Противоречия между регионами Бельгии Валлонией и Фландрией имеют долгую историю, связанную с неравномерным политическим, экономическим и культурным развитием территорий, которые в 1830 г. вошли в независимое государство Королевство Бельгия. Одним из наиболее интересных источников по истории Бельгии данного периода является «Письмо королю», написанное выдающимся бельгийским политиком и литератором, социалистом Жюлем Дестре (1863 1936 гг.), и ставшее своего рода манифестом идей необходимости нахождения баланса между идеями сепаратизма и унитаризма. В этой статье впервые в переводе автора на русский язык приводятся отрывки из документа, а также проводится историческая критика данного источника. Исследование базируется на комплексе методов и подходов, основанных на принципе научной объективности и системности, применяемых в исторических исследованиях. Основными методами являются историко-проблемный и компаративный анализ, классификация и сопоставление политико-исторических концепций. В рамках внешней критики источника были определены место и время его создания, изучена биография автора текста; внутренняя критика источника воссоздаёт замысел произведения на фоне происходящих исторических событий. Ж. Дестре, высоко ценивший личные качества короля Альберта I, апеллирует к его опыту и политическому видению, описывая все проблемы, с которыми сталкивались валлоны в своём противостоянии фламандцам. В своём письме Ж. Дестре выразил протест против неравного развития регионов Бельгии и протекционистской политики центральной власти в отношении Фландрии в ущерб Валлонии. Он обобщил и сформулировал те факторы, которые, по его мнению, мешали полноценному развитию его страны. Дестреуделяет большое внимание языковым различиям, которые оказались в основе конфликтов между валлонами и фламандцами и которые до сих пор сотрясают Бельгию. The "Letter to the King", written by eminent Belgian politician and writer, socialist Jules Destree (1863 1936 gg.), is one of the most interesting sources on the history of Belgium of this period, It became a kind of manifesto of balance between the ideas of separatism and unitarianism. This article includes excerpts from the "Letter to the King", which were given for the first time in the author's Russian translation and conducted historical criticism of the source. The study is based on a set of scientific methods and approaches, including the principle of scientific objectivity and systematic approach, used in historical research. The main methods are problematic and historical-comparative analysis, classification and comparison of political and historical concepts. An external source of criticism included information about the place and the time of the creation of document, the biography of the author studies; internal critic source recreates the idea of the letter and the background of historical events. Prominent Belgian politician and writer, socialist Jules Destree (1863 1936), highly appreciated the personal qualities of King Albert I, appealed to his experience and political vision, describing all the problems Walloons faced in their opposition to the Flemish. Destree in his letter opposed the unequal development of the regions of Belgium and the protectionist policies of the central government in respect to the detriment of Flanders Wallonia. He summarized and formulated the factors that, in his opinion, interfere with the full development of his country. Destree pays great attention to linguistic differences, which were at the heart of conflicts between Walloons and Flemings, and are still shaken by Belgium. He reflects on the fact that the central government should be doing to reduce the national tensions that unites two people, and that the shares, which should be a system of education that future generations were able to overcome the historical alienation of such geographically close and ideologically distant peoples. Although Jules Destree firmly defends separatism idea for Wallonia as the only solution to the problem, however, by the end of his letter, reasoning it takes a more balanced position. The idea of a unitary state was not denied completely, but Destree emphasizes the importance of a balanced central government policy in relation to the regions in order to reduce internal tensions between the two nations. The ideas embodied in his "Letter to the King", formed the basis of the principles of peaceful co-existence of further autonomous regions as part of the union, which was manifested in the future during the First World War, when the Walloons and Flemings alongside confronted a common enemy.
Esta tesis explora la relación entre patrimonio cultural urbano y ciudadanía, a partir de la existencia de una cantidad creciente de movimientos ciudadanos en torno a la defensa, activación y desarrollo del patrimonio en los barrios y territorios de Santiago, así como en otras ciudades y pueblos de Chile. ¿Cuáles son las razones y perspectivas que explican este fenómeno y cuáles sus implicancias y potencialidades? Se planteó la siguiente hipótesis: La existencia de un número creciente de movimientos ciudadanos en torno a la defensa y desarrollo del patrimonio cultural en los barrios y territorios, en el actual contexto de una ciudadanía más activa y empoderada, junto con la demanda por más y mejor democracia, plantean un escenario de especial interés para la puesta en valor del patrimonio en Chile hoy. Existe una tensión y una disputa en la ciudad entre, por una parte, las fuerzas dominantes del mercado y la presión inmobiliaria, que atentan contra la protección del patrimonio cultural y, por otra, las demandas de los movimientos ciudadanos en defensa de su derecho a la ciudad, del cual el patrimonio cultural, material e inmaterial, forma parte. La puesta en valor y defensa del patrimonio se vuelve un asunto de derechos ciudadanos; por tanto, un asunto más político que técnico. Ello abre interesantes perspectivas y posibilidades en lo que se refiere al debate y ensanchamiento de la noción y gestión del patrimonio cultural, hacia una concepción más inclusiva y democrática. Se abordó el cruce movimientos ciudadanos/patrimonio cultural, en relación con la idea de patrimonio urbano como parte del derecho a la ciudad; el derecho a la ciudad entendido como un derecho transformador y renovador de la vida urbana, y la vida urbana como el lugar del encuentro, perspectiva que prioriza su valor de uso como un recurso supremo. Las demandas de los movimientos ciudadanos en defensa del patrimonio barrial se vinculan así con el derecho