The US Senate's 2014 report, published with requests for inspection and regulation of financial markets following the financial crisis of 2008, clearly documents about speculative behaviors involved in many commodity markets. After the report, many research papers have investigated speculative inventories and debated whether the 2007–2008 price surge in crude oil was led by speculation or speculative inventories (Fattouh and Mahadeva, 2014; Kilian and Murphy, 2014; Singleton, 2014), and whether the hoarding of aluminum, copper, and other base metal inventories in the 2010s was the result of speculation and market manipulation (Stevens and Zhang, 2016; Tang and Zhu, 2016; Geman and Scheiber, 2017). These studies argue that inventories are not only exploited speculatively by direct operation but also play a speculative role by delivering speculation from the futures and derivatives markets to the physical commodities market (Masters, 2008; Smith, 2009). In this context, this study seeks analytic evidence for the speculative role of inventories, by investigating crude oil and aluminum, which the US Senate (2014) report identified as having problematic speculative inventories. Also, this study includes analyses of copper markets, whose inventories were allegedly used for financial and speculative purposes in Asian regions. The first part of the study determines whether crude oil inventory serves as a buffer to cushion supply and demand shocks in the market or a speculative measure to pursue monetary profit. The second part of the study provides statistical evidence as to whether the opportunities for capital gains from inventory in the aluminum market have led to an increase in speculative inventories. The third part of the study provides evidence that China's inventory hoarding for financial and speculative purposes includes not only its own inventory but also inventories of Asian nations in China's sphere of influence. Empirical results of this study have the following academic and policy implications. First, this study provides academic and statistical evidence of speculative behaviors using inventories by identifying the speculative behavior of inventories in the crude oil, aluminum, and copper markets, thereby academically supporting the US Senate's (2014) arguments. Second, this study suggests needs for additional research on crude oil and aluminum to determine whether those speculative behaviors have caused economic and policy dysfunction in those markets. It is necessary to investigate whether speculative trading has affected the welfare of economic subjects and thus, whether they should be further supervised and regulated, as claimed in the report of the US Senate (2014). Finally, by confirming that copper inventories in Asian countries were used as a means for financial speculation in China, this study suggests needs for political implications on observing any speculative uses of inventories and inventory flow for stable procurement of domestic copper volumes. Overall, this study finds evidence of speculative behaviors in the international and regional commodities market and advances the arguments of the US Senate (2014) report on the speculative role of inventories. ; 본 논문에서는 국제 에너지 및 자원시장에서의 재고의 투기적 역할을 탐구하였다. 학위논문 (박사) -- 서울대학교 대학원 : 수의과대학 수의학과, 2020. 8. 윤희정. ; Vesicular stomatitis virus (VSV), a member of the family Rhabdoviridae, genus Vesiculovirus, is a causative agent of vesicular disease in cattle, horses and swine. VSV is enveloped and contains a single strand of negative-sense RNA that encoded five structural proteins: glycoprotein (GP), nucleocapsid (NC), phosphoprotein (P), matrix (M), and large polymerase (L). Two major serotypes of VSV, Indiana (VSV-IN) and New Jersey (VSV-NJ) are distinct serologically. Both strains are known to cause indistinguishable vesicular signs similar to FMD, thus necessitating differential diagnosis. Since VSV infects a broad spectrum of hosts, a serological method that can be performed irrespective of the susceptible species is preferable. In this regard, a blocking or competitive ELISA (C-ELISA) is more appropriate than an indirect ELISA. Previously, a C-ELISA using recombinant NC instead of GP have been developed. However, it showed low sensitivity relative to the VNT. Although an ELISA using VSV-IN GP has been developed, no ELISA for detecting antibodies to VSV-NJ has been available yet. Therefore, VSV-NJ blocking ELISA was established using GP and monoclonal antibody to improve sensitivity and specificity. In the first study, an enzyme-linked immunosorbent assay (ELISA) using glycoprotein and a monoclonal antibody (MAb) was developed for detection of antibodies against VSV serotype NJ. The GP as a diagnostic antigen was extracted from partially purified VSV and the neutralizing MAb to VSV-NJ was incorporated to compete with antibodies in a blocking ELISA using glycoprotein (GP ELISA). The cut-off of GP ELISA was set up at percentage inhibition (PI) 40 which corresponded to virus neutralization test (VNT) titer 32. With this threshold, the GP ELISA exhibited 99.6% specificity for naive sera (n=3,005) comprising cattle (n=1,040), pigs (n=1,120), and horses (n=845) from domestic farms. The GP ELISA did not cross react with positive sera from foot-and-mouth disease and swine vesicular disease as well as VSV-IN. In second study, to avoid the exposure to VSV in the manufacturing antigens, genetically engineered glycoprotein was expressed in insect cells by recombinant baculovirus system. The recombinant glycoprotein (R-GP) of VSV-NJ was expressed in insect cells by a baculovirus system. Its utility as a diagnostic antigen in a blocking ELISA was investigated as an alternative to the current native GP extracted from VSV-NJ. With the cut-off value of 73% inhibition, the R-GP ELISA exhibited 99.1% specificity for naive sera from cattle (n=1,036) and horses (n=1,016). It did not cross-react with VSV-IN positive sera and differentiated from foot-and-mouth disease and swine vesicular disease. In final study, a chimeric construct containing the 517 aa of VSV-NJ GP as a carrier to include the FMDV type O VP1 sequence was evaluated as vaccine in field pigs. Since 2000, South Korea has experienced eleven FMD epidemics. Due to the extensive economic damage (approximately 3 billion dollars) in the 2010-2011 FMD outbreak, the South Korean government implemented a vaccination policy throughout the country for all FMD susceptible livestock. Current FMDV vaccines are serotype-specific and consist of inactivated virus formulated in oil and aluminum hydroxide adjuvants. There are major drawbacks associated with their use, namely, the requirement of propagating virulent virus in containment facilities and the associated risk of escape from manufacturing sites. Thus, much effort has been made to develop alternative and safe vaccines utilizing the GH loop of capsid protein VP1. In final study shows that the twice immunizations one month apart in field pigs using this recombinant vaccine resulted in a significant antibody increase compared to the the commercial vaccine (P<0.05). Taken together, VSV GP has a potential to be used as a diagnostic antigen for the detection of antibodies to VSV-NJ and useful tool for the development of a novel recombinant protein vaccine that could be easily produced in a general laboratory as an alternative to the current FMD inactivated vaccine. ; 수포성구내염은 소, 말 및 돼지에서 발생하는 수포성질병으로 원인체는 Rhabdoviridae과의 수포성구내염바이러스이다. 수포성구내염바이러스는 11kb (-) 극성의 단일가닥 RNA를 함유하고 5종의 단백질 (당단백질, 뉴클레오캡시드, 인단백질, 매트릭스, 유전자중합효소)로 구성되어 있다. 수포성구내염은 인디아나형과 뉴저지형의 두가지 혈청형이 있으며, 입과 제관부, 유두에 수포 등이 형성되면 구제역과 임상적으로 구분이 불가능하기 때문에 감별진단이 필요하다. 수포성구내염 혈청검사를 위한 표준검사법은 중화시험법이나 생바이러스를 취급하고 차폐실험실을 사용해야하며 2-3일의 반응시간이 소요되는 단점이 있어서 대량의 혈청을 검사하기에는 부적합하다. 이를 대체하기 위하여 재조합뉴클에오캡시드를 진단항원으로 사용한 진단법 (NC ELISA)이 OIE 매뉴얼에 권장진단법으로 사용되어져 왔으나 중화시험과의 상관성이 낮아서 최근 개정된 OIE 매뉴얼에는 중화항체가를 결정하는 당단백질을 진단항원으로 사용할것을 권고하고 있다. 따라서 본 연구에서는 뉴클에오캡시드를 진단항원으로 사용한 기존 수포성구내염 뉴저지형의 진단법 (NC ELISA)의 민감도와 특이도를 개선하기 위하여 당단백질을 진단항원으로 사용하여 항체진단법을 개발하였다. 첫 번째로 수포성구내염 뉴저지형에서 당단백질을 추출하고 중화단클론항체 1G11을 이용하여 경쟁방식의 ELISA를 구축하였고, 검출한계를 측정해보니 반응 저해도 40% 기준으로 설정하였을때 중화시험법 판정기준인 32배에 해당하였다. 수포성구내염 표준연구실인 미국 농무부산하 NVSL에서 구입한 표준혈청을 적용해 본 결과에서도 중화시험 판정기준인 32배는 양성으로, 16배는 음성으로 판정하였기 때문에 대량의 혈청검사시에 표준진단법인 중화시험법을 대체할 수 있는 신규진단법으로서의 유효성을 확인하였다. 또한, 국내에서 사육하는 소, 돼지, 말 혈청을 검사하였을 때 축종별로 차이없이99.6% 특이도를 나타내어 모든 축종에 대해서도 검사가 가능할 것으로 판단되었다. NC ELISA에서 중화시험법 양성혈청 19점중 5점을 음성으로 판정한 반면에 GP ELISA는 19점 모두 양성으로 정확하게 판정하였으며, 구제역 및 돼지수포병 양성혈청과 VSV 인디아나 양성혈청에서 모두 음성으로 판정하여 뉴저지형 특이 진단법으로 사용할 수 있음을 보여주었다. 두 번째 연구에서는, 수포성구내염 바이러스를 취급시 발생할 수 있는 위험요인을 제거하기 위하여 유전자재조합 방법으로 진단항원을 제작하여 진단법 (R-GP ELISA)을 확립하였으며, 수포성구내염 표준연구실인 미국 농무부산하 NVSL에서 구입한 양성혈청으로 유효성을 평가한 결과, 첫번째 연구의 GP ELISA결과와 동일하게 모두 양성판정하였다. 또한, 정확한 민감도 평가를 위해서 수포성구내염 중화시험법 proficiency 혈청패널을 적용한 결과, GP ELISA에서 음성이었던 12번 혈청도 양성판정하였으며 중화역가 16배인 6번 혈청도 양성으로 판정하였기 때문에 중화시험법보다 민감도가 우수하여 중화시험법을 대체하여 대량의 혈청검사를 위한 신규진단법으로서의 활용가능성을 확인하였다. 