Several post-Soviet states have introduced policies to improve the relative economic, political or social position of formerly disadvantaged populations. Using one example of such policies – "Kazakhisation" in Kazakhstan – we investigate their impact on the comparative earnings of two directly affected groups, ethnic Russians and ethnic Kazakhs. Oaxaca decompositions show that Kazakhs are better endowed with income generating characteristics but receive lower returns to these characteristics than Russians. The second effect dominates and Kazakhs have comparatively lower average living standards. While "Kazakhisation" may have been successful in a narrow sense – i.e., by empowering Kazakhs to take on leading positions in the public sector – more broadly it has been a self-defeating policy as it has pushed ethnic Russians into jobs that often evolved into positions that (at least in monetary terms) are superior now to those held by Kazakhs.

AbstractThis paper estimates the intra‐pandemic effects of Supplemental Nutrition Assistance Program (SNAP) participation on the risk of food insecurity over a period when the majority of SNAP beneficiaries received emergency allotments. Within‐person estimations using longitudinal data from the 2019–2020 National Health Interview Survey reveal that, relative to income‐eligible SNAP nonparticipants, the likelihood of food insecurity was 37% lower over August–December 2020 among SNAP participants. A heterogeneity analysis indicates that this was mainly driven by higher income SNAP participants who received larger SNAP benefits through movements from below the maximum benefit for their household size to the maximum. Indeed, compared to income‐eligible SNAP nonparticipants, the risk of food insecurity was 78% (6%) lower over August–December 2020 among SNAP participants with above‐median (below‐median) family income to poverty ratios.

Using quarterly data for 10 Euro Area countries we assess the determinants of government bond yield spreads; compute bivariate time-varying coefficient models of each determinant; and use these estimates to explain economic volatility. We find that better fiscal positions or higher than expected growth prospects reduce the yield spreads, while increases in the VIX, and bid ask, debt-to-GDP ratio or real effective exchange rate increase the spreads. Moreover, the responsiveness of the yield spread determinants increased in the run-up to the Global Financial Crisis. Finally, for the case of the budget balance and real GDP growth (bid ask spread, debt-to-GDP ratio, real effect exchange rate and VIX), the larger (higher) in absolute value the corresponding spread's responsiveness, the lower (higher) is economic volatility.

The costs of systemic treatment of lung cancer are rising rapidly due to the use of new and targeted substances. Increases in survival will further add to this development. This explains the exemplary health economic relevance of the treatment of lung cancer, which can be analyzed using various economic methods and instruments. From epidemiologic and economic perspectives, prevention should be given highest priority but the formation of health political and social opinion is not yet completed. Valid evidence on the roles of screening interventions can be expected in the next years. In this article legal, institutional and cooperative approaches within the health care system to address this problem are discussed.

Two internet‐based surveys were conducted with adults aged 35 to 84–885 respondents in the United States and 641 respondents in Canada—to estimate willingness to pay (WTP) for reducing mortality risks through out‐of‐pocket costs for health‐care programs. All respondents were asked a series of choice questions followed by a payment‐card question. Causes of death included cancer and heart attack. Levels of annual mortality‐risk reduction were 1, 2, and 5 in 10,000. Converted to values of statistical life, results were in the range of $4–5 million (2002 U.S. dollars) for the choice‐question results for a 2‐in‐10,000 annual risk reduction for illness‐related mortality. U.S. and Canadian results were similar. The payment‐card results were about 50% lower than the choice‐question results. WTP to reduce mortality risk was essentially the same for cancer and heart attack. The results showed WTP weakly increasing with age, and no evidence of lower WTP for older adults versus middle‐aged adults. (JEL Q51)
