Das Bundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr (BAAINBw) wurde am 1. Oktober 201 2 im Zuge der Neuausrichtung der Bundeswehr gegründet. In der Bundesoberbehörde sind die Aufgaben des Bundesamtes für Wehrtechnik und Beschaffung (BWB), des Bundesamtes für Informationsmanagement und Informationstechnik der Bundeswehr (IT-AmtBw) und Nutzungsaufgaben, die in der Vergangenheit von anderen zivilen und militärischen Organisationsbereichen wahrgenommen wurden, zusammengeführt. The policy of enhancing the management capabilities of educational institutions and implementing the Islamic community development movement (Gerbang Salam) is the jargon of the Pamekasan community, while in terms of the quantity of subject hours, government policies in this case in public schools, ranging from basic education to college level education high. The policy to provide porional and professional religious subjects is also carried out, as well as the policy to enforce the rules that all students who want to enter junior high school must be able to read the Koran well and correctly, in addition, PAI is to maximize the subject matter already stated in the curriculum. The effect is the creation of a civil society atmosphere that aspires to be close to a success. The effect of other government policies in improving the quality of PAI is the increase in personal capabilities (tenagan educators and educational staff) in Pamekasan, then the reduction in the number of juvenile delinquency.

STRATEGIES AND INNOVATIONS FOR ISLAMIC RELIGIOUS EDUCATION (PAI) TEACHERS IN INCREASING STUDENT LEARNING MOTIVATION DURING THE COVID-19 PANDEMICThis study seeks to explore the learning process of PAI student learning during the Covid-19 pandemic and how the strategies and innovations of Islamic Education teachers in increasing students' motivation. During the COVID-19 pandemic, the government currently made a policy so that students learn online (online) using internet-based media (online) or commonly called PJJ (Distance Learning), causing students to be required to learn from home (BDR) without can PTM (Face-to-Face Learning) at school or in class directly. This condition certainly greatly affects the student's learning motivation which is decreasing, due to ineffectiveness and the lack of interactive and communication between teachers and students during PJJ. This research method uses qualitative research methods and data collection techniques by means of observation, interviews and documentation where the object of research is the PAI teacher and students of class X IPA 6 at SMAN 5 Karawang. This research shows that there has been a decrease in student motivation during the COVID-19 pandemic with an indicator that many students are not present when the teacher delivers PJJ material and assignments are not done on time, and some do not even do assignments at all. The development of learning strategies carried out by PAI teachers included always attending students during PJJ, assessing the results of student assignments, and invoicing students who had not submitted assignments. Meanwhile, learning innovations made by PAI teachers are implementing PJJ using varied and innovative applications such as Google Mail, Google Internet, Google Classroom, Google Forms, Google Drive, Google Meet, Zoom Meet, Youtube, WhatssApp, PDF and Microsoft Power Point.

The certificate from the Land Office has not noticed the allotment of RTRW area, and became one of the reasons didn't know the transition function of land by the community, and this happens due to the lack of coordination between the Land Board and district/city.The government has issued a policy for the creation of a transfer rights and transitional coordinating function for land, with Head of BPN Regulation No. 2 of 1999 on Permit Area and Regulation No. 22 Year 2010 About RTRWP Jabar Year 2009 to 2029, but its implementation is not aligned.The method is descriptive analytical and explor- ative, to obtain an overview of the policy and the implementation of a land registration system dan RTRW.The lack of cooperation of the Technical Committee for Land and Spatial Dept district/city to be able to check each other for the allotment of land to form a demerit offense allotment of land which is usually done on a small scale.
