This essay sheds light on the study of Roman law and the theory of constitutions by the late nineteenth century Japanese political philosopher Ono Azusa. In bringing to the fore the political issue of codification in connection with the building of a modern state, Ono inquired into the principles of Roman law as the origins of Western jurisprudence. Based on this study, he reinterpreted the legal traditions of Japan in East Asia and attempted to establish a new political system. The essay was translated from the Japanese by Gaynor Sekimori.
Between Involvement and Detachment takes grasp with the Johnson administration's (1963-1969) perceptions of and responses to the Western European realignments. Arguing that the Johnson administration set out to maintain the American unilateralist position in the transatlantic relation, not just as a function of America's position as a superpower, but also as a function of certain historically based Euro-skepticism, the thesis suggests that America's Western European policy can be seen on a continuum of involvement and detachment. Based on archival research, the thesis concludes, that these policies, essentially, were detached as America rejected the European reason of state. The Western European realignments were recorded in the Johnson administration with de Gaulle's critique of US hegemony in Western Europe in the early 1960s. The thesis argues that the administration to a large extent had a traditional reading of de Gaulle's policies, and feared that if Gaullist thinking spread among the European allies, it would merit to a return to traditional European power politics. The analysis shows that, by 1964 the administration believed, according to this study, that NATO's principle of integration stood between the current 'balanced' Western Europe and the Europe of the pre-War period. In addition the administration held the opinion that the German problem and the Western European détente tampered with the US unilateralism in its relations with the Soviet Union, and its position as the leader of the Western world. De Gaulle's withdrawal from NATO's integrated command in 1966, and the subsequent British and Belgian calls for a reform of the alliance and a détente with East, contributed to the administration's fear of alliance disintegration and return to European power politics. International audience ; Abstract The Congress of Cambrai (1722-1725) is generally seen as a transitory 18 th century diplomatic gathering. However, the analysis of negotiation processes, rather than outcomes, leads us to correct an image of factual failure. Diplomatic legal discourse was crucial. Three years of political bickering following the accession of Spain to the Treaty of the Quadruple Alliance gave French and British mediators the occasion to take the lead in legal talks between irreconcilable opponents Philip V of Spain and emperor Charles VI. Plenipotentiaries used treaty law to show the limits of feudal or dynastic discourse. They distinguished between their qualities of garants, mediators or contracting parties, and managed to inverse collective dynamics, claiming the right of initiative. Although the Congress already split up in May 1725, detailed and lively diplomatic dispatches show the inner workings of the 18 th century European international system and its catch-all concepts of balance of power and infant norm hierarchy. ; Le congrès de Cambrai (1722-1725) figure dans les annales comme un épisode éphémère. International audience ; After the violent battles of the summer of 1944 in the massif of Vercors, the Provisional Government of the French Republic thought fit to pay special attention to the reconstruction of this region, a symbol of the Resistance. The agricultural reconstruction of the Vercors, which formed part of the overall policy of Reconstruction, broke with the principle of total compensation applied after the First World War. It now aimed to encourage the modernization of production facilities by testing new procedures of compensation and promoting farms with the greatest economic potential. However, the authorities' plans had limited success because of a lack of field officers to give technical advice to farmers and supervise their investments. ; Après les violents combats de l'été 1944 dans le massif du Vercors, le Gouvernement provisoire de la République française entend apporter un soin particulier à la reconstruction de cette région, symbole fort de la Résistance. La politique de « reconstitution agricole », qui est une des dimensions de la Reconstruction, rompt avec le principe de réparation intégrale appliqué après la Première Guerre mondiale. Elle introduit une logique inédite d'incitation à la modernisation des structures de production, par l'expérimentation de nouvelles procédures d'indemnisation et de reconstruction. Celles-ci favorisent les exploitations agricoles qui ont le plus grand potentiel économique. Mais les ambitions de l'administration se trouvent limitées du fait de l'absence d'encadrement technique individualisé des agriculteurs.
