Basic to such a devotion is the knowledge of.Christ; iand the young r~llg~ous must be.helped ~o get th~s knowledge, partly through Well-planned reading, and~mostly through prayer--for it is ~i knowledge.of the heart, and it is given by the Holy Ghost to ~hose " who humbly and perse~'erifigly seek it. ¯The fervent-reception of. Holy Communion-is a great help to.the atta!ning of this interior -knowledge and devotion. Several discussions also emphasized the need of a sense of per, sor~al responsibility. For. instance, one danger oK the religious life, with its many exercises in common, is .what migl~t be called "~herd-spirituality": one goes to the exercise automatically and takes.part with a sort, of detached numbness, ,as though ¯partially anesthetized. The chief wa~ to counteract this is the constant striving on the part of the individual to make the exercls~ personal. Also, some religious who lead an active aposl~olate, especially in small houses, .are fre-quently unable to have common exercises. They can lose the rell-gious spirit completely Unless through their own personal efforts they try to form a plan for making their various spiritual exercises in private. " The same idea of personal responsibility, under the formality of per_sonal initiative, was prominent in the men's discussion of religious obedience. It was pointed out,that apostolic initiative is n6t stifled by obedience, though it must often be controlled for the common good, as well as for the good of the individual. The rel, igious who always waits to be told what to do. is by no. means the model of perfect obedience, and the superior who requires this of his subjects is by no,means the perf.ect superior. , In a paper t, bat all will read With interest and profit, the Very Reverend Giles Staab, O.F.M.C~'p., reduced the moral qualifications of candida.tes to the religious life to the)four virtues of generosity, docility, prudence,~and loyalty. The generous candidate will¯have the r~quisite piety, the fight intention,' the chastity, and the zeal. The docile candidate will be obedient and thus further the Work of the i.nstitute. The prudent candidate will have good jiadgment and emotional control. And ~he candidat~ imbued with a spirit Of loya[t~t.will, be ready to subordinate his own interests to thqse of the community and will, as a natural consequence, b~e a, gobd communi@ man: a religious withsocial 'balanch, cgurtesy, and considerateness." Conte~ptative Life The .Right Reverend Abbot M. James Fox, O.C.S.O., gave' an interesting and informative talk about the contemplative life in gen-eral and the Trappists' life inparticular. He said that there is.a great hunger for thec0ntemplative life in modern America, . and he illustrated this statement.by quotin~ excerpts from man'y letters'that h'e has received from applicants to the' Trappi~ts. Abstract:The present investigation tries to analyse the use that was made of article 81.3 of the Catalan Parliamentary rules of procedure to alter the order of the day and approve both the Referendum Law and the Transitoriness Act. For this, first the content of the article as well as the dubious questions about it have been examined. Secondly, the interpretation given to this precept by the Catalan parliamentary majority in order to introduce both bills as well as the consequences that it had in the form of appeals has been summarized. Thirdly, the jurisprudence of the Constitutional Court has been contrasted with the different issues raised during the approval procedure of the Referendum and Transitoriness Acts. Fourthly, an attempt has been made to make a proposal for a resolution of the appeals filed and on which the Constitutional Court has not yet ruled. And fifthly, analyse the STCC 10/2018 and 27/2018 that solve the appeal in relation to the agreements of the Parliamentary Bureau that rejectedthe request for the CGE's dictum.Once all this has been done, six have been the main conclusions. One: that the Catalan Parliament Bureau was so obliged to carry out an analysis beyond the strict verification of the formal requirements because there were some execution incidents that expressly obliged it, as well as the duty to agree on its inadmissibility because the proposals were of obvious law and evidently unconstitutional. Two: that the Constitutional Court should rule against the part of the Citizens' appeal where it was requested to annul the agreements of the Plenary by means of which the agenda was altered, but it should resolve in favour of that other part of the same resource where it was requested cancel the agreements of the Plenary through which an ad hoc legislative procedure was created through art. 81.3 RPC. Three: that the SSTC 10/2018 and 27/2018 positively estimate both the appeal of the Socialist parliamentary group and one of the parties to the appeal for protection of Citizens, in which it was requested to declare the nullity of both the Agreements of the Bureau of the 6th and September 7 for which it was rejected to process the request for such opinion and its effects. Four: it does not seem to be manifestly unconstitutional that, through art. 81.3 RPC, the agenda can be modified to include the debate and vote on a proposed law, an affirmation that may well be extended to all those precepts of the other regulations parliamentarians whose content is similar. Five: that neither art. 81.3 RPC nor any other precept that develops the alteration of the agenda in the other parliamentary regulations, enables the parliamentary majority to create an ad hoc legislative procedure through which subsequent proposals can be approved. Of law. And six: that the main reason why they ended up processing the proposals of law in this way is none other than the will of the Catalan parliamentary majority (and, thus his government) to process and approve with appearance of legality two propositions of law that were already in their origin evidently unconstitutional. ; Resumen:La presente investigación trata de analizar el uso que se hizo del artículo 81.3 del Reglamento del Parlamento de Cataluña para alterar el orden del día y aprobar tanto la proposición de ley de referéndum como la de transitoriedad. Para ello, primero se ha examinado tanto el contenido que posee dicho artículo como aquellas cuestiones dudosas sobre el mismo. En segundo lugar, se ha resumido tanto la interpretación que se le dio a dicho precepto por la mayoría parlamentaria catalana para poder introducir ambas proposiciones de ley como las consecuencias que ello tuvo en forma de recursos de amparo. En tercer lugar, se ha contrastado la jurisprudencia del Tribunal Constitucional con las diferentes cuestiones planteadas durante el procedimiento de aprobación de ambas proposiciones de ley. En cuarto lugar, se ha intentado realizar una propuesta de resolución de aquellos recursos de amparo presentados por el grupo parlamentario de Ciudadanos sobre los que el Tribunal Constitucional todavía no se ha pronunciado. Y, en quinto y último lugar, se han analizado las SSTC 10/2018 y 27/2018 que resuelven los recursos de amparo sobre los acuerdos de la Mesa por los que se desestimaba la solicitud de dictamen del CGE.Una vez realizado todo ello, seis han sido las principales conclusiones. Uno: que la Mesa del Parlamento de Cataluña tenía tanto la obligación de realizar un análisis más allá de la estricta verificación de los requisitos formales por existir unos incidentes de ejecución que le obligaban expresamente a ello, como el deber de acordar su inadmisión por ser las proposiciones de ley palmaria y evidentemente inconstitucionales. Dos: que el Tribunal Constitucional debería fallar en contra de la parte del recurso de Ciudadanos donde se pedía anular los acuerdos del Pleno mediante los cuales se alteró el orden del día, pero debería resolver a favor de aquella otra parte del mismo recurso donde se pedía anular los acuerdos del Pleno mediante los cuales se creó un procedimiento legislativo ad hoc a través del art. 81.3 RPC. Tres: que las SSTC 10/2018 y 27/2018 estiman positivamente los recursos de amparo del grupo parlamentario Socialista en los que se pedía declarar la nulidad tanto de los Acuerdos de la Mesa de los días 6 y 7 de septiembre por los que se desestimaba tramitar la solicitud de dicho dictamen como de sus efectos. Cuatro: que no parece ser manifiestamente inconstitucional que a través del art. 81.3 RPC se pueda modificar el orden del día para incluir el debate y votación de una proposición de ley, afirmación esta que bien puede ser ampliable a todos aquellos preceptos de los demás reglamentos parlamentarios cuyo contenido sea similar. Cinco: que ni el art. 81.3 RPC ni ningún otro precepto que desarrolle la alteración del orden del día en los demás reglamentos parlamentarios, habilita para que a su través la mayoría parlamentaria cree un procedimiento legislativo ad hoc gracias al cual posteriormente se puedan aprobar proposiciones de ley. Y seis: que el motivo principal por el cual se acabaron tramitando las proposiciones de ley de esa manera no es otro que la voluntad de la mayoría parlamentaria (y, por ende, del Gobierno catalán) de tramitar y aprobar con apariencia de legalidad dos proposiciones de ley que eran ya en su origen evidentemente inconstitucionales.Summary:1. As the importance of Corporate Governance increases, an awareness and understanding of the different relevant regulations becomes of paramount value. The importance and value of Corporate Governance is not the core of this publication. The publication is built around the premise that Corporate Governance is important and increasingly becoming of significant importance for growth, continued success and sustainability. Accordingly, this publication aims to identify, highlight and summarize the different codes of Corporate Governance along with other relevant regulations that impact Corporate Governance that are available in Jordan. The authors intend to address the different codes with respect to the principles of Corporate Governance as defined by the Organization of Economic Cooperation and Development (OECD); namely: ensuring the basis for an effective Corporate Governance framework; the rights of shareholders and key ownership functions; the equitable treatment of shareholders; the role of stakeholders in Corporate Governance; disclosure and transparency; and the responsibilities of the Board. This comparative study will provide an overview of how each code (or relevant regulation) addresses the different principles and to what extent. Since certain Corporate Governance practices tend to overlap across different principles and cover broad practices, we have found that it would be best in this study to provide a detailed assessment of different practices and requirements based on different dimensions. The dimensions the authors use are those defined based on best practices as identified by the International Finance Corporation (IFC) as follows: commitment to Corporate Governance; board functioning; management control environment; disclosure and transparency; and shareholder and stakeholder relations.