al lugar, como derecho de la personas a mantener la residencia en el lugar donde tienen sus relaciones sociales, en sus entornos significantes; el derecho al espacio público dotado de elementos que les den visibilidad e identidad; el derecho a la belleza; y el derecho a la identidad colectiva dentro de la ciudad, que reconoce el derecho al patrimonio cultural de cada colectivo social y favorece la solidaridad de grupo y su aceptación en la sociedad urbana. Los movimientos en defensa del patrimonio barrial surgen a partir de conflictos urbanos. Son conflictos entre dos proyectos opuestos entre sí: por una parte, las empresas inmobiliarias y los intereses de quienes defienden un modelo de ciudad competitiva, entregada a las fuerzas del mercado; por otra, los intereses de las y los ciudadanos, que se organizan y actúan para defender su bienestar colectivo y una forma de habitar. Se eligieron, como casos de estudio, dos barrios emblemáticos de Santiago: Yungay y Bellavista; ambos son ejemplos destacados de participación ciudadana, defensa y activación del patrimonio barrial. En ambos, lo que empezó como una protesta puntual de los vecinos derivó en organizaciones ciudadanas activas y fuertes. El desarrollo de un movimiento ciudadano en defensa del patrimonio ha sido clave para contrarrestar y frenar las amenazas que atentan contra la calidad de vida urbana y el patrimonio cultural y ambiental. Este movimiento por el patrimonio, puede entenderse como parte de un proceso mayor de descontento, protesta, movilización social y empoderamiento ciudadano, en numerosas ciudades del planeta. Son cuantiosos los ejemplos que resumen un sentimiento común de indignación ante los resultados de la globalización y levantan una demanda por más y mejor democracia. Los principales lugares para cuestionar "el sistema" en crisis, son plazas y calles con gran fuerza simbólica y visibilidad y, en menor medida, los centros de la vida política nacional. Un claro rechazo al neoliberalismo está presente en todas las manifestaciones de las protestas transnacionales recientes. A nivel nacional, el descontento social se manifestó masivamente durante los años 2011 y 2012. El rechazo al modelo neoliberal, al lucro y el abuso, también fueron los contenidos medulares de estas movilizaciones en Chile. El mercado, que por largas décadas fue espacio de analgesia y despolitización, se transformó en un escenario de conflicto. A partir de lo anterior, comprobamos nuestra hipótesis inicial. Existe hoy en Chile una sensibilidad mayor y una conciencia patrimonial ciudadana en aumento. Al mismo tiempo, se ha producido un proceso progresivo de apropiación social y des-elitización del patrimonio cultural y natural. Esto resulta especialmente significativo en nuestro país, donde, hasta hace poco, la protección y puesta en valor del patrimonio común no eran temas de interés para la ciudadanía, más allá de un reducido círculo de especialistas. Actualmente, este es un asunto vinculado a la calidad de vida urbana y los derechos ciudadanos, la convivencia y las identidades locales. Se trata de una manera nueva de pensar el patrimonio desde las comunidades, lo que ellas mismas denominan patrimonio nuestro.
This article examines some arguments in favor of taking peace as a political obligation that can be found in one of the most important founders of the pacifist movement, Jane Addams. The main focus is on her 1907 book Newer Ideals of Peace, which has often been read as idealistic and outdated, and above all, as more of an activist's manifesto than a serious contribution to either political philosophy or political theory. I point out that this owes much to an ambiguity of Addams' criticisms of the traditional and Kantian cosmopolitan defense of peace as a political ideal, the ambiguity between practical-political and conceptual problems. However, Addam's succeeds in identifying one profound problem for traditional, even enlightended institution-centered ideals of peace, the collapse of the very ideal in cases of breaches of explicit peace-agreements among nations, because breaches of agreements are tantamount to the loss of all commitment to the other nation's rights. It reveals that the conditions imposed by such ideals are at most necessary, but not sufficient for peace, and hence that the concept based on them is not a complete concept of lasting peaceful conditions among humans. Once it is seen as dedicated to resolving the problems entailed by this fundamental problem, Addams' work, and in particular her focus on resources of solidarity and right-granting practices beyond and outside explicit agreements between governments can be understood as the development of a more adequate, coherent and comprehensive, while also a more actionable conception of peace. In the course of this development, Addams can also be observed to make use of crucial epistemological and more technical philosophical tools that are most closely associated with classical pragmatism, but which partly appear (albeit largely obliquely in the course of their application to a particular case) for the first time Addams' treatise. Addams' work is therefore of more than merely political activist interest for philosophers. Nonetheless, the article also explains her status as an important contributor to proper conceptions of world peace and the understanding of certain phenomena in the organization of public will formation precisely by pointing out that without some of her future-oriented proposals, like the inseparability of peace-policies and development, or the need to institutionally protect and foster spontaneous solidary action, the best contemporary work on peace would not have been possible. ; Este artículo examina algunos de los argumentos a favor de considerar la paz como una obligación política que se puede encontrar en una de las fundadoras más relevantes del movimiento pacifista, Jane Addams. Para los filósofos, pues, el trabajo de Addams tiene más que un simple interés activista y político. Sin embargo, este artículo también explica el estatus de Addams como una contribuyente importante a concepciones adecuadas de paz mundial y la comprensión de ciertos fenómenos en la organización de la formación de la voluntad pública precisamente indicando que sin alguna de sus propuestas orientadas hacia el futuro, como la inseparabilidad de políticas para la paz y el desarrollo o la necesidad de proteger y promover institucionalmente la acción solidaria espontánea, la mejor obra contemporánea sobre la paz no hubiera sido posible.
