This article is devoted to the conceptual foundations of electronic democracy. The authorpays attention to e-democracy models used in politics. They contain new opportunities for interaction and communication tools. Using data tools, the state gets new ways to interact with its citizens who have opportunities to influence the political system as a whole. Los discursos deben ser vistos bajo la perspectiva de la pertenencia de quien lo construye y propaga, una vez que la producción discursiva involucra directamente un emisor concreto en una situación social concreta. A partir de esa premisa el presente trabajo analiza tres discursos de tres periodistas de medios hegemónicos de la República Argentina, propagados en el mes de mayo del año 2020, referente a la cuarentena decretada por el gobierno federal de aquel país. Aunque pertenecientes a vehículos de comunicación de grupos empresariales distintos, y construidos por periodistas distintos, los discursos analizados presentan casi una visión única del hecho y pone de manifiesto la necesidad de cambios profundos en el sistema de comunicación del país. ; Discourses must be seen from the perspective of the belonging of those who build and propagate it, since discursive production directly involves a specific emitter in a specific social situation. Based on this premise, this work analyzes three speeches of authorship of three journalists from hegemonic media in the Argentine Republic, propagated in May 2020, referring to the quarantine decreed by the federal government of that country. Although belonging to communication vehicles of different business groups, and built by different journalists, the speeches analyzed present almost a unique vision of the event and highlights the need for profound changes in the country's communication system. ; Os discursos devem ser vistos da perspetiva da pertença da pessoa que os constrói e propaga, uma vez que a produção discursiva envolve diretamente um emissor específico em uma situação social específica. Indonesia as a multicultural country has a problem with religious issues that trigger conflict in society. Religious is one of sensitive issue can broke the unity of Indonesia. This is a challenge for government and society to make a harmony with embedding tolerance values among religious people. Family is a medium to embedding tolerance values but it comes with various challenges to socialization the norms and values. Many families in Indonesia embedded homogenous norms and values to the family member. this homogenity is feared to raise homogenous mindset that's hard to accepted the diversity. Urban families mostly has acceptance of diversity. They are do not hesitate to communicate the norms and values as a knowledge that can be understood by their family. This case is interesting to be inspected with qualitative methodology in phenomenology research strategy to get the depth of research data about family communication that used in urban family to embedding tolerance values between religious people. To the further this research will contribute to the society especially for Indonesian family to communicating about norms and values of tolerance in social life.
With the increase in access to the media, mainly the internet and TICS, several business platforms have migrated to this format. However, the reality of countless social actors is still the exclusion of information and communication technologies, modern means of communication. In this sense, this article aimed to analyze the difference between the right to information and access to the means of communication, within the scope of family farming, aiming to point out the weaknesses in the realization of this right. The investigation focused on verifying access to the media, as well as the participation of these social actors in institutional sales, a means of accessing important and voluminous public policies for direct purchase. The chosen methodology was the review of analytical literature, looking for other articles, dissertations, and theses on access to information, and also, the crossing of information obtained with secondary data from official bodies on the subject. As a result, we realized that free access to the means of communication, in the Brazilian rural areas, is still a distant reality, albeit in constant Evolution. In this way, countless farmers find themselves in the commercial invisibility of their products, reinforcing the participation of large corporations, and strengthening the bases of agribusiness and monoculture. The contribution of this article points to intersectoral public policies as a means of achieving greater coverage for this population and to guarantee democratic access to the media as a form of exercising citizenship and freedom. ; Con el aumento del acceso a los medios de comunicación, especialmente a Internet y TICS, varias plataformas comerciales han migrado a este formato. Sin embargo, la realidad de muchos actores sociales sigue siendo la exclusión de las TICS. Este artículo tiene como objetivo analizar la diferencia entre el derecho a la información y el acceso a los medios de comunicación, en el ámbito de la agricultura familiar, con el propósito de señalar las debilidades en la realización de este derecho. La investigación se centra en verificar el acceso a los medios de comunicación, así como la participación de estos actores sociales en las ventas institucionales, una vía de acceso a políticas públicas de compra directa. La metodología elegida fue la revisión de literatura analítica, buscando otros artículos y tesis sobre el acceso a la información; también, el cruce de información obtenida con datos secundarios de organismos oficiales sobre el tema. Como resultado se descubre que el libre acceso a los medios, en las zonas rurales brasileñas, es una realidad lejana, aunque en constante evolución. De esta forma, innumerables agricultores se encuentran en la invisibilidad comercial de sus productos, reforzando la participación de las grandes corporaciones y fortaleciendo las bases de la agroindustria y el monocultivo. La contribución de este artículo se dirige a la designación de políticas públicas intersectoriales como medio para lograr una mayor cobertura de las poblaciones periféricas y garantizar el acceso democrático a los medios de comunicación como forma de ejercicio de la ciudadanía y la libertad.
