The USA is widely seen as the country at the centre of the recent economic crash. But will this be the case the next time the system goes into shock? By looking at the big questions of class struggle, global economic imbalances, peak oil, climate change and political power play, Minqi Li argues that by the time of the next crisis, China will be at the epicentre of these contradictions. Unlike previous books, China and the 21st Century Crisis analyses how the political and economic imbalances in China will exacerbate system collapse, and how this could happen much sooner than we imagine, possibly within a decade. Li writes from a Marxist and ecological perspective, and points out that the limits to capital are fast approaching. China is the last large region (and source of cheap labour) into which capital could expand: the system is at its limits. By combining this argument with issues surrounding the planet's ecological limits and the internal politics of the Chinese Communist Party, Li commands a narrative of China at a pivotal, and possibly apocalyptic stage.

This edited volume emphasizes risk and crisis communication principles and practices within the up-to the minute context of new technologies, a new focus on resiliency, and global environmental change. It includes contributions from experts from around the globe whose research, advocacy, teaching, work, or service in the natural or social sciences deals with risk communication and/or management surrounding natural and technological disasters, with a particular focus on climate change-related phenomena. Resilience and good communication are intimately linked and with climate change precipitating more numerous and onerous weather-related catastrophes, a conversation on resilience is timely and necessary. The goal is robust communities that are able to withstand the shock of disaster. Communicating well under ordinary circumstances is challenging; communicating during a crisis is extraordinarily difficult.This book is dedicated to all those who have directly or indirectly suffered the effects of climate change end extreme events with the hope that the advance of knowledge, implementation of sound science and appropriate policies and use of effective communication will help in reducing their vulnerability while also improving resilience in the face of often devastating natural and technological disasters.

The publication provides an overview of the 20th International Scientifi c Conference "Public Administration in New Geopolitical and Geo-Economic Conditions", held annually at the Faculty of Public Administration of M.V. Lomonosov Moscow State University. During the conference, new trends in the science and practice of public administration, challenges of the modern world economy, problems and prospects of digital transformation of public administration, problems of regional and municipal management, features of staffing the public administration system, prospects for strategic planning, challenges and prospects of Eurasian integration, the role of BRICS countries on the path to establishing a new world order, issues of anti-crisis management of the public and commercial sectors, modern capabilities for managing social systems and personnel management in the face of the challenges of new times. The economic, political, legal aspects of the functioning of public authority, national issues, historical processes, social transformations, issues of sustainable development of the state, crisis phenomena at the macro-, meso- and micro levels, problems of sustainable business development in the context of modern global processes, new personnel technologies of domestic companies are considered.

It is widely accepted that the COVID-19 pandemic was a transformative event of major historical significance, but the ideational and ideological dimensions of it have been studied less extensively than its more tangible implications in terms of economic or human cost. This paper engages with ideological discourses revolving around the pandemic by relating interpretations of the pandemic-induced crisis to the discourse of endism, which includes such well-established themes as the end of ideology or the end of history. We explore debates around the concept of populism, which is at the core of the endist discourse today, and argue that it serves as a smoke screen that distracts from fundamental problems at the heart of global capitalism and its supporting ideology of neoliberalism. We argue that the transformations ushered in by the pandemic and the political response to it must be understood within the context of ongoing developments in the neoliberal project. The paper sheds some light on the failures of neoliberalism in confronting the virus while also considering the extent to which the pandemic may have paradoxically served to reinvigorate neoliberalism following its period of crisis.

According to United Nations International Children's Emergency Fund (UNICEF), the devastation caused by the global COVID-19 pandemic has elevated the teacher turnover crisis to one of the most harrowing issues facing our society. Stress and burnout among school professionals have reached new highs, resulting in a need to better understand the individual and contextual factors that can ameliorate stress and improve well-being and resilience. Using a relationship-based framework of resilience, this study shifts our gaze from burnout toward understanding the resilience factors associated with lower stress to inform the field's pathway toward addressing the workforce crisis while better supporting the resilience of educators, students, families, professionals, and educational systems during the pandemic and beyond. Findings from a logistic regression model show a significant decrease in the likelihood of intention to leave as relationship-based resilience factors increased. Implications discuss the importance of opportunities that increase family–school–community support, social-emotional well-being and safety, and other strategies that build relationships, foster resilience, and improve retention of the school-based workforce.