Brasil no parece encontrar impedimentos en su camino a entrar en la cúpula de los países más influyentes del globo. En estos días, firmó una importante alianza con Francia, buscando incrementar su poderío armamentista.El Presidente Sarkozy visitó a nuestros vecinos al norte para negociar la venta de 5 submarinos Scorpène (4 convencionales a diesel y uno propulsado a energía nuclear), 50 helicópteros Cougar EC 125 de transporte militar y 36 cazabombarderos Rafale. El acuerdo establece que el número de aviones a comprar por el gobierno norteño podría llegar a más de 100 en los próximos años. En total, Brasil planea un gasto de aproximadamente 12.300 millones de dólares hasta el año 2021.Lo más notorio de este acuerdo no radica solamente en la magnitud del intercambio de armas, sino que podemos ver en el mismo ciertos aspectos que lo diferencian de una mera compra de armamento.Por un lado, no es solo una adquisición del gobierno brasilero, ya que Francia se compromete a comprar al Brasil diez unidades de la aeronave de transporte KC-390 fabricada por la compañía aeronáutica brasileña Embraer.Pero, sin duda, el aspecto clave de este acuerdo, es que el gobierno galo se comprometió a transferir también tecnología, con el fin de que Brasil desarrolle su industria armamentista y pueda incluso venderla en America Latina. Ésta, según el canciller brasileño Celso Amorim, fue la principal razón de la firma del acuerdo. De esta forma, Brasil comienza a proyectarse como una potencia mundial no solo a nivel comercial y económico, sino que también militar.Todos están satisfechos con el acuerdo, ya que el diario francés "Le Figaro" califica como un "éxito político, diplomático e industrial" para el presidente galo la colocación de los aviones de la industria francesa Dassault. Agrega que es la primera vez que un país extranjero compra aviones de dicho origen, lo cual fue calificado por el Jefe de Estado como un "hecho histórico".Por otro lado, el mandatario brasileño Luiz Inácio Lula da Silva, manifestó que la mencionada compra era con el fin de proteger los recientes descubrimientos petrolíferos. En las costas de los Estados de Espíritu Santo, Río de Janeiro y São Paulo fueron hallados recientemente yacimientos de petróleo, el cual ha sido causa de guerras y conflictos en el mundo, como señaló Lula. Podría decirse que de alguna forma Lula justifica la compra como una forma de proteger sus cuantiosos recursos naturales. Sin embargo, no hace falta ser un experto para darse cuenta de que Brasil se encuentra en un proceso de expansión económica y por lo visto también militar.Brasil no solo incrementará su poderío armamentista para ubicarse como uno de los pilares latinoamericanos, sino que también pretende comenzar el negocio de la venta de armamento a sus países vecinos.Esto se relaciona perfectamente con la idea propuesta por el gobierno norteño el año pasado de la creación de una Comisión Sudamericana de Seguridad que se formó dentro del marco de la UNASUR. El fin de este grupo era fomentar el intercambio de materiales y conocimiento que favoreciera el desarrollo en materia militar en la región.A la vista de estos hechos podemos suponer que Brasil buscaba delinear un posible mercado para colocar su armamento antes de comenzar el emprendimiento bélico. Una región que experimenta notorios cambios en sus liderazgos internos y tensas relaciones entre los mismos puede mostrarse como un interesante mercado para la industria bélica. En este aspecto, a nadie le sorprende el pragmatismo del Presidente Lula, quien siempre ha dejado de lado los discursoslatinoamericanistas cuando de negocios se trata.Cabe ver también como se comporta Brasil dentro de la Unión Sudamericana de Naciones, ya que la pasada cumbre en Bariloche dejó muy en claro quién lidera la región. Si bien Brasil no era parte del conflicto, ni se proclamó a favor o en contra de la instalación de las bases militares en Colombia, este terminó liderando el conflicto que había dado comienzo en Quito semanas antes.De esta forma podemos ver claramente que Brasil ya tiene el poder político en la región, por lo que no sería gran dificultad capitalizarlo en el ámbito de la industria bélica.Finalmente, no esta de más agregar que este estrecho acuerdo con Francia le ayuda a Brasil a reforzar su relación con un miembro del Consejo de Seguridad de la ONU. Como un país emergente y miembro del BRIC, Brasil no se resigna a la idea de formar parte del grupo más selecto de la política mundial.Sin embargo, las ambiciones brasileras de convertirse en una potencia a nivel mundial no son obra solamente del actual Presidente. Luego de 11 años, durante los cuales estuvo prohibido a las mujeres que usaran el velo islámico, el ingreso a universidades y centros educativos, , el Parlamento turco decidió levantar esta medida, alegando que se estaba restringiendo la participación de un importante sector de la población en la educación.En la actualidad, Turquía es el único país mayoritariamente musulmán cuya Constitución lo define como un Estado secular. Esta definición es uno de los pilares que Ataturk, fundador de la república turca moderna, consideró esencial al momento de dar vida a la nueva república independiente.Desde su primera Constitución, Turquía se consideró un Estado secular, que respeta la libertad de religión y de culto. Esto se manifestó en la práctica en la fuerte separación impuesta entre el Estado y la religión musulmana, lo que trajo como consecuencia entre otras importantes medidas, la abolición del Califato para pasar a constituir una República de carácter laico. En Turquía el secularismo está asociado a relegar las creencias religiosas a la esfera privada y a la eliminación de los preceptos del Corán de la vida pública. Las instituciones islámicas permanecen bajo el control del Estado, supervisando el gobierno las instalaciones y la educación religiosa, regulando también el funcionamiento de las mezquitas y de las fundaciones religiosas de beneficencia, incluyendo escuelas, hospitales y orfanatos.Lo que se persiguió tradicionalmente con esta organización ha sido la búsqueda de un equilibrio político que evite que el fundamentalismo islámico cobre relevancia dentro del país, garantizando así el buen funcionamiento del sistema democrático.Sin embargo en las últimas semanas se produjo este acontecimiento decisivo en el seno del Parlamento que cuestiona lo anteriormente mencionado y que seguramente traerá repercusiones mayores. Y ello no tanto por las consecuencias directas que pueda tener la enmienda a los artículos de la Constitución que prohibían el uso del velo islámico en los centros educativos del país -(porque, a primera vista, esto podría parecer una medida sin mayor trascendencia)-. En realidad lo que ha sucedido es que la decisión legislativa ha sacado a la luz un eterno debate y una profunda división de carácter estructural, con la que ha tenido que lidiar la sociedad turca, incluso desde antes de dar sus primeros pasos como nación independiente.En Turquía ha existido, tradicionalmente, un fuerte antagonismo entre quienes se identifican con los ideales seculares y laicos de Ataturk y quienes, por otro lado, defienden la idea de nutrir al Estado de un mayor componente religioso.Pensando en el intento de Turquía por adherirse a la Unión Europea, esta fuerte división