국내에서 사육하는 소와 말 혈청에 대해서 특이도 99.1%를 나타내었으며 구제역 및 돼지수포병 양성혈청과 VSV 인디아나 양성혈청에서 모두 음성으로 판정하였다. 마지막 연구에서는, 수포성구내염바이러스 당단백질에 구제역바이러스 VP1 유전자 부위를 연결하여 재조합 항원단백질을 제작하고 오일 보조제와 혼합하여 돼지에 접종하여 면역원성을 확인하였다. 한국에서 구제역은 2000년 이후 11번 발생하였으며 2010-2011년 발생으로 약 3조원의 경제적 손실을 입은 후 구제역 감수성이 있는 동물에 백신접종을 실시하였다. 현재 사용되는 구제역 불활화 백신을 생산하기 위해서는 Biosafety level 3시설을 사용해야 하며, 백신생산중 구제역바이러스의 외부유출 등의 위험성 및 백신접종축과 감염축을 감별해야하는 단점이 있다. 두번째 연구에서 유전자재조합 당단백질이 중화항체를 대량유도한다는 사실을 발견하여 백신으로서의 개발가능성을 확인하였기 때문에, 수포성구내염 바이러스의 당단백질에 구제역바이러스의 VP1 유전자 부위를 결합하여 재조합 항원 단백질을 제작하여 오일보조제와 혼합하여 돼지에 접종하여, 병원성이 나타나지 않으면서 상업적으로 판매중인 구제역 불활화 백신보다 우수한 면역원성을 확인하였다 (P<0.05). 이러한 결과를 통해 수포성구내염바이러스 당단백질이 뉴저지형의 특이 진단항원으로서 유용하고 또한 구제역바이러스 면역원성 부위를 수포성구내염 바이러스의 당단백질에 결합하여 제작한 재조합 단백질이 현재 사용중인 불활화백신보다 유의적인 차이를 나타내어, 재조합 발현백터로서 당단백질의 활용가능성을 확인하였다. ; General introduction 12 Literature review 15 1. Not only this phenomenon has a significant implication for the current hegemon U.S., but also it has meaningful implications for neighboring middle power countries, such as South Korea and Australia. While previous findings mostly focused on hegemonic countries, this paper takes a different approach by examining middle power countries and their own national strategies in response to rising China. Comparing South Korea and Australia is an interesting study because they share many commonalities in terms of an economic size, domestic political culture, military expenditure, and ambiguous international political stances between U.S. and China. Despite their similarities, South Korea and Australia show dissimilar strategy directions toward China based on the current policy analysis. South Korea shows somewhat neutral position toward both China and U.S. while Australia seems to strengthen its relationship with U.S. further. In order to find out the reasoning behind this difference, this paper introduces OT (Opportunity and Threat) analysis, examining each country's different domestic political perspectives toward rising China based on international relations theories and historical backgrounds. Based on this analysis, this study proposes that the major difference between South Korea and Australia's strategy toward China arises from their own domestic political disputes. South Korea and Australia possess two vibrant political parties representing with different viewpoints toward rising China as a result of each political party's own OT analysis. This study finds that the most important variable to shape South Korea and Australia's national direction toward rising China is its domestic values on ideology and identity respectively. Different views held by each political party produce inconsistent national policies in both South Korea and Australia, and this turns out be a major problematic feature for these two middle power countries to carry a united sound diplomatic policy toward China. This paper suggests that dealing with domestic disputes is a primary task in order for middle power countries, such as South Korea and Australia, to emerge as a leading mediator in this unstable power shifting period. ; 21세기에 들어서면서 중국은 미국과 함께 국제 사회에서 G2국가로 부상하면서, 국제 정세의 급격한 변화를 촉발시키고 있다. 한편, 파워시프팅 시기에서 중국과 미국의 직접적인 영향력을 받고 있는 한국과 호주는 대중국대응정책을 제시함에 있어서 크고 작은 혼란을 겪고 있다. 기존의 연구들이 강대국, 특히 미국과 중국을 중점적으로 다루고 있다면, 본 논문은 중견국가인 한국과 호주의 관점에서 중국의 부상이라는 현상을 연구하고 있다는 점에 있어서 시사점이 크다고 할 수 있다. 한국과 호주는 같은 중견국가로서 비슷한 경제규모, 국방비지출규모, 국내정치적 환경 등 매우 많은 공통점을 가지며 흥미로운 연구대상이 되고 있다. 특히, 한국과 호주는 미국과 중국이라는 두 강대국의 동아시아 주도권 다툼에 있어 다소 애매모호한 입장을 가지고 있다는 점에서 유사한 국제정치적 갈등을 겪고 있다. 비록 한국과 호주는 중국의 부상이라는 같은 현상에 대하여 비슷한 양상을 보이는 것처럼 보이지만, 현재 두 정부가 제시하는 정책들의 분석 결과, 경제, 안보, 외교적인 측면에서 보았을 때, 한국은 중국과 미국 사이에서 매우 중립적인 태도를 취하고 있지만, 호주는 한국보다는 좀더 미국을 옹호하는 입장을 펼치고 있다는 것을 확인할 수 있다. 이 같이 한국과 호주가 중국에 관련하여 조금 다른 국가외교정책 방향을 펼치는 이유를 비교 분석하고자, 본 논문은 중국의 부상에 관한 현실적 접근과 국제관계학이론을 제시하고, 한국과 호주의 역사적 배경이 중국과의 관계에 어떠한 영향력을 미치는지 설명한다. 특히, 두 나라의 국내정치적 요소는 중국의 부상에 관한 정치적 방향을 결정함에 있어서 매우 중요한 역할을 하며, OT (Opportunity and Threat) 분석법을 통하여 어떤 방식으로 국내정치적 요소가 국가외교정책의 방향에 영향력을 미치는지 분석한다. OT 분석법에 근거한 결과 한국과 호주는 중국의 부상이라는 같은 현상에 대하여 한국은 이념중심적인 국내 정치, 호주는 정체성 정치로 인해 전혀 다른 양상을 보이고 있다는 것을 알 수 있다. 또한, 이 OT 분석법에 근거하여 한국과 호주의 국내정치적 갈등이 심화됨을 설명하고, 이 갈등은 일관성 없는 헤징전략을 초래하고 있음을 증명한다. 본 논문은 한국과 호주와 같은 중견국가들이 불안정한 파워시프팅 시기에 자주적인 리더십을 가지기 위해서 국내정치적 갈등요소를 우선적으로 해결해야 할 것을 제안하며 마무리한다. ; Master

보건학과/박사 ; [한글] 토양은 환경적 건전성을 대표하고 있을 뿐 아니라 먹이연쇄의 관점에서 볼 때 그 고리를 지탱하는 데에 필요한 물질을 공급하는 매우 중요한 자원임에도 불구하고 도시화·산업화 그리고 농약과 비료의 오남용 등으로 인하여 질적 황폐화가 초래되고 있다. 따라서 토양오염으로 인한 환경피해와 건강위해를 방지하기 위하여 토양오염의 정도를 조사하고 오염원을 통제하는 한편 복원사업을 추진하게 된다. 우리나라는 토양오염추세를 파악하여 근원적인 토양오염방지대책의 기초자료를 확보하기 위하여 87년부터 토양측정망을 설치·운영하여 오고있는 바, 본 연구에서는 ①우리나라 토앙측정망의 운영·관리현황을 분석하는 한편 국내외의 토양오염관리제도를 파악하고 ②토양오염물질을 중심으로 노출평가방법론을 검토하며 ③토양오염물질의 식품에의 이행조사에 관한 기존자료등을 활용하여 인체노출평가를 수행함으로써 토양측정망의 운영개선방안을 포함한 토양관리방안을 제시하고자 하였다. 이와 같은 연구를 수행하기 위하여, 첫째, 우리나라 토양측정망의 운영관리현황에 대한 분석을 위하여 87년, 93년, 94년 및 97년도의 조사결과를 입수하여 오염원별·토지용도별로 Cd, Cu, Hg, Pb, As의 추이를 분석하였고, 둘째, 국내외의 토양오염관리제도를 파악하기 위하여 우리나라와 일본, 영국, 독일, 네덜란드, 미국 등의 관련자료를 확보하여 측정지역의 구분실태, 측정항목의 설정현황 및 오염물질 분석방법을 검토하였으며, 셋째, 토양오염물질의 노출평가방법론에 대한 검토는 추계된 노출량이 USEPA의 위해성평가기법에 의할 때에 인체건강에 적합한지의 여부를 검토하여 토양오염 판단기준치의 적정성여부를 확인코자 하였고, 넷째, 토양오염물질의 식품으로서의 이행연구는 또, 86년에 국립환경연구원이 토양, 현미, 무, 배추, 고추, 복숭아 및 포도에 대한 조사결과 등을 토대로 분석·추계를 수행하였다. 측정망의 운영면에서는 우리나라가 상시측정체계를 갖추고 있다는 점에서 외국에 비하여 우월하였다. 측정지역구분과 측정항목설정에서는 더 발전 시킬 필요가 있다고 평가할 수 있겠으나 토양오염조사에 대한 각국의 역사적 배경을 고려할 필요가 있다고 판단된다. 노출평가를 통한 토양오염판단기준치의 적정성여부는 Cd를 선정하여 검토한 결과 강화할 필요가 있다고 분석되었으나 토양의 기준설정은 다양한 고려가 동시에 이루어질 필요성도 무시할 수 없다. 또한, 토양오염물질의 이행에 관한 연구에서는 오염우심지역에서의 이행에 대한 실제조사의 필요성이 부각되었다. 이행에 관계되는 변수가 너무 다양해서 추계가 거의 불가능하였기 때문이다. 본 연구결과 도출된 주요 결론은 다음과 같다. 첫째, 측정지역의 구분을 현재의 2분법보다 다소 확대할 필요가 있다. 특히 광산지역, 대지 등이 고려되어야 한다. 둘째, 측정항목은 측정지역별로 그 항목과 기준수치를 다양화 할 필요가 있다. 셋째, 오염이 아주 심한 지역, 즉 대책기준을 초과하는 수준의 토양오염지역에서는 토양오염도조사와 대표작물의 오염물질함량조사를 병행할 필요가 있다. 본 연구는 주로 토양측정망과 관련하여 수행하였기 때문에 토양오염관리방안 전체에 걸쳐 연구한 것은 아니다. 그렇지만 본 연구에 의한 토양측정망 운영관리의 진전은 대기·수질 측정망의 운영과 연계하여 우리나라 환경오염관리에 기여할 수 있으리라 생각한다. 본 연구의 결론을 구체화하기 위해서는 각각 별도의 연구가 계속되어야 할 것으로 사료된다. [영문] Soil represents the environment in an area. Furthermore, it is the single most important resource to prop up food chains. Even so, such factors as urbanization, industrialization, and abusive use of chemicals on the ground have been degrading soil. Since soil pollution leads to the environmental damage and poses a threat on human health, it is needed to take appropriate measures to improve soil such as curbing the pollution sources. It usually begins with examining the status of soil pollution. To meet the need, our government has been operating the soil pollution monitoring network since 1987. This research aims at : (1) analyzing how the soil pollution monitoring network is run and examining soil pollution control systems, both home and abroad. (2) reviewing exposure assessment of soil pollutants. (3) presenting viable soil pollution control measures including how to better the soil pollution monitoring network by human exposure assessment based on existing documents over translocation of soil pollutants into floods Procedures : (1) It is analyzed the changes made in contents of Cd, Cu, Hg, Pb, and As by pollution sources and usages of soil by data from '87, '93, '94, and '97 researches in order to examine how the soil pollution monitoring system is run. (2) It was gathered data on soil pollution control systems of South Korea, Japan, the Britain, Germany, the Netherland, U.S.A and reviewed how to devide monitoring areas. what items to be monitored, and how to analyse pollutants in order to examine soil pollution control systems. both home and abroad. (3) It was used the risk assessment techniques of USEPA to review if the amount of exposure is proper for the human health. (4) It was used data from '85 and '86 researches on soil, brown rice, radish, pepper, peach, and grape conducted by National Institute of Environmental Research in order to study translocation of pollutants into floods. Given the fact that our government runs continuous monitoring system, it can be said that we have a relatively superior monitoring network to those of other nations. Although historical background of each country should be taken into account, there is a room for improvement in dividing monitoring areas and determining monitoring items. The exposure assessment showed that our criteria for judging soil pollution needs to be firmed up. It was reviewed the criteria particularly with Cd. However, it is also true that many factors should be considered at the same time when setting up the criteria. The study on translocation of pollutants into floods highlights the need to conduct an on-the-spot research in heavily polluted areas. Accurate estimates are hard to come out in those areas due to too many variables regarding translocation. Conclusions : (1) Currently soil monitoring areas are divided into two in the nation. It needs to be subdivided. Particularly, such areas as wanes and building sites should be considered. (2 ) Monitoring items should be varied from region to region. (3) In heavily polluted areas, the content of pollutants in main agricultural products should be examined along with the status of soil pollution. This research does not study general soil pollution control measures. It focuses on soil monitoring networks. Still, this research upgrades the soil monitoring network. It is believed that if improved soil monitoring network is combined with those of air and water, it would enhance a overall environment control system. 