OBJECTIVES The primary objective is to determine the efficacy of a single dose of ivermectin, administered to low risk, non-severe COVID-19 patients in the first 48 hours after symptom onset to reduce the proportion of patients with detectable SARS-CoV-2 RNA by Polymerase Chain Reaction (PCR) test from nasopharyngeal swab at day 7 post-treatment. The secondary objectives are: 1.To assess the efficacy of ivermectin to reduce the SARS-CoV-2 viral load in the nasopharyngeal swab at day 7 post treatment.2.To assess the efficacy of ivermectin to improve symptom progression in treated patients.3.To assess the proportion of seroconversions in treated patients at day 21.4.To assess the safety of ivermectin at the proposed dose.5.To determine the magnitude of immune response against SARS-CoV-2.6.To assess the early kinetics of immunity against SARS-CoV-2. TRIAL DESIGN SAINT is a single centre, double-blind, randomized, placebo-controlled, superiority trial with two parallel arms. Participants will be randomized to receive a single dose of 400 μg/kg ivermectin or placebo, and the number of patients in the treatment and placebo groups will be the same (1:1 ratio). PARTICIPANTS The population for the study will be patients with a positive nasopharyngeal swab PCR test for SARS-CoV-2, with non-severe COVID-19 disease, and no risk factors for progression to severity. Vulnerable populations such as pregnant women, minors (i.e.; under 18 years old), and seniors (i.e.; over 60 years old) will be excluded. Inclusion criteria 1. Patients diagnosed with COVID-19 in the emergency room of the Clínica Universidad de Navarra (CUN) with a positive SARS-CoV-2 PCR. 2. Residents of the Pamplona basin ("Cuenca de Pamplona"). 3. The patient must be between the ages of 18 and 60 years of age. 4. Negative pregnancy test for women of child bearing age*. 5. The patient or his/her representative, has given informed consent to participate in the study. 6. The patient should, in the PI's opinion, be able to comply with all the requirements of the clinical trial (including home follow up during isolation). Exclusion criteria 1. Known history of ivermectin allergy. 2. Hypersensitivity to any component of ivermectin. 3. COVID-19 pneumonia. Diagnosed by the attending physician.Identified in a chest X-ray. 4. Fever or cough present for more than 48 hours. 5. Positive IgG against SARS-CoV-2 by rapid diagnostic test. 6. Age under 18 or over 60 years. 7. The following co-morbidities (or any other disease that might interfere with the study in the eyes of the PI): Immunosuppression.Chronic Obstructive Pulmonary Disease.Diabetes.Hypertension.Obesity.Acute or chronic renal failure.History of coronary disease.History of cerebrovascular disease.Current neoplasm. 8. Recent travel history to countries that are endemic for Loa loa (Angola, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Ethiopia, Equatorial, Guinea, Gabon, Republic of Congo, Nigeria and Sudan). 9. Current use of CYP 3A4 or P-gp inhibitor drugs such as quinidine, amiodarone, diltiazem, spironolactone, verapamil, clarithromycin, erythromycin, itraconazole, ketoconazole, cyclosporine, tacrolimus, indinavir, ritonavir or cobicistat. Use of critical CYP3A4 substrate drugs such as warfarin. *Women of child bearing age may participate if they use a safe contraceptive method for the entire period of the study and at least one month afterwards. A woman is considered to not have childbearing capacity if she is post-menopausal (minimum of 2 years without menstruation) or has undergone surgical sterilization (at least one month before the study). The trial is currently planned at a single center, Clínica Universidad de Navarra, in Navarra (Spain), and the immunology samples will be analyzed at the Barcelona Institute for Global Health (ISGlobal), in Barcelona (Spain). Participants will be recruited by the investigators at the emergency room and/or COVID-19 area of the CUN. They will remain in the trial for a period of 28 days at their homes since they will be patients with mild disease. In the interest of public health and to contain transmission of infection, follow-up visits will be conducted in the participant's home by a clinical trial team comprising nursing and medical members. Home visits will assess clinical and laboratory parameters of the patients. INTERVENTION AND COMPARATOR Ivermectin will be administered to the treatment group at a 400μg/Kg dose (included in the EU approved label of Stromectol and Scabioral). The control group will receive placebo. There is no current data on the efficacy of ivermectin against the virus in vivo, therefore the use of placebo in the control group is ethically justified. MAIN OUTCOMES Primary Proportion of patients with a positive SARS-CoV-2 PCR from a nasopharyngeal swab at day 7 post-treatment. Secondary 1.Mean viral load as determined by PCR cycle threshold (Ct) at baseline and on days 4, 7, 14, and 21.2.Proportion of patients with fever and cough at days 4, 7, 14, and 21 as well as proportion of patients progressing to severe disease or death during the trial.3.Proportion of patients with seroconversion at day 21.4.Proportion of drug-related adverse events during the trial.5.Median levels of IgG, IgM, IgA measured by Luminex, frequencies of innate and SARS-CoV-2-specific T cells assessed by flow cytometry, median levels of inflammatory and activation markers measured by Luminex and transcriptomics.6.Median kinetics of IgG, IgM, IgA levels during the trial, until day 28. RANDOMISATION Eligible patients will be allocated in a 1:1 ratio using a randomization list generated by the trial statistician using blocks of four to ensure balance between the groups. A study identification code with the format "SAINT-##" (##: from 01 to 24) will be generated using a sequence of random numbers so that the randomization number does not match the subject identifier. The sequence and code used will be kept in an encrypted file accessible only to the trial statistician. A physical copy will be kept in a locked cabinet at the CUN, accessible only to the person administering the drug who will not enrol or attend to patient care. A separate set of 24 envelopes for emergency unblinding will be kept in the study file. BLINDING (MASKING) The clinical trial team and the patients will be blinded. The placebo will not be visibly identical, but it will be administered by staff not involved in the clinical care or participant follow up. NUMBERS TO BE RANDOMISED (SAMPLE SIZE) The sample size is 24 patients: 12 participants will be randomised to the treatment group and 12 participants to the control group. Given the forecast of world population growth and the consequent increase in nutritional needs for both humans and animals, animal production will increase dramatically by 2050. For this reason, alternative farming methods are sought to improve sustainability, reduce the environmental impact, in order to guarantee a production consistent with the growth forecasts. Improving welfare is one of the factors that can enhance the sustainability of a farm. Healthy animals with competent immune defences are animals from which originates a final product of better quality and on which less pharmacological aids will be used. To this purpose we decided to test honey bee pollen in two species of marine fish, to verify its antioxidant effect and the its capacity to enhance both the innate and the adaptive immune response. Honey bee pollen is gaining attention as a health-promoter in fish and polyphenols are considered the principal biomarkers of quality for commercially distributed pollen preparations. The aim of the first trial was to evaluate the effects of the inclusion of honey bee pollen (HBP) in meagre (Argyrosoumus regius) juveniles diets on growth performance, diet digestibility, intestinal morphology and immunohistochemistry. Furthermore, stress-related molecular markers and biochemical blood profile of fish were assessed, together with mineral trace and toxic elements concentration in pollen and diets. Trial was conducted at the Institute of Marine Biology, Biotechnology and Aquaculture (IMBBC) of the Hellenic Centre for Marine Research (Crete, Greece). Specimens of meagre (360) of 3.34±0.14 g initial body weight, were randomly allocated in twelve 500 l circular tanks (30 fish per tank). Four diets were formulated: a control diet and three experimental diets with 1%, 2.5% and 4% of HBP inclusion as fed basis. All the growth parameters and crude protein and ether extract digestibility coefficients were negatively linearly affected by increased HBP inclusion (p < 0.0001). Histology of medium intestine showed slight signs of alterations in group HPB1 and HPB2.5 compared to control. Fish from HBP4 group showed severe alterations at the intestinal mucosa level. Immunohistochemical detection of tumour necrosis factor- α (TNF-α) in the medium intestine showed the presence of TNF-α+ cells in the lamina propria, that resulted in accordance with the increased level of the TNF-α protein detected by immunoblotting in the liver. This stress situation was confirmed by the increased hepatic level of Heat Shock Protein 70 (Hsp70) (p < 0.05) in fish fed the HBP4 diet and by the linear decrease of total serum protein levels in HBP containing diets (p < 0.0001). These negative effects can be related to the ultrastructure of the bee pollen grains walls that make the bioactive substances unavailable and can irritate the intestine of a carnivorous fish such as meagre. In view of these results, in the second study, carried out on gilthead sea bream, we wanted to verify whether these negative effects could be overcome by the inclusion in the feed of the bioactive fractions previously extracted from pollen, using advanced techniques such as SFE, which does not involve the use of solvents.This method is considered "green" and it conjugates, to the extraction power, the avoidance of solvents. The immune-stimulatory effect of two levels of honey bee pollen (5% and 10%) and its supercritical fluid extract (0.5% and 1%) included in the diet for Sparus aurata was tested. The preliminary evaluation of the antioxidant properties of the pollen extracts, obtained by chemical and supercritical fluids extractions, attested that the supercritical fluid extract showed the best antioxidants performances. Furthermore, the results demonstrate that the diets supplemented with pollen extract had a stimulatory effect on serum immunity, respect to the inclusion of raw pollen. More specifically, serum peroxidase, protease, antiprotease, lysozyme activities, as well as the bactericidal activity (against Vibrio anguillarium and Vibrio harveyii) were significantly increased in fish fed the diets supplemented with supercritical fluid extract, respect to the fish fed on control and on diets supplemented with 5% and 10% of raw pollen, suggesting to consider this natural resources as supplement in aquaculture. Another aspect that we have considered is the use of innovative protein as feed. Insect meals could be an alternative protein source for livestock, and they would also be able to reduce the environmental problems related to intensive animal production systems. European legislation currently authorizes the use of seven insect species in aquaculture, however, there is still no legislation that regulates the use in the poultry sector. The aim of the third study was to evaluate productive performance, blood analysis, nutrient digestibility, and changes in the internal organs of laying hens fed Hermetia illucens larvae meal (HI) at two different substitution levels (25 or 50%) of soybean meal (SBM). A total of 162 Hy-line Brown hens (sixteen weeks old) were equally divided into three experimental groups and fed isoprotein and isoenergetic diets. Egg weight, feed intake, and feed conversion rate were not affected by the soybean meal substitution at both inclusion levels of insect meal. Egg mass was positively affected by the insect meal diets, as was the lay percentage, although only at the lowest inclusion level. Dry matter, organic matter, and crude protein digestibility coefficients were lower for the diet with 50% of sostitution, probably due to the negative effect of chitin. A reduction in serum cholesterol and triglycerides was observed in both insect-meal fed groups, while serum globulin level increased only at the highest level of insect meal inclusion, and, consequently, the albumin to globulin ratio decreased. Overall, a protein replacement of 25% with an insect meal from Hermetia illucens larvae in the diet of laying hens seems to be more suitable and closer to the optimal level. The fourth and last trial was subsequent of the third one. In this case was evaluated the effects of feeding a Hermetia illucens larvae meal on the different intestinal traits of hens, and to determine the toxic elements' concentration in the insect meal and diets, 162 hens were randomly allotted to three groups. The control received a corn-soybean meal-based diet; the HI25 and HI50 groups received two diets in which the 25% and 50% of the dietary protein were replaced by the HI protein, respectively. The duodenal and jejunal villi height and villi/crypt were higher (p < 0.01) in the SBM than in the HI groups. The ileal villi height was higher (p < 0.05) in the SBM and HI25 groups than the HI50. The HI50 group exhibited a lower duodenal maltase activity. The intestinal alkaline phosphatase (IAP) activity linearly decreased in the duodenum and jejunum as the dietary insect meal inclusion increased. The HI50 group had a higher acetate and butyrate level than the SBM. The levels of cadmium (Cd), lead (Pb), mercury (Hg), and arsenic (As) lower than the maximum values established by the EU Commission. The 25% soybean protein replacement with Hermetia illucens larvae meal in the diet of laying hens was more suitable and closer to the optimal level than 50%.

