Human trafficking is a major problem in Europe today, yet very little is known about the extent of trafficking ₆ and policy makers and civil society have contending ideas about how best to respond to the issue. This book offers a range of different perspectives on this problem. It starts by defining contemporary forms of slavery and posing sensitive questions about the relationship of trafficking to capitalism and Western policies. Case studies from around Europe address the knowledge gaps surrounding trafficking, while at the same time raising critical questions about the responses of states and NGOs to the existence of trafficking. Moreover, the authors contribute to the debates about how states and the EU respond to the issue in relation to defining the crime, creating adequate laws and protecting the trafficked. This book shows that there is a need for a rights based approach to human trafficking, putting the victim, their vulnerability and their needs at the centre of political and social responses.
"In dem Beitrag wird die Entwicklung einer europäischen Strategie von Standortvertretern innerhalb eines Europäischen Betriebsrates dargestellt. Am Beispiel von General Motors werden die Schwierigkeiten des Interessenausgleichs zwischen west- und osteuropäischen Standorten in Folge von Produktionsverlagerungen aufgezeigt. Probleme in der Zusammenarbeit ergeben sich aus den unterschiedlichen Reaktionen auf Verlagerungsprozesse. Während die westeuropäischen Standorte ihre Produktion zu halten suchen, erhoffen sich osteuropäische Standorte einen Ausbau ihrer Produktionsvolumina. Im Fall von General Motors ist der Interessenskonflikt verschärft, da der Ausbau der osteuropäischen Standorte zu Lasten der westeuropäischen erfolgt. Dennoch gelang es dem EBR von General Motors, eine gesamteuropäische Strategie zu entwickeln. Es wird argumentiert, dass dies möglich war, weil unterschiedliche rechtliche und wirtschaftliche Rahmenbedingungen in den internen Verhandlungen berücksichtigt werden. Außerdem haben sowohl west- als auch ost-europäische Mitglieder im EBR die Verlagerungsprozesse als gemeinsame Probleme wahrgenommen." (Autorenreferat)
A new account of the 2008 crisis and the turbulent decade that followed shows how global capitalism's self-inflicted wounds accelerated major geopolitical realignments.
This study focuses on the way in which Muhammadiyah, one of Indonesia's largest Islamic organizations, stood in the 2019 General Election. Like its counterpart Nahdlatul Ulama, Muhammadiyah has marked the moderation of Islam in Indonesia, different from Islam elsewhere in the Middle East. Since its establishment, Muhammadiyah has urged its members not to join any specific political party, but rather to take a moderate position in political pragmatism and support patriotism in broader national interest. Likewise, in the 2019 election, Muhammadiyah did not organizationally support any candidates, citing its "middle way" approach. However, this study identifies a dualism in the political attitudes of Muhammadiyah's elites. Even without official orders or prohibitions from the central leadership, some Muhammadiyah members got involved and carried their organization's attributes to support certain candidates, resulting in political division within the organization. Some members of the organization took a clear political stance, whereas others remain neutral. This created tension within the organization in both elite and grass-root level. The main data for this study were collected through interviews, unstructured discussions, and focus group discussions with several Muhammadiyah elites.[Artikel ini melihat posisi yang diambil salah satu organisasi Islam terbesar di Indonesia, Muhammadiyah, dalam Pemilu 2019. Bersamaan dengan Nahdlatul Ulama, Muhammadiyah menjadi penanda moderasi Islam di Indonesia yang berbeda dengan Islam di tempat lain. Sejak didirikan, Muhammadiyah telah menandaskan untuk tidak berafiliasi dengan partai politik tertentu, tetapi mengambil posisi moderat dalam perpolitikan dan mendukung patriotisme demi kepentingan nasional yang lebih luas. Demikian juga, dalam Pemilu 2019, Muhammadiyah secara resmi tidak mendukung calon mana pun berdasarkan konsep "jalan tengah". Namun, penelitian ini mengidentifikasi adanya dualisme dalam sikap politik para elit Muhammadiyah. Tidak adanya perintah atau larangan resmi dari pusat, banyak anggota Muhammadiyah yang membawa atribut organisasi dan terlibat aktivitas politik serta mendukung kandidat tertentu. Ini berakibat munculnya keterbelahan politik dalam Muhammadiyah. Beberapa anggota mengambil sikap politik yang jelas, sedangkan yang lain tetap netral. Ini menimbulkan ketegangan dalam organisasi, baik di tingkat elit maupun akar rumput. Data utama untuk penelitian ini dikumpulkan melalui wawancara, diskusi tidak terstruktur, dan diskusi kelompok terfokus dengan beberapa elit Muhammadiyah.]