existente en la sociedad, muestra que no resulta sencillo poder compatibilizar la religión musulmana con los estilos de vida y las tradiciones laicas y seculares. Más que un choque abstracto entre religiones, lo que podría cuestionar este proceso de integración, sería la incongruencia entre las costumbres turcas, la injerencia religiosa del Islam en política, su acendrado tradicionalismo, etc. con un secularismo europeo, fuertemente arraigado en todos los ámbitos de las sociedades de aquel continente, que ha separado siempre, mas o menos radicalmente al estado de las diferentes religiones. El hecho de que la religión musulmana aparezca con una fuerte presencia en política y en varias esferas de la sociedad turca, marca una importante diferencia con la realidad de las sociedades europeas. Si a esto sumamos el hecho de que las autoridades parlamentarias, con medidas como la mencionada, están alejando a Turquía del camino secular que defendía Ataturk, podremos observar que coexisten dos elementos que hacen del acercamiento a Europa algo no tan probable como muchos pueden pensar.La principal preocupación en el seno de la Unión Europea vinculada al carácter musulmán de Turquía, está dada por la posibilidad de que pudiera emerger un gobierno de carácter fundamentalista en un Estado turco integrado al bloque.De esta forma, los europeos ponen en tela de juicio el rol que ha desempeñado el secularismo en la sociedad turca, después de más de 80 años de haberse instaurado la República, lo que sin duda constituye un elemento de choque, que no hace más que exacerbar las diferencias entre turcos y europeos.Estos últimos deben ser conscientes, que de esta forma, están otorgando mayor legitimidad y poder de acción a quienes proponen la extensión del Islam al ámbito público, y debilitando a quienes pregonan por una Turquía laica, secular y democrática.Es por eso que los europeos deben ser sumamente cuidadosos a la hora de referirse a la sociedad y al Estado turco. En definitiva, la existencia de amplios sectores moderados dentro de esta sociedad, es precisamente lo que podría funcionar como nexo entre ambas civilizaciones, para poder acercarse e integrarse en el futuro.En gran medida, el éxito que estos grupos puedan tener haciendo prevalecer sus ideales dentro de Turquía, está asociado al reconocimiento que Europa otorgue a los importantes aportes que los mismos han realizado desde la fundación de la República, para mantener el carácter laico y secular del Estado turco.Licenciado en Estudios Internacionales. Uno de los habituales prejuicios a la hora de abordar el análisis del movimiento futurista, al igual que sucede con el constructivismo, es la consideración del contexto político en el que se desarrollaron ambas vanguardias. Sin embargo, y dejando a un lado un enfoque del arte con finalidad política de signo diverso, habría que insistir en el hecho de que posiblemente sean tanto el futurismo italiano como el constructivismo ruso, los movimientos que con mayor entusiasmo se manifestaron, en un sentido amplio, a favor de la modernidad. Filippo Tommaso Marinetti, auténtico catalizador del grupo futurista y uno de los mejores interlocutores del arte de vanguardia, será el encargado de articular la ideología del culto a la máquina en correspondencia con la necesidad de una intervención social. Esta polémica antipasado explícita en los términos franceses del `Passeisme' frente al `Futurisme'- se presentaba como la única posibilidad de una auténtica renovación y como una superación de los límites espacio-temporales. Antonio Sant'Elia, con sus conocidas ciudades de diferentes niveles de circulación, profetizaba algunas realizaciones de la segunda mitad del siglo, con dibujos caracterizados por prescindir del ornamento y optar por contundentes volúmenes. Por otro lado, en el campo de la tipografía se llevaron a cabo experiencias de contraste visual, tipología o disposición en el formato que se adelantaban a propuestas posteriores, buscando crear en el lector un intencionado impacto visual asociado a experiencias sensitivas con frecuencia desconcertantes. La misma búsqueda de soluciones novedosas y experimentales era planteada de igual forma en pintura con artistas como Gino Severini o Giacomo Balla, con trabajos que sin duda influirían en el origen y formación de movimientos como el rayonismo ruso o el vorticismo inglés. Sin embargo, a pesar de la fuerza implícita en sus planteamientos, los primeros pintores futuristas eran aún deudores del puntillismo y del cubismo, pero también de las fotografías estroboscópicas de Muybridge y Marey. En el campo de la escultura, Umberto Boccioni, con su conocida obra Formas únicas de continuidad en el espacio pasaba a convertirse en uno de los autores más representativos del futurismo al intentar descomponer el movimiento en las tres dimensiones espaciales. Luigi Russolo, personaje carismático y polifacético, artista plástico y músico inventó el intonarumori o `máquina de ruidos' y redactó, en el año 1913, el manifiesto del ruidismo, un documento que hizo acompañar con la máquina diseñada por él. La propuesta futurista iba desde el vestido, la publicidad o la decoración a la casa y la ciudad, pero sin dejar de lado las artes escénicas o la música; la idea de simultaneidad posibilitaba la superación de la representación tradicional, la cual era sustituida por una propuesta integradora de gran diversidad de estímulos que producían la exaltación de los cinco sentidos. El ya mencionado Sant'Elia, fue, sin lugar a dudas, el principal paladín del futurismo arquitectónico, quizás, y en parte, por la contundencia de su manifiesto. Sin embargo, las propuestas arquitectónicas futuristas tuvieron, al igual que sucedió con el cubismo, muchas menos materializaciones concretas de las que hubiese cabido esperar, lo que no significa que las repercusiones de estas pocas producciones en el posterior panorama arquitectónico no fueran concluyentes. Tradicionalmente se habla de dos tipos diferentes de futurismo arquitectónico: el milanés -de tintes racionalistas- y el romano, éste último con un mayor interés por las artes plásticas. En 1917 Volt, seudónimo del conde Vicenzo Fani, redactaba otro manifiesto de arquitectura futurista, en el que se abogaba por las formas dinámicas, asimétricas y anticúbicas, pero también por cromáticas viviendas sin fachada, `transportables' y `mecánicas'. Por último, ya en la etapa final del movimiento, Marchi publicaba, en la revista Roma futurista, el 29 de febrero de 1920 el ¿Manifesto dell'architettura futurista dinamica, stato d'animo, drammatica¿; algo después, hacia 1934, y durante el que se ha dado en llamar el `segundo futurismo turinés', Marinetti, Mazzoni y Somenzi redactaron el ¿Manifiesto futurista de la arquitectura aérea¿ que sería publicado en el número tres de la revista Sant'Elia-. Junto a Sant'Elia, otro autor de un notable interés por sus novedosas propuestas fue el polifacético Fortunato Depero, quien en el año 1927 proyectó el Pabellón del Libro para la casa editorial Bestetti, Tuminelli y Treves, en la III Bienal de Artes Decorativas de Monza; se trataba de un diseño cúbico de arquitectura publicitaria que tenía un claro referente tipográfico -el continente pasaba a tener la forma del contenido- y que sin duda resultaría provocador rodeado de pabellones