International trade is one of the key factors that have deeply reorganized the world economy. This thesis addresses three different topics in the field of international economics. It firstly brings new insights on the contribution of international trade to the geographical distribution of populations in countries and secondly, determines trade effect on ethnic conflicts. Afterwards, this document examines the reaction of world trade to international water agreements that increasingly emerged in recent decades as a tool for sustainable and socially equitable development. The contributions of this document stem not only from the originality of the topics discussed and the methodologies adopted, but it also proposes and builds more appropriate indicators that are better suited to capturing the issues under analysis.Thus, the first chapter assesses whether international trade is relevant in explaining the development of large cities in past European colonies. We argue that trade restrictions can provide an advantage to one city, which may become the platform for exports and catastrophically attracts people. By contrast, trade liberalization, by providing market access to other cities, fosters the dispersion of economic activities and consequently a dispersion of the population. The empirical investigations have led to the conclusion that international trade does not drive the size of large cities in the former colonized countries. Only institutions drive the size of primate cities: democracy goes hand in hand with agglomeration.The second chapter analyses the relationship between trade and insecurity in African countries. Focusing on ethnic conflicts, this part of the thesis argues that the type of trading partners determines the opportunity cost of an ethnic conflict. The international trade of ethnic groups, the regional trade and countries' internal trade may have heterogeneous effects on peace. The data analyses results support this prediction by pointing out that international ethnic trade and countries' internal trade are peace-promoting tools unlike trade between countries that share at least one ethnic group, which appears as a factor of ethnic conflicts. However, only international ethnic trade seems to reshape the national identity of countries, which in turn reduces the likelihood of ethnic conflicts.In the last chapter of the thesis, we discuss the growing concern about the international management of shared water resources. As water constitutes an important input in the production of goods, it seems necessary to assess the effectiveness of international water agreements with regards to trade after several decades of implementation. One can argue that these agreements are just "cheap talk", or rather pragmatic attempts to meet the sustainable development objectives to take actions for better water management. Conversely, these agreements, by allowing a better allocation of water resources between countries, can also stimulate production (especially agricultural production) and ultimately trade. Thus, this chapter firstly sheds light on the climate change indicators that are the main drivers of the increasing implementation of shared water resources' agreements. Secondly, it examines whether these agreements affect international trade before proposing their overall effects on countries. In general, the study reveals that water agreements, motivated in particular by high temperature signals, represent a cost to free trade in Europe, Asia and the Americas, except in Africa. Therefore, it seems that these water agreements have substantial environmental protection contents that restrict trade. ; Le commerce international est l'un des éléments majeurs qui a restructuré profondément la vie des nations et de l'économie mondiale. Cette thèse aborde trois sujets différents dans le domaine du commerce international. Elle apporte en premier lieu, de nouveaux développements sur la contribution du commerce international à la répartition géographique des populations au sein des nations et détermine en second lieu son influence sur les conflits ethniques. Ensuite, elle analyse la réaction des échanges mondiaux aux accords internationaux sur l'eau qui s'érigent ces dernières années comme un outil important du développement durable et socialement équitable. Les contributions de ce document, tiennent non seulement de l'originalité des questions traitées et des méthodes utilisées, tout en proposant et en exploitant des mesures mieux indiquées pour capter les faits analysés.Dans le premier chapitre, nous analysons si le commerce international a eu un rôle dans le développement des grandes villes des anciens pays colonisés. D'un point de vue théorique, un accès difficile au marché mondial de biens pourrait amener la principale ville à devenir la plateforme des exportations, attirant ainsi les populations. Dans le cas contraire, il y aura une meilleure répartition de l'activité économique dans le pays, et par conséquent moins d'incitation des populations à s'agglomérer dans la capitale. Notre analyse montre que le commerce international semble ne pas affecter la taille des grandes villes dans les anciens pays colonisés. Les institutions restent par contre déterminantes pour expliquer la taille des villes : la démocratie est source de concentration des populations dans les grands centres urbains des pays en développement.Le second chapitre examine la relation entre le commerce et l'insécurité dans les pays africains. En nous concentrant sur les conflits ethniques, cette partie met en avant le fait que le type de partenaires à l'échange déterminerait le coût d'opportunité à un conflit ethnique. Les résultats obtenus valident cette intuition en démontrant que les échanges internationaux des ethnies, le commerce régional et le commerce interne d'un pays ont des effets hétérogènes sur la promotion de la paix. Ainsi, il ressort que le commerce international des ethnies et le commerce interne des pays ont des effets pacificateurs contrairement au commerce entre pays qui partagent au moins un groupe ethnique. Cependant, seul le commerciale international des ethnies semble remodeler l'identité nationale qui à son tour réduit la probabilité de conflits ethniques.Le dernier chapitre se concentre sur la fulgurante augmentation des coopérations internationales concernant la gestion des bassins d'eau communs. L'eau étant un élément essentiel des processus de production des biens, il conviendrait de savoir, après plusieurs décennies d'implémentation, l'impact de ces accords sur le commerce. En effet, trois hypothèses concurrentes peuvent être émises. Il se pourrait que ces accords ne soient que des discours politiques sans conséquences réelles n'impactant pas le commerce. Il est aussi possible que ces accords se matérialisent par des tentatives pragmatiques visant à respecter les objectifs de développement durable et dans ce cas, il est probable que ces accords ont un effet négatif sur le commerce. A l'inverse, ces accords permettant une meilleure allocation des ressources en eau entre pays, peut aussi stimuler la production (notamment agricole) et in fine les échanges commerciaux. En général, les résultats révèlent que les accords sur l'eau, motivés en particulier par les hausses de température, représentent un coût au libre-échange en Europe, en Asie et en Amérique (mais pas en Afrique), il semble donc que ces accords sur l'eau ont un contenu de protection environnementale important qui limitent les échanges commerciaux.

VAC stands for the first three letters of three words: Garden (V), pond (A), cage (C), referring to a smallintensively farming ecosystem model to solve the shortages of food and develop rural economy in Vietnam. It has been shaped and developed for nearly four decades since Vietnam finished the wartimes and reunification in 1975. At first, the VAC economy may seem to be small, and just a "informal economy". However, it has been soon become an important role for the strategy of self-sufficient food and economic development to overcome difficulties and hardships of transition period in the past. Since Vietnam approved the autonomous role of household economy after the revolution of "Doi Moi", the VAC model has been widespread promoted and exploited by many local provincial authorities and farmers in over the country. Hai Duong province is one of the provinces, which has encouraged farm households to develop the VAC model since begin of the 1980s when it first was introduced in the Red River Delta in Vietnam. As impacted VAC ecosystem model, many types of fish farming have been practiced in Hai Duong where emerges to many zones of concentrated aquaculture production converted from rice fields. With the introduction of fish in the existing agricultural systems, farmers have diversified the farming practices in the optimal manner of land use to improve the nutritional food status, increase household income, and create more employment. This leads to the fish production becoming very diverse, complex and dynamic in Hai Duong province. The study has designed to understand the diversifications of the integrated small scale aquaculture (SSA) production models in the Red River Delta. The study results show that four models have been found such as single commercially-intensive fish production system (FS), Animal Fish system (AF), New VAC system and traditional VAC system with different characteristics. Despite these SSA models are differed from one another, they are all in favoured of producing food for farmers' home consumption or/ and commercial products for cash income in parallel reduction the seasonal situation of unemployment in rural areas. Particularly, the economic efficiency of the SSA models has made a great contribution to improve the farm households' economic condition in the rural in Hai Duong province, Vietnam. These freshwater SSA models are considerably dynamic and diversified by household strategies. In general, they have good efficiency in terms of job creation, food production, and economic benefits. The study also shows that the AF model has the highest economic return while the FS model obtains the lowest. The new VAC and traditional VAC models are significantly diversified to generate different sources of onfarm income. Whereas the new VAC model with a focus on high market value species has higher economic efficiency than the traditional VAC model. This reflects VAC can be developed to in a manner that can generate more cash income for the rural farm households in Hai Duong. Besides, the SSA models have been more intensified and developed the different species of marketable fish to supply to increasingly market demand, fish farmers have been being still faced to many challenges and difficulties of marketing their fish products such as lacks of outlets and marketing channels available at local markets, shortages of storing facilities, means of transportation, and market volatility. These problems require to more governmental interventions on both production and marketing to assist small scale aquaculture production to maintain as a strategic tool to develop the local economy as well as provide farm households a sustainable livelihoods. The supports might be focus on enhancing the production management skills, and market organized in both wholesale and retail markets that would be the most appropriate measures to facilitate the SSA models more developing in Hai Duong province. ; L'acronyme vietnamien VAC correspond aux trois premières lettres de trois mots : Jardin (V), étang (A), cage (C), faisant référence à un modèle d'écosystème agricole intensif à petite échelle pour résoudre les pénuries de nourriture et développer l'économie rurale au Vietnam. Il a été façonné et développé pendant près de quatre décennies depuis la fin de la Guerre du Vietnam et la réunification du pays en 1975. Au début, l'économie du VAC pouvait sembler petite, et n'être qu'une "économie informelle", mais il est progressivement devenu un modèle important pour les ménages agricoles ruraux, leur permettant de produire leur nourriture et leurs revenus de manière autonome, en tant qu'outil stratégique de subsistance recommandé aux pauvres pour surmonter la pénurie de nourriture avec des ressources limitées de production agricole au cours de la dernière période de transition. Depuis que le Vietnam a approuvé le rôle autonome de l'économie des ménages après la révolution du "Doi Moi" en 1986, le modèle VAC a été largement promu et exploité par de nombreuses autorités provinciales locales et par les agriculteurs dans tout le pays. La province de Hai Duong est l'une des provinces qui a encouragé les ménages agricoles à développer le modèle VAC depuis le début des années 1980, lorsqu'il a été introduit pour la première fois dans le Delta du fleuve Rouge au Vietnam. L'introduction du modèle VAC pour l'aquaculture à petite échelle a eu un impact sur de nombreux ménages agricoles de la province de Hai Duong, qui ont pratiqué la production de poisson d'eau douce à partir de rizières récemment transformées en zones de production aquacole concentrée en eau douce. Les résultats de l'étude ont décrit quatre modèles d'ASS d'eau douce exploitant la pisciculture en eau douce qui ont joué un rôle important dans la contribution des ménages ruraux "aux revenus des fermes, à la consommation domestique et à l'emploi dans la province locale". Ces modèles de pisciculture en eau douce sont typiquement caractérisés en tant que système de production piscicole commercialement intensif (FS), système de pisciculture animale (AF), système hybride du modèle original (New VAC) et système traditionnel de VAC. Le modèle New VAC a le meilleur revenu net de poissons parmi les quatre modèles SSA identifiés. Alors que le modèle VAC traditionnel peut produire le rendement le plus élevé de poissons, le rendement de poissons du modèle FS est le plus faible. Cependant, le revenu de poissons du modèle FS occupe environ 90 % du revenu total de l'exploitation en raison de la plus grande échelle de production de poissons. Le modèle AF peut générer le montant le plus élevé du revenu total de l'exploitation, y compris une contribution importante de 70 % du revenu de poisson. Par conséquent, les résultats de l'étude ont reflété le niveau hautement rentable de la production de poisson dans le système d'agro-aquaculture. Les canaux de commercialisation des produits issus des modèles d'SSA d'eau douce comprennent les canaux de commercialisation directe et intermédiaire qui commercialisent les produits de la pêche disponibles sur les marchés locaux et suburbains. Un pisciculteur-collecteur achète en gros les produits de la pêche aux pisciculteurs. Les grossistes de la Commission, les grossistes marchands et les détaillants jouent un rôle important dans la chaîne de commercialisation des produits de la pêche, de la production au consommateur final, dans les zones urbaines et suburbaines du nord du Vietnam.