De titre honorifique, le terme « Capitale européenne de la culture » est en train de se transformer depuis une dizaine d'années en véritable « label culturel », signe d'un ancrage fort de ce programme dans le secteur culturel européen. S'intéresser à ce programme revient donc à s'immerger dans les politiques culturelles européennes, en œuvre depuis une trentaine d'années. Ce mémoire analyse la candidature de Varna au programme européen « Capitale européenne de la culture en 2019 », replacée dans le contexte des exigences posées par la Commission européenne concernant l'initiative et aussi dans le contexte de la grande importance que ce projet a pour le développement de la ville de Varna en tant que centre culturel et touristique bulgare.

El objetivo de este trabajo es establecer y ponderar las condiciones tempranas del ascenso de la metáfora del cuerpo como paradigma cultural que, en cuanto resonancia de un discurso médico - político, constituyó una de las ideas rectoras más contundentes para la organización y modernización en la ciudad de Buenos Aires, entre fines del siglo XIX y principios del siglo XX. Se ha operado con una selección de autores que pueden considerarse representativos del período, que va desde la Gran Epidemia de Fiebre Amarilla de 1871, hasta los festejos del Centenario de la Revolución de Mayo. Lejos de presentar una visión única o monolítica, las imágenes que presentan sobre el binomio ciudad-sociedad ofrecen algunas de las mejores representaciones de los cambios a los que estuvieron sujetas la idea de Nación y la idea de ciudad, pero con la metáfora del cuerpo y su salud o enfermedad como hilo narrativo. ; The aim of this work is to establish and ponder the early conditions of the rise of the metaphor of the body as cultural paradigm, as resonance of a medical - political discourse, was one of the strongest principles for the organization and modernization in the city of Buenos Aires, between the late nineteenth and early twentieth century. It has operated with a selection of authors that can be considered representative of the period, ranging from the Yellow Fever Epidemic of 1871, to the celebrations of the centenary of the May Revolution. Far from presenting a single view or monolithic, the pictures they had on the binomial-company town, offers some of the best representations of the changing processes to which was attached the idea of Nation and the idea of the city, but with the metaphor of body, health or illness as narrative.
International audience ; Historiography of 70-80's theorised the crisis of the end of the Middle Age. It proposed a systemic interpretation of all phenomenon of this period, which are all connected in the vicious circle of a great depression. Trouble is that the Parisian economy seems to resist quite well in the XIVth century, although political trouble are numerous after 1356. Prices of real estates give an idea of the health of the local economy despite the Black Death and Hundred years war. So the real estate market is under stress during the XIVth century but resists quite well to the general crisis, whereas it collapsed after 1420. The reason is that the general crisis provides some positive effects in the capital: kings remain in Paris war obliges them to organize defence from the capital; war obliged kings to raise taxes, but a part of remained in their hands for courtly life; a brilliant court attracts lords who settled too in the capital: they owned 13 % of the land of the city and their household was about 10 000 people. This context supports prices and entertains confidence in the local economy. ; L'historiographie des années 1970-1980 s'est beaucoup intéressée à « la crise de la fin du Moyen Âge » et l'a envisagée comme une crise systémique qui frappait tous les secteurs de la vie humaine et aboutissait même à une crise de la civilisation. Mais à trop vouloir donner une unité dépressive aux XIVe et XVe siècles, ce courant a négligé d'observer les différences de rythme de cette crise selon les années, les lieux et les secteurs, de même que les effets d'aubaine qu'elle peut aussi porter en elle. Envisager la crise à l'échelle locale permet de cerner les rythmes discordants entre crise générale et crise locale. Le cas parisien est un observatoire privilégié puisque son statut de capitale place la ville au cœur de la crise politico-économique de la fin du Moyen Âge, tandis que d'abondantes sources foncières permettent de suivre assez précisément les prix de l'immobilier qui paraît être un bon indicateur de la réalité de la crise. Cela permet de montrer que la crise générale frappe la capitale de manière différente selon les époques et peut même parfois lui profiter, en particulier au XIVe siècle.