How can one account for the puzzling behavior of insider-managers who, in stripping assets from the very firms they own, appear to be stealing from one pocket to fill the other? The authors suggest that such asset-stripping and failure to restructure are the consequences of interactions between insiders (manager-owners) and regional governments in a particular property rights regime. In this regime, the ability to realize value is limited by uncertainty and illiquidity, so managers have little incentive to increase value. As the central institutions that rule Russia have ceded their powers to the regions, regional governments have imposed various distortions on enterprises to protect local employment. Prospective outsider-investors doubt they can acquire the control rights they need for restructuring firms and doubt they can avoid the distortions regional governments impose on the firms in which they might invest. The result: little restructuring and little new investment. And regional governments, knowing the firms' taxable cash flows will have been reduced through cash flow diversion, have responded by collecting revenues in kind. To disentangle these vicious circles of control, the authors propose a pilot for transforming ownership in insider-dominated firms through a system of simultaneous tax-debt-for-equity conversion and resale through competitive auctions. The objective: to show regional governments, for example, that a more sustainable way to protect employment is to give managers incentives to increase enterprises' value by transferring effective control to investors. The proposed mechanism would provide cash benefits to insiders who agree to sell control to outside investors. The increased cash revenue (rather than in-kind or money surrogates) would enable regional governments to finance safety nets for the unemployed and to promote other regional initiatives.

Mickey Levy's excellent WSJ oped leaves some thoughts. Inflation has fallen, though I still suspect it may get stuck around 3-4%. But prices "are 18.9% higher than its [their] pre-pandemic level." And some important prices have risen even more. "Rental costs continue to rise in lagged response to the 46.1% surge in home prices." Those who are taking a victory lap about the end of inflation (the rate of change of prices) are befuddled by continuing consumer (and voter) anger. Well, prices are not the same thing as inflation. Our current monetary policy has, for decades, forgotten past mistakes. If inflation surges to 10%, and prices rise 10%, it is considered a victory, and battle over when inflation gets back to 2%, though prices are still 12% higher than they were. It wasn't always this way. Under the gold standard, prices were stable for long periods, which means that bouts of inflation were quickly followed by bouts of deflation. I'm absolutely not advocating for the gold standard, but it's worth remembering that price stability rather than inflation stability is possible. Why the fuss? As Mickey points out, not all prices rose the same amount. In particular, "Increases in wage and salaries ... haven't kept pace with the CPI and have resulted in a decline in real wages." No wonder "the public isn't pleased." This offers an interesting moment to rethink the basic idea of bygones will be bygones in monetary policy. Wages are, by common agreement, a lot more sticky than prices. Eventually wages will catch up, but it will be a long and contentious process. Wouldn't it be better, after a bout of inflation, for prices to come down quickly, to match the current level of nominal wages? "Real wage restoration" has a nice ring to it that even Fed doves and inequality worriers might appreciate. MortgagesMickey also points to a fascinating puzzle of our mortgage markets: Tens of millions of homeowners who locked in mortgages at rates below 3% between 2020 and 2021 are now unwilling to sell. The result is a shortage of homes on the market and higher prices. ..That in turn has impaired labor mobility, historically an important factor for production and labor-market efficiencies.In the US, if you wish to protect yourself against rising mortgage interest rates by buying a fixed rate mortgage, you can only do it bundled with one particular house. You cannot easily say, "I don't want to get hit by interest rate rises, but I might want to move and still be able to afford a big house." So we are stuck with this interesting puzzle, that higher interest rates to combat inflation lead to people staying parked in houses they really don't want, unwilling to move to take a better job somewhere else, to downsize, to cash out of a house-poor expensive area (Palo Alto), to upsize for more children or elderly parents, and so on. 30 year fixed rate non-transferrable mortgages with a complex option to prepay and refinance when interest rates go down, and little consequence for default (whew) are not a law of nature. It is not this way around the world, and I've been fascinated to talk to economists at other central banks about their very different worries. In many countries almost all mortgages have floating rates, that quickly catch up to any rise in short term interest rates. In many of these countries, it is not easy to default. If interest rates rise from 2% to 6% and you can't afford to triple your monthly payment, you can't just give the bank the keys as you typically can in the US. In Sweden, I was told, if you default on a mortgage, the bank will grab all your other assets, and also garnish your wages for several years. You will live on their minimum social assistance income, about $15,000 at the time of this conversation, for several years. As a result, central banks in these countries have a completely different set of worries about raising interest rates. Rather than worry about defaults that will imperil banks, they worry that people will stop spending on everything else before defaulting on their mortgage. So monetary policy (raising interest rates), surprisingly ineffective right now in the US, can be dramatically more "effective" with that sort of mortgage market. (Yes, inducing a fall in consumption is the point of raising interest rates.) I don't know of mainstream models that include this distinction but it seems first order for the effect of interest rates on the economy. Central bankers also worry a lot more about public backlash when mortgage costs for the whole population can swiftly double or more. Back to the US. Why can you not keep your mortgage when you change houses? Why must protection against interest rate rises -- a form of insurance, really -- be tied to staying in one house? Put that way, you can come up with a dozen legal, regulatory, and perhaps even economic reasons. The 30 year fixed rate itself is an invention of 1930s federal housing policy. Banks hold very few mortgages. Pretty much the whole mortgage market gets securitized with a credit guarantee by federal housing agencies (Fannie, Freddy, etc.). So if their rules for acceptable mortgage says you can't change houses, well, you can't change houses, no matter what demand. Subsidies for a particular version of a product kill product innovation. One real estate economist I asked this of suggested that the mortgage originators like it this way, as it forces you to pay fees to move. And one can speculate that lenders don't want you to substitute a worse house as collateral. I don't think that holds, because acceptability of the house follows simple rules, but it's possible. So, today's bright idea: Why don't banks also routinely sell retail fixed for floating swaps? These are standard financial contracts that have been around for decades. Here's how it works: You take out a floating rate mortgage, at say 2%. Fixed rate mortgages are, say, 3%. So along with your mortgage, you agree with the bank that you will pay the bank 3% a year, fixed for 30 years, and the bank will pay the floating mortgage rate. That's 2% now, but if interest rates rise, the bank has to pay 5% and you keep paying 3%. Now you can sell the house. When you get a new house, you use the floating rate (5%) to pay the new higher mortgage on the house, while you keep paying 3% out of pocket. We have synthesized a portable mortgage. Why doesn't this happen? I await your speculation in the comments. Banks trade fixed for floating swaps among themselves all the time, so laying off the risk is not hard. As usual, I am drawn to wonder what tax or regulation is in the way. I can think of a few. First, you will get the mortgage interest tax deduction only on the actual mortgage. The actual 3% fixed mortgage lets you deduct the whole 3%. You will pay income tax on fixed for floating payments. This is really an insurance payment, like fire insurance, which shouldn't be taxable, but the IRS will likely treat it as such. Perhaps if insurance companies sold the product they could lobby Washington for rules to extend the tax exemption, but then you lose some of the efficiency of banks doing what is properly the business of banks. Heaven knows how bank regulators and consumer financial protection regulators will do to tangle up a perfectly sensible product. The Fed finally caved in to political pressure to put climate in financial regulation: banks must manage their balance sheets for physical risks from climate change, such as flooding or drought, as well as the "stresses to institutions or sectors arising from the shifts in policy, consumer and business sentiment, or technologies associated with the changes that would be part of a transition to a lower carbon economy."