The aim of this article is the presentation and the attempt to analyse such phenomena as: an excessive general government deficit and public debt in EU Member States over the past 3 years. For the European Union the years 2008-2010 were the time when public finances of most member countries worsened dramatically. The average budget deficit in the EU increased during that period to a value of almost 7% compared to gross domestic product and public debt reached almost 80% of GDP. Referring the numbers to the principles of the budgetary policy in the Treaty on the European Union (the deficit should not exceed 3% in relation to GDP and public debt – 60% of GDP), the observance of budgetary discipline has been significantly violated. In consequence, the excessive deficit procedure has been initiated. in relation to almost all the countries of the EU, Its purpose was to force the member countries to take concrete actions to stabilize public finances. The economic crisis that began in the second half of 2007 in the United States of America which resulted in a significant deterioration of the finances of all the EU member countries might be regarded as the major source of violation of their budgetary discipline. The reactions of most governments TO the harmful effects caused by the financial crisis were to stimulate national economies and stem the decline of domestic demand. The higher level of public expenditures was simultaneously the cause of increased budget deficits,. To develop and present the problem of an excessive budget deficit and public debt in the EU countries some statistical methods were used and the data source statistics were mainly carried out by the European Commission and the European Statistical Office. ; Celem niniejszego artykułu jest prezentacja i próba analizy zjawisk: nadmiernego deficytu budżetowego i długu publicznego w krajach członkowskich Unii Europejskiej na przestrzeni ostatnich 3 lat. Lata 2008-2010 były dla Unii Europejskiej czasem, w którym stan finansów publicznych większości krajów członkowskich pogorszył się w sposób drastyczny. Średnia deficytu budżetowego w UE wzrosła w tym okresie do wartości prawie 7% w stosunku do wielkości produktu krajowego brutto, a zadłużenie publiczne osiągnęło poziom niemalże 80% PKB. Odnosząc te wielkości do założeń polityki budżetowej zapisanych w Traktacie o Unii Europejskiej (wartość deficytu nie powinna przekraczać 3% w stosunku do PKB, a zadłużenia publicznego 60% PKB), poszanowanie dyscypliny budżetowej zostało w sposób znaczący złamane. W następstwie, w stosunku do prawie wszystkich państw należących do UE, została wszczęta na szczeblu UE procedura nadmiernego deficytu. Jej celem było wymuszenie na krajach członkowskich podjęcia konkretnych działań zmierzających do ustabilizowania stanu finansów publicznych. Kryzys gospodarczy, który narodził się w drugiej połowie 2007 roku w Stanach Zjednoczonych Ameryki i skutkował znaczącym pogorszeniem stanu finansów wszystkich krajów członkowskich Wspólnot Europejskich można uznać za główne źródło złamania przez nie dyscypliny budżetowej. Reakcje większości rządów na niekorzystne zjawiska finansowe wywołane kryzysem miały na celu próbę pobudzenia gospodarek narodowych oraz zahamowania spadku popytu krajowego. Zwiększony poziom wydatków publicznych przyczynił się jednak równocześnie do wzrostu poziomu deficytów budżetowych. W celu opracowania i zaprezentowania problemu nadmiernego poziomu deficytu budżetowego oraz długu publicznego w państwach UE zostały zastosowane wybrane metody statystyczne, a źródłem danych były przede wszystkim statystyki prowadzone przez Komisję Europejską oraz Europejski Urząd Statystyczny.
