The Narrative Policy Framework (NPF) was developed to provide theoretical and empirical grounding for inquiries into questions about the interplay between communication and policy processes. In our previous work, we argued for the inclusion of framing analysis within the broader NPF structure in order to account for the ways in which problems, solutions, and characters are portrayed to citizens. The study presented here seeks to further develop these complementary approaches to understanding the construction of policy narratives in the important domain of hazards and disaster policy. Communication of risk is central to political and policy dialogue. By accurately and effectively communicating risks, the problem definitions and associated solutions may be more closely aligned with expert risk assessments, actors may mobilize to affect change, and policy change may be more likely. We examine the construction of risk within narratives to analyze how the narrative construction of chronic versus urgent risk may influence policy discussions. In this paper, we link NPF concepts of setting, plot, and moral of the story to frames of risk. This study advances NPF scholarship by linking these theoretical approaches and establishing how framing analysis can aid in measuring narrative concepts.

Six elements needed as a foundation for the criticism of action are noted: (1) an identifiable actor; (1) a methodology for predicting future outcomes of the actor's behavior; (3) a set of concepts that identify the normatively significant dimensions of outcomes; (4) a means to select preferred outcomes; (5) the ability to monitor outcomes & adjust the paradigm accordingly; & (6) a theory demonstrating that these elements are attainable. There is a gap between current government policy formation & the prerequisites of a structurally coherent system of critical analysis. Improvement in the quality of policy analysis will lead to governmental programs that address more efficiently the actual needs of targeted individuals & groups. 8 References. R. McCarthy

First published online: 3 October 2021 ; As the state has become more susceptible to global pathologies, public policy scholars have found increasingly common ground with their IPE cousins. The development of these relatively young fields of study – increasingly they are sub-disciplines – has been commensurate but rarely intersecting. Yet contemporary maelstroms of global politics, economics, health, and security, span borders with ease, and increasingly force us to recognise, reconsider, and reconceptualise the overlapping realms of the national and international. In so doing, we must overcome the disciplinary distinctions. In this article, we traverse the prominent in-built disciplinary imperatives and methodologies that have kept these two disciplines from concerted inter-operability or, at least, interchange of theories and concepts. To do so, we begin by presenting a brief overview of the conceptual pedigrees and trajectories of these disciplines, before drawing attention to the prominent prevailing overlaps, 'trespasses' and tensions as they specifically relate to policy convergence and diffusion, and policy transfer. We proceed to specify a reconciliation of these tensions through, in the third section, a brief study of the growth of global administrations, administrators, and administrative spaces. This, we contend, stands as a paradigm case of how reconciled IPE/public policy concepts can produce enhanced theoretical and substantive insights into the transnationalising political world.

Territorial and maritime disputes are a visible part of the tapestry of Asia-Pacific Region (APR) international relations. They have provoked frictions between states, militarized conflict, and even war. Some believe interstate economic ties or economic inducements have the potential to mitigate and resolve the APR's territorial and maritime controversies. In this article, I analyze, in two primary ways, the potential for economics to calm or resolve the APR's territorial and maritime disputes. One is a theoretical evaluation, while the other is an empirical examination. As for the latter, this article analyzes two specific quarrels: the China-Japan controversy over the East China Sea and Diaoyu/Senkaku Islands and the Japanese-Soviet/Russian conflict over the Northern Territories. In both cases, the economic optimist case is proved wanting. This article shows that researchers must pay attention to political factors, domestic and international, to identify the factors that facilitate/hinder a settlement of territorial and maritime disputes. This paper gives an overview of the findings of the Agency project on Mapping the Implementation of Policy for Inclusive Education (MIPIE). It highlights how the project recommendations may contribute to European Union and international policy initiatives. Policy-makers are under pressure to demonstrate how policies are leading towards greater educational inclusion. This creates a need for the systematic collection of qualitative and quantitative information that answers key questions and that countries can use both longitudinally to map their own developments and comparatively across countries to compare relative developments. The paper focuses on public finance and the aspect of fiscal consolidation in Poland as economic consequences after the financial crisis in 2008. The study assumes that there is a wide range of needs for fiscal consolidation implementation in European post-crisis countries. Budgets of the vast majority of European Union Members are unbalanced, their deficits have a great, negative impact on the public finance sector, as well as on countries' GDP. The theoretical part presents a literature overview of the essence of consolidation and its role in fiscal policy. The empirical part of the paper focuses on trends, changes in the level of budget deficits in Poland and EU-27 and the influence of this on key macroeconomic indicators.

The current U.S. national security paradigm robs us of economic resources, corrupts our political system,endangers our lives, and offends our most fundamental moral values.It perpetuates a system that discriminates against, disempowers, disrespects, dehumanizes, and brutalizes Black and brown people and other communities of color. It is an extension of systemic white supremacy at home that relies upon the threat and use of force abroad.Continuing the U.S. quest for global military domination harms not only the people of other countries and the earth we share, but the vast majority of Americans. The Racism-Militarism Paradigm, moreover, harms all of our social, political, and economic institutions, including our democratic institutions, thus weakening our entire society.To peacefully and democratically dismantle this paradigm, we must offer a compelling alternative vision of the U.S. role in the world.