A partire dalla seconda metà degli anni '90, i sistemi economici sono stati investiti da cambiamenti profondi dovuti alla crescente globalizzazione, all'introduzione pervasiva dell'innovazione digitale e alla progressiva automazione. Questi fattori hanno impattato sulla composizione della domanda per skill. A fronte di una diminuzione della domanda di lavoro per i lavoratori low-skilled (LS) con conseguenti minori salari, la domanda di lavoro per i lavoratori high-skilled (HS) è aumentata, compensando il contemporaneo incremento dell'offerta di lavoro con il conseguente aumento dei salari. Le evidenze empiriche sembrano confermare la relazione di complementarietà tra la domanda di lavoro HS e quella del capitale, a fronte della sostituibilità tra la domanda di lavoro LS e ed il capitale. Tuttavia queste stime sono il risultato di analisi in serie storiche, che consentono, in particolare, di ottenere il valore delle elasticità di sostituzione. Peraltro, le metodologie econometriche sono state anche usate da alcuni autori per analizzare l'efficacia di alcune politiche capaci di ridurre l'impatto negativo sull'occupazione, come i sussidi all'occupazione per i lavoratori LS. A quest'ultimo riguardo, sono state usate sia metodologie Difference-in-Difference, sia sperimentali. Le analisi di cui sopra sono caratterizzate dal fatto di non catturare gli effetti di Equilibrio Economico Generale, in quanto le equazioni sono stimate solo in forma ridotta. Una stima completa e comprensiva dell'interazione tra prezzi e quantità richiede la conoscenza delle profonde relazioni intercorrenti tra le attività, i beni ed i settori istituzionali. Questo giustifica l'adozione dei modelli di Computable General Equilibrium (CGE) per studiare le determinanti della disoccupazione LS e gli effetti delle possibili soluzioni a livello settoriale. Nella tesi si utilizzano il modello statico MAC18 e quello dinamico MAC18_DYN, entrambi sviluppati dal Dipartimento di Economia e Diritto dell'Università di Macerata nel 2011. Questi modelli sono stati convenientemente modificati, in modo da ottenere il dettaglio necessario per la scomposizione del fattore lavoro e delle famiglie. Inoltre, nella tesi è stato anche usato il modello CGE statico integrato con un modello di microsimulazione che riproduce il funzionamento del sistema italiano di Tax and Benefit per le famiglie vigente nel periodo 2013-2014. In questo modo, nel modello gli individui e le coppie decidono l'offerta di lavoro in termini di ore per anno e la domanda di consumo come risultato della massimizzazione della funzione di utilità sotto i vincoli del reddito disponibile e dei meccanismi di razionamento dovuti alle imperfezioni del mercato del lavoro. Questo consente, in parte, di superare il problema della stretta esogeneità della dotazione di lavoro, caratteristica della versione base del modello CGE statico. Il modello settoriale interagisce con quello di microsimulazione attraverso un approccio Top-Down/Bottom-Up con uno shock macro che si ripercuote a livello micro e viceversa. Il database settoriale di riferimento è rappresentato dalla Social Accounting Matrix (SAM) dell'economia italiana per gli anni 2013 e 2014. La nostra SAM include una descrizione molto dettagliata del flusso circolare del reddito: i) si distinguono 24 categorie di lavoro distinte per genere (2 modalità: maschio/femmina), professione (3 livelli: HS/MS/LS), istruzione formale (3 livelli: HS/MS/LS) e competenze informali (2 livelli: 'usare il computer'/'non usare il computer'); ii) le famiglie sono classificate in 6 gruppi secondo gli scaglioni dell'imposta personale sui redditi IRPEF. Per ogni categoria di lavoro si identifica una specifica domanda ed una specifica offerta e l'equilibrio si definisce per uno specifico livello di disoccupazione involontaria e di salari. La SAM è stata costruita usando la Matrice di Contabilità Nazionale dell'ISTAT per il 2013 e per il 2014. Queste rappresentano descrizioni coerenti delle relazioni tra gli aggregati di Contabilità Nazionale. Al fine di scomporre il fattore lavoro, tuttavia, i dati di Contabilità Nazionale sono stati integrati con il database 'Programme for the International Assessment of Adult Competencies' (PIAAC) dell'OCSE. Le famiglie sono state scomposte sulla base dei micro-dati EU-SILC, integrati con l'Indagine sui Consumi dell'ISTAT. Sono stati anche usati i dati del Ministero dell'Economia e delle Finanze (MEF)/Banca d'Italia sui flussi tra le Pubbliche Amministrazioni (SIOPE) e quelli del MEF/Dipartimento delle Finanze sulla distribuzione dell'onere dell'IRPEF in termini di decili di reddito. La tesi si compone di 3 parti principali. Nella prima si cerca di stimare, attraverso un modello CGE statico, gli effetti dell'innovazione ICT sulla domanda di lavoro. A questo fine, si modifica la composizione della domanda per consumi delle famiglie e per investimenti con un incremento della quota attribuibile ai beni a più alto contenuto di lavoro HS. Ne risulta un PIL più alto in simulazione che al livello di base ed un miglioramento nell'occupazione HS su quella LS in termini di salari. Un pieno effetto sull'occupazione potrebbe essere ottenuto solo attraverso una ricomposizione dell'offerta di lavoro a vantaggio del lavoro HS. Questo è quello che stato fatto, tra l'altro, nella terza parte. Nella seconda parte, è stimato l'impatto dei sussidi all'occupazione (in termini di minori aliquote contributive datoriali) per le componenti LS attraverso un modello CGE statico integrato con un modello di microsimulazione. I sussidi sono finalizzati ad aumentare i salari e i posti di lavoro. Si prendono in considerazione anche i meccanismi di copertura degli oneri per la finanza pubblica attraverso un incremento delle aliquote progressive dell'IRPEF. Il modello di microsimulazione consente di stimare i cambiamenti nell'offerta di lavoro e nella domanda di consumi che risultino ottimali rispetto al sistema di Tax and Benefit in vigore in simulazione. A livello aggregato, dal modello emerge un livello di PIL sostanzialmente invariato con un cambiamento della composizione della domanda di lavoro a vantaggio dell'occupazione LS. In particolare, emerge l'esistenza di una relazione di sostituzione tra i diversi tipi di lavoro. L'analisi condotta nella seconda parte presenta il vantaggio di avere una dotazione dei fattori parzialmente endogena. Tuttavia, vengono catturati solo gli effetti di breve periodo dei sussidi all'occupazione, senza considerare quelli di lungo termine dovuti all'innalzamento del livello di competenze della forza-lavoro secondo l'ipotesi del learning-by-doing. In sostanza, i lavoratori possono mantenere o migliorare il loro know-how non entrando in disoccupazione o nell'inattività. Gli effetti di lungo termine dei sussidi all'occupazione sono esaminati nella terza parte, dove si usa un modello CGE dinamico sotto diversi scenari di efficacia del training. Nel modello dinamico sia la dotazione di capitale, sia quella di lavoro sono determinate endogenamente. Si simula l'effetto di una riduzione di 1 p.p. dell'aliquota contributiva datoriale sia per il lavoro LS, sia HS. Alcuni effetti positivi sembrano prodursi sull'occupazione a livello aggregato con una composizione che cambia coerentemente con la componente sussidiata (i lavoratori LS e HS, rispettivamente, nelle simulazioni LS e HS). In questo contesto, i programmi di training sembrano produrre effetti positivi in termini di salari e di occasioni di lavoro, confermando l'esistenza di un doppio dividendo. Contrariamente a quanto emerge dalla letteratura, il lavoro ed il capitale risultano sostituibili, anche se tale relazione vale meno per il lavoro HS che per quello LS. Di conseguenza, il taglio dell'aliquota contributiva può solo contenere gli effetti legati dell'innovazione ICT sulla domanda di lavoro. Solo la combinazione di aumenti della domanda aggregata e di innovazione ICT potrebbe assicurare incrementi nell'occupazione totale.

