"The work of early pluralist thinkers, from Arthur Bentley to Robert Dahl, inspired much optimism about democracy. They argued that democracy was functioning well, despite disagreements arising among the diversity of interests represented in policy-making processes. Yet it is unlikely that anyone paying attention to news coverage today would share such optimism. The media portray current policy-making processes as intractably polarized, devoid of any opportunity to move forward and adopt essential policy changes. Reviews developments in private sector housing renewal policy in England & Wales in the 1980s & their implications for the 1990s. Government surveys are utilized to describe the condition of housing stock & to examine demographic, economic, & social trends affecting dwelling stock condition & the ability of households to repair, improve, or maintain their dwellings. It is argued that government policies to privatize the administration of housing renewal & the financing of investment during the 1980s failed. The 1989 Local Government & Housing Act relating to housing renewal is too limited in the help that it provides, & the resources available are inadequate. Other measures will be necessary, including subsidized loans, equity sharing mechanisms, savings & insurance schemes, & the provision of practical help through home improvement agencies. A better understanding of how people make investment decisions is also needed. Finally, the government should take steps to regulate the building industry & to increase the supply of skilled labor & competent firms working in the housing renewal sector. 4 Figures, 41 References.
