Foreign investments by state-owned enterprises (SOEs) in the oil and gas sector began a dramatic climb in the late 1990s amid rising oil prices. These investments are widely perceived to be politically driven, raising concerns about resource mercantilism and asymmetric interdependence. The book begins with the premise that the investments are commercial ventures by ambitious SOEs seeking to become global players. Applying the principal agent model, the book argues that the realization of their global ambitions depends on two domestic structural factors. First, democracies can limit investments with questionable viability, as it can be politically costly for elected leaders to endorse SOE decisions that prove unprofitable for the state. Second, bureaucratic structures overseeing the SOEs can help prevent counterproductive behavior, conditional upon a clear line of authority among bureaucratic principals on matters pertaining to SOE operations. The argument differs from previous approaches by exploring a range of institutional alternatives to privatization for solutions to problems of oil sector governance.

"The dominant policy response to economic crises over the past four decades has been the introduction of austerity. How has this mix of budget cuts and reforms to downsize the role of the state evolved over time? What affect has it had on social policies and on people's lives? This book examines the activities of the world's leading advocate of austerity: the International Monetary Fund (IMF). This international organization lends to countries facing economic trouble in exchange for the implementation of far-reaching austerity measures. Drawing on new data, the authors reveal that although the precise content of IMF-mandated austerity has changed considerably over time, the organization continues to place a high burden of reform on countries in crisis. These reforms then decrease the availability of important social services, and contribute to rises in income inequality and declines in population health. These findings form the first systematic assessment of how austerity has impacted people's lives and livelihoods around the world. Will such policy mistakes be avoided in the post-pandemic world? The early evidence presented in this book do not raise grounds for optimism. Public expenditure projections reveal that by 2023, 86 out of 189 countries-mostly middle-income ones-will face contractions in government spending compared to their 2010s average, thereby exposing a cumulative total of 2.3 billion people to the socio-economic consequences of budget cuts."

In the wake of the Seven Years' War and the consolidation of British power on the subcontinent, the French monarchy chartered a new East India Company. The Nouvelle Compagnie des Indes was an attempt to maintain French diplomatic and financial credit among European rivals and trading partners within a region integral to the broader imperial economy. Reimagining French power as subsisting through an informal empire of trade, instead of a territorial empire of conquest, officials and intellectuals sought to remake the trading company as a private, 'purely commercial' actor, rather than a sovereign company-state. This book offers a new interpretation of political economy, imperialism, and the history of the corporation during the late Old Regime and the French Revolution.

Many coalition cabinets negotiate lengthy coalition contracts outlining the agenda for the time in office. Not only does negotiating these agreements take up time and resources, but compromises have to be made, which may result in cabinet conflicts and electoral costs. This book explores why political parties negotiate such agreements, and argues that coalition agreements are important control devices that allow coalition parties to keep their partners in line. The authors show that their use varies with the preference configuration in cabinet and the allocation of ministerial portfolios.