Abstract The COVID-19 crisis illustrates the fragility of supply chains. Countries with excellent health systems struggled to ensure essential supplies of food, medicines, and personal protective equipment which were vital to a fast and effective response. Using geo-legality, which maps the constitutive relations between law and space, we argue that the failure of supply chains in many western countries during the crisis reveals a fundamental tension between their role as facilitators of care and caring, and the logistic logics by which they operate. While supply chains link the intimate, domestic concerns of providing medical care with the globalised geographical concerns of moving goods across different jurisdictions at the right time, their contemporary organisation and regulation does not reflect the caring relations and public goods they are meant to support. Drawing on analysis of examples from Canada, the United Kingdom, and the United States, this article argues that a reconfiguration of supply chains in accordance with feminist approaches that place care at the centre of supply chain operation and organisation will be important to amendments of both domestic and global health law.

In Northern Ireland, after the 2022 local parliamentary elections, the two leading regional parties - the Unionists (DUP) and the Irish Nationalists (Sinn Féin) - failed to form an autonomous government. The article examines the causes of the political crisis in the region and presents an analysis of the model of consocial democracy according to the Belfast Agreement 1998. The political system of dual power, which requires the mandatory representation of religious communities (Catholics and Protestants) in local authorities, has repeatedly created the preconditions for long-term conflicts. The Unionists use the Northern Ireland Protocol after Brexit as its main pretext to put pressure on the central government and lower Sinn Féin's political influence. Divisions between two parties could disrupt the peaceful life in Ulster established in accordance with the Belfast Agreement, and lead to an increase in local separatism. A forecast is given that in the event of a long shutdown of the work of the regional parliament and the autonomous government, Northern Ireland may face severe economic consequences against the backdrop of the global energy crisis and the growing recession in the United Kingdom.

Abstract
The present study examines the role of the Hellenic Police during the COVID-19 Pandemic. In particular, based on data available through various sources, it will attempt to describe how the Hellenic Police dealt with what was unanimously described as an "unprecedented crisis" at a global level. In order to so, it will endorse a bi-fold approach. Firstly, we will seek to identify the policies and strategies implemented by the Hellenic Police during the COVID-19 crisis; Secondly, we will attempt to assess the effectiveness of these strategies and identify whether this affected the relationship between the Police and the public. Although our analysis indicated that the Hellenic Police played an important role in protecting the public from the effects of the pandemic, there is a lack of consistent and comprehensive data regarding citizens' views of police legitimacy during the COVID-19 pandemic. Our study concludes that more studies should focus on the effect of COVID-19 on the citizens' trust in the police as a government institution that during the COVID-19 era was in charge of enforcing a number of policies and strategies that were far from pleasant.

Among current global threats, the risk of developing an emergency requires a comprehensive approach from all entities involved in crisis management. Despite the advanced technologies available to predict each threat, taking appropriate countermeasures is often impossible. Often the best solution is to prepare in advance and act efficiently after the occurrence of a given threat event. It is also crucial to implement the latest methods and solutions that allow for better preparation and response in case of an emergency. This article presents the results of the analysis of the use of modern satellite systems aimed at, among others, improving security in the event of armed conflicts and crises. This perspective is written for two reasons. Foremost is to present the potential of the existing Polish security system, which aims to reduce the risks and minimise the problems of crisis management associated with natural disasters. Secondly, to foster a discussion and create a basis for exchanging information and advances within the countries implementing similar solutions. It is especially crucial in joint actions with neighbouring countries in case of emergencies and disasters in border areas.
