The digital revolution in medicine offers exciting new directions for the treatment of mental illness, but also presents challenges to patient privacy and security. Changes in medicine are part of the complex digital economy based on creating value from analysis of behavioral data acquired by the tracking of daily digital activities. Without an understanding of the digital economy, recommending the use of technology to patients with mental illness can inadvertently lead to harm. Behavioral data are sold in the secondary data market, combined with other data from many sources, and used in algorithms that automatically classify people. These classifications are used in commerce and government, may be discriminatory, and result in non-medical harm to patients with mental illness. There is also potential for medical harm related to poor quality online information, self-diagnosis and self-treatment, passive monitoring, and the use of unvalidated smartphone apps. The goal of this paper is to increase awareness and foster discussion of the new ethical issues. To maximize the potential of technology to help patients with mental illness, physicians need education about the digital economy, and patients need help understanding the appropriate use and limitations of online websites and smartphone apps.

At the same time, migration is an effective adaptation to environmental and other risks. We review novel science on interactions between migration, environmental risks and climate change. We highlight emergent findings, including how dominant flows of rural to urban migration mean that populations are exposed to new risks within destination areas and the requirement for urban sustainability. We highlight the issue of lack of mobility as a major issue limiting the effectiveness of migration as an adaptation strategy and leading to potentially trapped populations. The paper presents scenarios of future migration that show both displacement and trapped populations over the incoming decades. Papers in the special issue bring new insights from demography, human geography, political science and environmental science to this emerging field.

Veterinary surveillance is an essential tool designed to aid decision making and a fundamental concept in food security, public health and international trade (Hoinville et al., 2013). This study aimed to investigate the use of existing scanning surveillance data for sheep scab to assess the impact of different initiatives and inform future control strategies. The data analysed were submissions with a positive sheep scab diagnosis confirmed through identification of Psoroptes ovis mites in skin scraping in Great Britain for 2003-2018. Information were also collected on all known knowledge transfer, skills training, free testing and legislative actions (initiatives) designed to improve surveillance or decrease disease within the study period for sheep scab. First, a spatial analysis to highlight areas of concern was carried out, followed by an analysis of the effect of past initiatives on temporal patterns (Tongue et al., 2019). A total of 2,401 positive skin scrapes were recorded within the study period. The yearly distribution showed a significant downward trend in positive cases, from a peak of 277 in 2004, to 55 cases in 2015. In the study period nine initiatives occurred. Three of these initiatives had a significant effect on the number of positive cases diagnosed and this type of scheme did evoke the intended response. In conclusion, the analysis of an existing scanning surveillance source enhanced our knowledge of sheep scab by identification of areas for targeted control and offered a framework to measure the impact of future initiatives.

The threat of epidemics and pandemics has increased as our world has become more interconnected. Recent epidemics have highlighted the need for increased investment in preparedness and the critical role of the private sector in health system strengthening and preparedness. Our manuscript seeks to bring attention to and promote public–private collaboration in global health preparedness by discussing areas on which public and private organizations can focus their efforts to improve partnerships. It does this by expanding on themes discussed at a conference on public–private partnerships in pandemic preparedness, Ready Together. We hope that this article will encourage effective partnerships.

This paper has two objectives: (1) to introduce a new approach to gaining widespread support for comprehensive road pricing; and (2) to develop a detailed social welfare analysis for road pricing schemes. We first describe a new approach to garnering support for system-wide road pricing, which we refer to as an investment public-private partnership, or IP3. This approach returns a significant portion of the economic value created by road pricing back to its citizen-owners. Next, we present a social welfare framework that estimates the benefits and costs of using the IP3 approach on an urban transportation network. Policy makers typically evaluate public-private partnership (P3) projects using Value for Money (VfM) analysis. However, a P3 project's impact on overall social welfare provides a more comprehensive evaluation criterion. Apart from several theoretical studies, a detailed social welfare analysis that includes all major P3 project stakeholders is lacking. Using Fresno City's transportation system as our case study, we show that system-optimal tolling scenarios favor average users, but that government¿and consequently taxpayers¿would pay for costly tolling systems. In contrast, unlimited profit-maximizing tolls raise substantial profits for government, for the infrastructure's citizen-owners, and for the private sector, but the average user is worse off. From a social welfare perspective, one should search for a Pareto-improvement under which all major stakeholders are better off. Our estimates indicate that a mixed private and public tolling scheme offers such an improvement. A mixed scheme results in the highest social welfare among all scenarios unless the weight placed on motorists' (i.e., transportation users') welfare is very low or the weight placed on residents' welfare is very high relative to the weight of other stakeholders.

Papers selected for this special issue were among those presented at the International Workshop the desired and undesired effects of Infrastructure and Transport Policy Reforms, held in the School of Economics and Business at the Universitat de Barcelona in November 2013. The workshop was jointly organized by the research unit Governments and Markets (Universitat de Barcelona) and the Cornell Program in Infrastructure Policy (Cornell University). The main topics discussed were ownership, financing and regulation, and public-private collaboration in transport policy. This special issue addresses those issues using case studies from various sectors including as airports and aviation, ports, and infrastructure overall.

With this paper we draw conclusions from the contributions to this theme issue that all explored the links between environmental change, migration, and governance. We have three objectives. The first is to identify key themes emerging from each of the papers and to consider their significance. The second is to specify overarching implications of the work gathered in this theme issue. The third is to identify areas where future research would be beneficial in further enhancing understanding of the links between environmental change, migration, and governance in the context of adaptation.