...Shifts in policy? OK Citi, what will happen to your balance sheet if a Republican gets elected and cancels electric vehicle mandates? Oh, maybe that's not the "change in policy" banks are supposed to anticipate. Banks will also have to conduct a "climate-related scenario analysis"—don't call them stress tests—that extend "beyond the financial institution's typical strategic planning horizon" and account for potential losses in "extreme but plausible scenarios." Well, if anvils fall from the sky... But I digress. With this sort of thing coming from regulators, who has the time to create and get approval for a new product that might actually serve homeowners and help to unlock housing supply in places where it's scarce? If you can think of other regulatory (or economic) barriers, comment away. Or maybe, just maybe, we're waiting for a sharp fintech company to figure out that floating + swap is a product consumers would want. (Swaps also require counterparties to post collateral, i.e. put in enough cash that the other side can be sure the payment stream keeps going, and in the event of default come out even. On the household side, equity in the house should serve as it does for mortgages; it would be like a second mortgage claim on home equity. That's a reason to bundle retail swaps with the mortgage issuance. One could have banks post collateral too, though enough priority in bankruptcy should do the trick as these are retail contracts. ) (The madness of refinancing fixed mortgages is also puzzling. I know a lot of very good financial economists, and not one can figure out the optimal time to refinance a fixed rate mortgage. Why not just sell mortgages that adjust down but not up? Sure, you'll pay a few basis points extra, but we save a lot of complexity and the costs of getting that option wrong. The same answers as above may apply.) Update:I long ago proposed "health status insurance," which is insurance against health insurance premium increases. If you get sick and your health insurance increases, the premium insurance pays the higher health insurance, or a lump sum so you can do it. What I'm suggesting here is also "mortgage rate rise insurance." Get a floating rate mortgage and separate mortgage rate insurance. If the mortgage rate rises, the insurance pays the higher rate, or a lump sum so you can do it. While we're at it, the major difference between buying and renting is that buying allows you to stay in the house no matter if rents go up, where renters bear the risk of higher rents. It's puzzling that you can get long-term commercial leases, but residential leases allow the rent to rise each year. Rent increase insurance could work the same way. Rent for a year, buy rent increase insurance, and if the rent goes up, rent increase insurance pays the difference or pays a lump sum so you can do it. (Renters synthesize this somewhat by renting and then voting in rent control!) Update 2:As many commenters point out, another way to handle the problem is for borrowers to be able to buy their own mortgage back, as is done in Denmark.
The virulent strain of nativist, anti-establishment, anti-corporatist and anti-immigrant sentiment is rocking the foundations of traditional party systems in all industrialized democracies. Its causes are many, but in broad terms it is safe to say they surfaced right after the 2008-09 economic collapse, an era that was characterized by intense polarization and confrontational approaches against governments, corporations and financial institutions which crossed party lines and traditional political cleavages. The sweeping changes brought about by globalized capital and corporate interests, and the blurring of national borders that accompanied them, have alienated big swathes of the population and given rise to new forms of strident populism everywhere.In the United States the main manifestation of this phenomenon is taking the form of a populist revolt, a singular form of class warfare inside the Republican Party, between the established party hierarchy and the Tea Party movement.As the next legislative election approaches, the internecine feud within the Republican Party continues to create challenges for its top candidates who must veer more right-wing to secure the nomination and then turn back to the center of American politics to win the general election. Before 2012, the GOP tried to co-opt the extreme right and used their rhetoric, but after the 2012 election losses, the party took uncertain steps to distance itself from the movement. Today, the movement rather than the establishment seems to be dictating the party line, so there is paralysis in Washington once again. The leadership will still have to govern and legislate on some central issues-increase the debt limit, fund the government, and renew the authorization charter of the Export-Import Bank, among other things, and in so doing, further alienate Tea Party voters. The Republican-dominated House will no doubt stay away from the avoidable taboos, such as considering immigration reform (for which the Senate already passed its own bill one year ago!) and in consequence, one more time unintentionally secure the Latino vote for the Democratic Party. They will continue blocking the minimum wage raise and the Fair Paycheck Act, thereby losing the minorities and women's vote. In this context, the 2016 presidential horizon looks brilliantly promising for Democrats and their two presidential hopefuls, Hillary Clinton and Elizabeth Warren.The defeat of Virginia Representative and House Majority Leader Eric Cantor in the June 10th Republican primary for the seventh Congressional district is symptomatic of deep divisions not only within the Republican Partybut in the electorate at large. Eric Cantor, a Republican with impeccable conservative credentials who had been re-elected seven times and who was first in line for House Speaker,lost by ten solid points to a little known college professor who ran against him by portraying him as the pro-Wall Street, pro-K Street typical Washington insider, indifferent from Main Street needs and demands. This race is very significant for several reasons. For starters, the anti-Washington, anti "corporate welfare" and anti-Wall Street sentiment is widespread among independent voters and those GOP legislators that have been "pro-bailout, pro-Obama stimulus spending and pro-immigration," as articulated by Tea Party leaders, live in fear of being chastened by voters.That is why this week Republicans in Congress who were holding their breath, are exhaling with a sense of relief as Senator Thad Cochran wins the primary runoff against Tea Party challenger ChrisMcDaniels who ran on a promise to voters that he would add his voice to the fight against Obamacare and big government spending. It appears then that the anti-incumbent sentiment has not been strong enoughto become a sustained trend: so far, only two sitting representatives have not won re-nomination in the House and all 18 Senate races have been won by those holding the seats, including Lindsay Graham of South Carolina, who was a leader in favor of Immigration Reform in the Senate, but has been vocal in confronting Obama with his dismal record in foreign policy, from Benghazi to Syria to Ukraine, and now all the way back to Iraq. But even pollsters have been taken by surprise in most cases, whether as to the narrowness of results (such as the one is Mississippi, which required a runoff election) or to the unfathomable upsets (Cantor's represents a historical defeat: no Majority leader had been voted out in a primary election since the nineteenth century). There are many reasons why nobody saw this coming, first among them the constant problem of voter turnout, especially in primaries, followed by new strategies by candidates (David Bratt, the college professor that beat Cantor, did door -to -door canvassing, taking time to speak to prospective voters, and he beat a competitor who had outspent him 40 to 1) and by the strong commitment of a small group of activists that mobilized the grassroots against Cantor's pro-business stance. The outcome of these races is further complicated by the fact that many Democrats are taking part in open primaries, which makes them even more unpredictable. Democrats participated in both races, voting against the incumbent, Cantor, in Virginia (he was