У статті досліджено проблеми, з якими дослідник може зіткнутися в процесі вивчення музейної документації (інвентарних карток, науково-уніфікованих паспортів, карток картотек) на музейні предмети, що стосуються тем «Історія України 20 ст.» і «Обряди і повсякдення єврейської громади України 19-20 ст.». Охарактеризованими ситуаціями актуалізовано розгляд певних блоків музейної документації як явищ, що мають еволюціонувати разом із доступом до інформації у 21 сторіччі. Підкреслено, що саме завдяки модернізації (переведення інвентарних карток у формат науково-уніфікованих паспортів, перегляд ідеологічних кліше, виправлення помилкової інформації, додатковій атрибуції та (ре)атрибуції)), буде забезпечено ще більш повноцінне використання музейних зібрань із мінімальними затратами часу і продовжено встановлення точних відомостей про пам'ятки. Акцентом дослідження визначено потребу підвищення кваліфікації співробітників музеїв (наукових і фондових) у межах неформальної освіти, зокрема внутрішніми ресурсами музею. За узагальненнями історіографії визначено, що пропонована тема, зокрема, усвідомлення музейною спільнотою застарілості (заідеологізованість, беззмістовність, помилковість) певних блоків музейної документації та критерії їх системної й остаточної заміни, досі не були предметами обговорень у музейній сфері. ; Issues, met by scientists during the process of research on museum documentation (inventory cards, scientific and standardized passports, cards of catalogues) on museum objects, related to themes «History of Ukraine in the 20th century» and «Rites and everyday life of the Jewish community in Ukraine in 19-20 centuries», have been studied in the article. Consideration of the abovementioned situations allowed describing the museum documentation as phenomena which has to evolve together with the access to information in the 21st century. It has been emphasized that due to the modernization (transformation of inventory cards into the format of scientific and standardized passports, review of ideological clichés and correction of erroneous information in these documents, additional attribution and (re)attribution of exhibits), even better use of museum collections will be provided with minimal time expenditures. Gathering of accurate information about historic attractions will be continued. The accent of the research is the necessity of museum workers' training (researches and employees of museum funds) within the non-formal education by means of museum's internal resources. The purpose and relevance of the research has been defined by the given thesis. By generalizations of historiography, it has been found that the suggested topic, including awareness of the obsolescence by museum community (extreme ideological stance, emptiness, falsity) of certain blocks of museum documentation and the criteria of their systematic and complete replacements have not been subjects of the discussion in the museum field yet. In order to expand the research, the list of required types of museum documentation - inventory cards, scientific and standardized passports, catalogs, descriptions, а systematic card index, has been created. It has been determined that the actual museum legislation never uses the word «revision» and uses the word «correction» only in exceptional cases. It has been generalized that a cards of the catalogue, a meaningful source of information about museum objects, is not required, and there are no requirements for its formation. It has been additionally determined that the inventory cards, directories and additional descriptions, stacked on their base before 2000 year, can form now that «confusing» heritage of the Soviet museum sphere, which is referred to by contemporaries. So, taking into account the fact that a huge part of the exhibits were registered at the time of the USSR, the information, which was available 30-50 years ago, is outdated now. Thus, the inventory cards and cards of catalogues, compiled before 2000 year, have been chosen as a subject of the research. Such possible problems of some blocks of museum documentation as extreme ideological stance, emptiness, falsity, lack of emphasis on the uniqueness of the individual exhibits, incomplete attribution and others, have been identified at the study. ; В статье исследованы проблемы, с которыми исследователь может столкнуться в процессе изучения музейной документации (инвентарных карточек, научно-унифицированных паспортов, карточек картотек) на музейные предметы, касающиеся тем «История Украины 20 вв.» И «Обряды и повседневности еврейской общины Украины 19 -20 вв. ». Охарактеризованными ситуациями актуализировано рассмотрение определенных блоков музейной документации как явлений, имеющих эволюционировать вместе с доступом к информации в 21 веке. Подчеркнуто, что именно благодаря модернизации (перевод инвентарных карточек в формат научно-унифицированных паспортов, просмотр идеологических клише, исправления ложной информации, дополнительной атрибуции и (ре) атрибуции)), будет обеспечено еще более полноценное использование музейных собраний с минимальными затратами времени и продолжено установление точных сведений о достопримечательностях. Акцентом исследования определена потребность повышения квалификации сотрудников музеев (научных и фондовых) в рамках неформального образования, в частности внутренними ресурсами музея. По обобщениям историографии определено, что предлагаемая тема, в частности, осознание музейный сообществом устарелости (заидеологизированность, бессодержательность, ошибочность) определенных блоков музейной документации и критерии их системной и окончательной замены, до сих пор не были предметами обсуждений в музейной сфере.