historicistas. Otro autor de un enorme interés fue Virgilio Marchi, artífice del primer diseño arquitectónico futurista construído, la rehabilitación de la Casa de Arte y Teatro de los Independientes (Roma, 1921), encargo de Anton Giulio Bragaglia, un conocido empresario y crítico de arte. Marchi propuso para la arquitectura la idea de `escultura habitable', con un fuerte protagonismo de los estímulos sensitivos, fruto de impresiones ópticas y sonoras, referidos al proyecto de metrópolis moderna. También es destacable el papel desempeñado por Sartoris, a pesar de que su adhesión al futurismo se vió matizada por una estética purista preocupada por la articulación de la planta -proyectos como Capilla-bar futurista (1927) o Notre Dame du Phare (1931)- lo que significa que su ruptura con la tradición no fue tan radical como en el caso de los futuristas ; One of the habitual prejudices at the moment of approaching the analysis of the futurist movement, as it happens with the constructivism, it is the consideration of the political context in which both vanguards were developed. Nevertheless, in spite of the implicit force of their expositions, the first futurist painters were still debit of the pointillism and of the cubism, but also of the stroboscopic photographies of Muybridge and Marey. In the field of the sculpture, Umberto Boccioni, with its well-known work unique Forms of continuity in the space was happening to be converted into one of the most representative authors of the futurism on having tried to separate into its elements the movement in all three spatial dimensions. Luigi Russolo, charismatic and versatile personage, plastic and musical artist invented the intonarumori or 'machine of noises ' and wrote, in the year 1913, the manifest of the ruidismo, a document that he made accompany on the machine designed by him. José Saramago es autor de una prolífica obra literaria que abarca diversos géneros, además de ser un personaje público comprometido con el tiempo que le tocó vivir. Tanto en su vida pública como en su actividad literaria, manifestó una honda preocupación por los problemas que, desde su punto de vista, acuciaban al ser humano tales como el estado de la democracia, la dependencia del poder económico, la intolerancia, el egoísmo o la indiferencia por citar sólo algunos de los aspectos que le preocupaban. El abordaje de todos estos temas lo hacía a través de su obra de ficción, así como en los numerosos artículos, conferencias y obras publicadas de no ficción. En nuestra opinión toda esta preocupación tenía la intención de reivindicar el papel de una ciudadanía activa que, de alguna manera, tomara conciencia de su importancia. Con la intención de verificar esta hipótesis nos planteamos la realización de la presente Tesis centrada en estudiar el concepto de ciudadanía en el conjunto de su obra. Dada la diversidad de géneros y amplitud de títulos de este autor, se hacía imprescindible acotar el objeto de estudio lo máximo posible. Para ello propusimos dividir la obra en ficción y no ficción y seleccionar una serie de títulos significativos desde nuestro punto de vista; además de esto decidimos excluir de nuestro estudio aquellos géneros que no fueran la narrativa. Todas estas decisiones se sometieron a la valoración de un grupo de personas expertas mediante la complementación de un cuestionario elaborado al respecto. Con los resultados de dicha consulta, y refrendadas las decisiones que nosotros tomamos, procedimos al análisis de dos obras concretas, una de ficción – Ensaio sobre a cegueira – y otra de no ficción – Cadernos de Lanzarote – mediante la utilización del programa Atlas Ti, un programa desarrollado principalmente para el análisis cualitativo del discurso oral registrado y no para textos escritos. Mediante dicho análisis comprobamos que el concepto de ciudadanía está presente en ambas obras de manera directa y se manifiesta a través de una serie de valores que lo componen. En nuestra investigación estos valores tienen que ver con la responsabilidad, la tolerancia, la toma de decisiones, compartir, la convivencia, el respeto o el civismo, por citar sólo los principales que han aparecido en el análisis de las obras seleccionadas. Descubrir esta estructura en el relato escrito de José Saramago nos ha permitido construir un mapa conceptual que dibuja su concepción de la ciudadanía. Creemos que en el futuro podría no solo ampliarse el estudio de este concepto a otras obras suyas y a otros géneros no analizados en esta tesis sino, incluso, poder elaborar un material didáctico que ayude a la construcción crítica de la ciudadanía a partir de los textos de este escritor universal que es José Saramago. ; José Saramago is the author of a prolific literary work that spans diverse genres, as well as being a public figure committed to the times he lived in. Both in his public life and in his literary activity, he manifested a deep concern for the problems that, from his point of view, beset human beings, such as the state of democracy, dependence on economic power, intolerance, selfishness or indifference, to name but a few of the aspects that concerned him. He approached all these subjects through his works of fiction, as well as in the numerous articles, conferences and published non-fiction works. In our opinion, all this concern was intended to vindicate the role of an active citizenry that, in some way, became aware of its importance. With the intention of verifying this hypothesis we propose the realization of this Thesis focused on studying the concept of citizenship in the whole of his work. Given the diversity of genres and breadth of titles of this author, it was essential to limit the scope as much as possible. To this end, we proposed to divide the work into fiction and non-fiction and to select a series of titles that were significant from our point of view; moreover, we decided to exclude from our study those genres that were not narrative. All these decisions were submitted for evaluation to a group of experts by conducting a questionnaire elaborated in this respect. With the results of this consultation, which endorsed the decisions that we made, we proceeded to the analysis of two concrete works, one fiction – Ensaio sobre a cegueira - and another non-fiction – Cadernos de Lanzarote - through the use of Atlas Ti, a program developed mainly for the qualitative analysis of recorded oral discourse and not for written texts. Through this analysis we verify that the concept of citizenship is present in both works in a direct way and is manifested through a series of values that compose it. In our research these values have to do with responsibility, tolerance, decision making, sharing, coexistence, respect or civility, to mention only the main ones that have appeared in the analysis of the selected works. Discovering this structure in José Saramago's written account has allowed us to construct a conceptual map that draws his concept of citizenship. We believe that in the future the study of this concept could not only be extended to other works of his and to other genres not analyzed in this thesis, but it could also enable the elaboration of a didactic material that helps the critical construction of citizenship from the texts of this universal writer who is José Saramago.