Formulation of the problem. A national climate program, complying with the Association Agreement between Ukraine and the EU, is aimed at long-term adaptation measures to climate change, providing for the development of legislation in the field of environmental protection, sectoral strategies, improving air and water quality. These measures require identification of climatic factors' impact on hydrological characteristics of water bodies in any area in order to protect and improve them, as well as a comprehensive approach to the rational management of water resources. Analysis of previous research. Using mathematical models of atmospheric circulation allows us to obtain generalized calculations of the average global and regional air temperature, characterized by significant errors in case of different models. Problems of further research. Modern changes in climatic conditions in Ukraine are characterized by locality and rapidity: increasing number of anomalous atmospheric phenomena, frequency of droughts, dry winds which, according to preliminary estimates, may lead to reduction of water resources, changes in internal annual redistribution of water temperature and runoff against the background of increasing thermal resources of the territory. The purpose. The article analyses climatic indicators' influence on the main hydrological characteristics on the example of the Psyol river basin within Ukraine. Research methods. Research methods are presented by statistical and cartographic analysis (correlation analysis method). The initial information is the results of observations contained in the State Climate Cadastre and the State Water Cadastre for the Dnieper Valley. Presentation of the main research material. Analysis of climate change in the Psyol river basin indicates a decrease in water consumption, both in the main river of the basin and in its main tributaries. In addition to changes in temperature and humidity, the reasons for this process were the shifts that occurred in the nature of the intra-annual distribution of the runoff. During the late XX – early XXI century the share of spring floods decreased due to the reduced period of ice phenomena and corresponding decrease in the thickness of the snow cover on the rivers. As a result, the most important component of the annual runoff of rivers began to decrease rapidly. The role of groundwater in the formation of water runoff increased against the background of a predominant decrease in precipitation. This is especially true for medium-size and small rivers, subject to significant anthropogenic pressure: over-regulation of channels, creation of artificial lakes, their shallowing. Practical value. Based on the main provisions of the national environmental policy of Ukraine on the use of water resources and the implementation of European principles of the Water Framework Directive 2000/60 / EC (ERVD) the study of changes in hydrological regime of rivers is of practical importance for sustainable management. Research results. The study of the impact of changes in climatic indicators on hydrological characteristics makes it possible to determine the reference conditions and classes of ecological status of rivers under conditions of anthropogenic pressure against the background of further changes in climatic indicators that will have different trends. ; В статье представлен анализ влияния климатических показателей на основные гидрологические характеристики на примере бассейна реки Псел в пределах Украины. Работа над национальной климатической программой и соответствие Соглашению об ассоциации между Украиной и ЕС направлены на долгосрочные мероприятия по вопросам адаптации к изменениям климата, где предусмотрены проекты законодательной базы в сфере охраны окружающей среды, отраслевых стратегий с целью улучшения качества воды, воздуха. Эти мероприятия требуют идентификации влияния климатических факторов на гидрологические характеристики водных объектов разной территории с целью их охраны, улучшения и комплексного подхода рационального управления водными ресурсами. Современные изменения климатических условий на территории Украины характеризуются локальностью и резкостью: увеличивается количество аномальных атмосферных явлений, частота засух, суховеи, которые могут способствовать за предыдущими оценками уменьшению водных ресурсов, изменениям внутригодового перераспределение температуры воды и стока на фоне увеличения температурных ресурсов территории. Основными задачами исследования являются взаимосвязи между климатическими и гидрологическими показателями бассейна реки Псел, а также их возможные проекции. Анализ климатических изменений в бассейне реки Псел показывает уменьшение расхода воды как в основном русле бассейна, так и в его притоках. Кроме изменений температурно-влажностного режима территории, причинами этого процесса являются сдвиги, которые наблюдаются в годовом внутреннем распределении стока. В течение конца ХХ – начала ХХІ века часть весеннего наводнения уменьшилась за счет уменьшения продолжительности ледниковых явлений и соответственно интенсивности снежного покрова на реках. Как следствие, главная составляющая годового стока рек стала стремительно уменьшаться, и на фоне преобладающего уменьшения количества атмосферных осадков, значение подземных вод в формировании водного потока должно увеличиваться. Особенно это важно для средних и малых рек, которые страдают от антропогенного давления: зарегулированности русел, создания искусственных озер, их обмеления. Исследования влияния изменений климатических показателей на гидрологические характеристики дают возможность определять референтные условия и классы экологического состояния рек при условии антропогенного давления на фоне дальнейших изменений климатических показателей, которые имеют разнонаправленные тенденции. ; У статті подається аналіз впливу кліматичних показників на основні гідрологічні характеристики на прикладі басейну річки Псел в межах України. Розробка національної кліматичної програми та відповідність Угоді про асоціацію між Укра­їною та ЄС спрямовані на довготермінові за­ходи з адаптації до змін клімату, де передбачено розроблення законодавчої бази у сфері охорони довкілля, галузевих стратегій щодо покращення якості повітря, води. Ці заходи потребують ідентифікації впливу кліматичних факторів на гідрологічні характеристики водних об'єктів будь-якої території з метою їх охорони, покращення та комплексного підходу до раціонального управління водними ресурсами. Сучасні зміни кліматичних умов на території України характеризуються локальністю та стрімкістю: зростання кількості аномальних атмосферних явищ, частоти появи посух, суховіїв, що може спричинити за попередніми оцінками зменшення водних ресурсів, зміни внутрішнього річного перерозподілу температури води та стоку на фоні зростання термічних ресурсів території. Основними завданнями дослідження є визначення взаємозв'язків між кліматичними та гідрологічними показниками басейну річки Псел та можливих їх проєкцій. Аналіз кліматичних змін у басейні річки Псел вказує на зменшення витрат води як у головній річці басейну, так і у її основних притоках. Окрім змін температурно-вологісного режиму, причинами цього процесу стали зміщення, що відбулися у характері внутрішньорічного розподілу стоку. Протягом кінця ХХ – початку ХХІ століття частка весняного водопілля знизилася за рахунок зменшення тривалості періоду льодових явищ та відповідного зменшення потужності снігового покриву на річках. Як наслідок, найважливіша складова річного стоку річок стала стрімко зменшуватися, і на фоні переважного зменшення кількості атмосферних опадів, роль підземних вод у формуванні водного стоку має зростати. Особливо це актуально для середніх та малих річок, які зазнають значного антропогенного навантаження: зарегульованість русел, створення штучних озер, їх обміління. Дослідження впливу змін кліматичних показників на гідрологічні характеристики дає можливість визначити референційні умови та класи екологічного стану річок за умов антропогенного навантаження на тлі подальших змін кліматичних показників, що матимуть різноспрямовані тенденції.

According to the Water Framework Directive of the European Parliament and the Council of the EU, works aimed at the protection, restoration and rational use of water resources in Ukraine are of particular relevance. Purpose. To determine and establish patterns, in temporal and spatial changes, of water quality in the Udy river basin. Methods. Statistical, system analysis Results. At all observation posts, the highest concentration ratio to MPC in such compounds as: nitrites, oil products, copper, iron, total., manganese, chromium 6, BOD5, sulfates, zinc 2+. The quality of the rivers on the border with the Russian Federation according to WPI corresponds to the "clean" class II. In the middle reaches of the rivers Udy, Lopan, Kharkov and the mouth of the Nemyshlya river, water quality deteriorates to class III "moderate pollution". Water quality, in the estuary area of the river Lopan, class IV "contaminated". Poor water quality in the river basin. Udy near the Khoroshevo village and the village of Eskhar, where the WPI corresponds to the V class "polluted" water. According to the WPI mod water quality at most posts is equal to class III "moderate pollution". Water quality, in the estuary area of the Lopan river and the Nemyshlya river of the WPI mod corresponds to class IV "very polluted". A high value of the WPI mode is observed at Udy at Khoroshevo village and with Eskhar - V class "polluted" water. According to the pollution coefficient χ using priorities, the water quality at most posts of the Udy river network corresponds to the "small" class II. On the Udy River near the village of M. Danilovka class III "moderate" pollution. The wellhead section of the Lopan and Udy rivers is characterized as "very polluted". Poor water quality is observed at the post of Udy River - the Khoroshevo village with "intensive" pollution. Without priorities, the calculation of the χ coefficient showed significantly worse water quality indicators. At most posts, pollution is "moderate". Well section of the Nemyshlya river ` is characterized as "substantial" pollution. Qualitative condition of water of the river Lopan may be defined as "intensive" pollution. Expected at the posts on the Udy River near the village of Khoroshevo and the village of Eskhar, the water quality is V class "catastrophic". Conclusion. Certain water quality, using the three methods of WPI, WPI mod. and the pollution coefficient χ over a long period, indicates a significant environmental load of the city of Kharkov on the river system of the Udy river. Changes in water quality indicators occur without any temporary patterns. According to the pollution coefficient χ, water quality deteriorates along the length of the rivers, except for the case on the river Udy - Khoroshevo village, where pollution is qualified as "catastrophic". Further along the length of the river is the Eskhar village, where water quality is improving, due to the self-cleaning of the river. ; Согласно Водной Рамочной Директиве Европарламента и Совета ЕС, особую актуальность имеют работы, которые в практических действиях направлены на охрану, восстановление и рациональное использование водных ресурсов Украины. Цель. Определение и установление закономерностей, во временных и пространственных изменениях качества воды в бассейне реки Уды. Методы. Статистические, системный анализ. Результаты. На всех постах наблюдений наибольшее соотношение концентрации до ПДК в таких соединениях как: нитриты, нефтепродукты, медь, железо, общ., марганец, хром 6+, БПК5, сульфаты, цинк 2+. Качество рек на границе с Российской Федерацией по ИЗВ соответствует II классу «чистая». В среднем течении рек Уды, Лопань, Харьков и устье р. Немышли качество воды ухудшается до III класса «умеренное загрязнение». Качество воды, в устьевой области р. Лопань, IV класс «загрязненная». Плохое качество воды в бассейне р. Уды у с. Хорошево и с. Эсхар, где ИЗВ соответствует V классу «грязная» вода. Согласно ИЗВ мод., качество воды на большинстве постов равно III классу «умеренное загрязнение». Качество воды, в устьевой области р. Лопань и р. Немышли по ИЗВ мод. соответствует IV классу «очень загрязненная». Высокое значение ИЗВ мод. наблюдается на р. Уды у с. Хорошево и с. Эсхар - V класс «грязная» вода. По коэффициенту загрязнения χ, с использованием приоритетов, качество воды на большинстве постов речной сети Уды соответствует II классу «малое». На р.Уды близ с. М. Даниловка III класс «допустимое» загрязнение. Устьевой участок рек Лопань и Уды, характеризуется как «существенное» загрязнение. Плохое качество воды наблюдается на посту р. Уды - с. Хорошево «интенсивное» загрязнение. Без приоритетов расчет коэффициента χ показал значительно худшие показатели качества воды. На большинстве постов «допустимое» загрязнение. Устьевой участок р. Немышля характеризуется как «существенное» загрязнение. Качественное состояние воды р. Лопань возможно определить как «интенсивное» загрязнение. Ожидаемо на постах р. Уды у с. Хорошево и с. Эсхар качество воды V класса «катастрофическое». Выводы. Определённое качество воды, по трем методам ИЗВ, ИЗВ мод. и коэффициента загрязнения χ за многолетний период, свидетельствует о негативном влиянии города Харькова на гидроэкологическое состояние речной системы р. Уды. Изменения показателей качества воды происходят без каких-либо временных закономерностей. Согласно коэффициенту загрязнения χ качество воды ухудшается по длине рек, кроме случая на р. Уды - с. Хорошево, где загрязнение квалифицируют как «катастрофическое». Далее по длине реки с. Эсхар, где качество воды улучшается, что обусловлено самоочищением реки. ; Відповідно Водної Рамкової Директиви Європарламента і Ради ЄС, особливу актуальність мають роботи, які у практичних діях направлені на охорону, відновлення і раціональне використання водних ресурсів в Україні. Мета. Визначення та встановлення закономірностей у часових та просторових змінах якості води у басейні річки Уди. Методи. Статистичні, системний аналіз. Результати. На всіх постах спостережень найбільше співвідношення концентрації до ГДК у таких сполук як: нітрити нафтопродукти, нітрити, мідь, залізо, заг., марганець, хром 6+, БСК-5, сульфати, цинк 2+. Найгірша якість води у басейні р. Уди у с. Хорошеве і с. Есхар, де ІЗВ відповідає V класу «брудна» вода. Відповідно до ІЗВ мод. якість води на більшості постів дорівнює ІІІ класу «помірне забруднення». Якість води, у гирловій ділянці р. Лопань та р. Немишлі за ІЗВ мод. відповідає IV класу «дуже забруднена». Високе значення ІЗВ мод. спостерігається на р. Уди у с. Хорошеве і с. Есхар – V клас «брудна» вода. За коефіцієнтом забрудненості χ, з використанням пріоритетів, якість води на більшості постів річкової мережі Уди відповідає ІІ класу «мале». На р.Уди, близь с. М. Данилівка, ІІІ клас «припустиме» забруднення. Гирлова ділянка річок Лопань та Уди, характеризується як «істотне» забруднення. Найгірша якість води спостерігається на посту р. Уди – с. Хорошеве «інтенсивне» забруднення. Без пріоритетів розрахунок коефіцієнта χ показав значно гірші показники якості води. На більшості постів «припустиме» забруднення. Гирлова ділянка р. Немишлі характеризується як «істотне» забруднення. Якісний стан води р. Лопань можливо визначити як «інтенсивне» забруднення. Очікувано на постах на р. Уди у с. Хорошеве і с. Есхар, якість води V класу «катастрофічна». Висновки. Встановлена якість води, за трьома методами ІЗВ, ІЗВ мод. та коефіцієнта забрудненості χ за багаторічний період, свідчить про негативний вплив міста Харкова на гідроекологічний стан річкової системи р. Уди. Зміни показників якості води відбуваються без будь яких часових закономірностей. Згідно із коефіцієнтом забрудненості χ, якість води погіршується по довжині річок, крім ділянки на р. Уди – с. Хорошеве, де χ кваліфікують як «катастрофічне». Далі по довжині річки с. Есхар, де якість води покращується, що обумовлено самоочищенням річки.

