From the Eye of the Storm: Regional Conflicts and the Philosophy of Peace presents to the reader a cross section of an emerging field of study: the philosophy of peace. The editors bring together articles that explore the philosophic implications of many recent regional conflicts. Reflecting the diversity and vitality and any new field of study, this volume contains five sections: Conceptual Foundations; America's Homefront; Desert Storm Assessments; Jihad, Intifada , and Other Mideast Concerns; and Latin American Issues. The topics of the articles include war, militarism, patriotism, nationalism, nonviolence, conscientious objection, feminist peace, the media, the ethics of the Gulf War, the Israeli-Palestinian conflict, Islamic pacifism, and Latin American resistance. Societies involved in intractable conflicts form a conflict‐supporting master narrative that provides justification and explanation of the conflict as a whole as well as narratives about its specific events and relevant persons. Both types of narratives fulfill important functions in satisfying the basic sociopsychological needs of the individuals and the collectives involved, as well as in maintaining a positive image of the society in the international community. In order to fill these needs, the narratives tend to be selective, biased, and simplistic. Moreover, because these narratives are so functional, societies go to extraordinary lengths to maintain their dominance among their own people and internationally. The present article analyzes the specific case of the Israeli‐Jewish narrative of the Israeli‐Palestinian conflict with regard to the methods that are used in the narrative's construction and the ways through which formal authorities strive to preserve its dominance in Israel and in the international community.

Since the early 1990s, activities intended for the protection of civilians have been steadily incorporated into humanitarian, peacekeeping, and development operations across the globe. Yet, what was initially perceived as a progressive step in the advancement of human security (Goldberg and Hubert 2001) is now coming under increasing scrutiny (Fox 2002; Thakur 2002). The civilian protection agenda involves a series of inter-related activities designed to prevent, mitigate, respond to, and recover from physical harm caused by armed conflict. Despite the steady elaboration and execution of this agenda, however, critics point to key challenges including the lack of compliance by states and non-state armed actors (Ferris 2011), problems with coordination and efficiency among aid organizations (Barnett 2009), under-resourced peacekeeping operations with limited training and equipment (Williams 2013), and the lack of capacity and will on the part of the 'international community' (Barr 2010).

When U.S. corporations cause harm abroad, should foreign plaintiffs be allowed to sue in the United States? Federal courts are increasingly saying no. The courts have expanded the doctrines of forum non conveniens and prudential standing to dismiss a growing number of transnational cases. This restriction of court access has sparked considerable tension in international relations, as a number of other nations view such dismissals as an attempt to insulate U.S. corporations from liability. A growing number of countries have responded by enacting retaliatory legislation that may ultimately harm U.S. interests. This Article argues that the judiciary's restriction of access to federal courts ignores important foreign relations, trade, and regulatory considerations. The Article applies institutional choice theory to recommend a process by which the three branches of government can work together to establish a more coherent court-access policy for transnational cases.

Few books on war & peace have sold more than Norman Angell's The Great Illusion (1910). Few books have been more debated; few have been more misunderstood. This essay reviews the key argument of The Great Illusion, & shows how this book -- & its curious author -- played a formative role in the emergence of JR as a social science around the time of World War I. First, the book offered an incisive criticism of the approach of Realpolitik. Second, it introduced an alternative approach to modern interstate analysis -- an approach that hinged on the concept of interdependence. Third, the book sparked one of the first scholarly debates between Realists & Liberals on the causes of war & the preconditions of peace. Oil is currently bought and sold in US dollars on the major oil markets. Recent rhetoric indicates some exporters are considering supporting a conversion to euro pricing of oil. Yet, the dollar has a firm grip. A switch is unlikely in the short- to medium-term as it would be exceedingly difficult given the structure and inertia inherent in oil markets along with the euro's second tier status to the dollar. The turbulent politics of many oil exporting countries-especially Islamic ones-could spur a spiteful movemnt to end dollar pricing but the significant obstacles producers must overcome may be too great for now. However, both economic and non-economic political concerns as a sources of change become more probable as the time horizon is extended, allowing time for the euro to mature and achieve a greater stake in international financial markets.

An introductory chapter notes that the book is the product of a series of seminars held in October-December 2001. The contributors explore the contestable issue of humanitarian intervention from perspectives of both theory & practice. The case studies range from those that occurred in the early post-Cold War period to the recent US intervention in Afghanistan. The three main themes that connect the essays are: the increase in interventions after 1990; problems of will & capacity related to these interventions; & controversy over humanitarian intervention within International Relations. Special attention is given to the analytical challenge posed by different definitions of humanitarian intervention. It is noted that the book is divided into two sections that deal with theoretical aspects of humanitarian intervention & the practice & politics of humanitarian intervention as illustrated by past interventions in the Balkans, Africa, East Timor, & Afghanistan. An examination of the attitudes of Italian political elites of the Christian Democrat, Socialist, Republican, & Communist Parties toward the issue of international terrorism. Analyses focus on reactions to 5 cases of terrorist attacks: the Dozier affair, the Achille Lauro hijacking, the Fiumicino massacre, the US raid on Libya, & the Iranian affair. It is shown that, though each party stands in principle against terrorism there is much variation in the degree to which this is true. These variations are attributed to interparty conflicts, attitudes of the parties toward the US & toward foreign policy issues, & the basic political necessities that confront Italian government. These realities have prevented the Italian government from acting quickly & cohesively & have often led to the near collapse of the government. Internal conflicts have also prevented Italy from being able to cooperate fully with the US & its European allies in the war against terrorism. Modified HA
