Revisits & assesses the failed United States' military strategy & policy in the 1992 Somalia Operation Rescue Hope during which eighteen US soldiers were killed (one which was dragged through the streets of Mogadishu & another was taken hostage). The stated policy of this "humanitarian intervention" is described as a cover for implementation of a military tactic that uses overwhelming & massive force to ensure "near-zero" American casualties. The historical context of the US incursion is established followed by description of the actual US military battle with local militias, subsequent events, & US military withdrawal. Examines the Somalia case as an example of US war crimes that go unreported, but are a direct result of US concealment & interference with attempts to set up international tribunals to address war crimes. Explains how the strategy that supports & allows excesses is created at high command military levels. Various examples of US military brutality & excessive force such as helicopter attacks on helpless citizens are cited as evidence. R. Rodriguez