Ethno-political leadership is an important indicator of the social and political representation of minority groups in a multicultural social environment. The most effective form of its implementation provides for the representation of the ethnic community at the level of the highest legislative body of the state. A number of countries in Central and Eastern Europe have developed their own models of such representation over the last past decades. They are implemented through guaranteed reservation of seats for representatives of ethnic communities, lower numerical thresholds for representation in parliament, inclusion of ethno-political leaders in the lists of national parties, single-member districts may provide sufficient minority representation as well. The relevance of the study of the ethno-political leadership in the context of parliamentary representation of ethnic minorities is objectively determined by the multi-ethnicity of Ukrainian society, declaration of Ukraine's integration into the EU structures and implementation of European democratic principles of governance.The subject of the research are public and political leaders, mostly heads of national-cultural societies, foundations, ethnopolitical parties. The author applies the method of electoral statistic analysis for parliamentary elections of 1990, 1994, 1998, 2002, 2006, 2007, 2012, 2014 and 2019. Synthetically generalized of minority representation in the Verkhovna Rada of Ukraine of all nine convocations. Emphasis is made on the political participation of representatives of the multi-ethnic regions in Ukraine (Crimea, Eastern Ukraine, Northern Azov, Southern Bessarabia, Bukovina, Transcarpathia).Adequate representationof people's deputies of Russian and Jewish ethnic origin has considered in the article. Among the ethnopolitical leaders of Jewish ethnicity, the figure of Kharkiv resident Olexander Feldman stands out, who since 2002 has invariably been a people's deputy of Ukraine. Vadim Rabinovych, the leader of the All-Ukrainian Jewish Congress is represented in parliament for only the last two terms. The most constant (since 1998 as a people's deputate) is the position of the Crimean Tatar leader, national democrat Mustafa Dzhemilev. A similar ideological orientation is taken by the head of the Mejlis of the Crimean Tatar people Refat Chubarov. The co-founder of the «Our Land» Party Anton Kisse is a stable ethno-political leader of the Bulgarians in Ukraine. The unbalanced position of the ethno-political leadership of the Romanian (Ivan Popescu) and the Hungarian (Ishtvan Haidosh, Vasyl Brenzovich) representatives is also has considered. It is indicated about the first steps at the parliamentary representation of the Azov Greeks in the person of Dmytro Lubinets.The author concludes about the low efficiency of parliamentary representation of ethnic minorities in Ukraine, which is caused by permanent changes in electoral legislation, negative electoral and engineering practice of gerrymandering and neglecting of European good practices of including minority ethnic groups in politics, which are defined in international documents. ; Этнополитическое лидерство является важным индикатором общественно-политической репрезентации миноритарных групп в условиях поликультурной социальной среды. Наиболее эффективная форма его реализации предусматривает представительство этнической общины на уровне высшего законодательного органа государства. Ряд стран Центрально-Восточной Европы в течение последних десятилетий выработали собственные модели подобной репрезентации. Они реализуются через гарантированное резервирование мест для представителей этнических общин, снижение процентного барьера для прохождения в парламент, включение этнополитических лидеров в списки общенациональных партий, создание одномандатных округов для этнических меньшинств, проживающих компактно. Актуальность исследования проблематики этнополитического лидерства в контексте парламентского представительства этнических меньшинств объективно обусловлено полиэтничностью украинского общества, декларированием интеграции Украины в структуры ЕС и внедрением европейских демократических принципов управления.Предметом исследования являются общественные и политические лидеры, как правило руководители национально-культурных обществ, фондов, этнополитических партий. Автор применяет методику анализа электоральной статистики парламентских выборов 1990, 1994, 1998, 2002, 2006, 2007, 2012, 2014 и 2019. Синтетически обобщенно репрезентацию миноритарной этничности в Верховной Раде Украины всех девяти созывов. Подобную идеологическую позицию занимает глава Меджлиса крымскотатарского народа Рефат Чубаров. Ethno-political leadership is an important indicator of the social and political representation of minority groups in a multicultural social environment. The most effective form of its implementation provides for the representation of the ethnic community at the level of the highest legislative body of the state. A number of countries in Central and Eastern Europe have developed their own models of such representation over the last past decades. They are implemented through guaranteed reservation of seats for representatives of ethnic communities, lower numerical thresholds for representation in parliament, inclusion of ethno-political leaders in the lists of national parties, single-member districts may provide sufficient minority representation as well. The relevance of the study of the ethno-political leadership in the context of parliamentary representation of ethnic minorities is objectively determined by the multi-ethnicity of Ukrainian society, declaration of Ukraine's integration into the EU structures and implementation of European democratic principles of governance.The subject of the research are public and political leaders, mostly heads of national-cultural societies, foundations, ethnopolitical parties. The author applies the method of electoral statistic analysis for parliamentary elections of 1990, 1994, 1998, 2002, 2006, 2007, 2012, 2014 and 2019. Synthetically generalized of minority representation in the Verkhovna Rada of Ukraine of all nine convocations. Emphasis is made on the political participation of representatives of the multi-ethnic regions in Ukraine (Crimea, Eastern Ukraine, Northern Azov, Southern Bessarabia, Bukovina, Transcarpathia).Adequate representationof people's deputies of Russian and Jewish ethnic origin has considered in the article. Among the ethnopolitical leaders of Jewish ethnicity, the figure of Kharkiv resident Olexander Feldman stands out, who since 2002 has invariably been a people's deputy of Ukraine. Vadim Rabinovych, the leader of the All-Ukrainian Jewish Congress is represented in parliament for only the last two terms. The most constant (since 1998 as a people's deputate) is the position of the Crimean Tatar leader, national democrat Mustafa Dzhemilev. A similar ideological orientation is taken by the head of the Mejlis of the Crimean Tatar people Refat Chubarov. The co-founder of the «Our Land» Party Anton Kisse is a stable ethno-political leader of the Bulgarians in Ukraine. The unbalanced position of the ethno-political leadership of the Romanian (Ivan Popescu) and the Hungarian (Ishtvan Haidosh, Vasyl Brenzovich) representatives is also has considered. It is indicated about the first steps at the parliamentary representation of the Azov Greeks in the person of Dmytro Lubinets.The author concludes about the low efficiency of parliamentary representation of ethnic minorities in Ukraine, which is caused by permanent changes in electoral legislation, negative electoral and engineering practice of gerrymandering and neglecting of European good practices of including minority ethnic groups in politics, which are defined in international documents. ; Этнополитическое лидерство является важным индикатором общественно-политической репрезентации миноритарных групп в условиях поликультурной социальной среды. Problem setting. The peculiarities of the foreign experience are considered regarding the land resourses management of the territorial community. The role of the country in ensuring the rational use of land resources of the territorial community is shown. The main guarantees of effective management and rational use of land resources are pointed out. It is proposed on the basis of the analyzed international experience to form a unified national land management system that combines successful foreign experience, which will make it possible to guarantee the socio-economic development of the territorial community.Recent research and publications analysis. The problems of land resources management in the context of decentralization have been studied by the following scientists as V. Horlachuk, O. Dorosh, I. Drobot, I. Zalutsky, O. Klimenko, V. Kozhurina, R. Taratula and others. The study of foreign experience in land management was carried out by the scientists as O. Bihunenko, T. Zinchuk, N. Krasiuk, O. Suprun, Y. Khvesyk, V. Chuvpylo, O. Shkuropat and others.Highlighting previously unsettled parts of the general problem. Despite the significant amount of the foreign experience study in land resourses study, it is urgent to develop new grounds for mechanism formation of the efficient land resources management in nowadays conditions of the state power decentralization based on the examined international experience considering the national peculiarities ensuring social-economic development of the territorial communities.Paper main body. Today, at the stage of land decentralization completion, the issues of land resources management in the territorial community are extremely acute at the national level. The land for the territorial communities is an important resource, which their economic and social development depends on. Efficient and rational use of land has become possible after the expansion of the territorial communities authorities in the field of land management, which in turn made it necessary to ensure the control and supervision function of the country in accordance with the delegated powers of the territorial communities. The issue of rational use of land resourses becomes increasingly important in the system of decentralization. The modern reformation of the land relations in UKraine is due to the solution of the rational land use tasks as the most important resourse of the territorial community.Three-level system of land resource management is peculiar for the vast majority of the countries: governmental, regional, local (municpal). But at the same time a uniform model of land relations regulation does not exist, each country in this respect is unique. Management in the sphere of land regulation and land transactions in European countries differs depending on the territorial structure and system of public administration. The system of land regulation in the federal countries is much more diverse, since many issues on land use is given to the jurisdiction of individual territories. All countries have special governmental, public or private structures engaged in regulation and management of land resources.The article examines and analyzes the experience of the old members of the European Union of Germany, Italy, France and new EU members – Poland and Latvia, as well as China, a country where the main