perceived as the main obstacle for bringing to the floor a vote on immigration bills that apparently would have had the votes to pass) and in favor of incumbent, veteranSenator Thad Cochran in Mississippi (he courted the African American vote, pointing out the amount of federal funds he had brought to the state in his 36 years as Senator, and they acquiesced, fearing Mc Daniels would be a worse choice for their interests in such a red state as Mississippi).These idiosyncratic variations and distortions should not distract us from the fact that the defeat of ultra-conservative House Majority leader from a white, affluent Richmond suburb is extremely significant and will have many ramifications in the near future. First and foremost, it has led to an immediate reshuffle of the party internal House leadership, as Cantorresigned his post as Majority leader. The first in line to fill his post, House whip Kevin McCarthy from California, used his insider skills to mobilize his contacts and call in his favors fast enough to pre-empt a challenge by a Tea Party congressman from Idaho, Raul Labrador, in a secret, internal party ballot. He has thus become Majority leader only eight years after he was first elected to Congress for California 23rd district. If re-elected in November, he will be first in line for House Speaker when Rep. Boehner gives up his post. This coveted position would have been Cantor's crowning achievement after a solid career of 14 years in Congress: he had hoped to become the first Jewish Speaker of the House.In spite of McCarthy's success in pre-empting challenges from outside the party leadership, the next one in line to move into McCarthy's whip position, deputy whip Peter Roskam from Illinois, lost the ballot to Tea Party challenger Steve Scalise from Louisiana, who mobilized the vote of Southern legislators and won, thereby establishing a presence for the movement inside the GOP hierarchy. Scalise, who was elected to Congress in 2008, has also risen rapidly through the ranks, as chairman of the ultra-conservative Republican Study Group and as a vocal advocate against big government.Party Whips in Congress are in charge of counting votes for and against legislation. They are enforcers, offering incentives and doling out punishments for votes among their caucus members. Their role becomes particularly important in close votes. The whip is also the main liaison between the party leadership and the rank and file.Primaries are proving to be much more dangerous for establishment Republicans than a prospective national election at the end of this year, in which they are poised to win both some Senate and House seats, mainly due to slow economic growth and low support for Obama, but more pointedly due to the opportunity created by the retirement of a significant number of long-serving senior legislators. Rather than the November election challenge against Democrats, primaries have become the main obstacle to surmount and the main focus of funding for incumbents and party establishment candidates. Memories of seats lost due to Tea party primary winners in the national 2010 and 2012 election still loom heavily in GOP minds. Karl Rove's words of advice to both the Tea Party activists and the GOP leadershipin February of 2010 still resonate in the halls of Congress:"If Tea party groups are to maximize their influence on policy, they must now begin the difficult task of disassociating themselves from cranks and conspiracy nuts. This includes 9/11 deniers, "birthers" who insist Barack Obama was not born in the U.S., and militia supporters espousing something vaguely close to armed rebellion.""The GOP is also better off if it foregoes any attempt to merge with the tea party movement. The GOP cannot possibly hope to control the dynamics of the highly decentralized galaxy of groups that make up the tea party movement. There will be troubling excesses and these will hurt Republicans if the party is formally associated with tea party groups" (Wall Street Journal, Feb. 18 2010).Because they are extremely vocal as well as media favorites (whether to disparage or to endorse them) and have made some undeniable inroads into the halls of power, the Tea Partiers have indeed made a splash in US politics, and they have re-shaped the agenda on issues of taxes and spending (with mixed success). But so far this term, 273 of 275 House incumbents and 18 out of 18 Senators have won re-nomination, even if in most House cases these contests were won by small margins. This is evidence that there is still somediscipline in party ranks, and newcomers are forced to follow the party leadership. For example in Kentucky, Sen. Rand Paul, largely recognized as the presidential candidate for Tea-Partiers and libertarians alike, did not campaign in favor of the Tea Party candidate who was running against Senate Minority leader Mitch McConnell, and gave the former only lukewarm support. Senator McConnell, a tough, seasoned veteran, was reported to have had a private, one-on-one, closed-doors conversation with Rand Paul before the primary campaign started…It then becomes clear that membership still has its privileges, and the Tea Partiers' disdain for insider politicking and the compromises required by politics in general won't take them very far. That is the stuff of politics, so now these political neophytes are getting into the fray, they will have to learn a few organizational lessons from the savvy insiders they are trying to replace. Nonetheless, one of the first comments made by Kevin McCarthy Fox News as he moved into Cantor's position was that "Yes, he would let the Export-Import Bank (reauthorization) to expire because it is something the private sector can do better". This represents a reversal from his 2012 position, and one that distances him from the business community and the party establishment, who want the Bank to remain. (Tea Partiers want to do away with the Ex-Im, the IRS and the Department of Education, among other institutions they find superfluous). In another interview, McCarthy asserted that the GOP had more to gain (politically) if it moved closer to libertarian ideas. So it has become apparent then, that the Tea Party as a movement and as a faction of the Republican Party is here to stay, at least for the near future. After two weeks of drama and excitement, the Democratic and the Republican National Conventions have drawn to an end, and an exhausted American public will now have to focus on the home stretch of the presidential campaign. There is general agreement that both candidates achieved their most important convention objectives. Obama re-introduced himself to America as an ordinary man, a down-to-earth candidate who understands their problems and proposes solutions, while McCain moved away from George W. Bush and re-emerged as his party's maverick: the independent, likable and trustworthy reformer that puts "the country first". In spite of the truncated schedule of the Republican National Convention due to the hurricane that hit the Gulf Coast, McCain's surprise announcement of his running mate, and his acknowledgement of his own party's mistakes in the last eight years, appear to have taken some of the wind from under Obama's wings.The most recent Gallup poll has Obama leading 44% to 40 % in voters' approval ratings, while a CBS poll has them at 40% each. It is clear that the race is now in a dead heat and that McCain has been on the rebound, narrowing down the eight percent margin that Obama had before the Conventions. Taking into account that Obama has already had his post-convention bounce, the direction of this change favoring McCain will continue. Historically, after Labor Day and the end of the two conventions, poll numbers appear to hold pretty steadily all the way up to the election, which means that, barring an "October surprise", the outcome of this election will again be too close to predict.This is an enormous accomplishment for McCain, whose candidacy was given up for dead by pundits mid-way trough the primary last year. Americans love survivors, and both his life story and his political narrative fit this characterization perfectly. Credit is given of course to the candidate himself, but also to his campaign director Rick Davis, who had the audacity to take a 180-degree turn and recast him as the candidate of change. How he did it will be a textbook example for campaign strategists in years to come.First, McCain came into the Republican Primary as too independent, too secular and too much of a critic of George W. Bush, to be chosen as the Grand Old Party's nominee. In the course of the primary campaign, he moved closer to the President, repeatedly reminding voters that in the Senate, he had voted in favor of the President's initiatives 90% of the time. A clip of this acknowledgement is being used by the Obama campaign with glee in a TV commercial that plays several times an hour in the network stations. After a terrible start, and after firing several top advisers and restructuring his whole campaign plan, he regained the confidence of the Republican voters, mainly because he was the most credible, experienced and likable of the Republican presidential candidates. These may be the same attributes that put him today in a dead heat with Obama, in spite of the lowest numbers of approval ever for the Republican Party he represents.Second, serious campaign strategic thinking went into in his choice of Vice-president and in planning the timing of this announcement. Sources close to the campaign have confirmed that, to counterbalance the perfectly choreographed Democratic Convention, the choice of Joe Biden for Vice- presidential