In Ukraine the political highlight of 1998 was the holding of the secound parliamentary elections since the country's declaration of independence. These elections, held on March 29, were the first since the adoption of the new constitution in June 1996 and thus constituted a test of Ukrainian democracy and the multi-party system. As well as bringing about a new distribution of the seats in the Verchovna Rada or Supreme Council, the 1998 and thus as an indication of what the outcome of those elections might be. The significance of the parliamentary elections for political developments in the Ukraine is much greater than that of the elections to the Russian Duma, since the Ukrainian parliament has greater powers than its Russian counterpart.