form of land ownership is state.The entire territory of the federal state of Germany is divided into communities. Only territories owned by the state do not belong to the territories of communities, for example, military airfields, highways, and governmental forests. Within the territory of the community, the primacy of planning within land plans belongs exclusively to the community.An important aspect of the Italy's experience for Ukraine is land for those who are engaged in its processing, assistance from the state in the form of affordable credit and control by the state for effective use through forced leasing, namely the transfer of the right of use to a more efficient user.French legislation is aimed at preserving the purpose of agricultural land and developing farming. It is forbidden to buy and sell particularly fertile land for non-agricultural use, the owner must not leave agricultural land without cultivation for more than five years, otherwise the land may be transferred to other persons.The goal of the land reform in Poland was to move to market-based principles of economic development, increase agricultural productivity, and improve the standard of living and social-economic development of rural areas.The negative experience of Latvia, where agricultural land was in free circulation after independence, should be a warning factor for Ukraine in order to prevent a similar situation from occurring.The experience of China shows that in order to effectively manage the land resources, which will lead to the social-economic development of the territorial community, it is necessary to provide affordable credit to the farmers and avoid mass land sales.Conclusions of the research and prospects for further studies. Summarizing, we can conclude that the world integration processes in the sphere of land management have proven to mankind that land is one of the main sources of economic well-being, which needs to be organized for rational use and protection. Land resources management directly influences upon the social-economic development of the territorial communities. The modern state of land resources management requires new approaches aiming to increase management efficiency and ensure rational use. The foreign experience demonstrates us that from the perspective of national interests and national security there should be control and limitations on the part of the government considering the agreements implementation as to the right to own, use and dispose the land resources.The international experience makes it possible to point out the principal guarantees of efficient management and rational use of the land resources, in particular:– determination of legislation restriction as for the foreigner-buyers;– granting preferential right to purchase agricultural land plots to persons who are associated with agricultural activities and have appropriate education, as well as to take into account the availability of production means and required capital;– fullness of the state land cadastre and continuous updating of data;– establishment of the State Land Bank Institute for long-term lending to the agricultural sector;– state control over effective use through compulsory leasing, in particular, transfer of the right of use to a more efficient user.The promising areas for further research are development of substantive proposals for improving modern land management based on the foreign experience and recommendations for their practical application. ; Розглянуто особливості закордонного досвіду управління земельними ресурсами територіальної громади. Показано роль держави щодо забезпечення раціонального використання земельних ресурсів територіальної громади. Виокремлено основні гарантії ефективного управління та раціонального використання земельних ресурсів. Запропоновано, на основі проаналізованого закордонного досвіду, формування єдиної національної системи управління земельними ресурсами, що дасть можливість гарантувати соціально-економічний розвиток територіальної громади.

Depuis la création d'un État providence à la fin de la Seconde Guerre mondiale, en passant par les tendances à la rationalisation des années 80 et avec plus récemment l'émergence d'innovation technologique et de nouvelles formes de production et de diffusion du savoir, l'université a fait l'objet de nombreux débats concernant sa mission et son rôle au sein de la société. En réponse à ces discussions et à ces questionnements qui caractérisent l'environnement social et économique dans lequel évolue cette institution, l'université a été amenée à introduire des changements quant aux formes de production de savoirs et quant à la place et au rôle de ses principales parties prenantes internes (administrateurs, académiques, étudiants) et externes (gouvernements, entreprises) au sein de ces mêmes changements. Le but étant pour l'université de se forger une place de premier plan dans des sociétés où la performance économique dépend de plus en plus du savoir et de l'éducation, notamment. Cependant, peu de recherches se sont intéressées à rendre compte, à l'appui d'une approche d'analyse intégrée qui repose sur des niveaux d'analyse macro, méso et micro, des principales mutations qui ont marqué et marquent plus encore aujourd'hui l'université. Tentant de pallier cette faiblesse, cette thèse a pour objectif de traiter, à partir d'un triple plan qui intègre le contexte, le contenu et le processus de changement, les principales transformations qui ont eu cours au sein de l'institution universitaire. Le premier article de cette thèse vise à déterminer si l'université comme organisation pluraliste est en mesure d'évoluer vers une configuration post-bureaucratique. Par une analyse du discours de quatre méta-acteurs à l'occasion de trois moments de changement clés qui ont marqué l'université québécoise, cet article souhaite mettre en évidence que l'université a évolué par sédimentation dans sa configuration, sur la base de consensus fragiles portant sur une cohabitation difficile entre des valeurs sociales-démocrates versus de rationalisation. Dans ce contexte, l'évolution vers une configuration post-bureaucratique requerrait des actions en réponse à cette ambiguïté stratégique notamment à l'initiative des professeurs et des administrateurs, ainsi que l'intégration d'un nouvel acteur qu'est l'industrie, sans toutefois remettre en cause les consensus déjà existants. Le deuxième article de cette thèse tente de rendre compte de la manière dont l'identité académique se définie en réaction à une orientation néolibérale de l'université. À l'appui d'une métasynthèse de 19 III articles qualitatifs et empiriques s'étant intéressés aux impacts du New Public Management et du managérialisme sur l'identité des membres du personnel académique universitaire, cet article souhaite mettre en exergue la manière dont ces individus définissent/redéfinissent leur identité à la lumière du travail institutionnel et du type d'agence mobilisés par ces acteurs. Les académiques gagneraient alors et notamment à développer une agentivité projective ainsi qu'à diversifier leurs lieux de support afin de rendre moins difficile leur expérience identitaire managériale. Enfin, le troisième chapitre de cette thèse cherche à répertorier les formes d'engagement étudiant face à l'émergence croissante d'un mouvement. À partir d'une analyse inductive générale, ce chapitre souhaite mieux comprendre l'expérience individuelle d'engagement étudiant et ainsi à rendre compte de la manière dont l'individu représentant étudiant s'engage et agit au sein de son engagement en contexte de changement émergent. Les représentants étudiants ne semblent pas alors se rejoindre dans leur engagement, ce dont témoignent les activités de grassroots leadership qui sont mobilisés par ces individus en réponse à l'émergence d'un changement. ; Since the creation of a welfare state at the end of World War II, going through the rationalization trends of the 80's and more recently the emergence of technological innovation and new forms of knowledge production and dissemination, the university has been at the center of numerous debates concerning its mission and its role within society. In response to these discussions and questions reflecting the social and economic environment in which this institution operates, the university was led to introduce changes in the forms of knowledge production as well as the status and role of its main internal (administrators, academics, students) and external (governments, companies) stakeholders in the process of these changes. The goal for the university is to put itself in a leading position in societies in which economic performance is increasingly dependent on knowledge and education. However, little research has focused on reporting, through an integrated approach based on macro, meso and micro levels of analysis, the main mutations that have marked and mark even more the university nowadays. Trying to remedy this weakness, this thesis aims to deal with the main transformations the institution has experienced, on a triple plan that integrates the context, content and process of change. The first article of this thesis aims to determine whether the university as a pluralist organization is able to evolve towards a post-bureaucratic configuration. By a discourse analysis of four meta-actors of three key moments of change that marked the Québec university, this article wishes to highlight that the university has evolved by sedimentation in its configuration, based on a fragile consensus on a difficult cohabitation between social democratic values versus rationalization ones. In this context, the evolution towards a postbureaucratic configuration would require actions in response to this strategic ambiguity, particularly those initiated by teachers and administrators. It would also require as well a new actor that is the industry, without however challenging the already existing consensus. The second article of this thesis attempts to account for the way in which academic identity is defined in reaction to a neo-liberal orientation of the university. Based on a meta-synthesis of 19 qualitative and empirical articles that investigated the impacts of New Public Management and managerialism on the identity of the members of the academic staff of universities, this article tries to highlight how these individuals define / redefine their identity V in light of institutional work and the type of agency mobilized by these actors. Academics then would particularly benefit from developing a projective agency and diversifying their places of support in order to make their managerial identity experience less difficult. Finally, the third chapter of this thesis seeks to make an inventory of the forms of student engagement in the face of the growing emergence of a movement. Based on a general inductive analysis, this chapter attempts to understand better the individual experience of student engagement. Thus, it seeks to give an account of the way in which the individual student representative engages and acts within his engagement in a context of emergent change. Student representatives do not seem to meet in their engagement, as evidenced by the grassroots leadership activities that are mobilized by these individuals in response to the emergence of change.