Crop forecasting is a formidable challenge for every nation. The Government of India has developed a number of forecasting systems. The national and state governments need such pre-harvest forecasts for various policy decisions on storage, distribution, pricing, marketing, import-export and many more. In this paper, univariate forecasting models such as random walk, random walk with drift, moving average, simple exponential smoothing and Autoregressive Integrated Moving Average (ARIMA) models are considered and analyzed for their efficiency for forecasting vegetable production in the Haryana state. The State annual data on vegetable production were divided into the training data set from 1966-67 to 2013-14 and the test data set from 2014-15 to 2018-19. Suitable models were selected on the basis of error analysis on the training data and a percent error deviation test on the test data. Model diagnostic checking was carried out on ACF and PACF in residual terms through runs above and below the median, runs up and down and Ljung-Box tests. It is inferred that ARIMA (2,1,1) was found to be optimal and that the forecast values for the years 2019-20 to 2023-24 were estimated on the basis of this model, which were 7.82,8.23,8.72,9.2 and 9.72 million tonnes for the year 2019-20 to 2023-24, respectively. The significance of the mode is that we can forecast the values using this best fit model and forecast values are very important for the policymakers and other government agencies for proper policy decision regarding food security.
This paper addresses the problem of legal issues in the use and reuse of a software artifact with reference to the European Union regulations. Up to now software have been protected by means of the author law, however they are very different from other artifacts subject to the author law. This problem is getting more urgent as reuse is becoming a widely used software development methodology. Guidelines for implementing an "almost safe" contract for using and reusing software artifact are presented here. Questions regarding common misconceptions of the rights of the purchasers are also described.
The article analyzes the oppression of historical science in the Dnipropetrovsk region in the late 1920s–1930s. The description of the historiography of the problem has established that the works of the Soviet period showed repressions as necessary, forced means, rooting this concept in the national science for all subsequent years of the Soviet power. The late 1980s – early 1990s initiated the active search and disclosure of new facts, estimations, axiological vectors, methodological paradigms as for political repressions during the Soviet era. Repressive actions of totalitarian regime, treatment of the historians by the authorities are shown. The article analyzes directions, forms, and methods of ideological work in forming the public opinion about conducting political terror against the humanities scholars (preparation of ordered reviews and critical publications; conclusions of political editors; removal of works by the General Directorate for Literature and Publications; visa-permission for print; ideological labeling; reprimands; exclusion from the party; execution in camps, etc.). Political terror became the most convincing argument of power against the scientific intelligentsia. The "academic affair", which was initiated by the arrest of renowned historians in October 1929, was part of the systemic re-education of the "old professors". It was established that the peak of political repression in this region fell on the 1920s–30s. Historians were subjected to pressure and coercion by authorities and officials; various public, financial, political organizations; the media and the system of public education. Political regimes did not require true historians, but historians-performers. Therefore, those who did not change their views in accordance with the current political system, did not adapt to its ideology, stood against Marxism, were fired, condemned and sentenced to different terms of imprisonment, or physically destroyed. This happened in the years of the struggle with dissident movement. Examples of repressions are presented among the leaders of higher educational institutions, prominent historians, intellectuals of Dnipropetrovsk region (M. Kuis, V. Parkhomenko, V. Bilyi, D. Yavornitskyi, etc.). ; У статті проаналізовано утиски історичної науки на Дніпропетровщині в кінці 1920-х – 1930-ті роки. Характеризуючи історіографію проблеми, встановлено, що в працях за часів СРСР репресії подавались як необхідні, вимушені засоби, і ця концепція укорінилась у вітчизняній науці на всі подальші роки існування радянської влади. В кінці 80-х – на початку 90-х років ХХ ст. розпочався активний пошук і оприлюднення нових фактів, оцінок, ціннісних орієнтацій, нових методологічних парадигм щодо політичних репресій у радянську добу. Показано репресивні дії тоталітарного режиму, особливості ставлення влади до істориків. Проаналізовано напрямки, форми і методи ідеологічної роботи спеціальних органів у формуванні суспільної думки щодо проведення політичного терору проти науковців-гуманітаріїв (підготовка замовних рецензій та критичні публікації, висновок політредактора, вилучення літератури Головлітом, віза-дозвіл на друк, навішування ідеологічних ярликів, догана, виключення з партії, розстріл у таборах тощо). Політичний терор став найпереконливішим аргументом влади проти наукової інтелігенції. «Академічна справа», яку започаткували арешти відомих вчених-істориків у жовтні 1929 р., була складовою частиною системного перевиховання «старої професури». Встановлено, що пік політичних репресій у цьому краї припадає на 20–30-ті роки ХХ ст. Історики піддавалися тиску і примусу з боку влади та чиновників, різних громадських, фінансових, політичних організацій, засобів масової інформації та системи народної освіти. Політичні режими потребували не фахівців-істориків, а істориків-виконавців. Ті, хто не змінював своїх поглядів відповідно до діючої політичної системи, не пристосовувався до її ідеології, був проти марксизму, звільнялися з роботи, засуджувалися і отримували різні терміни тюремного ув'язнення або були знищені фізично. Подібне відбувалося й у роки боротьби з дисидентством. Наводяться приклади репресій серед керівників вищих навчальних закладів, видатних істориків, інтелігенції на Дніпропетровщині (М. Куїс, В. Пархоменко, В. Білий, Д. Яворницький та ін.).