Programa Oficial de Doctorado en Migraciones Internacionales y en Cooperación al Desarrollo ; Conforme pasa el tiempo, los inmigrantes se han hecho presentes en la sociedad española de una manera más frecuente. Las noticias y los medios de comunicación reflejan esta presencia, aunque no siempre de una manera positiva. Titulares como "Casi 5,000 inmigrantes colapsan los centros de internamiento de Canarias", "Llegan 200 "sin papeles" más", "Canarias recibe más de 1,400 inmigrantes indocumentados sólo durante el fin de semana", "Canarias recibe una nueva oleada de inmigrantes" son algunos de los titulares registrados hacia el año 2006 y 2013, con los que se refirió en la prensa española al inmigrante . Esta particularidad, no hace más que señalar la diferencia entre los que pertenecen a esta sociedad española y los que no. Este estudio se basó en conocer la manera en que la categoría inmigrante se construye dentro de la prensa. De esta forma, es un estudio introspectivo, que va de la noticia hacia adentro del medio en el que se publica, quien la escribe, cómo se publica y la manera en la que esta se genera, ya sea en una mesa de redacción o en terreno. Hacia el año 2006 los periódicos LA RAZÓN y EL PAÍS generaron más de 2000 noticias (entre ambos medios y a lo largo de todo el año) sobre inmigración. Éste hecho se manifestó en un contexto de llegadas de cayucos a las costas españolas y falta de acción concreta por parte de la Unión Europea para ayudar a gestionar los flujos de personas en España. Los medios de comunicación reflejaron dicho momento, describiendo todos los días sobre el llamado "fenómeno de la inmigración". La construcción de la categoría se dio pues, de manera reiterada por parte de los medios y en una misma línea, señalar las llegadas. En el año 2013 la producción de noticias sobre inmigración fue menor (1500 noticias en todo el año de ambos periódicos) la temática de este año fue "La crisis económica" En este contexto de crisis, aumentaron las noticias relacionadas con la inmigración que cubrían hechos como los delitos y el tráfico de personas, aunque comparando ambos años, 2006 tuvo un auge mayor. Para el estudio se ha llevado a cabo el análisis de 563 noticias publicadas en ambos medios. Así como Observación Participante en la redacción de EL PAÍS y LA RAZÓN y entrevistas en profundidad a 10 periodistas de ambas redacciones Los resultados del estudio demuestran la conexión que existe entre el contexto social que se vive con su manifestación en las noticias del periódico. Por último, destacar que la inmigración y el inmigrante forman y han formado parte del imaginario social en España y los medios de comunicación han ayudado a perfilar dicha categoría desde su descripción diaria en las noticias. El periodista, ese eterno desconocido, es el "mensajero" que nos cuenta el día a día, estudiar la manera en la que se produce se reproduce la categoría desde su perspectiva es necesario. ; As time goes on, immigrants have become more present in Spanish society. The news and the media reflect this presence, although not always in a positive way. "Canary Islands receives more than 1,400 undocumented immigrants solely during the weekend", "Canary Islands receives a new wave of immigrants" were some of the common headlines during 2006 and 2013, within the Spanish press toward the immigrant population. These particularly articles did nothing more than point out the difference between those who belong to the Spanish society and those who do not. This study was based on knowing the way the immigrant category is built within the press. In this way, it is an introspective study, which goes from the news into the medium in which it is published, who writes it, how it is published and the way in which it is generated, either in a writing table or in ground. In the year 2006 the newspapers LA RAZÓN and EL PAIS generated more than 2000 news articles (between both media and throughout the year) on immigration. This was manifested in a context of arrivals of cayucos to the Spanish coasts and the lack of concrete action by the European Union to help manage the flow of people in Spain. The media reflected on this moment, describing every day on the so-called "phenomenon of immigration." Noted by the arrivals, the construction of the category was given repeatedly by the media and in a same line. In the year, 2013, the production of news about immigration decreased (1500 articles in all newspapers in one year) the theme of that year was, "the economic crisis". In this crisis´s context grew the number of articles in relation to immigration that covered topics like crime and human trafficking although comparing both years, 2006 was the largest booming year. For the study we carried out the analysis of 563 news articles published in the media. Like these the participant observation in the drafting of EL PAIS and LA RAZON and a profound amount of interviews in 10 journalists from both newsrooms. The results from the study about the connection that existed in the social context are manifested in the newspaper articles. Finally, highlighting that immigration and immigrants have and will form a social immigration in Spain and the communication of media has helped to create a category through their daily description through articles. The journalists, the eternal unknown, is the ¨messenger" that we know day to day that study the way in which they produce the category in their necessary perspectives.