candidate, and Obama's acceptance speech, McCain wanted to recast himself as the bipartisan candidate that reaches across the isle, and regardless of the disapproval of Republican Party stalwarts, pick Democrat Joe Lieberman, his very close friend, as his running mate. It took some serious coaxing by his staff for him to pick Sarah Palin, the little-known governor of Alaska, instead. This has so far proved to have been a very shrewd decision. With the announcement made on the next morning after Obama's acceptance speech, McCain's campaign was able to take away the momentum and the headlines from the Democrats. It was all about the Republican ticket from then on, with the Obama campaign having been unable so far, to regain the initiative. Palin's speech on the convention floor was watched by almost as many people as Obama's. She came out swinging and directly attacked Obama for his lack of experience. Her delivery was flawless, she was relaxed and funny, and the public loved her. She electrified the Republican base and injected new imagery into the Republican tableau: that of a young working mother with a family of five that enamored the pro-life voters by having knowingly had a baby with Down syndrome. The case for family values was somewhat blurred twenty-four hours later when her campaign confirmed rumors that her seventeen-year old daughter was pregnant. But Palin was able to turn this in her favor by presenting herself as a no-exceptions pro-life candidate, and thus pre-empted the avalanche of criticism that would have surely come her way from all sides. Asked for his reaction, a circumspect Obama said that the candidates' private lives should not be a topic for the presidential race and asked reporters to "back off". Finally, there was John McCain's acceptance speech that rounded up what turned out to be a positive, yet odd, week for the Republican Convention. This was the first time that an incumbent President did not attend his party's convention since Lyndon B. Johnson skipped the violence-ridden 1968 Democratic Convention in Chicago. Indeed, George W Bush made only a short appearance via satellite on the second day of the convention. His parents were there the first two days, but were conspicuously absent during McCain's speech. Vice-president Cheney was also absent throughout the three days. Senator McCain is a good communicator for smaller, town hall settings where he can speak directly to supporters, but strongly dislikes reading prepared speeches from the teleprompter to big audiences. The Convention hall was thus rearranged for his speech, to give the impression of a smaller venue, with the Republican delegates closer to him. But it was a fifty-minute long speech so he did have to read it. Although not a magnificent speaker, he came across as sincere and credible. Some have acclaimed it as the best Republican speech since Reagan's at the 1984 Convention. It drew the strongest interest of all speeches so far this election year: it was watched by 38.9 million people, more than Obama's (38.4 million) and Palin's (37 million). It was well-structured and aimed at delivering a convincing yet circumvoluted message of change. It started with a long narrative of his life experiences as a Navy pilot and prisoner of war, then went on to offer a candid confession of his party's long list of mistakes in the last eight years, and culminated with his re-introduction to the American public as the bipartisan candidate that can find solutions, bring about change and lead the country into a more secure and prosperous future. He presented in detail a forceful narrative of his life: the son and grandson of admirals and an Annapolis graduate, he became a fighter pilot and fell prisoner of war in Vietnam. He survived the "Hanoi-Hilton", was rescued, married an Arizona heiress and became Senator for that state for thirty years. Even if nothing new, this biographical portrait reminded the audience of his patriotism, his commitment to the country, his all-American upbringing and his strength, all of which makes him a fully vetted, trustworthy, and, by implication, a better candidate than his counterpart.What surprised many observers was what an NBC analyst called his "Declaration of Independence" and later "McCain's divorce" from the Republican Party and from George Bush. The latter was mentioned only once during the speech, and even then not directly by name, when McCain thanked "the president" for his leadership after the September 11 attacks. After that came a litany of mistakes the Republicans have made in the last few years, delivered in a contrite tone and followed by very weak applause by the audience. ("We were elected to change Washington and we let Washington change us. We lost the trust of the American people when some Republicans gave in to temptations of corruption."). It was as if he had directly responded to the beckoning of the British journal The Economist who had him on its cover a week ago with the title: "Bring the Real McCain back", an allusion to the fact that during the Primary season, many of his economic and national security policies looked like another term of George Bush. The Economist preferred an earlier version of McCain that was much more independent and acceptable to their point of view. In acknowledging the errors and missed opportunities of the previous years, the "real" McCain, the maverick, was back. He recognized the corruption and the hubris of his party, and, taking a page from the Democrats' platform, promised to govern for the American people and not for private interests or lobbies: "And let me just offer an advance warning to the old, big-spending, do-nothing, me-first, country-second crowd: change is coming… to Washington."McCain had a tactical tightrope to walk: during the whole primary season, his campaign had been aggressively courting the support of the conservative, Evangelical Republican base. Having cemented that support with the choice of ultra-religious Palin, he used the opportunity of his acceptance speech to appeal to a broader audience. He broke free of the Bush legacy of budget deficits and a failed foreign policy, recast himself as the candidate of change and made his pitch for the center of the political spectrum, the independent voters and disgruntled Reagan Democrats. In the most arousing part of his address, he presented himself as the Republican leader that will bring the Grand Old Party back to its original path and restore its unity, its pride and its principles. He also stressed his bipartisanship and delivered a strong blow to Obama's claim to that same mantel, by saying," Again and again I have worked with members of both parties to fix problems…and I have the record, and the scars, to prove it. Senator Obama does not." He ended by stressing his national security experience and courage to confront enemies: "We face many dangerous threats but I am not afraid.I am prepared for them."This speech may not have been the most dynamic of the Republican Convention (Sarah Palin took the kudos for that), and it was by no means a policy speech. Instead, its greatest value was the tone in which it was delivered and the level of comfort McCain awakened in the voting public. He focused on patriotism and on reforming Washington's bad habits; he communicated a sense of confidence, credibility and competence that may have reassured many undecided voters and that made him look almost Reaganesque. While Barack Obama insists that this election will be decided based on the issues (the economy, the unpopular war), McCain contends it will be decided on which candidate has the better judgment to move the country forward. In the fifty-some days left before the election, both campaigns will focus on the "battleground states" (Ohio, Virginia, Pennsylvania and Michigan), so their messages will be narrowly tailored to those constituencies. But all voters will have another chance to take a new look at the candidates side by side on three upcoming debates, and then decide on who is better suited to lead the country in such difficult times. They will vote based on their pocketbooks and on gut feelings, on rational interests and on irrational emotions. Considering the closeness of the race, the complexity that the Electoral College injects into the process, and the fact that all political thinking is biased toward the thinker's own wishes and emotions, it is only fair for this writer to abstain from predicting the outcome. Brown 3 The Chameleon | 1961 - Present Brief Historical Background Founded in 1961, The Chameleon Literary Journal continues to serve as Norwich University's arts and creative writing magazine under a team of student editors. Norwich University undergraduate and graduate students are welcome to submit various pieces for review, such as visual arts, drama, poetry, creative nonfiction, and fiction. Sean Prentiss, a published author and professor of creative writing, was selected to be the advisor of the journal when he arrived on campus in 2012. Since his arrival, he has assisted the journal in becoming multilingual by translating students' creative writing pieces into multiple languages. In addition, three-four creative writing awards are issued annually to writers who distinguish themselves amongst the rest of the student body. Brown 4 Introduction Significance of Representation Representation is a system for unambiguously organizing values, ideas, and conduct — all of which enable communication and social exchange amongst members of a particular group or community. From birth onward, an individual's self-c 1 oncept and values are affected by the surrounding environment. Adolescence is an especially critical period for identity development as the classroom serves as the primary site of socialization, although the American K-12 and college school systems have previously marginalized students who were perceived as different. Women are also encouraged from an early age to adhere to the traditional role of a homemaker, rather than pursue vocational training, higher education, and careers in STEM. As the reader will observe in the following excerpts from The Chameleon Literary Journal, Norwich University is no stranger to marginalization as women were not officially admitted for enrollment prior to the mid-1970s. Telltale signs found in the language used by Norwich student contributors indicate that slurs, stereotypes, and insults used against minorities and women were normalized for much of the Chameleon's history. It was not until the early 2000s that there appears to be a significant social shift within the student body due to the increasing presence of minorities and women on campus. Based on these findings, American society seemed to finally be becoming more inclusive, allowing minority Norwich students to express themselves freely, develop social stability, and gain a sense of acknowledgment through positive identity formation as well as representation. 