학위논문(석사)--서울대학교 대학원 :국제대학원 국제학과(국제협력전공),2019. 8. 김태균. ; 중국과 같은 신흥 원조 공여국의 등장은 전통적 국제원조체계에 도전을 제시해왔다. 이러한 가운데 중국은 석유 등 천연자원을 확보하고자 하는 의도를 가지고 대외원조를 실시한다는 이유로 비판을 받아오기도 했다. 그러나 본 논문은 이러한 비판에도 불구하고 중국 원조의 특징과 우선순위를 국제원조체계 내 현실주의 분업현상을 통해 수원국과 국제원조체계에 이익이 된다는 것을 주장한다. 분석을 위해 2000년부터 2014년에 걸친 AidData와 OECD의 자료를 활용하였으며, 구체적으로는 사회분업론, 자유주의적 국제주의, 현실주의와 같은 이론을 바탕으로 공여국(중국과 미국)과 수여국(에티오피아와 나이지리아)의 원조 형태를 살펴보았다. 본 논문의 분석 결과는 다음과 같다. 중국의 대외원조정책은 평등호혜적인 공동 발전, 내정불간섭 원칙 고수와 자주적 발전능력 강화 지원으로 구성된다. 중국은 공동 발전 원칙에 따라 에티오피아와 나이지리아에 재정적 지원과 동시에 능력 개발 프로그램을 제공하여 해당 국가 프로젝트가 지속 가능할 수 있도록 유도하였다. 또한 대(對) 에티오피아와 나이지리아 원조 프로젝트들이 해당 국가에 해외투자유치 등을 통한 경제적 이익을 가져다줄 것으로 기대한 중국은 자원과 인프라 프로젝트를 맞바꾸는 앙골라 모드(Angola Mode)를 통해 상호 이익을 실현하였다. 즉, 중국은 자원과 인프라를 제공하는 대신에 석유 지분을 확보하였다. 특히 분석 중 한 가지 흥미로운 점이 발견되었는데, 이는 공여국이 국익을 추구함으로써 원조 부문에서 "현실주의 분업현상"이 발생한다는 것이다. 예를 들어 미국은 대외원조 시 수여국이 미국의 국가 안보를 보장하는 동맹국의 한 국가로서 의무를 수행할 수 있도록 교육, 정부 및 시민사회와 보건 분야에 주로 집중하여 원조를 실시하고 있는 것으로 나타났다. 이와 반면에 중국은 상호이익, 전략적 동반자 관계 및 윈윈(win-win)과 같은 원칙에 중점을 두어 대외원조를 실시한 결과 에너지 생산 및 공급, 산광업 및 건설과 운송 및 운반 분야에 주로 집중하고 있음을 발견할 수 있었다. 본 논문의 대(對) 아프리카 원조에 관해 두 가지 대조적인 접근 방식을 분석하고 중미(中美) 원조 원칙과 이들이 국익에 대처하며 나타나는 결과를 세부적으로 분석한 극소수의 연구에 해당된다는 점에서 의의가 있다. 더불어, 논문의 결과는 향후 중미(中美) 원조에 대한 토론 주제를 제시하고, 중국이 국제원조체계의 노력에 참여하고 기여할 수 있는 방법에 대한 견해를 제시한다. ; Emerging non-traditional donors like China being the "new kids on the block" challenge the global aid architecture because it is perceived that their ascendance creates tension within the architecture. However, this thesis claims that despite arguments that Chinese aid policies are centered on the country's desire to secure access to natural resources, its characteristics and priorities in fact lead to the realist division of labor which benefits the recipient countries and the global aid architecture. This study qualitatively utilizes the theories of the division of labor, liberal internationalism, and realism to address the question, together with AidData and OECD's database quantitatively. Moreover, this thesis covers the years 2000-2014 and identifies China and the U.S. as the donor countries and Ethiopia and Nigeria as the recipient countries. The results of this study are as follows: Chinese foreign aid policies are composed of common development, mutual benefit, no conditionality and interference, and self-reliance and independent economic development. For both Ethiopia and Nigeria, China provided capacity building programs under the principle of common development, to ensure that these countries were not only receiving financial support but are also conforming to the project's sustainability. With the Sino-Ethiopian and Sino-Nigerian projects expected to lure in foreign investments and bring economic benefit into the countries, China assured that it mutually benefitted from its projects under the "infrastructure-for-oil" or the "Angola mode," where it obtained a controlling stake of the oil blocks in exchange for Chinese finance and infrastructure. An interesting phenomenon of the realist division of labor was discovered in this study, where a division of labor into the aid sectors resulted from the donor countries adhering to their national interests. The U.S. focused on sectors that ensured that the recipient countries are capable of fulfilling their duties as one of the most reliable allies, assuring U.S. national security from foreign threats. Hence, it focused mostly on the Education, Government and Civil Society, and the Health sectors. For China, it made sure to mutually benefit from its projects, under its rhetoric of mutual benefit, strategic partnership, and win-win cooperation. Thus, the country involved itself in the Energy Generation and Supply, Industry, Mining, and Construction, and the Transport and Storage sectors. This research is unique as it is among the few to analyze the two different aid approaches to Africa, by illustrating Chinese and the U.S.'s aid principles and the outcomes that result from them addressing their national interests. The first essay, entitled "Firm Innovation and Narrative R&D Disclosure", investigates the association between firms' innovativeness and their narrative disclosures on research and development (R&D) activities. As innovation becomes increasingly more important for product market competition, firms' R&D activities for new products/technologies are of interest to investors as well as competitors in the product markets. Using all available annual reports (Form 10-K) for U.S. firms, I examine whether firm innovation increases or decreases their narrative R&D disclosure in annual reports. My textual analysis of narrative R&D disclosures in annual reports shows that high-innovation firms tend to be less forthcoming in providing information about their R&D investment activities. This tendency is stronger when firms face severe competition in the product markets, while it is weaker when they anticipate external financing. These findings, together, suggest that firms' narrative R&D disclosure is an outcome of the tradeoff between proprietary costs and valuation benefits, and that firm innovation tips the scales towards proprietary costs, thereby decreasing narrative R&D disclosure. The second essay, entitled "Trust and Disclosure Transparency in Financial Reporting of Government Agencies", examines the impact of trust on disclosure transparency in financial reporting of government agencies. Using unique data from Korean central government agencies (hereafter 'agencies') for the period of 2011-2015, I provide evidence that trust enhances government financial disclosure transparency. Specifically, I document that high-trust agencies are more likely to classify their accounting errors as material and disclose these errors (as a separate line item) in financial statements. This contrasts with the practice of low-trust agencies that classify similar-magnitude accounting errors as immaterial and conceal them in undisclosed internal filings. I further find that high-trust (low-trust) agencies tend to provide more disaggregated (aggregated) service cost information. In cross-sectional analyses, I find that the impact of trust on both disclosure of accounting errors and disaggregation of service cost information is amplified when agencies have an outsider head, are more decentralized, and face higher parliamentary inspection pressure, the situations in which more information coordination is required. Taken together, my findings suggest that trust contributes to higher disclosure transparency of government financial reporting by facilitating internal information flow. ; 본 논문은 무형가치와 공시행태에 관한 두 개의 독립된 논문으로 구성된다. "기업혁신과 서술적 연구개발 공시" 제하의 첫 번째 논문은 기업의 혁신 수준이 연구개발활동에 대한 서술적 공시에 미치는 영향을 분석한다. 시장경쟁 환경에서 혁신 가치의 중요성이 증대됨에 따라 새로운 제품과 기술에 대한 기업의 연구개발활동은 투자자는 물론 동일 시장에서 활동하는 경쟁기업에게도 주요 관심사항으로 작용하고 있다. 1997년부터 2010년까지 미국 상장사 사업보고서(Form 10-K)를 토대로 분석한 결과 혁신 수준이 높은 기업일수록 연구개발활동에 대한 서술적 정보 공시에 미온적 경향을 보이는 것으로 관측된다. 이러한 기업혁신과 서술적 연구개발 공시 간의 음(-)의 관계는 해당 기업이 속한 시장의 경쟁 수준이 높을수록 강화되는 반면, 향후 외부자금조달 계획이 예정된 경우 완화되는 것으로 나타난다. 이상의 분석결과는 서술적 연구개발 공시가 경쟁기업에게 유리한 정보가 유출됨에 따라 발생가능한 '재산적 비용(proprietary cost)'과 외부정보이용자에게 유용한 정보를 제공함으로써 기대되는 '가치평가 효익(valuation benefits)' 간의 상충관계가 전략적으로 고려된 산출물이며, 기업혁신은 가치평가 효익에 대한 기대보다 재산적 비용에 대한 우려를 상대적으로 크게 증가시켜 결과적으로 서술적 연구개발 공시 감소에 기여하고 있음을 시사한다. "신뢰와 중앙부처 재무보고 투명성" 제하의 두 번째 논문은 우리나라 중앙부처의 조직내 신뢰 수준이 해당 부처의 재무보고 투명성에 미치는 영향을 분석한다. 2011년부터 2015년까지 우리나라 중앙부처의 고유 데이터를 토대로 분석한 결과 신뢰 수준이 높은 중앙부처일수록 재무투명성이 높은 것으로 관측된다. 구체적으로 신뢰 수준이 높은 중앙부처일수록 회계오류 발생시 이를 중대한 오류로 간주하여 재무제표상 별도 계정과목으로 공시하는 경향이 강하게 나타나는 바, 이는 신뢰 수준이 낮은 중앙부처일수록 유사 규모의 오류를 중대하지 않은 것으로 간주하여 해당 오류를 외부공시 없이 내부보고로 종결하는 행태와 대비된다. 신뢰 수준이 높은(낮은) 중앙부처일수록 세분화(통합)된 예산집행정보를 제공함으로써 구체적 활동내역 공개에 적극적 (소극적)인 경향을 보이는 것도 동일한 맥락에서 해석가능하다. 추가 횡단면 분석에서는 부처 수장이 외부출신인 경우, 조직의 분산화 수준이 높은 경우, 국회로부터의 조사 압력이 높은 경우 등 정보통합(information coordination) 노력이 크게 요구되는 상황에서 신뢰 수준이 회계오류 공시나 예산집행정보 세분화 수준에 미치는 영향이 일관되게 증대되는 방향으로 나타난다. 상기 분석결과는 조직내 신뢰 수준이 정보통합 비용을 감소시켜 원활한 내부정보흐름을 유도함으로써 중앙부처의 재무보고 투명성 제고에 기여하고 있음을 시사한다. ; Essay 1. 학위논문 (석사)-- 서울대학교 대학원 : 국제학과(국제지역학전공), 2012. 2. 조영남. ; 중국은 1998년 중국 국방백서 발간이후 줄곧 군사 신뢰구축을 강조하여 왔다. 하지만 국제사회의 중국 군사력에 대한 평가는 이에 대한 성과보다는 우려를 표시하고 있다. 따라서 이 논문은 중국의 군사 신뢰구축 정책을 고찰하여 군사 신뢰구축이 적용되는 영역에서의 전개과정과 그 특징 및 성과를 분석하여 국제안보환경에 대한 기여를 평가하였다. 이 분야에 대한 기존 연구들은 주로 중국과 특정국가 또는 지역에서의 신뢰구축조치가 어떻게 작용하는지에 대한 논의 또는 90년대의 중국의 접근변화에 초점을 맞추었기 때문에 군사 신뢰구축 정책 전반 및 2000년대 이후의 발전과정에 대한 연구는 미흡한 실정이다. 