This dissertation explores the utility of altered participation as a concept for understanding moments of civic noncooperation among America's marginalized groups. Focusing specifically on limited interpretations of and shortsighted reactions to noncooperation of U.S. residents in the 2010 U.S. Census survey, this research is based in political theory on civic engagement. The year 2010 marked both the most expensive and expansive communication campaign by the U.S. Census Bureau encouraging full participation in the survey. That year also hosted numerous examples of opposition to the survey. Researching the phenomenon of census noncooperation through the opinions of census boycotters and other civic nonparticipants as made evident through cultural works including literature and poetry will provide important insight into practices of civic nonparticipation and the conditions that inspire such practices to take place. Recognizing civic nonparticipation as an altered form of civic engagement requires a paradigmatic shift from politics as a consensus finding process among equal citizens, to politics as a process of dissensus through which overlooked portions of society exert their significance (Ranciere). This overlooked population becomes apparent by beginning from a critique of citizenship in America as allusive in substance even when attainable in title, instead of the traditional civic republican definition of a dutiful citizen. In this dissertation, I theorize civic nonparticipation as a form of altered participation, a political response to limited substantial citizenship (Glenn). Case studies explore varied manifestations of altered participation and range from the boycott of the survey by Latino immigrants and clergy to feigned compliance in the form of submitting fictional information. I hypothesize that the concept of altered participation will influence current interpretations of people who do not participate in U.S. civic activities, specifically the U.S. Census.
Our contribution aims to describe the value system carried by a particular practice what consumption breastfeeding and through communication campaigns, including posters. Our results lead us first to introduce the link between beliefs and imaginary figurability of breastfeeding by providing an analysis in terms of sensory experience, semiological breaks and handling of the normative framework. Then we update the axiology of breastfeeding with original opposition of nature versus culture and the importance of moral values. Finally, we analyze how these campaigns are involved in creating a communicative ecosystem (éducosystème) promoting participation and individual commitment. Through this semiotic analysis and éducommunicationnelle of breastfeeding, we show that a new social imagination is in progress. (author's abstract)
This book examines five rhetorical strategies used by the US coal industry to advance its interests in the face of growing economic and environmental pressures: industrial apocalyptic, corporate ventriloquism, technological shell game, hypocrite's trap, and energy utopia. The authors argue that these strategies appeal to and reinforce neoliberalism, a discourse and set of practices that privilege market rationality and individual freedom and responsibility above all else. As the coal industry has become the leading target and leverage point for those seeking more aggressive action to mitigate climate change, their corporate advocacy may foreshadow rhetorical strategies available to other fossil fuel industries as they manage similar economic and cultural shifts. The authors' analysis of coal's corporate advocacy also identifies contradictions and points of vulnerability in the organized resistance to climate action as well as the larger ideological formation of neoliberalism. Jen Schneider is Associate Professor of Public Policy and Administration at Boise State University, USA. Her work examines the communication of scientific, technological, and environmental controversies. She is particularly interested in controversial or contested energy development and practices, such as hydrofracturing, coal mining, and nuclear power, and the role of rhetoric and expertise in defending such practices. Steve Schwarze is Professor and Chair in the Department of Communication Studies at the University of Montana, USA. His research examines the rhetoric of environmental controversies. His research appears in prominent outlets for rhetoric and environmental communication, such as the Quarterly Journal of Speech, Rhetoric & Public Affairs and Environmental Communication. Peter K. Bsumek is Associate Professor in the School of Communication Studies at James Madison University, USA. His research and teaching focus on rhetoric, advocacy, and processes of decision-making, with a specific emphasis in environmental communication. He is the 2014 recipient of the J. Robert Cox Award in Environmental Communication and Civic Engagement. Jennifer Peeples is Professor of Communication Studies at Utah State University, USA. The study investigates the relationship between cultural intelligence and communication skills with job motivation from the perspective of high school educational managers in Zahedan. In this research, descriptive-survey method and correlation type have been used; the statistical population of this study was 196 managers of all governmental and non-governmental high schools, that all of whom were included in the research. The results showed that there is a positive and significant relationship between cultural intelligence and communication skills and job motivation. Therefore, increasing the cultural intelligence and communication skills simultaneously predict the motivation of the job positively. ; El estudio investiga la relación entre la inteligencia cultural y las habilidades de comunicación con la motivación laboral desde la perspectiva de los gerentes de educación secundaria en Zahedan. En esta investigación, se han utilizado el método de encuesta descriptiva y el tipo de correlación; la población estadística de este estudio fue de 196 administradores de todas las escuelas secundarias gubernamentales y no gubernamentales, que se incluyeron en la investigación. Los resultados mostraron que existe una relación positiva y significativa entre la inteligencia cultural y las habilidades de comunicación y la motivación laboral. Por lo tanto, aumentar la inteligencia cultural y las habilidades de comunicación predicen simultáneamente la motivación del trabajo de manera positiva.
