This study proposes a public evaluation of the Law 6/2014, approved by Italian Parliament to counteract a longstanding waste emergency in the area known as Land of Fires, in the provinces of Naples and Caserta, Campania region. The authors intended to explore, together with its recipients and from a sociological perspective, a state law, its impact, and the complex and interactive link between health and popular mobilization. It is intended, therefore, to propose a concrete idea of evaluation that is not impose from above and managed by neutral evaluators (technical experts). Based on in-depth work field, the evaluation process described here is configured as a non-hierarchical participative act, realized through a methodology aimed at encouraging self-control practices, taking possession of their own context by subjects that are not evaluated but rather co-evaluator, within a space of negotiation that can also become a field of conflict, open to different interpretations

In the political context of "carbon peaking" and "carbon neutrality" proposed by the Chinese government, this paper investigates the spatio-temporal evolution of land use transition in China after the implementation of the carbon emission trading scheme (CETS). Based on the analysis of the spatio-temporal evolution, we discuss the spatial spillover of the policy effects. With the help of China's CETS policy, this study explores the above issues with the main observation samples of the six provincial pilots included in CETS. Using the entropy weighting method, the indicator construction method, and local Moran's I test, this paper takes 30 provincial areas in China from 2010 to 2017 as the full sample, and draws the following conclusions: (1) both the economic and environmental effects generated by CETS can optimize land use transition in the pilot areas, but the effective time points of the two are different; (2) the time for land use transition to be optimized by the two effects of CETS is different, among which the economic effect takes effect faster than the environmental effect; and (3) there is spatial spillover of the optimization effect of CETS on land use transition, but the specific effect depends on the industrial structure and development plan of the pilot areas.

The subject of the submitted paper is mapping of the gradual formation of the initial framework of the housing policy in Cisleithania, primarily focusing on the Czech lands. The author asks to what degree did the decision-making sphere managed to successfully face the issues that troubled the housing market by means of its housing policy. The government's interest in resolving the situation on the housing market initially focused only on the general regulation of natural persons active on the residential property market, but the framework of the actual housing policy started to be formed a little too late, from the 1890s. However, the government's attempt to stimulate residential construction proved to be insufficient, even though it must be acknowledged that in some areas of the empire the housing shortage was actually relieved. A fund was established by law in 1907 in support of construction of housing for government employees and a housing management fund was established in 1910. With the beginning of the First World War the government intervened in the housing market much more actively than before and imposed previously unparalleled restrictions on this market in Cisleithania and Transleithania. After the Habsburg Monarchy fell in the autumn of 1918, the legal-institutional framework of its housing policy was mostly assumed by the young Czechoslovak Republic.

European traders and soldiers established a foothold on Timor in the course of the seventeenth century, motivated by the quest for the commercially vital sandalwood and the intense competition between the Dutch and the Portuguese. Lords of the Land, Lords of the Sea focuses on two centuries of contacts between the indigenous polities on Timor and the early colonials, and covers the period 1600-1800. In contrast with most previous studies, the book treats Timor as a historical region in its own right, using a wide array of Dutch, Portuguese and other original sources, which are compared with the comprehensive corpus of oral tradition recorded on the island. From this rich material, a lively picture emerges of life and death in early Timorese society, the forms of trade, slavery, warfare, alliances, social life, and so forth. The investigation demonstrates that the European groups, although having a role as ordering political forces, were only part of the political landscape of Timor. They relied on alliances where the distinction between ally and vassal was moot, and led to frequent conflicts and uprisings. During a slow and complicated process, the often turbulent political conditions involving Europeans, Eurasians, and Timorese polities, paved the way for the later division of Timor into two spheres of roughly equal size.

Towasds the end of the seventeeth century, a knight Hospitaller undertook the enduring task to write a treatise about the commanderies of the Order of St. John. The author was the Grand Cross and Prior of Lombasdy Gio Maria Caravita and the title of the work was Trattato delle Commende ed Amministrazione. The opening chapter of Gio Maria Caravita's treatise on the commandery is entitled Della Prima Grigine delle Commende e del lora Nome. No historical background to the origin of the commanderies is given. On the contrary, Caravita approaches the commanderies from a synchronic point of view defining the basic unit of the Order's organization as landed property being given out as a temporary benefice. This territorial cluster could consist of one or more of these units, hospices, churches, chapels, convents, units of land, livestock' and in some cases even a cemetery. That was what the term meant at the time Casavita was writing. He does not go into the evolutionasy process which the concept of commandery had undergone through the ages, although he makes occasional references to its history which he borrows from Giacomo Bosio's work. Caravita's primary concern was the set-up of the Hospitaller commandery as this emerged from the current statutes and the decisions taken on the matter by the Venerable Council. ; peer-reviewed

International audience As farmers tend to lose their monopoly in land management, this article shows land mediation is becoming a repertoire of action for mayors in peri-urban areas. Land contracts (also known as investor-state contracts, or concession agreements) show what commitments a forestry, farming or renewable energy company has made and what the government has said the company can do on the land. These promises define the positive and harmful effects the company's project could have on community members' livelihoods and human rights, and on the environment. Accessing land contracts is a crucial strategy for local organizations. Society faces the double challenge of increasing biomass production to meet the future demands for food, materials and bioenergy, while addressing negative impacts of current (and future) land use. In the discourse, land use change (LUC) has often been considered as negative, referring to impacts of deforestation and expansion of biomass plantations. However, strategic establishment of suitable perennial production systems in agricultural landscapes can mitigate environmental impacts of current crop production, while providing biomass for the bioeconomy. Here, we explore the potential for such "beneficial LUC" in EU28. First, we map and quantify the degree of accumulated soil organic carbon losses, soil loss by wind and water erosion, nitrogen emissions to water, and recurring floods, in ∼81.000 individual landscapes in EU28. We then estimate the effectiveness in mitigating these impacts through establishment of perennial plants, in each landscape. The results indicate that there is a substantial potential for effective impact mitigation. Depending on criteria selection, 10–46% of the land used for annual crop production in EU28 is located in landscapes that could be considered priority areas for beneficial LUC. These areas are scattered all over Europe, but there are notable "hot-spots" where priority areas are concentrated, e.g., large parts of Denmark, western UK, The Po valley in Italy, and the Danube basin. While some policy developments support beneficial LUC, implementation could benefit from attempts to realize synergies between different Sustainable Development Goals, e.g., "Zero hunger", "Clean water and sanitation", "Affordable and Clean Energy", "Climate Action", and "Life on Land".

The development of Croatian archival science is inextricably linked with the activities of the Royal Land Archives in Zagreb. Although the beginnings of the care of archival materials can be traced back to the middle of the 17th century, it is difficult to talk about organized and systematic protection until the end of the 19th century and the work of two prominent social officials, historians and archivists, namely Ivan Bojničić and Emilij Laszowski. Through their efforts in the next three decades, i.e. until the 1920s, the Land Archives was transformed into a significant institution with a permanent scientific journal and newly renovated spaces built according to the standards of the archival profession, for the preservation, protection and use of archives. This period, however, was also characterized by the complete absence of theoretical considerations of archival science. According to social, political and financial circumstances, it was necessary to think about the elementary preservation of archival materials to save them from complete decay. Due to all the above, the mentioned period in the development of the Zagreb Land Archives can justly be called "custodial."