1 "APA Dictionary of Psychology." Brown 5 Baby Boomers | 1946 - 1964 Brief Historical Background Following World War II and the Great Depression, a significant spike in birth rates occurred throughout the United States. Approximately 76.4 million babies were born over the course of these nineteen years. Most historians claim that this phenomenon stems from the general population's desire to establish their own families — an undertaking that was previously postponed due to World War II. The Servicemen's Readjustment Act also gave soldiers an additional reason to have larger families as the G.I. Bill granted stipends for college tuition, job-finding assistance, and housing expenses. During this time period, economic growth began to increase and the majority of Americans had an optimistic outlook for the future. This encouraged families to relocate from the sparse countryside to the bustling atmospheres of nearby cities. Once these cities were overcrowded by newcomers, plans for large residential communities were undertaken by housing pioneer William Levitt who created the suburbs as a result.2 However, those with xenophobic tendencies followed quickly relocated to the suburbs as cities became miniature melting pots of integrated immigrants with various political, social, and economic backgrounds. This sparked disputes among the American people as legalized statutes remained persistent in enforcing segregation at both the state and local capacity.3 2 Nohria, Nitin, Anthony Mayo, and Mark Benson. Brown 7 Baby Boomers The Chameleon Highlights "A young woman driving a truck!? That was unusual, no doubt about it…Stupid woman, all guts, and no brains! … Maybe you can imagine what went on inside the young man when an officer stopped him and hurriedly said; Never mind, mister, there's nothin' you can do, she's dead, just some dirty n***** woman truck driver" (1963). 4 —- An excerpt from "The Wanderers" by R. Reid The use of profanities towards both people of color and women appears to be a commonality amongst Norwich student contributors from the Chameleon's founding in 1961 through much of the decade. In this short story, "The Wanderers," terms such as stupid and dirty are used to target a woman of color for being a trucker. The author continues to expand the character's description by using calling the woman the N-word. Deriving from the Spanish word negro, the N-word is now considered taboo as its connotation has been predominantly used by white people to demean those of color. Black social identity has been especially damaged by the usage of this word as it severs their overall sense of national belonging. 5 4 Complete usage of the word is censored in respect of the black community. 5 Pryor, Elizabeth Stordeur. You had to see it spill its false entrails out in the rotten streets to be devoured by the cleansing fires. This place is no longer dirty…" (1961). —- An excerpt from "The Dream Monger" by Anonymous In this short story, "The Dream Monger," the phrase cleansing fires reveals itself to be the cause of death and destruction. Like the Holocaust, mass genocides often surround ideologies associated with ethnic cleansing. This allows for a geographical area to become ethnically homogeneous under an establishment of power. In 20th-century America, for example, Anglo- American colonialism constituted the genocide of countless Natives in America and around the world. Such events will never be widely coined as genocide, however, due to the number of those who survived exploitation, disease, malnutrition, and neglect. 6 The term black scars also leads to further speculation that this short story may involve post-slavery events of America's racial segregation system. Brown 9 Generation X | 1965 - 1980 Brief Historical Background Those who grew up during this time were accustomed to having a sense of independence from an early age. This was caused by the increased divorce rates throughout the United States, the unique dynamics of single-parent households, and dual-income parents who were not able to spend as much time at home. Most parents found a life-long career in computers, business management, construction, or transportation. Although routinely working long hours, they still managed to find a healthy balance between exhibiting their creative freedoms within the workplace and maintaining personal relationships with their children. Also referred to as latchkey kids, Gen Xers often spent their downtime conversing with friends via email, channel surfing on the television, or playing video games. They also seemed to have a deep interest in musical genres associated with social-tribal identities, including punk rock and heavy metal. This meant that music became an important self-identifying factor, even influencing the type of attire an individual wore on a daily basis. In the 1960s and 1970s, a countercultural movement known as the hippie era catalyzed other self-identifying factors — especially for those who identified as members of the LGBTQ+ community. American writer Allen Ginsberg formed the core of the movement as he openly opposed all military efforts, sexual repression, and capitalism.9 Ginsburg also identified as gay, serving as positive a role model for members of the LGBTQ+ community and allies alike. 10 9 Silos, Jill Katherine. Has a firm conviction that freedom of speech sometimes goes too far When it lets Martin Luther King "cause trouble" and "incite" riots" (1965). —- An excerpt from "The Pedestrian" by Jacob Sartz Unlike most pieces of writing from the 1960s publishings, this free verse poem seems to call out the discriminatory tendencies of others. The author especially targets any person whose ideologies are rooted in racism, sexism, and other gateways leading to unequal treatment. By labeling them as the pedestrian, such subtlety creates an effect where anyone can be the principal character and thus the reader may begin to question their own actions. As the author begins to shift towards a more political ambiance, African American activist Martin Luther King Jr. is mentioned. From the pedestrian's perspective, however, King is known to overstep the principle of free speech with the exception of cases where it benefits the white majority. Brown 12 "He had gone through a variety of different girls in the next six years, and he had accumulated an assortment of different names in his address book, including a few of the local sweethearts that he'd called up in dire sexual emergencies… When he had heard that his little "streetlight girl" had been married, he put a check next to her name in the book as he had done for several other old flames that had been put out of commission for one reason or another. He thought of her a little while after that, but closed the book as he had always done" (1970). —- An excerpt from "The Street Light" by Paul LeSage Unlike our example directly above, there are several alarming factors sprinkled throughout this short story, revealing how a man uses the sexual objectification of women to his advantage. The man's use of an address book further proves this implication as the women he has been sexually involved with are jotted down in writing. Visually speaking, the reader may think of a grocery list or an inventory of stock goods when it comes to the address book's description. The man proceeds to check off the women who no longer sexually benefit him all while refusing to use their real names, ultimately dehumanizing them in the process. This allows the reader to further explore the harmful effects of sexual objectification, pushing them to decipher the differences between sex and sexualizing.11 11 Many other excerpts were found focusing on a more negative portrayal of the BIPOC community and women during this time. However, there was no mention of LGBTQ+ members. Brown 13 Generation Y | 1981 - 1996 Brief Historical Background Many of those who were either born into this generation or lived through it prioritized their careers and personal interests above marriage. This means that they were having fewer children than their predecessors. Like Gen Xers, Millenials were known to be tech-savvy with a specific preference to communicate through email or text. MTV brought them further reason to enjoy screen time when the cable channel was launched in 1981. Originally created to showcase music videos, MTV quickly moved to television personalities. Michael Jackson, for example, served as the precedent for television personalities and leading artists, topping the charts throughout the duration of the 1980s. He eventually became one of the most well-loved television personalities who dedicated much of his offscreen time to charitable efforts. Prince, Whitney Houston, Diana Ross, and many others followed closely behind. Based on the increased media representation of minority artists, it's safe to say that this particular time frame allowed for people of color to debut their own music videos for the first time. This urged the public to gravitate towards soul music and R&B, marking the start of this generation's willingness to embrace black creators. Alongside music, technological advances in STEM were budding with breakthroughs. Women paved the way towards many of these breakthroughs under large startups and federal organizations, inspiring younger girls to do the same through higher education. 