Housing is a particularly important example of what might be thought of as a standard function of central and local government, a consequence of the increased requests of citizens for housing and an attempt to find the best way to realise these. Clearly, it represents an issue of significant social importance. Albania has approved Law No. 22/2018 On social housing, an essential act in the fulfilment of social housing programmes. The objective of the law is to define the rules and administrative procedures as regards the means of planning, insuring, administrating and distributing social housing, with the purpose of creating opportunities for suitable and affordable housing, relying on the capacity to pay of families in need of housing with the assistance of responsible state institutions. This Law is a very important step because, within its desire to facilitate social housing programmes, one part is dedicated to women as survivors of violence, a further step towards meeting the standards of the Council of Europe Convention on preventing and combating violence against women and domestic violence.

The article will examine the latest development of China's urban social assistance reform. Under the impact of the dual processes of globalisation and the deepening market transition, China's social security reform is increasingly taking a new safety net approach to assist the urban poor, instead of relying mainly on social insurance provision. The minimum living security project for urban residents is one of the approaches supplementing social insurance in social protection. In 2002, about one-third of social security beneficiaries were supported by the newly developed social assistance project. The changing approach does not mean that the government is withdrawing from its responsibility for social insurance to the urban workers, but reflects the changing goals and means of social policies. This indicates that China's social welfare system is shifting towards a new residual welfare model.

Even if it appears that the top political leaders are the primary players in social and political conflicts, all members of society are affected, feeling the vulnerability and oppression that insidiously operates below the surface of daily life. The longer the periods of oppression, the more emotionally weakened individuals and families become. Social psychologists, social worker change experts, and others have utilized large and small group techniques that access earlier personal memories – family memories and interpersonal conflicts – to explore the nature of oppression. Whether in conference settings, educational environments, or specialized professional training programs, professionals (e.g., Jones, 1996; Schatz, Furman, & Jenkins, 2003) have offered creative group-oriented approaches, e.g. theatric and dialogue group processes, to examine the personal nature of oppression and the healing that can come from these group experiences. This paper explores creative theatre and dialogue in multinational learning settings.