따라서 본 논문은 중국의 군사 신뢰구축이 적용되는 영역인 국경지역, 해상안보, 지역안보, 군사교류 및 협력, 범세계적 신뢰구축 그리고 군사투명성의 각 분야에서 에서의 전반적 전개과정과 발전여부를 고찰하고 특히 2000년대 이후의 추세에 더욱 주목하고 있다. 이를 통해 다음과 같은 두 가지를 주장한다. 첫째, 중국의 군사 신뢰구축은 모든 영역에서 과거에 비해 발전하였다. 이러한 발전양상은 다만 영토보전과 주권 그리고 경제적 이익과 상충여부에 따라 영역별로 차이가 나는 불균형한 발전을 보인다. 둘째, 중국의 군사 신뢰구축은 점진적이지만 국제안보환경에 긍정적 방향으로 진행되고 있다. 냉전시기 동서 화해의 수단으로 시작한 군사 신뢰구축은 냉전이후 주요 분쟁해결을 위한 수단으로 활용되어 왔으며 중국의 군사 신뢰구축 정책은 90년대 냉전 이후 경제성장을 위한 안정적 대외 환경조성이라는 외교 전략의 목표아래 '평화공존 5원칙'과 '신안보관'이라는 외교방침을 따르는 주요한 군사외교 전략의 일부로 적용되었다. 이러한 중국의 군사 신뢰구축은 전 영역에서 전반적인 발전이 있었다. 그 중 중국의 국가이익과 상충 없이 빠른 발전을 이룬 군사 신뢰구축의 대표적인 분야가 바로 국경지역 신뢰구축이다. 이를 통해 국경을 확정하고 대대적인 병력감축을 감행하였고 국경문제의 이러한 신뢰를 바탕으로 정치․경제․안보영역의 신뢰구축이 확대되는 현상이 나타났으며 현재 상당히 평화적인 분위기가 형성되었다. 국경문제와 이외에도 상당한 발전을 보인 군사 신뢰구축영역은 지역안보와 군사교류 및 협력 그리고 국제안보의 영역에서의 신뢰구축이다. 이러한 영역에서는 주권 및 영토보전 문제보다는 주로 비전통 안보영역에 대한 협력 강화의 방향으로 추진되었으므로 비교적 쉽게 추진될 수 있었다. 또한 ARF, SCO와 같은 지역 다자안보협력 기제를 활용한 신뢰구축노력과 군사교류 및 협력, UN 평화유지활동과 아덴만 군함파견, 인도주의 원조 및 재난구호와 같은 범세계적 군사 신뢰구축 역시 이익의 상충 없이 급속한 진전을 보여 왔다. 반면 중국의 영토보전과 주권문제 또는 경제적 이익과 결부된 안보문제에서는 신뢰구축에 큰 진전을 이루지 못하였다. 대표적인 사례는 해상안보 영역이다. 이 영역에서는 영토보전 문제와 주권과 더불어 경제적 이익이 결합되면서 분쟁국들 간의 신뢰구축이 형성되기 어려우며 다만 지속적인 노력을 통하여 갈등회피의 상황을 만들어내는데 그치고 있다. 또한 중국의 군사투명성 문제는 중국의 군사력의 외부인식에 가장 큰 영향을 주며 중국의 신뢰구축 정책의 발전에 가장 큰 저해요소로 작용하고 있다. 중국의 국방백서 발간 등의 노력에도 불구하고 국제사회와 중국의 군사 투명성에 대한 입장의 차이는 미국, 일본, 대만 등의 주변국이 중국의 군사력에 대한 인식에 부정적 영향을 주었다. 또한 중국의 국방백서에 공개되는 자료의 투명성 역시 국제사회의 기준에 못 미치는 수준에 머물러 있다. 이와 같이 중국의 군사신뢰구축은 전 영역에서 발전이 있어왔으며 이러한 추세는 점진적이지만 지속적으로 유지되고 있다. 비록 영토보전, 주권, 경제적 이익이 상충되는 분야에서의 군사신뢰구축의 발전은 그렇지 않은 영역에 비해 현저히 저조한 상태를 보이면서 전체적으로 불균형한 발전양상을 보이고 있지만 이러한 현상을 종합적으로 고려할 때 중국의 군사 신뢰구축 정책은 국제안보 환경에 긍정적인 방향으로 추진되고 있으며 다양한 안보문제에서 평화적인 해결을 위한 노력이 더욱 증가할 것이다. ; Following the publication of its defense white papers in 1998, China began to emphasize military confidence-building. However, the international community continues to view China's military power pessimistically. In this paper, the procedure, characteristics and achievements of China's military confidence-building policy are examined relative to several security areas, and evaluated according to its contributions to the global security environment. Previous studies on this topic have typically focused on issues like bilateral or multilateral Confidence Building Measures concerning countries in a specific area or China's changing approach to confidence-building beginning in 1990s. Thus, there is little research regarding the consistent, overall confidence-building policy of China, especially since the 2000s. This paper divides China's military confidence-building activities into six security areas, namely, border areas, maritime security, regional security, military exchanges and cooperation, global confidence-building and military transparency. Particularly focusing on the overall development of procedures after 2000, the following arguments are put forward: First, China's military confidence-building has developed in every security area and where levels of development show disparity, this is due to conflicting national interests or disputed territory. Second, China's military confidence-building has developed incrementally and is proceeding positively toward greatly contributing to the global security environment. Military confidence-building began as a means to reconcile West and East during the Cold War, while following this period it came to be utilized universally as a means for resolving tension and conflict. China has adopted CBMs as a part of strategies such as the "Five Principles of Peaceful Co-existence" and the "New Security Concept" created to spur economic development and a stable external environment. While the development of China's military confidence-building can be observed in every security area, particularly border areas CBMs, where conflicts of national interests are conspicuously absent, have achieved rapid success. As a result, China has begun to clearly demarcate and disarm its borders. In other words, the border areas have been managed quite peacefully. This is important because it can lead to additional political, economic and security cooperation. The categories of regional security, military exchanges and cooperation and global security are also well-managed security areas where confidence-building has met with success. In these areas, typical issues have differed greatly from the likes of territorial disputes, being rather less complex non-traditional security matters. Here, China's confidence-building has developed by participating in multilateral security mechanisms such as the ARF and the SCO, conducting active military exchanges and joint drills and increasing activities like UN peacekeeping operations. On the other hand, confidence-building policy has achieved relatively less progress in those areas where national interests like territorial integrity, sovereignty and economic interests are conflicting. Maritime security is one of these areas, where due to the complicated interests involved it is rather difficult to build trust among parties and the task of avoiding disputes can often be quite taxing. Military transparency influences perceptions of China's military power. However, China's perceived deficiency in this regard has been a major barrier to the development of confidence-building policy. Despite efforts to the contrary, such as the publication of defense white papers, there is a decided perception gap between China and the international community, which is the main reason for China's overall negative image. The U.S, Japan and Taiwan provide representative examples of those that view China's transparency as insufficient. Indeed, the defense white papers are simply not up to the standards of transparency expected by the international community. Paradoxically, China's military confidence-building has improved in every security area and although this trend is incremental, it is consistent. However, the level of development differs depending on the security area. Generally, development has been better in areas where there are no conflicts of interest and worse in those where there are. However, the overall change is positive, while China's utilizations of peaceful means to mitigate conflict and tension are likely to increase in the future. ; Master

학위논문(박사)--서울대학교 대학원 :공과대학 협동과정 기술경영·경제·정책전공,2020. 2. 황준석. ; 라틴 아메리카 국가들은 건국 이래 200년 가까이 지났음에도 불구하고 민주주의가 자리잡지 못했다. 현재 라틴아메리카 국가들 중 유일하게 두 국가만이 성숙한 민주주의를 달성한 것으로 평가되고 있으며 나머지 국가들은 민주주의가 혼합되어 있거나 실패한 것으로 분류된다 (The Economist, 2019). 각 국가별로 민주주의는 자국의 전통적인 형태에서 시민들의 보이지 않는 참여에 기인한 더 큰 정치적 교류에 초점을 맞추는 방식으로 변화하였다. 미국, 영국, 그리고 독일과 같이 일찍이 민주주의를 달성한 국가들은 자국 내에서 어떻게 민주적 실행이 작동하는지 충분한 개혁을 통해 초기부터 민주주의 이념을 변화시키고 적용해갔다. 그러나 민주주의가 성숙한 나라들의 대다수는 경제적 발전 또한 이루었으며 이는 시민의 참여 의식을 높이는 교육수준 향상 및 정보 접근성 향상과 동반되었다. 그러므로 앞서 언급한 선진국가들은 자국의 전통적인 민주주의 모델을 성공적으로 혁신했다고 얘기할 수 있다. 이는 해당 국가들이 민주주의 달성을 위해 보다 큰 정치적 인식 함양, 시민의 직접 참여, 그리고 더 개방적인 논의를 향해 노력한 결과로 보여진다. 민주주의를 달성한 국가에서 보여진 이러한 변화들은 라틴아메리카 국가에서는 관찰되지 않았으며 라틴아메리카 국가들 역시 민주주의 도입 가운데 민주적 과정들을 통합하고자 하였으나 민주주의의 한 측면에서 얻을 수 있는 이점들을 얻는데 실패하였다. 혁신은 지식, 기술, 그리고 경험에 따라 다르게 나타나며 이러한 요인들은 개인들에게 내재되어 있다. 개인들은 지식의 공유를 통해 기존과 다른 새로운 루틴을 만들어내고 문제 해결을 능력을 갖추게 된다. 동시에 개인들 사이에서 상호간에 지식을 제공하고 획득하는 과정은 프로세스 혁신을 가능케하는 새로운 아이디어와 혁신 기회 창출에 기여하고 있음이 선행 연구에 의해 실증됐다. 본 연구는 지식 공유 관점에서 혁신 성공을 살펴본 선행 연구에 기반하여 라틴아메리카의 민주적 환경에 초점을 맞춰 혁신과 지식공유의 잠재적인 영향력 사이의 관계를 탐색하고자 한다. 본 연구와 선행연구와의 차이점은 다음과 같다. 소수의 연구자만이 단기간에 요구되는 혁신 프로세스에서 지식 공유가 미치는 영향을 살펴보았으며 민주주의 이념 안에서 라틴아메리카와 같은 개발도상국의 데이터를 이용한 실증 연구는 이루어지지 않았다. 따라서 본 연구는 민주주의 이념 안에서 지식 공유가 혁신에 미치는 영향을 살펴보기위해 가용한 데이터를 추가하고 이를 실증하고자 한다. 본 연구를 구성하는 세가지 연구는 다음과 같다. 첫 번째 연구는 지식 공유의 의향이 있는 시민들을 대상으로 모델을 구축하고 이를 테스트하였다. 지식 공유에 대한 문헌 연구를 바탕으로 설명 변수인 시민의 동기, 기회, 그리고 지식 공유를 위한 역량을 도출하였고 이를 계량분석을 통해 추정하였다. 라틴아메리카 18개국을 대상으로 2001~2016년까지 수집한 패널데이터를 활용하여 어떤 요인이 시민 중심의 지식 제공 및 획득에 영향을 미치는지 실증연구를 진행하였다. 계량분석 결과 시민들의 지식 제공은 정치 시스템과 교육 성취도에 대한 신뢰에 영향을 받으나 민주주의에 대한 지원과 부패에 대한 인식은 지식 습득에 영향을 미쳤음을 확인할 수 있었다. 두 번째 연구는 앞선 연구와 같은 모델을 사용하여 지식을 공유할 의향이 있는 공공관리자를 대상으로 테스트를 진행하였다. 설명 변수인 관리자의 지식공유 동기, 기회, 그리고 지식 공유를 위한 역량을 사용하여 첫 번째 연구와 동일하게 계량분석 방법론을 사용하여 추정하였다. 계량분석 결과 공공 관리자의 지식 획득은 사람에 대한 신뢰, 민주주의에 대한 지원과 교육 성취도에 의해 영향을 받았으나 부패에 대한 민주주의와 민주적 인식에 대한 지원만이 공공 관리자의 지식 제공에 영향을 미치고 있음을 확인하였다. 마지막 연구는 시민과 공공 관리자 간의 지식공유 활동이 민주주의 내에서 혁신에 기여하는지 테스트하였다. 지식공유와 혁신에 대한 기존 문헌을 바탕으로 민주주의 내에서 지식공유와 혁신 사이의 연관성을 가정하고 시민과 공공 관리자의 지식 공유가 민주적 프로세스에 기여하는지 탐색하였다. 연구 결과 시민중심의 지식 공유가 공공 관리자 중심의 지식 공유를 지원하였으며 공공 관리 중심의 지식 공유 역시 시민중심의 지식 공유를 지원하고 있음을 확인하였다. 