Fecha de lectura 26 de abril de 2016 ; Antecedentes: el Asociativismo empresarial es una alternativa de singular importancia para impulsar la competitividad de las Pymes de calzado, como un instrumento para aunar recursos productivos, compartir filosofía empresarial y metas, que deben responder a necesidades o problemas conjuntos. Esto no tiene su origen en la pasividad sino que, debe ser impulsado en el marco de la gestión estratégica de la empresa para conformar relaciones eficaces y estables, dirigido a generar ventajas competitivas que permitan su supervivencia en los mercados altamente competitivos. Para ello, la innovación tecnológica es un elemento esencial de diferenciación que debe ser considerado junto a la creación de alianzas entre Pymes que permitan disponer de los recursos adecuados para su desarrollo. Objetivo: el objetivo general de este estudio es la validación de un modelo de gestión estratégica para aumentar la ventaja competitiva de las empresas del sector del calzado de Guayaquil (Ecuador). El modelo se asienta sobre una estrategia de agrupación de Pymes a partir del Asociativismo, con el fin de tener acceso a los recursos financieros y materiales necesarios para desarrollar ventaja competitiva a partir de la Producción Intermedia. Métodos: el diseño de la investigación corresponde a la de un estudio descriptivo transversal. La muestra está formada por 59 empresas del sector del calzado de Guayaquil, a las que se ha aplicado un cuestionario de elaboración propia que evalúa 6 dimensiones (Asociativismo, innovación, capacidad productiva, competitividad, financiación y abastecimiento continuo). Además, se ha realizado una entrevista de factores competitivos a 12 empresarios de Guayaquil (Ecuador) y a 6 de Fuensalida (España). Resultados: los resultados de la investigación han permitido conocer las dificultades operativas y de financiación de las Pymes de calzado. Se determinó que el 92% de los encuestados no asignan presupuesto a las actividades de investigación y desarrollo, ni tampoco han recibido ayuda del gobierno en los últimos 5 años para propiciar la innovación. El 100% manifestó la conveniencia de participar en el proyecto de producción intermedia mediante el Asociativismo empresarial, aplicando mecanismos adecuados que aseguren una buena práctica de cooperación empresarial. Las entrevistas y los cuestionarios han permitido confirmar la viabilidad del modelo de gestión estratégica propuesto. La propuesta está encaminada a reformular los instrumentos dinamizadores de fomento del Asociativismo, como estrategia de crecimiento del sector de las Pymes ecuatorianas de calzado, para lo que se proponen las siguientes herramientas organizativas: Gestión organizativa, Planificación estratégica de la Demanda de materiales (MRP), Certificación y acreditación de Calidad ISO 9001 y Desarrollo Organizativo, basados en principios de Filosofía empresarial, Cultura, Gestión de la Innovación, Calidad total, Justo a Tiempo y Capacidad de Absorción del Conocimiento. Conclusión: los factores del modelo de gestión estratégica propuesto han sido reconocidos por los participantes como elementos adecuados para alcanzar una ventaja competitiva sostenible, todo ello sobre la base del Asociativismo como fundamento para acceder a los recursos necesarios para su desarrollo. ; Background: business association is a particularly important alternative to boost the competitiveness of SMEs in footwear industry, as an instrument to combine productive resources, sharing business philosophy and goals that should respond to common needs or problems. Its origin lies not in passivity but must rather be promoted within the framework of the strategic management of the company in order to build effective and stable relations, to generate competitive advantages that ensure its survival in highly competitive markets. This can be done by technological innovation - an essential element of differentiation which should be considered along with the creation of partnerships between SMEs making available adequate resources for its development. Objective: The objective of this study is to validate a model of strategic management to increase competitive advantage of companies in footwear industry of Guayaquil (Ecuador). The model is based on a strategy of grouping SMEs through association, in order to have access to financial and material resources needed to develop competitive advantage starting from intermediate production. Methods: The research approach corresponds to a cross-sectional study. The sample consists of 59 companies in the footwear industry of Guayaquil, which has been surveyed using a specifically designed questionnaire assessing six dimensions (degree of association, innovation, productive capacity, competitiveness, funding and uninterrupted supply). It has also conducted an interview of 12 entrepreneurs of Guayaquil (Ecuador) and 6 Fuensalida (Spain) regarding competitive factors. Results: The results of the research have allowed getting know footwear SMEs' operational and funding difficulties. It was determined that 92% of respondents do not allocate budget for research and development, or have not received for five years any government assistance to promote innovation. 100% welcomed participation in the proposed intermediate production by the business sector activities, using appropriate mechanisms that ensure good implementation of business cooperation. The surveys and questionnaires have confirmed the feasibility of the proposed model for strategic management. The proposal it to reformulate instruments to promote business cooperation, as growth strategy of Ecuadorian SMEs footwear industry to which the following organizational tools are suggested: Organizational Management, Strategic Materials Demand Planning (SMRP), certification and accreditation of ISO 9001 quality standard and organizational development, based on principles of business philosophy, Culture, Innovation Management, Total Quality and Timely Knowledge Absorbance Capacity. Conclusion: factors proposed by the model of strategic management have been recognized by participants as appropriate elements to achieve a sustainable competitive advantage, each based on cooperation as a basis for accessing the resources needed for its development.
The article is available for free; instead of an abstract, this is an extract taken from the beginning of the text: During the year 1914, a torrent of professorial speeches and publications swept across the country. By the beginning of December, 1,400 separate publications with war-related titles had appeared, for an average of twelve books or pamphlets a day.[8] The outbreak of war thus brought about a tremendous upsurge not contributed to this boom, the percentage of professors was notable. Those who did not stride to the lectern or take up pen were at least willing to place their names on one of the manifestoes with which professors now appeared before the public.[9] This, too, was new in Germany. As early as mid-August 1914, professors such as Ernst Haeckel and Rudolf Eucken published a sharply worded statement against the entry of England into the war.[10] They were supported by a joint "Declaration of German University Professors" signed by an additional 29 scholars.[11] Protests and counterprotests by additional professors followed, and on September 1, the historians in Bonn signed yet another manifesto.[12] At the beginning of October 1914, the famous "Appeal to the World of Culture" appeared, signed not just by 37 prominent artists and writers, but also by 56 university professors.[13] In mid-October a "Declaration of the [!] University Professors of the German Reich" appeared, signed by 3, 016 professors.[14] Mobilization on such a grand scale has never occurred since then; it would also have been unthinkable prior to that time. Declarations of this kind were not a German peculiarity. On October 21, for instance, around 500 professors in England, especially Oxford dons, spoke out against their German colleagues. By the end of the year, fifteen French universities had taken a collective stand against the declaration of the German universities.[15] Contemporaries were already calling this public hue and cry a "War of the Intellectuals," or "War of the Minds."[16] By participating, those who stayed behind were making a verbal contribution to the war effort on the home front. This intellectual mobilization was by no means restricted to the professors. Artists and writers were equally involved in it.[17] While the professors may have been only one group among others in this band of authorial warriors, they were a striking one. The readiness of German professors to contribute their share to the national defense was demonstrated not just by public speeches, writings, and manifestoes. Their own scholarly work, too, was oriented towards the war and its themes. Linguists wrote about "Soldiery in the German Vocabulary," or "German War and the German Language";[18] folklorists wrote about "The German Soldiers' Song on the Field" or "German War Songs and Patriotic Poetry."[19] Medievalists wrote about "The Bellicose Culture of the Heathen Germanic Barbarians,"[20] literary historians, about "The Present War and Dramatic Literature."[21] And this political-military event even affected literary periodization. As early as 1915, Oskar Walzel coined the epochal designation "German Prewar Literature."[22] Entire journal issues were devoted to the war theme; especially in 1915, there was a tremendous upsurge of pertinent articles.[23] To be sure, most of the journals that focused on the war had already established a close connection between academia and the educated class. Scholarly journals in the narrower sense did not participate in this turn toward war issues. "The" German professorate remained focused on supposedly pure knowledge in its scholarship. But many individuals took the war as an occasion for rethinking their own relationship toward the nation, as well as that of their discipline to national values, and they demonstrated this publicly. Scarcely any German professors voiced pacifistic views during World War I;[24] among the professors of German, I have found not one who, if he made public statements at all, failed to speak out for the war. I do not want to pursue the development of war writings by German professors in detail. Suffice it to say that the broad, universal war enthusiasm of the first year, which was quickly dubbed the "ideas of 1914,"[25] suffocated in the horrors of trench warfare and the fears and hardships of the following years. Articles and manifestoes came to concentrate on far more special topics: on the discussion of war aims, on the one hand, and on constitutional issues, on the other.[26] These debated were carried on principally by historians, while professors of German were scarcely involved. They tended to feel more responsible for the common good of the nation, but it was only toward the end of the Weimar Republic that they again connected this with the theme of war. What motivated the German professors to make such a massive and unequivocal contribution to the German entry into war? Since the 1960s, this question has been researched with considerable breadth and great intensity.[27] The most compelling attempt at an explanation of this phenomenon takes as its starting point the fundamentally imperialistic outlook that had shaped the intellectual climate of Wilhelminian Germany.[28] This school argues that the leadership elite in prewar Germany was not only deeply imbued with nationalism and conservatism, but was also largely under the sway of imperialistic thinking, which had tremendous influence on Germany's entry into World War I. It is only since the publication of "Germany's Aims in the First World War", by Fritz Fischer (1961; English trans., 1967), that this perspective has succeeded in overcoming powerful resistance and gained widespread acceptance.
