This essay takes issue with the way the highly fashionable concept of hybridity has been used to skew our understanding of cultural identity, and render conceptually and normatively indefensible the political claims of culture. It also challenges the current 'anti-essentialist' orthodoxy about what culture 'really is,' and shows that neither 'essentialism' nor 'anti-essentialism' helps us get right the place of culture in politics, because both fail to recognize the identity and non-identity of culture with itself.

The February 2003 demonstrations against the war in Iraq raised a broader question : does this global activism signal the emergence of a new transnational public sphere of collective action? To account for an event some regard as a turning point in the politics of contention, both in essence & in scale, this article undertakes an historical analysis of the social processes that have transnationalized activism. In the Berlin of 1949 there were over 25 daily newspapers, and the publication of the "New Press" was aimed at a select group of readers in the divided town. During the twelve years of its publication, the "New Press" dwelled at the press-political periphery and today is hardly known anymore. However, for the Berlin party history, particularly for the SED politics vis-à-vis the Berlin social democracy, the "Free Press" possessed considerable source value. David Bennett is director of postgraduate studies in the Department of English and Cultural Studies at the University of Melbourne, where he lectures on psy-choanalysis, postmodernism, and the politics of art censorship. His essay comes from a book in progress that examines how the discourses of sexual psychology and economics have interacted since the eighteenth century. During the old regime in South Africa only a few women entered politics. It was only in 1930 that adult suffrage was granted to women and at the same time they became eligible for election. Since 1914 one after the other municipality allowed women to vote and to be elected on the council. However, for many decades only a small number of women made themselves available for election on government bodies. Those who did, were mostly women with strong personalities who made a positive contribution to theircountry.

This article charts the shift in the Supreme Court of Canada's interpretation of the Charter of Rights and Freedoms' guarantee of freedom of association in the context of claims by trade unions for protection of their collective bargaining rights. It places this shift in Canadian Charter jurisprudence in the broader context of neo-liberal politics and globalization, and it considers the extent to which the Supreme Court, along with the International Labour Organization, can be understood as responding to the challenge to develop new norms of governance.