그러나 시민 중심의 지식 공유는 민주주의 내에서 혁신 창출에 기여한 반면 공공 관리자 중심의 지식 공유는 민주주의 내에서 혁신 창출에 기여하지 하고 있음을 확인하였다. ; Although 200 years have passed since their foundation, Latin American countries (LACS) have not been able to consolidate their democracies. Only two Latin American democracies measure up as full democracies, the rest are classified as faulty, hybrid or failed (The Economist, 2019). Democracies have also shifted from their traditional forms to focus on greater political exchange with unseen active citizen participation. Countries that have achieved full democratic consolidation such as the United States, United Kingdom, and Germany adapted to changes early enough reformulating how democratic practices operated in their countries. However, many of these mature countries are also economically developed with rising educational standards and improved access to information which helps mobilize citizens and stimulate higher levels of awareness and participation. Thus, they seem to have successfully innovated their traditional democratic models. They have effectively strived towards greater political awareness, direct participation, and open discussions. These changes did not pass undetected in the context of LACs which too have incorporated some of these democratic processes, but they keep failing to reap the benefits visible in other hemispheres. Innovation depends on knowledge, skills, and experiences, and these are embedded in individuals who need to be triggered to share such knowledge so that new routines and mental processes can be established and problems solved. Simultaneously, the provision and acquisition of knowledge among individuals is proven to contribute to the generation of new ideas and opportunities, thus enabling process innovations. Inspired by findings that have attributed to the success of innovations in knowledge sharing, this study explores the potential implications of knowledge sharing for innovations in a democratic setting with a particular focus on LACs. A gap was identified when exploring these issues. Only a few researchers have addressed the problems regarding the impact of knowledge sharing in the urgently-needed innovation processes in democracies and they have rarely used an empirical approach using data from a developing region, such as Latin America. Therefore, this work adds to available evidence on the effects of knowledge sharing and innovations, and tests their implications for innovations in democracy. It does so by addressing three studies. The first study models and tests citizens willingness to share knowledge. It does a thorough literature review of knowledge sharing and uses econometric techniques to estimate the explanatory variables that represent citizens motivation, opportunities, and abilities to share knowledge. Using panel data for 2001-2016 collected in 18 LACs, the study empirically tests which components influence citizens-driven knowledge provision and acquisition. The econometric estimation shows that while citizens knowledge provision was influenced by trust in the political system and educational attainments, support for democracy and perceptions about corruption influenced their knowledge acquisition. The second study follows the same lines and models and tests public managers willingness to share knowledge. After a literature review of knowledge sharing, it uses the same econometric techniques and estimates the explanatory variables which represent public managers motivations, opportunities, and abilities to share knowledge. The econometric estimation shows that while public managers knowledge acquisition was influenced by trust in people, support for democracy, and educational attainments; only support for democracy and perception about corruption influenced public managers knowledge provision. Finally, the last study determines whether knowledge sharing activities between citizens and public managers contribute to innovations in democracy. After considering existing literature on knowledge sharing and innovations, a link between knowledge sharing and innovations in democracy is hypothesized and estimated to explore whether citizens and public managers knowledge sharing contributes to democratic processes. The results show that citizens-driven knowledge sharing feeds public managers-driven knowledge sharing, and public managers-driven knowledge sharing feeds citizens-driven knowledge sharing. However, while citizens driven knowledge sharing contributes to the production of innovations in a democracy, public managers driven knowledge sharing does not contribute to the production of innovations in a democracy. ; Chapter 1. 학위논문(박사)--서울대학교 대학원 :국제대학원 국제학과(국제협력전공),2020. 2. 박철희. ; 북한은 탈냉전기 이래 핵과 미사일이라는 비대칭 전력의 개발을 통해 사실상의 핵보유국으로 자리잡게 되었다. 미국의 주요 동맹국들은 비대칭 위협에 대한 재래식 억제·방어전략으로 위협을 사전에 탐지·예방(prevent)·선제(preempt)·요격(intercept) 할 수 있는 미사일방어망 (Ballistic Missile Defense, BMD)과 정보감시정찰체계 (Intelligence, Surveillance, and Reconnaissance, ISR) 분야의 무기획득에 적극적인데 반해 한국은 이 두 분야에 대한 자체전력증강에는 제한적이고 미국과의 동맹관계로부터 제공되는 핵우산(nuclear umbrella)과 같은 미국의 확장억제전략 (extended nuclear deterrence)과 주한미군에 배치된 미국의 첨단자산에 의존하는 양상을 나타내고 있다. 북한의 비대칭 전력증강에도 불구하고 한국이 미사일방어망과 정보감시정찰체계에 보다 동맹의존적인 이유는 무엇인가? 기존의 선행연구들은 한미동맹의 특수성에 입각하여 한국의 동맹의존적 무기획득, 제한적 자체전력증강을 한국에 주둔하고 있는 미국의 전력, 한미연합방위체제(ROK-US Combined Defense System) 등에 대한 합리적, 구조적, 제도와 같은 경로의존적인 현상이라고 본다. 하지만 본 논문은 이러한 결정론적이고 한국의 사례에 국한된 분석은 한국이 북한이라는 비대칭 위협에도 불구하고 유사한 안보환경 및 동맹관계에 놓인 다른 미국의 주요 동맹국들보다 제한적인 전략증강양상을 설명하기에는 불충분하다고 판단한다. 특히 이스라엘과 대만과 같은 미국의 동맹국들은 한국보다 현저히 낮은 국방비와 무기의 구입·개발과 관련된 방위력개선비에도 불구하고 한국보다 적극적인 자체 미사일방어망과 정보감시정찰체계를 확보하였다. 동아시아내 미국의 주요 우방국인 일본은 한국 보다 최첨단의 미국의 전략자산을 배치하고 있음에도 불구하고 미국이 제공하는 핵우산과 주일미군의 첨단자산에 '유용한 중복자산(useful redundancy)'이라고 불릴 정도의 미사일방어망과 정보감시정찰체계에 대한 자체전력을 확보하였다. 한국의 국방비는 1990년대부터 2019년 현재까지 최소 3배까지 증가해왔고, 2018년에는 세계 국방비 지출 상위 10위를 기록하면서 미국 무기의 최대수입국으로 사우디아라비아와 호주 다음으로 상위 3위로 자리매김하였다. 2015년부터는 방위력개선비 부문에서 일본을 능가하였다. 이런 배경에서 한국이 북한이라는 비대칭 위협에도 불구하고 여전히 다른 동맹국들보다 자체전력증강에 제한적인 양상은 흥미롭지 않을 수 없다. 본 논문은 국가들의 전력증강(armament)이 외부위협과 환경이라는 독립변수가 어떻게 정책결정자들의 위협인식(threat perception)과 국내환경(domestic context)이라는 개입변수에 따라 변용된다고 주창한 신고전적 현실주의(neoclassical realism)를 적용하여 한국의 미사일방어망과 정보감시정찰체계 획득에 대한 포괄적인 국가교차(cross-national) 및 시계열(cross-temporal)의 비교연구를 하였다. 논문의 전반부분인 제3장에서는 한국을 미국의 주요 동맹국인 일본, 대만, 영국, 독일의 사례와 비교하여 한국의 케이스를 보다 객관화, 일반화하여 설명하고자 하였고, 후반부분인 제4장에서는 한국의 첫 진보정부였던 김대중 정부(1998-2003)부터 박근혜 보수정권(2013-2017)까지의 정권별 비교를 하여 한국이 소위 북한과 동맹에 대한 시각이 대립적인 진보-보수의 정권교체에도 불구하고 미사일방어망과 정보감시정찰체계라는 첨단자산 분야에는 동맹안주적인 자체전력증강이라는 지속성이 나타났다고 보여준다. 본 논문을 이와 같은 현상을 한국의 안일한 (complacent), 동맹안주적인(alliance-complacent) 전력증강이라고 명명한다. ; Despite North Korea's increasing asymmetric nuclear and ballistic missile capabilities, what explains South Korea's restraint in armaments in the ballistic missile defense (BMD) and intelligence, surveillance, and reconnaissance (ISR) capabilities? Unlike how the ability to detect, prevent, preempt, or at least 'hit-to-kill' incoming threats in advance have made both BMD and ISR highly interrelated and critical armaments in other US allies' response to asymmetric threats, South Korea has retained heavy reliance on the US's security provisions and stationing of advanced weapons system. While existing literatures lended little room for comprehensive comparative analysis, portraying South Korea's alliance-reliant defense system more or less rational, structural, and/or path-dependent continuity from the US's military presence and the ROK-US combined defense system – the distinctive attributes of the ROK-US alliance – this study finds that South Korea retains intriguing resilience in restraining autonomous defense capabilities in the BMD and ISR capabilities. Bringing neoclassical realism as major theoretical underpinnings, this study argues that South Korea's relative restraint in autonomous armaments in the BMD and ISR capabilities arises from policy leaders' accumulated state-strategies in reinforcing the alliance-reliance in the state-of-the-art weapons system. As North Korea's emergence as de facto nuclear power aggravated South Korea's reliance on asymmetric division of force structure with the US (alliance structure), the vacillating threat perception on North Korea and armament priorities in lower-cost offensive strike capabilities in both progressive and conservative regimes reinforced South Korea's confinement to alliance-reliant armaments in the BMD and ISR. Stripped to the essence, neoclassical realism is what Ira Katznelson, Barry R. Weingast (2005), and Park Cheol Hee (1998) would call a 'situated rationalist' approach to states' armaments, in which variation in states' arming becomes more conditional to how external threats become filtered through policy leaders' perception and their domestic contexts (Rose 1998; Schweller 2004; 2006; Taliaferro 2006). While systemic imperatives remain primary forces in driving states' arms build-up, states' armaments can be inflated and/or abated, 'situational' to policy leaders' perceived realities in neoclassical realism than in unilateral pursuit for power-maximization. Chapter III, in application of the theory, focuses on attenuating previous literatures' deterministic or exceptionalist inclination in constructing understanding on South Korea's armaments. Putting forth a cross-national framework to contextualize South Korean case among other US allies, including Japan, Taiwan, UK, and Germany, this study argues that while the structural forces arising from the level of asymmetric