This article is an ethnographic study of a 29-kilometer stretch of cross-border highway located in South Albania and linking the city of Gjirokasẗer with the main checkpoint on the Albanian-Greek border. The road, its politics, and its poetics constitute an ideal point of entry for an anthropological analysis of contemporary South Albania. The physical and social construction, uses, and perceptions of this road uniquely encapsulate three phenomena that dominate social life in postsocialist South Albania: the transition to a market economy, new nationalisms, and massive emigration (mainly to Greece). Taking this cross-border road section as my main ethnographic point of reference, I suggest the fruitfulness of further discussion of the relationship between roads, narratives, and anthropology. The article examines conflict patterns in Latin America since the second half of the twentieth century. It seems paradoxical that the region is one of the most peaceful in terms of interstate conflicts while contending with numerous domestic crises. The article first examines the peace studies literature and argues that neither the micro, macro, or more recent meso approach fits the Latin American experience well. Instead, a different approach proposes incorporating the effects of transnationalism, especially of transnational security concerns, into any consideration of peace in the region. Transnational threat perception diverts attention, suggests the need to handle a common enemy, increases the cost of fighting a conventional war, and involves issue-linkages. These factors along with the traditional absence of ethnic rivalries and the presence of international actors sustain the long peace in Latin America.

A review of research on transnationalism shows that diasporas with transnational orientations and connections tend to have a strong attachment to local and global identities but a weak attachment to the nation state. In addition, it is argued that territorial nation states are losing their authority in an increasingly globalised and interconnected world. Governments in western democracies have responded by tightening restrictions on citizenship and placing more emphasis on social cohesion and integration rather than multiculturalism. Using the Australian Survey of Social Attitudes (2003), this paper examines attachment to cultural conceptions of national identity among the Asian Australian diaspora and examines the existing literature about the relationship between transmigrants and the nation state. Findings from the study reveal a number of social determinants behind variation in emotional attachment to cultural conceptions of national identity.

AbstractThis paper develops an original proposition for debate in the fields of African studies, transnationalism, environmental studies, and technology studies. Essentially, the paper posits that, for a few key reasons, Sub-Saharan Africa will not likely have an opportunity to experience industrialization with the reigning "destructo-industrial" technologies pioneered by Europeans and Americans. An industrial experience appears achievable for Sub-Saharan Africans only in the context of a new ecological economy. Not only are there no unassailable national frontrunners in this future area, but Sub-Saharan Africans have a credible opportunity of being among the leaders in the future. The process would commence with "brain circulation," the movement of Africans into rich, technologically advanced countries to have their human, economic, and social capital enhanced, some of which to be reinvested in their respective homelands, particularly in ecological industrial areas.

President Bush has a unique opportunity to link U.S. development assistance with grass roots Pan-Africanism. By broadening the focus of aid policy to include relations among networks of African nongovernmental organizations (NGO's), the Administration can begin addressing the barriers to African participation in the surge of transnationalism that will undergird economic prosperity in the 21st century. Already, the emerging global pattern is clear: In 1992 the European Community (EC) will become the West's largest integrated market. The Gulf States, as well as the five Maghreb states of North Africa, recently announced plans for greater political and economic unity. The incorporation of Hong Kong into the People's Republic of China holds the promise of new modalities for accommodating radically different economic and political systems within the same national boundaries. And the list will continue to grow.

Book publishing in anglophone middle Africa must be interpreted against a background of illiteracy, an emphasis on achievement reading, and other social and infrastructural elements. International market forces acting through metropolitan publishers determine general and nonfiction publishing, whereas the major market governing African creative writing is found in African schools and universities. The actions of British publishing multinationals only diverge slightly from the pattern of multinational action in less developed countries. Educational publishing is dominated by these multinationals who, through localization and because of the barriers to African educational publishing, have generally retained their position. State publishing, retarded by problems, has not yet proved very successful. Only limited government action has been taken to adjust the balance in favor of indigenous publishing because a symbiotic relationship exists between the educational system, multinational publishers, bureaucrats and transnationalism.

Examines the dynamic processes by which communities establish distinct notions of 'home' and 'belonging'. Focusing on the agency of diasporic groups, rather than (forced or voluntary) dispersion and a continued longing for the country of origin, it analyses how a diaspora presence impacts relations between 'home' and host countries. Its central concern is the specific role that diasporas play in global cooperation, including cases without a successful outcome. Bridging the divide between diaspora studies and international relations, it will appeal to sociologists, scholars of migration, anthropologists and policy-makers.