12 12 Eighteen years of Chameleon issues were released during Generation Y but mostly written by students who were born during Generation X (1965-1976). In this case, the author speaks in the first person, signifying their position as the principal character who is faced with having to mirror the way others perceive the world. This implies that the narrator may have had a weakened sense of self-identity at the time this poem was written. Self-identity is an especially important feature as it consists of the traits, characteristics, social relations, and roles that define who one is. Kubiak This short story, "A Blind Odin," depicts a deep contrast between the description of a man and the description of a woman. The man embodies characteristics associated with a skilled hunter, such as strength and courage. The woman, however, is only described based on her physical features, all of which seem to align with the male gaze. For those who are not familiar with feminist theory, the male gaze is perceived from a masculine heterosexual perspective with aspects of voyeurism, objectification, fetishism, and scopophilia attached.15 Further descriptions of the woman's bodily proportions also suggest clues about the author, although it is crucial for the reader to understand that Norwich University had very few female candidates at the time this short story was written. 16 15 Snow, Edward. However, there was no mention of LGBTQ+ members. Brown 17 Generation Z | 1997 - 2009 Brief Historical Background Gen Zers are the first to experience technological advances from birth onward. Once the majority reached adolescence, it became evident that there was a growing demand for portable devices. Although the first smartphone was released by IBM during the early 1990s, its overall bulkiness and poor battery life were not ideal for communication lines. Apple has since become the most popular phone brand in the United States. It also helped that the company released the iPod, a portable music device with, at the time, the ability to store over 200 songs. The same year also marked the events of several terrorist attacks on September 11th. Two jet airliners shattered the Twin Towers of the World Trade Center in a series of terrorist attacks, killing nearly 3,000 people and injuring twice as many. Those responsible were later identified as members of al-Quaeda, a militant Islamist organization led by Saudi Arabian terrorist Osama bin Laden. Life became all the more difficult for Muslim Americans as they continuously experienced the dangers of Islamophobia on a daily basis. Such dangers surrounded an ongoing spike in hate crimes, ranging from cold-blooded murder to vandalism of places of worship. Even when there was a slight decline in hate crimes years later, Muslim Americans continued to struggle with employment discrimination. Many of those who practiced Islam were either laid off or turned away during the hiring process for reasons directly relating to their religion. By the end of Generation Z, religion no longer served as a determining factor during the hiring process and diversity became a primary focus in the workplace. 17 17 Thirteen years of Chameleon issues were released during Generation Z but were mostly written by students who were born during Generation Y (1977-1995). Brown 19 Generation Z Relevance to The Chameleon "You called me a fa***t and said no one would love me But I am here to say what goes around comes around And now it's your turn to get knocked down" (2004). —- An excerpt from "The Bastard Son" by James A. Hoffman Now used as a slur in reference to homosexual men and boys, the term fa***t has its own unique origin. The term's former use in the Norwegian dialect was originally emplaced to describe a bundle of firewood. Because these bundles were large in size, the term eventually moved towards describing heavyset women who were often seen as slovenly and thus placing them near the bottom of all social classes. When British English ha 18 d made a far greater influence on the Scandinavian languages, the term was combined with bugger, also known as a person who engages in anal or oral sex. I have based my life upon yours, all the great things you have done and all the obstacles that you were able to overcome; the thing that I admire most about you is the fact that you were a single mother of four and didn't need a man's help, but I always knew that was a great challenge for me, in this world that is much too different from the one that you grew up. To me, that was the greatest obstacle that you conquered" (2004). —- An excerpt from "Mother's Love" by A.M.T Lebron In this dedication, "Mother's Love," the author retrieves past memories in writing to celebrate their mother. It is not often that Norwich student contributors write about the entailments of motherhood. Although it remains unclear whether the author's mother was divorced, widowed, or remained unmarried, the family has a relentless source of love for one another and proceeds to use their shared affection to overcome challenges. Such challenges include economic hardships and increased states of stress as a single mother often relies on one source of income. There is also reason to believe that those raised in similar households develop a sense of independence resembling that of their mother. Some may even develop additional 20 internal resources that will allow them to construct their own identity far from the gender roles typically seen within the American household. 21 20 Kinser, Amber E. Brown 21 Generation Alpha | 2010 - Present Brief Historical Background Many of those who are either born into this generation or currently living through it witness technological advances at an accelerating rate to the extent of replacing the previously known means of childhood entertainment with mobile devices and streaming services. The dawning of this generation also brought Instagram, the most frequently preferred social media platform to date. The thought of having children was generally delayed across the United States following the economic crisis of 2008, while young adults reportedly dealt with increasing stress from education debt. Following the economic crisis of 2008, it is not uncommon for young adults to deal with increasing stress from education debt. Many Gen Zers who previously planned on extending their families during this time were also affected as financial worries prevented them from having children. In 2020, the COVID-19 pandemic caused further economic turmoil when small businesses had to close down to prevent the spread of the virus. Those who were employed under larger corporations, however, moved their offices to home. Between dual-career families and remote work, the boundaries separating professional and personal life became blurred. 22 Such challenges have proved that the young faces of Generation Alpha are capable of resilience, utilizing their own diverse backgrounds to tackle the more difficult questions. Brown 23 Generation Alpha Relevance to The Chameleon "It had only been four days since I was bought from the Greens. The Green House was known for cutting off the body parts of slaves and letting them bleed out slowly or waiting for them to die of infection. They used to take other slaves to the field and pick different parts to cut off. If they cut off too much and you couldn't work anymore, they'd leave the bodies in the field as an example of what happens when you make mistakes. " (2019). —- An excerpt from "Mixed Voices" by Alain Cropper-Makidi The author moves to educate the reader on a particular building utilized during America's slavery period. Also known as the Green House, the building lay separate from the main house and lodged slaves who were being punished for fieldwork mistakes. Whipping, burning, branding, raping, and imprisoning were some of the most common punishments for slaves. However, the Green House resorted to dismembering the slaves' limbs and allowing them to bleed out. This short story, "Mixed Voices," also addresses that some slaves received educational instruction from the main house's mistress. This was most likely executed in secret as slaves were generally prohibited from reading and writing out of fear that they would forge travel passes and escape. 