threats and alliance structure with the US are primary in shaping overall trajectories of the US allies' armaments in the BMD and ISR, variations under similar exogenous influences arise from how the policy leaders perceive and respond to the given asymmetric threats (policy leaders' threat perception) within their geopolitical context, and to the extent that they seek and mobilize resources for self-reliant or alliance-reliant armaments. In the latter half of the dissertation, Chapter IV, this study further elaborates on South Korea's 'accumulated' restraint or ambivalence from cross-regime comparisons on South Korea's armaments in the BMD and ISR capabilities. This study disconfirms the conventional view that the so-called "progressive-conservative split" among policy leaders has been at the heart of South Korea's limited armaments, particularly when it comes to the state-of-the-art BMD and ISR weapons system. While progressive regimes have been deemed more reconciliatory to North Korea and seek more autonomous policy towards armament and alliance-reliance, when conservatives were seen as more hardlined to North Korea, favorable to pro-alliance armaments as means for security, ideological divide mattered less when it came to the BMD and ISR capabilities. Although policy and ideological divergence have appeared to cause variations in the outset of each administration from President Kim Dae-jung to Park Geun-hye (1998-2017), both progressive and conservative regimes have recurred to alliance-reliance in the BMD and ISR under the existing division of labor under the ROK-US combined defense system. Although progressive regimes under Kim Dae-jung (1998-2003) and Roh Moo-hyun (2003-2008) administrations have taken more reconciliatory approach to North Korea's asymmetric threats and emphasis on self-reliance in armaments, the progressive regimes have been situationally induced, however "reluctant," to resume to alliance-reliant armaments in the BMD and ISR capabilities. When power transferred back to conservative regimes under Lee Myung-bak (2008-2013) and Park Geun-hye (2013-2017) administrations, North Korea's rapid increases in asymmetric threats have restored pro-alliance or alliance-reliant proclivity in armaments, reinforcing South Korea's restrained armament in autonomous BMD and ISR capabilities. Punctuated with economic crisis, ebb and flow in North Korea's asymmetric provocations, caught in between the increasingly contentious US-China rivalry in the region, continuity than change can be found in arming in the lower-cost, possibly homegrown, offensive missiles and conventional strike capabilities. Neither progressive and conservative governments have pursued armaments beyond the structural influences from asymmetric capability gap with North Korea and resilient asymmetric division of force structure with the US. 학위논문(석사)--서울대학교 대학원 :행정대학원 글로벌행정전공,2019. 8. 권혁주. ; Country Partnership Strategy (hereafter CPS) is a strategic framework for a donor country and an international aid agency regarding the overall official development assistance (hereafter ODA) policy toward priority partner countries. CPS typically includes core cooperation area, strategies in each area, and an implementation plan during a mid-and-long term and is written under the consultation with priority partner countries. CPS was created from international aid agencies in the 1990s and developed as a key ODA policy in the international ODA community, which includes international aid agencies and developed countries. Currently, CPS become one of the indicators which represents the quality of an ODA policy in certain countries. Korea was a recipient country after the Korean War in 1950. However, on the strength of the miraculous economic development, Korea started to provide ODA through establishing Economic Development Cooperation Fund (hereafter EDCF) in 1987 and Korea International Cooperation Agency (hereafter KOICA) in 1991. Korea was excluded from the list of recipient country of Organization for Economic Cooperation and Development (hereafter OECD) Development Assistance Committee (hereafter DAC), which is the international association of developed donor countries in 2000. In 2010, Korea became a member country of OECD DAC. As a late-runner of ODA, Korea actively learned about the ODA policy in international aid agencies and advanced donor countries to catch up with them. In this regard, Korea's policy process for the ODA policy is better explained by the influence of other countries rather than rational decision-making models. CPS is a typical example of the policy transfer. Although the need for CPS was started from the 2000s in Korea, a complete recognition of CPS were formulated after the recommendation of OECD DAC. Several documents about the decision-making process of the ODA policy in Korea provide evidence for such a process. Policy transfer theory, which refers to a process in which knowledge of policies in one institution is adopted by other institutions (Dolowitz & Marsh, 1996), is a theoretical tool that provides an effective frame to analyze this process. Policy transfer theory also provides affluent explanations about policy transfer cases. The representative study of policy transfer is Dolowitz & Marsh's research in 1996, which focuses on actors, motivations, objects, degrees, origins, and factors for succession and failure of the policy transfer. I analyzed the policy process of CPS in Korea from the perspective of policy transfer theory of Dolowitz & Marsh (1996). Since there are many preceding and follow-up studies regarding policy transfer, this study covers most of ideas of relevant researches, such as Bennett (1991a), Rose (1991), Dolowitz & Marsh (2000), Evans (2004), Fawcett & Marsh (2012), and Dolowitz (2017). Policy transfer of CPS in Korea was mainly initiated by the bureaucrats in OECD and Korean government. The motivation of policy transfer in the case of CPS in Korea seems to be a mixture of voluntary and coercive transfer. The objects of transfer were the concept, goals, processes, and contents. The degree of transfer was close to synthesis which is in the middle of copying and inspiration. Origins were advanced donor countries, including the United States., U.K, France, and Japan. Policy transfer of CPS seems to be successive in terms of process. However, it did not function sufficiently due to incomplete transfer. This analysis was conducted based on documents of Korean government, OECD, researches regarding CPS. Such documents provide plausible evidence of policy transfer in the formulation of CPS in Korea. This study confirms several implications regarding Korean ODA policy. First, the influence of international organization is significant in the formulation of ODA policy. In particular, OECD DAC regularly evaluates the ODA policy of each country, which makes each country respond to the document in a certain way in order to maintain its reputation. Second, the ODA policy in Korea is formulated in a relatively short period of time owing to the policy transfer, thus, such a formulation can cause an incomplete transfer or superficial adoption. Third, policy transfer does not result in an expected outcome. In order to achieve the effectiveness of the policy, continuous efforts should be made after the adoption of a new policy. This study has several limitations. There are not sufficient data available regarding CPS in Korea. The research of policy transfer depends on evidence which confirms the direct adoption of a certain idea, program, and institution. Most of documents which demonstrate the process of policy transfer are from OECD DAC and Korean government while academic researches on the formulation of CPS are scarce. Additionally, the following factors can weaken objectivity and explanatory power: the studies on CPS is concentrated a short period of time; experiences of the policy-makers are not reflected, and quantitative data has not been utilized. ; 국가별협력전략은 공여국이나 국제원조기관이 핵심적인 수원국들과 원조협력을 어떻게 해 나갈지에 관한 전략문서이다. 국가별협력전략은 보통 중점협력분야, 분야별 원조전략, 중장기 집행계획 및 평가계획을 포함하고 있으며 이러한 내용들은 수원국과의 협의를 통해 작성된다. 국가별협력전략은 국제원조기구에서 1990년대에 처음 소개되었으며, 점차 핵심적인 국제개발협력 정책으로 발전해왔다. 현재 국가별 협력전략은 국가들의 원조정책의 질을 평가하는 핵심적인 지표 중 하나가 되었다. 한편 한국은 1950년 한국전쟁 이후 수원국의 위치를 유지해왔으나, 이후 강력한 경제발전에 힘입어 대외경제협력기금과 한국국제 협력단 이라는 원조기구를 각각 1987년과 1991년에 창설하기에 이르렀다. 한국은 2000년에 선진원조공여국 모임인 경제협력개발기구 개발원조 위원회의 수원국 리스트에서 제외되었고, 2010년에는 선진원조공여국 모임의 일원이 되었다. 국제개발협력의 후발주자로서 한국은 국제원조 기구와 선진원조공여국의 정책들을 적극적으로 배우기 시작하였다. 이러한 맥락에서 한국 개발협력 정책의 많은 부분들이 전통적인 정책 형성모델보다는 외적 영향으로 형성되었다고 보는 것이 타당하다고 생각된다. 국가별협력전략은 외부의 정책을 채택한 전형적인 사례로 볼 수 있다. 비록 국가별협력전략에 대한 기본적인 문제의식은 2000년대 부터 있었으나 그 형태와 내용에 대한 완전한 인식은 경제협력개발기구 개발원조위원회의 권고 이후에 본격적으로 나타난다. 한국의 국제개발 협력 정책을 다루고 있는 다수의 문서들이 이러한 정책이전 과정의 증거를 제공하고 있다. 정책이전 이론은 한 제도의 정책에 관한 지식이나 사고가 다른 제도에 채택되는 과정을 의미한다. 이에 관한 이론은 관련된 정책과정을 설명하는 데 유용한 이론적 분석틀을 제공한다. 대표적인 연구는 돌로위츠와 마쉬가 1996년에 했던 연구이다. 