El 9 de junio de 2023 murió en París a la edad de 97 años el conocido sociólogo Alain Touraine, autor de un vasto conjunto de investigaciones y de libros que gira alrededor de dos problemas fundamentales: una nueva sociología del actor social y una indagación por las características de las sociedades contemporáneas. Su proyecto intelectual se podría resumir en la siguiente frase: refundar la sociología a partir del reconocimiento de la primacía de la acción social. Y todo ello en el marco inicial del debate con el modelo estructuralista de los años sesenta en Francia, pero igualmente con el funcionalismo parsoniano, predominante en la sociología norteamericana de la misma época. La sociología de los movimientos sociales, por la que es más conocido, es un corolario de su preocupación fundamental por el carácter creativo de la acción social. A estas dos orientaciones de su trabajo sociológico habría que agregar el interés por el estudio de América Latina, desde el Río Grande hasta la Patagonia. Este artículo pretende construir una presentación sintética de los aspectos centrales de su obra siguiendo sus propios criterios: "más que distinguir cronológicamente las fases de mi producción, lo que procuro es comprender su unidad, pues hoy tengo la convicción de que siempre me he planteado las mismas cuestiones, aunque no del mismo modo y probablemente con un grado de conciencia insuficiente" (2000, p. 114).
The article analyzes the new conditions and institutions of socio-economic dynamics developing under the influence of COVID-19 and overcoming its consequences. New directions of the macro-management system are actualized by the economic recession that arose under the influence of COVID-19 and the previous depressive rates of economic growth. Social conditions and tensions have predetermined the growth of the state's participation in socio-economic development, the formation of new institutional trends. Transformation of public administration institutions is due to the long-term influence of the characteristics of the information society and the conceptualization of modern sustainable growth in the areas of welfare, poverty reduction, and ecology. In the Russian Federation, a transition is underway to a new form of institutional regulation of socio-economic dynamics based on a system of medium-term strategic planning in the range from the development of key long-term development strategies to the operational management of specific projects. The modern national development goals and their indicators are presented, the existing risks of strategic planning are structured, which require consideration when developing subsequent system solutions. The current principles of the welfare state have been clarified, institutional innovations in the organization of social protection of the population are shown in the context of strategic planning, the interaction of federal and regional authorities in the problem field of social assistance and social insurance of the population.
In a democratic form of Government all citizens of the country are equal before the law of land. There is no scope of differences in any stage of life between them. Although natural discrimination may be possible, but politically and legally all should be equal. Discrimination on one or more of these factors became normal feathers particular in the third world countries of Africa and Asia. Really this social discrimination reflects in political rights and economic opportunities of the people so that the question of social justice became very important.In India, there has been so many social, economic and educational discrimination among the people from the very beginning. Weaker sections of the people have been deprived their rights. They are living like animal even today. So, Framers of the constitution of India include the provisions of reservation in the constitution of some posts of Government services to Scheduled Caste, Scheduled Tribes and Other Backward Classes for their upliftment. Actually, these reservation policies were implemented for scheduled castes and scheduled tribes only at the time of implementation of the constitution. After very long time, the then prime minister Late V.P. Singh had implemented 27 percent reservation to other backward classes for gaining of Social Justice. But due to conspiracy and the upper castes the conditions of reamy layer were imposed by the supreme court of India. Thus this paper will disclose all secrets in this countex.
Although sociology can be commonsensically and parsimoniously defined as the study of society, the problems of defining such terms as 'society', 'the social', and 'the social system' remain an ongoing irritant of sociological theory. In addition to these traditional conceptual problems, there is currently a strong sense that 'society' as an empirical reality and 'society' as a concept are in crisis. Given the contemporary view of 'the end of the social' there is also manifestly a potent and nostalgic interest in the past as a time of comforting solidarity and meaningfulness. To clarify this debate, we start by making a distinction between three approaches to society, namely structure, solidarity and creation. Nostalgia hinges around the certainties that followed from reliable social structures, and from the comfort of community. We illustrate these forms of nostalgia through an examination of the social philosophy of Alasdair MacIntyre. Recognizing that his criticisms of the loss of virtue represent a powerful indictment of modernity, we argue that past societies were also fractured by moral discord. More importantly, MacIntyre rules out the possibility of moral re-invention by excluding the rise of human rights as a moral framework. In conclusion, the forms of social creativity may not enjoy the 'sticky' solidarity of the past, but they do testify Georg Simmel's idea of the social (Vergesellschaftung).
Le travail avec les parents est un des enjeux majeurs des équipes SOS-Enfants. Cet article se propose de présenter le contenu d'une intervention cognitivo-comportementale destinée à développer les habiletés parentales (le programme "ces années incroyables") et les premières observations liées à son implantation au sein d'une équipe SOS-Enfants. 5 mères (X âge = 40 ans, Ec.type = 7,1) ont participé à cette expérimentation sur une durée de 12 semaines avec pour objectifs: 1. développer une relation parent-enfant harmonieuse ; 2. l'apprentissage de stratégies éducatives efficaces et utilisées de façon cohérente ; 3. améliorer les processus de résolution de problèmes et la communication au sein de la famille. Les éléments de contenu et du dispositif de l'intervention qui ont été mis en évidence par les mères comme étant significatifs pour atteindre ces objectifs sont exposés. L'article se termine par une mise en perspective et des propositions concrètes pour développer ce type d'intervention au sein des équipes SOS-Enfants. ; Peer reviewed
