This essay argues that Canadian detective show Murdoch Mysteries uses the legal conflict between Canadian criminal investigation and American foreign policy to shore up an idea of Canadian national identity against an explicitly American other. First, I discuss the character of William Murdoch as a distinct departure from the literary tradition of the nineteenth-century police officer. Second, I show how Murdoch Mysteries attempts to serve as social criticism concerning socio-legal issues still relevant to Canadian society in the present day. Third, I argue that the show's ongoing depiction of criminal jurisdictional conflict between the Toronto constabulary and Her Majesty's government in Ottawa reveals anxieties over the present-day American threat to Canadian security and way of life. Finally, I conclude that the repeated narrative contrast between Murdoch's scientific criminal investigations and federal strategies of American appeasement serves the secondary purpose of displacing domestic social anxieties onto an American other and reifying a Canadian national identity premised on objectivity and the rule of law.

Deportation of so-called "criminal aliens" has become the driving force in U.S. immigration enforcement. The Immigration Accountability Executive Actions of late 2014 provide the most recent example of this trend. Even for immigrants' rights advocates, conventional wisdom holds that if deportations must occur, "criminal aliens" should be the first to go. A voluminous "crimmigration" scholarship notes the ever-growing entwinement of criminal and immigration enforcement, but does not challenge this fundamental premise. This Article calls for a rejection of the formulation of the "criminal alien"—the figure used to increasingly justify the preservation and expansion of a harmful immigration regime. It thus defends a normative claim that is starkly at odds with settled assumptions in advocacy and the literature: Deportations should not be distributed along the lines of migrant criminality. As a consequence, this Article argues that scholarship and advocacy should embrace "criminal aliens" as the priority group to defend against immigration enforcement efforts. This move is long overdue. Across the political spectrum, calls are being made to trim back the excesses of the criminal justice system, with both policing and incarceration practices suffering from crises of legitimacy. Yet the immigration system continues to layer the shortcomings and dysfunctions of the criminal justice system onto immigration enforcement efforts. The latest immigration reform effort, in the form of the Immigration Accountability Executive Actions, refines what it means to be a "criminal alien," thereby expanding partnerships with the criminal justice system and creating stronger nets of social control over broad swaths of the noncitizen population. While offering the possibility of relief from deportation to part of the undocumented population, the Executive Actions ultimately do not curb deportations. The literature and jurisprudence of international criminal law relies on the claim that international crimes are exceptionally grave. DeGuzman looks to build the legitimacy of international law by exposing the value choices that the rhetoric of 'gravity' entails, and poses a new framework for assessing the legitimacy of international criminal law.

The past year has been exceptionally important for children and young people caught up in the legal system, both nationally and in Virginia. Beginning with the decision of the Supreme Court of the United States in Vernonia School District v. Acton in June of 1995, the ensuing year has seen major shifts in the administration of juvenile justice, and in Virginia's approach to abused and neglected children. The passage of major juvenile justice reform legislation and child abuse legislation in Virginia at the 1996 General Assembly session exemplifies these changes occurring in both the society's and the legal system's approaches to children, youth, and their legal issues.