이 연구는 정책행위자, 동기, 대상, 이전의 정도, 기원, 성공요인과 실패요인이라는 분석틀과 함께 정책이전의 다양한 특징들을 제시하고 있다. 본 논문은 한국의 국가별협력전략 정책을 돌로위츠와 마쉬의 연구에서 제시된 분석틀을 중심으로 분석하였다. 정책이전에 관해서 돌로위츠와 마쉬 이외에 많은 선행연구, 후행연구들이 있어 이들 연구들을 종합적으로 활용하였다. 베넷 (1991), 로즈 (1991), 돌로위츠와 마쉬 (2000), 에반스 (2004), 포셋과 마쉬 (2011), 돌로위츠 (2017) 등, 1990년대부터 비교적 최근의 연구까지 활용하였다. 한국의 국가별협력전략에서 주요 행위자는 경제협력개발기구 개발원조 위원회와 한국 정부의 관료들인 것으로 확인되었다. 정책이전의 동기는 강제적인 요소와 자발적인 요소가 복합적으로 작용한 것으로 보여진다. 정책이전의 대상은 개념, 목표, 중점협력분야와 협력과정 등을 포괄하는 전체적인 내용이다. 이전의 정도는 모방과 영감의 중간 단계인 혼합에 해당된다. 이전의 기원은 세계은행과 아시아개발은행 그리고 미국, 영국, 프랑스, 일본 등 선진원조공여국 들인 것으로 확인되었다. 국가별 협력전략에 관한 정책이전은 정책과정의 측면에서 성공적이었던 것으로 보인다. 하지만 불완전한 정책 이전으로 인해 기대했던 정책목적을 달성 하지는 못했던 것으로 보인다. 이러한 분석결과들은 기본적으로 정부와 경제개발협력기구의 정책문서, 국가별협력전략에 관한 연구보고서 등에서 나타난 단서들에 기반해서 합리적으로 도출된 것이다. 이 연구는 한국 공적개발원조 정책에 몇 가지 함의를 제공한다. 첫째, 국제기구가 공적개발원조 정책에 행사하는 영향력이 매우 크다는 것을 확인하였다. 특히 경제협력개발기구의 개발원조위원회는 회원국에 대해 주기적인 평가를 실시하는데 각 회원국은 자국 정책에 대한 인식을 긍정적으로 유지하기 위해 이에 상응하는 대응을 할 수밖에 없다. 둘째, 한국의 공적개발원조 정책은 정책이전에 힘입어 상대적으로 짧은 기간 내에 형성이 되었는데 이러한 과정은 불완전하거나 피상적인 정책의 이전으로 이어질 수 있다는 것을 보여주었다. 셋째로, 공적개발원조가 성공적으로 이루어지기 위해서는 제도의 수입 이후에 그 정착을 위한 노력이 충분히 뒷받침되어야 한다는 것이다. 제도의 수입은 그 자체로는 성공적인 결과를 보장해주지 않는다. 채택된 제도에 대한 지속적인 개선 과정을 통해 제도의 장점을 최대한 활용하려는 노력이 필요하다. 이 연구의 한계는 다음과 같다. 먼저 한국의 국가별협력전략에 관한 자료가 충분하지 않았다는 것인데 이는 정책이전 연구에서 상당히 중요한 제약요건이다. 정책이전 연구는 특정한 생각이나 프로그램, 제도가 채택되었다는 구체적인 증거를 기반으로 발전될 수 있는데, 그러한 증거가 부족할 경우 심화된 연구를 진행할 여지가 줄어들기 때문이다. 한국 정부에서 국가별협력전략을 주요 정책으로 도입하는 과정에서 단계별로, 그리고 참여자들 별로 어떤 논의들이 제기되었는지에 대한 세부 자료들이 없었다는 것은 아쉬운 점이다. 아울러 국가별협력 전략에 대한 연구가 특정 시기에 편중되어 있고, 인터뷰 등 서면 이외의 자료를 포함하지 못하였고, 양적 자료들을 활용하지 못한 점은 연구의 객관성이나 설득력 측면에서 미흡한 요소로 작용했다. ; Chapter 1. 학위논문(박사)--서울대학교 대학원 :보건대학원 환경보건학과,2020. 2. 윤충식. ; Ultrasonic humidifiers are commonly used in Korea because of cold and dry weather during winter and early spring, but there can be problems due to microbial growth in the humidifier reservoir. Humidifier disinfectants were widely used from 1994 to 2011 in Korea to prevent microbial contamination in ultrasonic humidifiers, but sales were then prohibited by the government following an outbreak of severe lung injury among humidifier disinfectant users. The main raw materials used for humidifier disinfectants were polyhexamethyleneguanidine (PHMG), oligo(2-(2-ethoxy)ethoxyethyl guanidine chloride (PGH), and methylchloroisothiazolinone/methylisothiazolinone (CMIT/MIT). Of these, PHMG phosphate (CAS No. 89697-78-9) was the most widely sold product, accounting for the overwhelming majority of fatalities. Therefore, this study aimed to identify the characteristics of PHMG in aqueous solution and investigate the behavior of airborne particles generated by the use of PHMG as a humidifier disinfectant; determine the difference in oligomer types and content between PHMG products and aerosols and estimate the airborne concentration of oligomers during humidifier use; and calculate the inhaled and deposited doses or fractions in the human lung using the ICRP and MPPD models for particles generated when a humidifier disinfectant containing PHMG was sprayed. First, three types of PHMG were selected (manufactured in Korea, USA, and China), with dynamic light scattering (DLS) used to determine their behavioral characteristics in aqueous solution. To determine the airborne behavioral characteristics, PHMG was diluted to obtain high (62.5–65 ppm) and low (6.25–6.5 ppm) concentrations, and then real-time monitoring instruments were used to measure the effect of using a diffusion dryer and thermodenuder for controlling moisture in a cleanroom. A polycarbonate filter sample was analyzed by field emission-scanning electron microscope (FE-SEM)-energy dispersive spectrometry to determine the particle morphology. The DLS intensity results for the three products showed a slightly right-shifted (~100 nm) bimodal distribution relative to the airborne particle size distribution. The size of the airborne PHMG particles increased during the spraying due to aggregation, with the particle size of aggregated particles confirmed by FE-SEM to be approximately ≥20 nm. As the PHMG concentration increased by 10 times, the airborne concentrations measured using a real-time monitoring instrument increased by 2–3 times for nanoparticles and 45–85 times for 1–10-μm particles during humidifier operation; however, 99% of the particles generated could be classified as PM1. Without ventilation, even after operating the humidifier, the PHMG particles could be airborne for approximately 2 h until the background concentration was reached. Therefore, we found that airborne behavior was affected by the PHMG concentration, but this did not vary according to product manufacturer. Second, LC-qToF was used to identify PHMG components in raw materials and airborne, and post-acquisition data processing was analyzed using UNIFI software. Samples in the air were diluted with the same conditions using three types of PHMGs to evaluate the behavioral characteristics (Chapter 2) at 8 h and had an impinger at 0.5 m and 1 m when the humidifier was sprayed. PHMG has been known to exist in the linear type (type A–C) and branched or cyclic type (type D–G). As a result of PHMG raw material analysis, various types existed, as shown in previous studies, among which the Oxy product was classified as type A–E, and BOC and Scunder products were classified as type A–E, except for type D. Additionally, the three products were composed of oligomers with 1–3 monomers, and compared to the linear type, dimer had the highest quantity in all products in type A and C. The linear structure in the Oxy product accounted for 90.6%, and Scunder and BOC products had linear structures of 78.6% and 75.8%, respectively. As the number of monomers increased (as the molecular weight increased), they were not detected at low concentrations. In a branched or cyclic structure, dimer of type E has the highest quantity in all products. In PHMG components of samples in the air, samples at 0.5 m showed a similar pattern with the component of raw materials, and dimers had the highest quantity in types A and C, and monomers in type B. However, high concentration samples collected at 1 m (65 ppm for Oxy product and 62.5 ppm and 125 ppm for Scunder and BOC products, respectively) were mainly detected for the low-molecular-weight compounds, such as monomer or dimer. Additionally, the concentration of the oligomer in air was estimated to be 35.89 µg/m3 at 6.5 ppm and 390.96 µg/m3 at 65 ppm for the Oxy product. Finally, based on data obtained in Chapter 2, inhaled and deposited doses were estimated using the ICRP and MPPD models. The ICRP model is widely used to evaluate the particle deposition in the respiratory tract for the general population and uses empirical equations based on experimental data, whereas the MPPD model is based on the ICRP model. Four types of scenarios were used in this study: adults and children and then daily and during sleep. Although the results of the two models varied due to differences in input parameters, the trend was similar. Infants and children tended to have similar or higher deposition doses and fractions than adults. Moreover, the areas of deposition were divided into the head airway, tracheobronchial, and alveolar regions. When the humidifier was sprayed, the highest number concentration was found at 15.4 nm, and the highest deposition fraction or dose by PM1 was noted in the pulmonary and head airways. Therefore, this study investigated the characteristics of raw materials of humidifier disinfectant containing PHMG sprayed in the air, and then estimated the inhaled and deposited dose in humans using the ICRP and MPPD models. Particles in raw materials of PHMG had a bimodal distribution in the region near 100 nm, and raw materials of PHMG consisted of oligomers in the linear type (type A–C). Characteristics of PHMG in the air were identified — most particles were PM1 and existed as aggregated single particles of approximately 20 nm in size. Aerosol had a high proportion of monomers, and the proportions of type C monomers were high at 1 m. Infants and young children showed high deposition doses or fractions in the ICRP and MPPD models. ; 겨울과 봄이 춥고 건조한 한국은 주로 초음파식 가습기를 많이 사용한다. 그러나 가습기 저장탱크 내 미생물 번식으로 인한 가습기 폐질환은 과거에 문제가 되어 왔기때문에 국내에서는 1994년부터 2011년까지 초음파 가습기의 미생물 오염을 막기 위하여 가습기 살균제를 사용해왔다. 하지만 2011년 가습기 살균제 사용자들에서 심각한 폐질환이 발생하여 현재는 정부에 의해 판매가 금지되었다. 가습기 살균제에 사용되는 주요 원료로는 polyhexamethyleneguanidine (PHMG), oligo(2-(2-ethoxy)ethoxyethyl guanidine chloride (PGH), methylchloroisothiazolinone /methylisothiazolinone (CMIT/MIT)가 있었고, 그 중 PHMG가 함유된 제품이 가장 많은 피해자가 발생하였다. 따라서 본 연구의 목적은 첫번째로 수용액에서의 PHMG 입자특성을 확인하고, 가습기 살균제로 사용된 PHMG의 공기 중 거동을 조사하는 것, 두번째로 고분자인 PHMG 제품과 공기 중 에어로졸에서 PHMG 단량체(oligomer) 유형과 함유량을 파악하고, 공기 중 노출 농도를 추정하는 것, 세번째로 공기 중 가습기 살균제 입자를 ICRP 모델을 이용하여 인체에 흡입노출 되었을 때 흡입량과 침착량을 추정하는 것이다. 먼저, 다양한 PHMG를 이용하여 실험하기 위해 제조사가 다른 PHMG (한국, 미국 및 중국에서 제조) 제품을 선택했다. 수용액에서의 거동 특성을 확인하기 위해 동적 광산란 장치(DLS)를 이용하였으며, 공기 중 특성은 PHMG를 희석하여 높은 농도 (62.5–65ppm)와 낮은 농도 (6.25–6.5ppm)로 희석한 후, 실시간 모니터링 장비(SMPS, OPS, PAS)로 측정하였다. 