23 23 "Literacy as Freedom - American Experience." Since his arrival at Norwich, Professor Hu has assigned his Chinese students the task of writing and translating poetry. This allows them to expand their Chinese literacy and gain a sense of passion for the language itself. As the Norwich language department continues to grow, translations will continue to be included in future Chameleon issues for the benefit of promoting diverse students and staff who already understand or aim to learn beyond that of the English language. Brown 25 Conclusion Sustains & Improves After reviewing all past issues of the Chameleon, it is clear that Norwich's literary journal previously published pieces of writing representing LGBTQ+ members, the BIPOC community, and women in a negative light. This was especially true from 1961 through the late 1990s. Gradually, the Chameleon has begun to positively represent our communities. During our current time period, for example, positive representations have become the primary focus under Professor Sean Prentiss and his team of student editors who have made a conscious effort in improving the Chameleon as a whole. Student writers who distinguish themselves amongst the rest of the student body are oftentimes selected for awards. One of which is the "Be You, Be True Prize" for the best writing by or about the LGBTQ+ community. Additionally, many Norwich University professors currently include culturally sustaining pedagogies within their curricula. Such pedagogies include seeking nontraditional texts, merging language varieties, and encouraging students to explore cultural spaces. To maintain as well as improve such efforts, Norwich University affiliates must remain aware that America's long history of combating minorities often resulted in bloodshed. Although not to the extent of our previous generations, similar events still continue to occur today. Therefore, as one of the most renowned military colleges in the United States, it is our responsibility to protect minority students and ensure that they perceive themselves as valuable members of the community. Over the past decade, decentralization of fiscal and policy-making authority has become a cornerstone of development organizations' recommendations for good governance. Yet the institutional design of multilayered government can create tensions as new elites attempt to fill governing spaces long occupied by traditional patrons. This paper uses the case of post-conflict Sierra Leone to explore the power-sharing dynamics between traditional hereditary chiefs and newly elected community councilors, and how these dynamics affect the provision of local public goods. The paper uses data on several measures of local service provision and finds that councilor/chief relationships defined by competition are associated with higher levels of public goods provision as well as greater improvements in these goods between council areas over time. Relationships defined by frequent contact in the absence of disputes as well as higher frequencies of familial ties between the two sets of actors are associated with worse local development outcomes. This evidence suggests that greater competition between elite groups is beneficial for local development, whereas collusion or cooption between old and new elites harms the provision of local public goods.

Sullivan, the first woman from Missouri to serve in the United States House of Representatives, was born Leonor Alice Kretzer, August 21, 1902, in St. Louis. She attended public and private schools in St. Louis, including Washington University. Prior to her marriage, Mrs. Sullivan pursued a business career and eventually became the director of the St. Louis Comptometer School. She married Missouri Congressman John B. Sullivan on December 27, 1941, and served as his administrative assistant and campaign manager until his death in January, 1951. Following her husband's death, Mrs. Sullivan unsuccessfully attempted to win the local Democratic party's nomination to succeed Congressman Sullivan in the special election. The seat was lost to a Republican candidate. In 1952, Leonor K. Sullivan running on her own, without party support, defeated six opponents in the primary election to become the Democratic nominee for the Third Congressional District. In the general election, she defeated her Republican opponent and recaptured the seat once held by her husband. Mrs. Sullivan represented the Third Congressional District until her retirement in 1976. While in Congress, Leonor K. Sullivan was known as a champion of consumer issues and she had a key role in enacting legislation to improve the quality of food. The Poultry Inspection Law and the Food Additives Act are just two of her important triumphs. As chairman of the Subcommittee on Consumer Affairs of the House Committee on Banking and Currency, Mrs. Sullivan was responsible for the Consumer Credit Protection Act of 1968, which included the Truth in Lending Act, and the Fair Credit Reporting Act of 1970. Mrs. Sullivan also authored the original food stamp plan to distribute government surplus food to the needy and she worked to solve the housing problems in our cities. At the time of her retirement, she was the senior member of the House Committee on Banking, Currency, and Housing. She was a member of the National Commission on Food Marketing, 1964-66; the National Commission on Mortgage Interest Rates, 1969; the National Commission on Consumer Finance, 1969-72; and she helped found the Consumer Federation of America in 1966. Mrs. Sullivan served as chairman of the House Committee on Merchant Marine and Fisheries. Her support of the American Merchant Marine earned her the American Maritime Industry's Admiral of the Ocean Seas Award (AOTOS) in 1973. The men and women who served in the Coast Guard and the Merchant Marine continuously honored Mrs. Sullivan for her support, understanding, and dedication. Always active in waterways projects, she fought to allow the 51 year old DELTA QUEEN to continue as an overnight excursion vessel. Mrs. Sullivan's work as chairman of the Subcommittee on Panama was especially important as she became involved with the political, economic, and social challenges of the Canal Zone and the people who lived and worked there. Leonor K. Sullivan worked hard for St. Louis. She sponsored legislation to fund the development of the Jefferson National Expansion Memorial on the St. Louis Riverfront, to keep St. Louis a well managed port city on the Mississippi trade route, and to preserve the buildings so important to the history and heritage of St. Louis. Wharf Street has been renamed Leonor K. Sullivan Boulevard to honor her support of the Gateway Arch project and the Jefferson National Expansion Memorial. Following her retirement, Mrs. Sullivan returned to her river bluff home which overlooked the Mississippi River. She remained active in civic affairs, serving on numerous boards and committees. She became a director of Southwest Bank, chairman of the Consumer Advisory Council to the Board of Governors of the Federal Reserve System, a member of the Board of Directors of Downtown St. Louis, Inc., a member of the Lay Advisory Board of Mount St. Rose Hospital and Rehabilitation Center, and she sponsored a consumer award program through the Better Business Bureau. Mrs. Sullivan was always in demand as a featured speaker at business, educational, and social functions. In 1980, Mrs. Sullivan married Russell L. Archibald, a retired vice president of the American Furnace Company. Mr. Archibald died March 19, 1987. Leonor K. Sullivan died, in St. Louis, on September 1, 1988. SULLIVAN COLLECTION Before her retirement, Leonor K. Sullivan made arrangements to donate her congress ional papers, correspondence, and memorabilia to St. Louis University Law Library. Mrs. Sullivan chose St. Louis University Law Library because her husband, Congressman John B. Sullivan (1897 -1951 ), was a graduate of the law school, having received his LL. B. degree in 1922, and his LL. M. degree in 1923. In 1965, Mrs. Sullivan founded a scholarship at St. Louis University for young women interested in studying political science. The collection covers Mrs. Sullivan's 24 years in the U.S. House of Representatives and is arranged according to her own subject headings. In this way, the materials provide insight into the way her office files and correspondence were organized. Mrs. Sullivan was known as one of the hardest working members of Congress and the wealth of materials in her collection attests to this. She had a tremendous concern for the average American family and much of her work dealt with their needs. Mrs. Sullivan often said the · best legislative ideas came from constituents, so she read every letter ever sent to her. Not only did she learn how the voters felt about current issues, but where there were problems which needed to be current issues. Papers from Leonor K. Sullivan's years as a member of the House Merchant Marine Committee and the Banking and Currency Committee provide background information for much of the legislation proposed during the period. Mrs. Sullivan was known as a consumer advocate long before such a position was popular and her efforts to improve the quality of food, drugs, and cosmetics are well documented. Materials are also available on Mrs. Sullivan's struggle for credit protection for the consumer, truth-in-lending, and fair credit reporting. Mrs. Sullivan was a strong supporter of the American Merchant Marine, the U.S. supervision of the Panama Canal, and the development of America's inland waterways. Her collection includes in-depth information on all these areas. Local St. Louis concerns are well represented in Leonor K. Sullivan's papers. She spent untold hours on the development of the Gateway Arch, the Jefferson National Expansion Memorial, and the port of St. Louis. She worked hard to maintain and increase the river traffic which is so important to St. Louis. After her retirement, Mrs. Sullivan continued to receive letters from former constituents and friends. She was active in civic affairs and her opinion on current issues was frequently solicited.