The article deals with discussing scientific, practical and methodological approaches to determining the assessment of countries' energy security and reliability, regardless of whether they have their own energy resources or importing it. To ensure their own economic and energy security, each state must constantly implement legal, economic and administrative measures aimed at protecting its national interests, while relying on a long-term strategy.It's worth noting the fact that the definition of the category "energy security" should contain technological and economic components, combined in some way. That is, in the modern sense, the energy security guarantee is the achievement of a technically reliable, stable, costeffective and environmentally balanced provision of energy resources to the needs of the economy and the population, as well as the creation of conditions for the formation and implementation of a policy to protect national interests in the energy sector.The article discusses indicators that contribute to the growth of economic stability of energy enterprises and, consequently, countries' energy security. With the help of these indicators, the capabilities of the selected outsourcers are compared, and also analyzes the feasibility of a contract form or the feasibility of creating a separate enterprise, on the basis of which the existing divisions for the production of energy products of diversified production, will ensure the country's energy security. The article emphasizes 3 countries with the highest level of energy security – the UK, Russia and Belgium. Russia due to natural resources, Great Britain and Belgium due to internal economic potential. The European Union is forced to import almost all energy resources and ensuring energy security has become a critical issue on the European Union agenda. The EU has the largest energy supplies among the regions of the world, approximately 15% of the entire world market. At the same time, the gap between production and consumption of solid fuel is very large, more than in the United States. The main supplier of Europe is Russia, which to some extent puts European countries in a dependent position. Therefore, an important area of European policy is the energy supplies diversification and ensuring the country's energy security. From the point of view of determining the future role of energy carriers in the European countries energy supply, it is important to evaluate the main factors that determined considered in the article trends in world energy consumption. It is worth noting that almost every energy carrier has a technological niche, where its use is predominant or even exclusive. Therefore, it is very important for the countries of the European Union to achieve the highest level of energy security and independence. ; В статье рассмотрены научно-практические и методические подходы к определению оценки энергетической безопасности и надёжности стран, не зависимо, имеют они собственные энергоресурсы, или их импортируют. То есть, в современном понимании гарантирование энергетической безопасности – это достижение состояния технически надёжного, стабильного, экономически эффективного и экологически сбалансированного обеспечения энергетическими ресурсами потребностей экономики и населения, а также создание условий для формирования и реализации политики защиты национальных интересов в сфере энергетики.В статье рассмотрены показатели, способствующие росту экономической стабильности энергетических предприятий и как следствие – энергетической безопасности стран. С помощью этих показателей, сопоставляются возможности избранных аутсорсеров, а также анализируется целесообразность подрядной формы или целесообразность создания отдельного предприятия, на базе которого существующие подразделения по изготовлению энергетической продукции диверсифицированного производства, будут обеспечивать энергетическую безопасность страны. В статье выделены 3 страны с наибольшим уровнем энергетической безопасности – Великобритания, Россия и Бельгия. Россия за счёт природных ресурсов, Великобритания и Бельгия за счёт внутреннего экономического потенциала. Европейский Союз вынужден импортировать практически все энергоресурсы и обеспечение энергетической безопасности стало важнейшим вопросом повестки дня Европейского союза. ЕС имеет самые крупные поставки энергоресурсов среди регионов мира, приблизительно 15% всего мирового рынка. В то же время разрыв между производством и потреблением твёрдого топлива очень велик, больше чем в США. Основным поставщиком Европы является Россия, что в некоторой степени ставит европейские страны в зависимое положение. Поэтому важным направлением европейской политики является диверсификация поставок энергоносителей и обеспечение энергетической безопасности страны. С точки зрения определения будущей роли энергоносителей в энергообеспечении стран Европы важно оценить главные факторы, которые обусловили рассмотренные в статье тенденции мирового энергопотребления. Стоит отметить, что практически каждый из энергоносителей имеет технологическую нишу, где его использование является преобладающим или даже исключительным. Поэтому очень важно для стран Европейского Союза добиться наивысшего уровня показателя энергетической безопасности и независимости страны. ; У статті розглянуті науково-практичні та методичні підходи до визначення оцінки енергетичної безпеки і надійності країн, не залежно, мають вони власні енергоресурси, або їх імпортують. Для забезпечення власної економічної та енергетичної безпеки кожна держава повинна постійно здійснювати правові, економічні та адміністративні заходи, спрямовані на захист своїх національних інтересів, спираючись при цьому на довгострокову стратегію.Особливо слід відзначити той факт, що визначення категорії «енергетична безпека», має містити технологічні та економічні компоненти. Тобто, в сучасному розумінні гарантування енергетичної безпеки – це досягнення стану технічно надійного, стабільного, економічно ефективного та екологічно збалансованого забезпечення енергетичними ресурсами потреб економіки і населення, а також створення умов для формування і реалізації політики захисту національних інтересів у сфері енергетики.У статті розглянуті показники, що сприяють зростанню економічної стабільності енергетичних підприємств і як наслідок – енергетичної безпеки країн. За допомогою цих показників, зіставляються можливості обраних аутсорсерів, а також аналізується доцільність підрядної форми або доцільність створення окремого підприємства, на базі якого існуючі підрозділи з виготовлення енергетичної продукції диверсифікованого виробництва, будуть забезпечувати енергетичну безпеку країни. У статті виділено 3 країни з найбільшим рівнем енергетичної безпеки – Великобританія, Росія та Бельгія. Росія за рахунок природних ресурсів, Великобританія і Бельгія за рахунок внутрішнього економічного потенціалу. Європейський Союз змушений імпортувати практично всі енергоресурси і забезпечення енергетичної безпеки стало найважливішим питанням порядку денного Європейського Союзу. ЄС має найбільші поставки енергоресурсів серед регіонів світу, приблизно 15% всього світового ринку. У той же час розрив між виробництвом і споживанням твердого палива дуже великий, більше ніж в США. Основним постачальником Європи є Росія, що в деякій мірі ставить європейські країни в залежне становище. Тому важливим напрямком європейської політики є диверсифікація поставок енергоносіїв і забезпечення енергетичної безпеки країни. З точки зору визначення майбутньої ролі енергоносіїв в енергозабезпеченні країн Європи важливо оцінити головні чинники, які зумовили розглянуті в статті тенденції світового енергоспоживання. Варто відзначити, що практично кожен з енергоносіїв має технологічну нішу, де його використання є переважаючим або навіть винятковим. Тому дуже важливо для країн Європейського Союзу домогтися найвищого рівня показника енергетичної безпеки і незалежності країни.

The analysis conducted on the basis of a literature review, museum collections and our own surveys in 2010-2019 on the territory of the current Regional Landscape Park "Stilske Gorbogiria", which is located on the north-east margin of the Bibrsko-Stilsk highland area of Lviv Opilia. The park was established in 2014 with an area of 8909.9 ha. In the paper, we present for the first time the list of birds of the studied territory, because in the past this territory wasn't studied. Only some fragmented information can be found in the collections of State Museum of Natural History of the National Academy of Sciences of Ukraine and in the few publications. In 2010-2019 the authors conducted line transect bird counts on the territory of the Regional Landscape Park and identified 186 species of birds, that belong to 18 systematic orders and 47 families. The peculiarity of the bird fauna in the region is in the numeric domination of forest species (101 species — 54%) over species of open landscapes (85 species – 46%), what is caused by a high proportion of forests in the park. We found noticeable dominance of breeding species – 123 (66% of total number of species in modern bird fauna of the park) over non-breeding – 63 (34%). 48 (26%) species are sedentary, 18 (10%) – transit, 75 (40%) – migratory, 34 (18%) vagrants and 17 (9%) are wintering. To estimate the conservation value of the territory of Regional Landscape Park "Stilske Gorbogiria" we analysed the presence of different bird species in various protection lists on national, regional and international levels: the Red Book of Ukraine (2009), the "List of rare and endangered species of animals subject to special protection in the Lviv region" approved by the Lviv Regional Administration were taken into account, the list of International Union for the Conservation of Nature, the European List of Species of Conservation Concern, the European List of Endangered Birds, lists of the EU Birds Directive, annexes to the Bern, Bonn and Washington agreements, as well as special programs for the conservation of certain species existing in Europe. Despite the high bird species diversity in the Bibyrsko-Stilske Gorbogiria, nature conservation activities in the region are considered insufficient and often not entirely adequate. This is evidenced by the doubling of the number of species found in this region, in the latest edition of the Red Book of Ukraine, most of which are representatives of floodplain wetlands and old growth forests, as well as day and night raptors. If protection measures will not be undertaken on the territory of the Bibyrsko-Stilske Gorbogiria, following nesting species may disappear: Black Kite, Montagu's Harrier, Lesser Spotted Eagle, Eagle Owl, and Short-eared Owl. All species associated with floodplain biotopes and old forests are also at risk. The disadvantages of environmental policy are proved by the fact that certain species that have a safe status in Europe are in the extinction state in Ukraine. For example, listed in the third edition of the Red Book Montagu's Harrier, Wood Pigeon, Ural Owl, and White-backed Woodpecker. ; На основании анализа литературных источников, музейных коллекций и собственных исследований, проведенных в 2010-2019 гг. на территории современного регионального ландшафтного парка "Стильское Горбогорье", расположенного в пределах Бибрско-Стильской возвышенности Львовского Ополья и северо-восточной окраины Подольской возвышенности. Парк создан 1.04.2014 г. на площади 8910 га. В работе впервые приводится список птиц исследованной территории. Лишь отдельные данные по определенным видам можно найти в коллекции Государственного природоведческого музея НАН Украины и немногочисленных научных публикациях. В течение 2010-2019 гг. авторами проведены маршрутные учеты птиц на территории РЛП и установлено пребывания 186 видов птиц, относящихся к 18 отрядам, 47 семействам. Особенностью орнитофауны региона является количественное преобладание лесных видов (101 вид – 54%) над видами открытых ландшафтов (85 видов – 46%), что обусловлено значительной лесистостью территории РЛП. Доминируют гнездящиеся – 123 (66% от общего количества орнитофауны РЛП) над не гнездящимися – 63 (34%) видами. Учтено 75 гнездящихся перелетных (40%), оседлых – 48 (26%), 18 (10%) – пролетных, 34 (18%) – залетных и 17 (9%) – зимующих видов. Для выяснения природоохранного значения территории РЛП "Стильское Горбогорье" проанализировано включение обнаруженных видов в различные программы охраны природы на государственном, региональном и международном уровнях: Красную книгу Украины (2009); "Список редких и исчезающих видов животных, подлежащих особой охране на территории Львовской области"; список Международного союза охраны природы; Европейский список видов, охранный статус которых вызывает наибольшее беспокойство; европейский список птиц, находящихся под угрозой уничтожения; списки Директивы ЕС по охране птиц; приложения к Бернской, Боннской и Вашингтонской конвенциям и их дочерних соглашений, а также специальные программы для сохранения отдельных видов, существующих в Европе. Высокая степень репрезентативности орнитофауны исследуемой территории не подкреплен необходимыми природоохранными мероприятиями, в частности, созданием охранных зон вокруг гнезд редких видов птиц. Об этом свидетельствует удвоение числа видов, выявленных в регионе в последнем издании Красной книги Украины (ККУ), большинство из которых являются представителями пойменных водно-болотных биотопов и старовозрастных лесов. Если не принимать меры по охране птиц на территории «Стильского Горбогорья», то как гнездовые виды, могут исчезнуть чёрный коршун, луговой лунь, малый подорлик, филин и болотная сова. Группу риска составляют и все виды, связанные с пойменными биотопами и старовозрастными лесами. О недостатках природоохранной политики свидетельствует и тот факт, что отдельные виды, которые в Европе имеют безопасный статус, в Украине находятся на грани исчезновения. Среди них, занесенные в ККУ луговой лунь, клинтух, длиннохвостая неясыть, белоспинный дятел. ; На підставі аналізу літературних джерел, музейних колекцій та власних досліджень авторів, проведених у 2010-2019 рр. на території сучасного Регіонального ландшафтного парку "Стільське Горбогір'я", розташованого в межах Бібрсько-Стільської височини Львівського Опілля, північно-східної окраїни Подільської височини, встановлено видовий склад, його репрезентативність та представленість орнітофауни в міжнародних, державних та регіональних природоохоронних списках. В роботі вперше наведено список птахів дослідженої території. Лише окремі дані щодо певних видів можна знайти в колекції Державного природознавчого музею НАН України і нечисленних публікаціях. Впродовж 2010-2019 рр. за маршрутними обліками на території РЛП встановлено перебування 186 видів птахів, які належать до 18 рядів, 47 родин. Особливістю орнітофауни регіону є кількісне переважання лісових видів (101 вид – 54%) над видами відкритих ландшафтів (85 видів – 46%), що зумовлено значною лісистістю території РЛП. Гніздовими перелітними є 75 видів (40%), осілими – 48 (26%), пролітними – 18 (10%), зимуючими – 17 (9%), залітними – 34 (18%). Для з'ясування природоохоронного значення території РЛП проаналізовано включення виявлених видів до різних програм охорони природи на державному, регіональному та міжнародному рівнях: Червоної книги України (2009), "Списку рідкісних і зникаючих видів тварин, що підлягають особливій охороні на території Львівської області", червоного списку Міжнародного союзу охорони природи, Європейського списку видів, стан популяцій яких викликає найбільше занепокоєння, європейського списку птахів, які знаходяться під загрозою зникнення, списків Директиви ЄС щодо охорони птахів, додатків до Бернської, Боннської й Вашингтонської конвенцій та їхніх дочірніх угод, спеціальної програми для збереження окремих видів в Європі. Високий ступінь репрезентативності орнітофауни, який має досліджувана територія, не підкріплений необхідними природоохоронними заходами, насамперед створенням охоронних ділянок навколо гнізд рідкісних видів птахів. Якщо не вжити цих заходів на території «Стільського Горбогір'я», може зникнути низка гніздових видів, серед яких шуліка чорний, лунь лучний, підорлик малий, пугач та сова болотяна. Групу ризику становлять і всі види, пов'язані із заплавними біотопами та старими лісами.