International audience ; Jeune commis aux écritures à la préfecture de police de Paris, Alphonse Bertillon présente, par deux fois dès 1879, au préfet de police Louis Andrieux une méthode de mesure ostéométrique qu'il estime infaillible pour révéler l'identité des condamnés récidivistes. Comme il le précise alors : « M r. Broca, le célèbre anthropologiste que j'ai consulté à ce sujet, m'a affirmé qu'il était impossible de retrouver deux hommes ayant même taille, même envergure et même hauteur de médius » Initialement rejetée, sa proposition suscite pourtant ensuite l'intérêt du nouveau préfet de police Ernest Camescasse qui est nommé en juillet 1881. Ce dernier décide d'accorder un délai probatoire à Bertillon qui parvient, le 20 février 1883, à effectuer une première reconnaissance d'un « cheval de retour » grâce à son « invention ». L'intérêt de Camescasse pour ce qui deviendra rapidement le « bertillonnage » est notamment motivé par le fait qu'il sera aussi l'auteur, aux côtés du ministre de l'intérieur Pierre Waldeck-Rousseau et du garde des Sceaux Félix Martin-Feuillée au sein du gouvernement de Léon Gambetta, d'une proposition de loi visant à déporter perpétuellement certains condamnés récidivistes sur le sol d'une colonie. Cette proposition débouchera sur la loi relative à la relégation des récidivistes qui, promulguée le 27 mai 1885, suppose pour pouvoir être efficacement appliquée le recours par les pouvoirs publics à des modes d'identification incontestables. Car les fraudes ne vont pas manquer de se multiplier avec le durcissement de la politique républicaine portant sur les récidivistes : « Ces fraudes sont très fréquentes et on peut présumer qu'elles le deviendront encore bien plus, quand les peines qui frappent le récidiviste auront été aggravées ». Cette loi est donc, dès son origine, reliée à la technique anthropométrique qui permet de prélever, de fixer et d'archiver un savoir sur les « délinquants d'habitude ». L'anthropométrie demeure ainsi l'envers nécessaire de la loi, mais son efficacité reste directement conditionnée aux acteurs et aux contextes au travers desquels elle est mise en œuvre comme le montre significativement l'exemple des relégués pour la Guyane.
The Great Depression led to a need to rethink the principles of central banking, as much as it had led to the rethinking of economics in general, with the Keynesian Revolution at the forefront of the theoretical changes. This paper suggests that the role of the monetary authority as a fiscal agent of government and the abandonment of the view of the economy as self-regulated were the central changes in central banking in the center. In addition, in the periphery central banks changed to try to insulate the worst effects of balance of payments crises and the use of capital controls became more common. Marriner S. Eccles, in the United States, and Raúl Prebisch, in Argentina, are paradigmatic examples of those new tendencies of central banking in the 1930s.
As the heirs to classical political economy and the German historical school, the American institutionalists retained rent theory and its corollary idea of unearned income. More than any other institutionalist, Thorstein Veblen emphasized the dynamics of banks financing real estate speculation and Wall Street maneuvering to organize monopolies and trusts. Yet despite the popularity of his writings with the reading public, his contribution has remained isolated from the academic mainstream, and he did not leave behind a school. Veblen criticized academic economists for having fallen subject to trained incapacity as a result of being turned into factotums to defend rentier interests. Business schools were painting an unrealistic happy-face picture of the economy, teaching financial techniques but leaving out of account the need to reform the economy's practices and institutions. In emphasizing how financial predation was hijacking the economy's technological potential, Veblen's vision was as materialist and culturally broad as that of the Marxists, and as dismissive of the status quo. Technological innovation was reducing costs but breeding monopolies as the finance, insurance, and real estate (FIRE) sectors joined forces to create a financial symbiosis cemented by political-insider dealings - and a trivialization of economic theory as it seeks to avoid dealing with society's failure to achieve its technological potential. The fruits of rising productivity were used to finance robber barons who had no better use of their wealth than to reduce great artworks to the status of ownership trophies and achieve leisure-class status by funding business schools and colleges to promote a self-congratulatory but deceptive portrayal of their wealth-grabbing behavior.
