"Pricing Carbon Emissions provides an economic critique on the utopian idea of a uniform carbon price for addressing rising carbon emissions, exposing the flaws in the economic propositions with a key focus on the EU's Emissions Trading System (ETS). After an Executive Summary of the contents, the chapters build up understanding of orthodox economics' role in protecting the neoliberal paradigm. A salient case, the ETS is successful in shielding the Business-as-Usual activities of the EU's industry, however this book argues that the system fails in creating innovation for decarbonizing production technologies. A subsequent political economy analysis by the author points to the discursive power of giant fossil fuel and electricity companies keeping up a façade of Cap-and-Trade utopia and hiding the reality of free permit donations and administrative price control, concealing financial bills mostly paid by household electricity customers. The twilights between reality and utopia in the EU's ETS are exposed, concluding an immediate end of the system is necessary for effective and just climate policy. The work argues that the proposition of shifting to a global uniform carbon tax is equally utopian. In practice, a uniform price applied on heterogeneous cases is not a source of benefits but one of ad-hoc adjustments, exceptions, and exemptions. Carbon pricing does not induce innovation, however assumed by the economic models used by IPCC for advising global climate policy. Thus, it is persuasively demonstrated by the author that these schemes are doomed to failure and room and resources need to be created for more effective and just climate politics. The book's conclusion is based on economic arguments, complementing the critique of political scientists. "The dominant forces of American conservatism remain wedded, at all costs, to the Republican Party, but another movement, one with its roots in the pre-World War II era, has stepped forth to fill an intellectual vacuum on the right. This Old Right first rose in opposition to the New Deal, fighting both statism at home and the emergence of an American empire abroad. More recently this movement, sometimes called paleoconservatism, has provided the ideological backbone of modern populism and the opposition to globalization, with decisive effects on presidential politics. In Revolt from the Heartland, Joseph Scotchie provides an intellectual history of the Old Right, treating its main figures and defining its conflict with the traditional left-right political mainstream. By examining exurbia as a type of place that is no longer simply rural or only tied to the economies of global resources (e.g., mining, forestry, and agriculture), we explore how changing landscapes are planned and designed not to be urban, that is, to look, function, and feel different from cities and suburbs in spite of new home development and real estate speculation. The book's authors contend that exurbia is defined by the persistence of rural economies, the conservation of rural character, and protection of natural ecological systems, all of which are critical components of the contentious local politics that seek to limit growth. Comparative political ecology is used as an organizing concept throughout the book to describe the nature of exurban areas in the U.S. and Australia, although exurbs are common to many countries. The essays each describe distinctive case studies, with each chapter using the key concepts of competing rural capitalisms and uneven environmental management to describe the politics of exurban change. "Change is inevitable, we are told. A job is lost, a couple falls in love, children leave home, an addict joins Narcotics Anonymous, two nations go to war, a family member's health deteriorates, a baby is born, a universal health care bill is voted into law. Life comprises events over which we have considerable, partial, or little or no control. The distance between the event and our daily lives suggests a quirky spatial politics. Our lives move forward depending upon how events play out in concert with our reactions to them. Drawing on nearly three decades of geographic projects that involve ethnographies and interviews with, and stories about, young people in North and South American, Europe and Asia and using the innovative technique of ethnopoetry, Aitken examines key life-changing events to look at the interconnections between space, politics, change and emotions. Analysing the intricate spatial complexities of these events, he explores the emotions that undergird the ways change takes place, and the perplexing spatial politics that almost always accompany transformations. Aitken positions young people as effective agents of change without romanticizing their political involvement as fantasy and unrealistic dreaming. Going further, he suggests that it is the emotional palpability of youth engagement and activism that makes it so potent and productive. Pulling on the spatial theories of de Certeau, Deleuze, Massey, Agamben, Ranciere, Zizek and Grosz amongst others, Aitken argues that spaces are transformative to the degree that they open the political and he highlights the complexly interwoven political, economic, social and cultural practices that simultaneously embed and embolden people in places.