In agreement with the title of this article, the essay is divided into two basic parts: one which is historical and the other philosophical. In the first part, the author examines at the beginning the classical latin etyma of the term uiolentia (uis, uiolare, uiolator, etc . . ). After that comes the acclaration of the philosophical concept of «violence» in Aristotle and Saint Thomas, and in continuation an indication of the application of the same concept to the field of ethics, and finally to the juridical field within classical roman law. In another sphere of considerations -ethical and political- the author points out the opinions of some characters which Plato introduces in his dialogues Gorgias and The Republic, due aboye all to the resonance which these works hace had in the history of the Western World until the present time. The subject of bloody violence, which is inherent to the action of the tyrannicide, is treated here briefly with references to the works of Cicero, John of Salisbury, Saint Thomas, Marsilius of Padua, Coluccio Salutati, Juan de Mariana, etc. Phenomena of midieval history suchaas the Crusades and the trials of the Inquisition could not be silenced in this case because both phenomena legitimized morally the use of violence directed towards infidels and heretics. The historical excursus on the topic of the legitimacy of violence in the hands of those who govern passes in successive orden, through Machiavelli, to the political literature on the areasson of state», jusnaturalism, etc . To be underlined is the fact that since the end of the Eighteenth Century -and in an even much more important way in the realm of hegelian Idealism- the concept of violence has undergone a process of amplification as much within the field of Philosophy as within the experimental sciences: Darwin, Malthus and Hegel form the framework. This concept, which in Hegel's dialectic transformed itself into the dynamic principie of the antithesis, and which, therefore, affirmed the structure of the metaphysical movement of history, was passed on as a legacy to the successive hegelian trend, which was in itself so complex and so full of ramifications. The figure of Marx stands out in these pages not so much for his ties with the hegelian left, and with Feuerbach in particular, but rather because of one of the basic concepts of historical materialism -the struggle of the classes- which Marx underlined in his Communist Manifesto as the motivating force of history. The author then considers on the one hand the relationships which exist between the different european nationalisms of the last Century and the ones actually existing today, and, on the other, the Marxist ideology; he analyzes in passing the profound influence exercised by the Aufk/arung of the Eighteenth Century upon the deChristianization of man wrapped up first in his rationalism, and, later on, as a compensation, in new forms of religion and the cult of the world. From here on several names appear: Lenin, Stalin, Sorel, Mussolini, Hitler, etc., men who were very different one from the other and even opposed with regard to their respective political philosophies , but who set the pace for violence of a revolutionary and counter-revolutionary nature during short years or lasting decades. After a few more considerations, the first part of this essay ends with the author underlining the interest which experimental psychology and psycho-analysis have dedicated to the study of human aggressiveness and its mechanisms. In the second part of this work the author tries to establish gUidelines for the study of the relationships between the multiple phenomena of individual and collective violence in the present, and the mass civilization of our time. In the first place, the author makes a series of admonitions with relation to the words used: «violence-, .mass civilization- instead of «tnass society-, «civilization- instead ot «culture-, etc. He also recommends the need for not classifying en masse as a result of a reactionary mentality, the discontent which the intellectual contemplation of the present times produces in the observer, because if our state of animation could be termed as nothing else but «reactionary», then the same could be said to define a great part of the best literature of this Century, as well as the figurative arts of this modem age. The expression «mentality of violence- is applied in the historical context of cultural regression, from Friedrich Nietzsche to our day. After this, the author makes a summary description of the mental coordinates of massified man, as well as of certain particular features of the actual «organization- of culture, which is increasingly impregnated by political and economical ideas, in agreement with the fundamental methodology of historical materialism. The nucleus of these considerations is made up of a philosophical definition of the actual conditions of culture in Europe. This definition rests upon the conviction that the ideology of Marxism-Leninism, although it may by in a stage of partial historical modification, directs not only the political evolution of important sectors of , occidental society, but also that it has known how to model. thanks again to the coming-together of circunstances, the forma mentis of the contemporary intellectual. In the final part of the essay, the author dedicates special emphasis on the influence of Marxism upon wide sectors of modem Catholicism. He then adds several wamings in order to avoid , on the part of the reader, interpretations which might be inopportune or false.

The problem of economic development has been the subject of discussion in economic theory for hundreds of years. It is one of the most important issues in economics. To this day, it is crucial to specify the factors and conditions of this phenomenon. The purpose of this article is to identify the direction and strength of the relationship between the quality of the institutional environment and the level of economic development. The soft modelling method and analysis of the literature were applied to identify this relationship.