Amidst negative demographic trends, emigration of the young, reproductive and employable population is one of the vital issues for the further development of the Republic of Serbia. Hence, there is a need for in-depth academic research and expert discussions that would allow for a better understanding of the issue, while pointing out its limitations and potentials. Since the country's emigration potential is not sufficiently represented in previous research, this paper aims to shed light on the phenomenon of migration by discussing the attitudes, intentions and motives of senior-year high school students. It also aims to identify the factors for the potential emigration of young people. In line with the research subject and aims, the paper relies on the focus group method. The analysis was carried out using data from a focus-group survey conducted in three local governments – the City of Leskovac, the City of Užice and the City of Zaječar. Regional centres in the southern, western and eastern parts of Serbia were selected because they best represent the heterogeneity of its socio-economic development and migration patterns. Given that the group is the main unit of analysis within the chosen qualitative research method, the respondents had to share at least one important characteristic. In this case, they were senior-year high school students, born or residing in the mentioned cities. Focus groups were organised in Medical Schools and Grammar schools, while in the City of Zaječar and the City of Leskovac, the research was conducted in the Technical School, too. During the research, a total of 15 focus-group interviews were conducted, in which 149 students participated. All respondents were 18 or 19 years old at the time of the survey, while in terms of gender structure, there were slightly more females (77 compared to 72 males). The participants recognised the importance and relevance of youth migration, showed enthusiasm and, at the same time, took the discussion seriously. The results showed that most of the participants intend to stay in Serbia, while also indicating a relatively high level of readiness to emigrate after finishing school. The intention to stay is more pronounced among the students from the City of Leskovac, which is understandable considering that this is an area where traditional family values are important. On the other hand, the intentions to emigrate are most frequent among students from the City of Zaječar, a traditional emigration area. Although the desire to aid the development of the community stands out as a significant determinant of staying, attachment to the family emerges as the main factor influencing the decision not to emigrate. When observing the respondents' opinions according to the type of school, significant differences were noticed. Students of medical schools in all cities have to a greater extent expressed their readiness to stay in the country, which is contrary to the generally present trend of emigration of medical workers to EU countries. The research showed that students from these schools are more optimistic than students from other schools because they believe that the prospects of finding a job for their educational profile in Serbia are currently somewhat more favourable. It is important to point out that students who intend to stay in Serbia in most cases plan to continue living in one of the large regional centers – Belgrade, Novi Sad or Niš. Their decision to participate in internal migration flows can be related to the fact that they plan to continue their education in the mentioned regional centres and to stay there after graduation. It was found that students from the City of Leskovac primarily intend to continue their education in Niš, students from the City of Užice opt for faculties in Belgrade, while students from the City of Zaječar gravitate almost equally towards Belgrade and Niš. By considering the motives that influence young people's migration intentions, it was established that economic factors have a distinct role in deciding on potential emigration. The most frequent push factor is the unfavourable financial situation in the family. When it comes to the pull-factors, the majority of respondents stated that the standard of living, higher salaries and more adequate conditions for professional development and advancement abroad are decisive for potential emigration. As to the importance of education in the process of deciding on migration, it does not appear to be a significant factor for external migration, given that a small number of students plan to continue their education abroad immediately after high school. While discussing the most significant push-factors, the participants expressed dissatisfaction with the general living conditions in Serbia. The students' discussion about the potential destination led to the conclusion that the majority see traditional destinations of the inhabitants of Serbia as potential countries of emigration: Austria, Germany, France, the USA or Canada. When it comes to the choice of a destination, the participants emphasised the crucial importance of migration networks, i.e., connections with relatives and friends abroad. Some respondents emphasise that having relatives and acquaintances in the chosen destination country can be of great importance during integration into a new environment. Although some students emphasise that migration can improve the lives of individuals and families, the majority view emigration as a process that negatively affects the overall development of Serbia. Interestingly, the respondents in all three local government units expressed a unanimous attitude that too many resources are being invested in the development of Belgrade, while insufficient investments are directed to the planning of the development of other local governments, primarily in rural areas. Based on the discussions and exchange of opinions of focus group participants, it was possible to create certain recommendations to decision-makers to mitigate the problem of the emigration of young people. The respondents suggested several concrete measures that the state should take to improve certain aspects of life in Serbia. Their recommendations are focused, above all, on improving the economic situation, including increased monthly incomes, creating new jobs (especially for highly educated people) and encouraging youth entrepreneurship. They recognised the need for part of the investments to be directed towards rural areas in order to mitigate the effects of depopulation and economic decline. In the context of improving the education system, the recommendations call for reforms that would align education profiles with the needs of the labour market. Students in all three local governments believe that strategies and plans for future development should be tailored to the specific needs of different regions. Although the importance of youth migration is recognised at the academic level in Serbia, this phenomenon requires a more complex analysis in development and strategic documents. In this regard, qualitative research needs to intensify at the local, regional and national levels, which would enable the adoption of adequate plans, strategies and measures of population policy towards the migration of young people. The results of this paper can contribute significantly to and serve as the basis for further research on the migration processes among young people in Serbia.

Yes, we are open! Open data is good. Just a click away. Downloadable 24/7 for everybody. An open government would make the decisionmakers' data open to the public and the opposition. As an example, communal data on bicycle paths could be open, so more navigation apps would flourish and embed the information in maps, which could suggest more safe bicycle routes. However, as demonstrated by all three articles in this IQ issue, very often research data include information that requires restrictions concerning data access. The second paper states that data should be 'as open as possible and as closed as needed'. This phrase originates from a European Union Horizon 2020 project called the Open Research Data Pilot, in 'Guidelines on FAIR Data Management in Horizon 2020' (July 2016). Some data need to be closed and not freely available. So once more it shows that a simple solution of total openness and one-size-fits-all is not possible. We have to deal with more complicated schemes depending on the content of data. Luckily, experienced people at data institutions are capable of producing adapted solutions.
The first article 'Restricting data's use: A spectrum of concerns in need of flexible approaches' describes how data producers have legitimate needs for restricting data access for users. This understanding is quite important as some users might have an automatic objection towards all restrictions on use of data. The authors Dharma Akmon and Susan Jekielek are at ICPSR at the University of Michigan. ICPSR has been the U.S. research archive since 1962, so they have much practice in long-term storage of digital information. From a short-term perspective you might think that their primary task is to get the data in use and thus would be opposed to any kind of access restrictions. However, both producers and custodians of data are very well aware of their responsibility for determining restrictions and access. The caveat concerns the potential harm through disclosure, often exemplified by personal data of identifiable individuals. The article explains how dissemination options differ in where data are accessed and what is required for access. If you are new to IASSIST, the article also gives an excellent short introduction to ICPSR and how this institution guards itself and its users against the hazards of data sharing.
In the second article 'Managing data in cross-institutional projects', the reader gains insight into how FAIR data usage benefits a cross-institutional project. The starting point for the authors - Zaza Nadja Lee Hansen, Filip Kruse, and Jesper Boserup Thestrup – is the FAIR principles that data should be: findable, accessible, interoperable, and re-useable. The authors state that this implies that the data should be as open as possible. However, as expressed in the ICPSR article above, data should at the same time be as closed as needed. Within the EU, the mention of GDPR (General Data Protection Regulation) will always catch the attention of the economical responsible at any institution because data breaches can now be very severely fined. The authors share their experience with implementation of the FAIR principles with data from several cross-institutional projects. The key is to ensure that from the beginning there is agreement on following the specific guidelines, standards and formats throughout the project. The issues to agree on are, among other things, storage and sharing of data and metadata, responsibilities for updating data, and deciding which data format to use. The benefits of FAIR data usage are summarized, and the article also describes the cross-institutional projects. The authors work as a senior consultant/project manager at the Danish National Archives, senior advisor at The Royal Danish Library, and communications officer at The Royal Danish Library. The cross-institutional projects mentioned here stretch from Kierkegaard's writings to wind energy.
While this issue started by mentioning that ICPSR was founded in 1962, we end with a more recent addition to the archive world, established at Qatar University's Social and Economic Survey Research Institute (SESRI) in 2017. The paper 'Data archiving for dissemination within a Gulf nation' addresses the experience of this new institution in an environment of cultural and political sensitivity. With a positive view you can regard the benefits as expanding. The start is that archive staff get experience concerning policies for data selection, restrictions, security and metadata. This generates benefits and expands to the broader group of research staff where awareness and improvements relate to issues like design, collection and documentation of studies. Furthermore, data sharing can be seen as expanding in the Middle East and North Africa region and generating a general improvement in the relevance and credibility of statistics generated in the region. Again, the FAIR principles of findable, accessible, interoperable, and re-useable are gaining momentum and being adopted by government offices and data collection agencies. In the article, the story of SESRI at Qatar University is described ahead of sections concerning data sharing culture and challenges as well as issues of staff recruitment, architecture and workflow. Many of the observations and considerations in the article will be of value to staff at both older and infant archives. The authors of the paper are the senior researcher and lead archivist at the archive of the Qatar University Brian W. Mandikiana, and Lois Timms-Ferrara and Marc Maynard – CEO and director of technology at Data Independence (Connecticut, USA).
