technological progress begin to differ across regions. The results partially verify the applicability of the Porter hypothesis in China, providing a reference for all levels of government to formulate scientific and reasonable environmental rules and policies.

Background: Evidence exists supporting the impact of the Great Recession on health-related behaviors internationally, though few studies are available concerning the Italian population. Aim: To assess the impact of the late 2000s economic crisis on health-related behaviors linked to population mental health in Italy. Methods: Descriptive study. Health indicators came from the Italian Institute of Statistics database (years 2000–2015). Statistics performed by means of linear regression models. Results: Increased smokers (β = 1.68, p = .03), heavy smokers, that is, people smoking 11–20 cigarettes per day (β = 2.18, p = .04) or more than 20 cigarettes per day (β = 1.04, p < .01) and mean number of smoked cigarettes per day (β = 0.56, p = .02) were noticeable. Also, prevalence of overweight increased (β = 0.91, p = .04), while the Italian families' expenditure for alcoholic beverages decreased (β = –812.80, p = .01). Alcohol consumption decreased (β = –0.60, p < .01), especially in men (β = –0.95, p < .01); binge drinking increased in years 2009–2010. No change was noticeable in the diet indicators collected. Conclusion: The economic crisis may have increased smoking, overweight and binge drinking in Italy (though data on the latter phenomenon are not conclusive), and reduced overall alcohol consumption.

Environmental offsetting involves compensating for the residual adverse impacts of an action on the environment by generating an equivalent benefit elsewhere. As the prevalence of environmental offsetting grows, so does the challenge of translating no-net-loss goals to workable policy. From 2011–2012, the Australian Government developed an Environmental Offsets Policy and an accompanying metric (the Offsets Assessment Guide) to support decision making about offset requirements under the Environment Protection and Biodiversity Conservation Act 1999. Through extensive stakeholder consultation and in collaboration with academic researchers, the Guide was developed with the aim of accounting appropriately for ecological equivalence in a transparent and flexible manner. This paper outlines the Australian Government's environmental offset policy development process, and describes the approach adopted for evaluating the suitability of proposed offsets in meeting the policy goals. The Guide explicitly estimates the extent to which an offset will improve the target biota and/or avert future losses, the degree of confidence that the offset will be implemented successfully, and the time it will take to deliver a conservation benefit. Since implementation of the Environmental Offsets Policy and the Guide, there has been a shift in focus from estimating offset requirements based on simplistic area ratios, toward directly evaluating the components of an offset action that determine its environmental performance. Achieving a balance between scientific robustness and policy workability is an ongoing challenge. The Environmental Offsets Policy and Guide represent an important step towards consistency and transparency in environmental offset decision-making.

Hydropower power dam development is a booming industry in Laos and it has the potential to tackle poverty in an environmentally sustainable way. However, currently there is a lack of research that thoroughly analyses the negative impacts of a hydropower dam's construction phase. This research explores some of these negative impacts of hydropower dam construction on downstream villagers by using the Xayabouly hydropower dam on the Mekong River as a case study. Understanding the impacts of the construction phase is vital in forming policy and developing effective strategies to mitigate future negative impacts from dam construction. This thesis employs a qualitative approach and semi-structured interviews were conducted with downstream villagers about these negative impacts. This research is based on a pragmatist epistemology and employs the matrix conceptual framework to guide this thesis. The results from this study show that the Xayabouly hydropower dam's construction phase has many negative impacts on downstream villagers' daily lives. For example, the construction phase has caused irregular flooding, which has destroyed downstream villagers' agricultural gardens and riverbank erosion has also occurred. Moreover, the results from this thesis show that the construction phase of this dam significantly reduced villagers' income and nutrition consumption. The construction phase also created significant problems with regards to daily commuting and damaged fishing gear. These results offer important recommendations and implications, which have the potential to inform government policy in the future and to help develop strategies to mitigate the social and economic impacts from future hydropower dam construction in Laos.

AbstractThis paper evaluates producer risk management decisions accounting for government provided risk management programs. An analytical model is developed to investigate the effect of crop insurance and Farm Bill program choice on producer demand for hedging in the futures market. Simulation results show government programs has potential to alter the optimal hedging decisions of producers. Yield protection insurance is found to complement hedging in most locations, while revenue insurance is generally found to substitute for hedging. Farm Bill programs are found to have varying effects based on price level.