이때 클린룸 내 수분을 제어하기 위해 수분제어장치를(diffusion dryer, thermodenuder) 실시간 모니터링 장비에 장착하였다. 또한 공기 중 형태학적 입자특성을 확인하기 위하여 전자 현미경(FE-SEM-EDS)으로 분석하였다. DLS 결과는 공기 중 입자 분포에 비해 약간 오른쪽으로 치우친 (~ 100 nm) 이봉 분포(bimodal distribution)의 형태를 나타냈다. 전자현미경에 의해 확인 된 입자는 대략 20 nm 이상의 단일입자가 응집된 형태로 존재하였고, 공기 중에 분무되면서 PHMG 입자의 응집으로 크기가 증가된 것으로 추정된다. PHMG 원액 농도가 10 배 증가함에 따라, 실시간 모니터링 장비로 측정 한 공기 중 농도는 나노 입자의 경우 2–3 배, 1-10μm 입자의 경우 45–85 배 증가했다. 그러나 생성 된 입자의 99 %는 PM1이었다. 제조사에서 권장희석농도로(6.5 ppm) 가습기를 작동하고, 중단 한 이후에 환기를 하지 않는다면 배경 농도에 도달 할 때까지 PHMG 입자가 공기 중에 약 2 시간 존재할 수 있다. 따라서 PHMG 공기 중 거동특성은 제조업체가 다른 제품이라고 해서 크게 영향을 받지 않는 것으로 보인다. 두번째로, PHMG 구성 성분을 확인하기 위하여 LC-qToF를 이용하여 분석하였고, Unifi 프로그램을 이용하여 물질의 분자량과 구조를 고려하여 데이터 처리를 하였다. 가습기 분무 시 공기 중 샘플은 앞의 연구와 같은 조건으로 실험하였고, 샘플링은 임핀저를 이용하여 0.5 m와 1 m에서 8시간동안 채취하였다. PHMG 는 선형 타입(타입 A-C)과 가지 및 원형 타입 (타입 D-G)이 존재한다고 알려져 오고 있다. 원액분석결과 선행연구에서 알려진 것과 같이 다양한 타입이 존재하였고, 그 중 옥시 제품은 타입 A-E가 존재하였고, BOC와 Scunder 제품은 타입 A-E 중 타입 D를 제외하고 존재하였다. 또한 세 제품 구성성분 모두 단량체가 1-3개인 올리고머 수준으로 존재하였다. 공기 중에 분사된 PHMG 구성성분은 0.5 m 에서 채취된 샘플의 경우 원액구성성분과 유사한 패턴을 보였으나 농도가 낮거나 거리가 멀어지면(1 m) 주로 저분자인 단량체 (monomer, dimer)위주로 검출되었고, 주로 C 타입의 단량체인 monomer의 검출 비율이 높았다. 또한 공기 중 올리고머는 추정식을 이용하여 농도를 추정하였으며, 옥시제품의 권장희석배수인 200:1로 희석한 6.5 ppm에서 농도는 35.89 µg/m3 이었고, 65 ppm에서는 390.96 µg/m3 이었다. 마지막으로, 첫번째 연구인 실시간 기기로 측정한 공기 중 입자 농도 자료에 근거하여 인체 내 흡입 및 침착량을 ICRP 및 MPPD 흡입노출 모델을 사용하여 추정하였다. ICRP 모델은 일반 모집단의 폐에 침착되는 입자를 평가하는 데 널리 사용되며 실험 데이터를 기반한 실험식을 사용하며, 이것을 발전시켜 개발한 것인 MPPD 모델이다. 이 연구에서 4 가지 유형의 시나리오는 노출 집단은 성인과 어린이, 그리고 환경은 일상생활과 수면시의 조합으로 사용되었다. 입력변수의 차이로 인해 두 모델이 차이는 있으나, 성인이 어린이에 비해 침착량 및 및착분률이 유사하거나 높은 경향을 보인다. 침착량 산정시 기관지 내 침착부위는 3군데로 나뉘어 지는데, 머리기도, 기관지, 폐포 영역 각각의 노출량을 추정할 수 있다. 가습기가 분무 될 때, 15.4 nm에서 가장 높은 수농도의 침착량을 보였고, 질량농도에 의한 침착량은 두 모델 모두 폐포, 기관지, 머리기도 영역 순으로 높았다. 결론적으로, 본 연구는 가습기 살균제인 PHMG의 원액과 공기 중으로 분무 시 입자 특성을 확인 한 후 ICRP 모델을 이용하여 인체 호흡기 내 흡입 및 침착량을 추정하였다. PHMG 원액 입자는 100 nm 근처의 영역에서 이봉 분포를 보였고, 주 성분은 주로 선형 유형의 올리고머로 구성되었다(타입 A-C). 공기 중 PHMG의 특성은 대부분의 입자가 PM1이고 약 20-100 nm의 단일 입자가 응집 되어 존재하는 것으로 확인되었다. 공기 중 PHMG 에어로졸의 성분은 주로 올리고머 비율이 높았고, 0.5 m에서 측정된 샘플은 원액의 구성성분과 유사했으나 1 m에서 측정된 샘플은 단량체 중 타입 C가 높은 비율을 차지하였다. 따라서 공기 중 입자의 대부분은 저분자인 단량체(주로 monomer, dimer 등)가 나노입자로 응집되어 있는 형태로 존재한다. Studies have been conducted in Incheon, one of the cities experiencing both city-wide growth and the decline of the inner city. Paper 1_ Housing abandonment in shrinking cities of East Asia: Case study in Incheon, South Korea Despite growing signs of urban shrinkage in countries such as Korea, Japan and China, few studies have examined the generalizable pattern of urban shrinkage and its relationship to the characteristics of housing abandonment in the East Asian context. This study explores five major paths that may explain the emergence of vacant houses in declining inner-city areas, based on empirical observations in the city of Incheon, South Korea. The paths are: (1) strong government-led new built-up area development plans (pull factor for population movement); (2) delay and cancellation of indiscriminate redevelopment projects (push factor for population movement); (3) initial poor development and concentration of substandard houses; (4) aging of the elderly population; and (5) the outflow of infrastructure and services. These paths, also found in Japan or China, are expected to be combined in a local context, leading to more serious housing abandonment. This study suggests that it is important to take appropriate countermeasures based on the identification of the paths causing vacant houses. Paper 2_ Planned inequality of the locational pattern of housing abandonment in shrinking inner-city areas of Incheon, South Korea Housing abandonment is one of the most distinctive features of urban shrinkage associated with depopulation and a loss of neighborhood attractiveness. Previous studies investigated the scale and the process of housing abandonment in the former industrialized cities in the United States and Europe. Yet very little was known about the characteristics of housing abandonment in cities that have experienced rapid urbanization in terms of spatial unevenness. In the study, based on a unique parcel-level dataset of vacant houses in Incheon, South Korea, the firth's logistic regression analysis revealed that the building and parcel, urban neighborhood, economic, and socio-demographic determinants might explain the spatially selective occurrence of housing abandonment at intra-urban level. The results indicated that older, smaller, and inaccessible residential buildings developed with lower quality during the rapid urbanization period were more vulnerable to abandonment. The failure of indiscriminately planned redevelopment projects under the growth-oriented policies contributed to housing abandonment in concentrated areas. With the devastation of manufacturing and commercial areas due to the out-migration of households to the new suburbs, socially unsustainable environments, such as the concentration of elderly and less-educated people in the inner city, were significantly associated with the emergence of abandoned houses. Paper 3_ Perceptions of abandonment: Analyzing subjective perception on vacant houses using the photo-elicitation method Vacant houses have been regarded, in terms of the broken windows theory, as one of the signs of neighborhood disorder inducing prevalent violent crimes. Previous studies, mostly in the fields of public health and criminology, have indicated that vacant houses not only pose a threat to the physical health of residents but also deteriorate their mental health. However, little is known about the residents' experiences and interpretations of vacant houses in declining neighborhoods. In this study, the perceptions of vacant houses in shrinking inner-city neighborhoods of Incheon, South Korea, were analyzed utilizing the semi-structured questionnaire and photo-elicitation methods. The surveyed residents expressed that they had been suffering from persistent daily life problems, not from the issues caused by the simple presence of vacant houses. The survey revealed that the residents' degree of understanding and responsibility for neighborhoods and the level of experiences of and information on vacant houses affected subjective perceptions of vacant houses. Additionally, the photo-elicitation method involving both resident and non-resident groups revealed that the fear of vacant houses arose not only from the visible presence of abandonment but also from invisible wrongdoers or outsiders. The perception of how abandonment is managed also determined their feelings and responses toward vacant houses. The results suggest that suitable vacant house management and usage measures in shrinking cities should be provided for the remaining residents with pieces of broken windows. Paper 4_ The causes and characteristics of housing abandonment in an inner-city neighborhood: Focused on the Sungui-dong area, Nam-gu, Incheon The study aims to analyze the causes and characteristics of housing abandonment at a micro level and to draw the implications for urban design in the declining inner-city neighborhoods of Sungui-dong, Nam-gu, Incheon. This study created a theoretical frame explaining the mechanism between urban shrinkage and housing abandonment, and identified the spatial distribution pattern, characteristics, and causality of housing abandonment, applying qualitative methods. 80 vacant houses in Sungui-dong were distributed intensively in the four clusters. The results indicated that the different physical conditions of each cluster acted as driving forces influencing the pattern of housing abandonment. The clusters with poor physical environments, such as narrow streets and small parcels, attracted redevelopment's cancellation and spatial concentration of socially-vulnerable populations, leading to the proliferation of vacant houses. The maintenance of public areas surrounding vacant houses played a decisive role in the occurrence of additional decline and the formation of stigmatized neighborhood images. Additionally, residents perceived the seriousness of housing abandonment differently depending on their residence locations and social characteristics. Further studies could aim to conduct an in-depth analysis of the urban spatial characteristics of housing abandonment, prepare public domain management plans, and identify residents' awareness and 이해되어 왔다. 도시쇠퇴의 가장 심각하고 명백한 공간적 발현으로는 주택 포기, 즉 빈집을 꼽을 수 있다. 빈집은 도시쇠퇴와의 하향적 악순환의 관계 안에서, 물리적 환경의 악화, 지역 활력도의 저하, 부동산 가치의 감소, 관리비용의 증가 등을 통해 추가적인 쇠퇴를 유도한다. 빈집은 건물 자체로는 쇠퇴도시의 황폐화된 건조환경을 나타내지만, 넓게는 분포패턴을 2010년의 약 80만 채 대비 59.3%가 증가한 수치였다. 한국 정부는 빈집 발생을 심각한 사회현상으로 인지함에 따라, 2017년에 「빈집 및 소규모주택 정비에 관한 특례법」을 제정하였다. 그런데 한국 쇠퇴도시 내 빈집현상에 대한 포괄적 논의의 필요성과 체계적 대책마련의 시급성에도 불구하고, 지금까지 대부분의 관련 연구들은 미국 또는 유럽의 사례들 그리고 그들의 시각에 초점을 맞춰왔다. 또한 지금까지 추진된 빈집 관련 정책 및 사업들은 단기적이고 일시적인 대책들을 제시하는 것을 우선시 해왔다. 이에 본 논문은 도시쇠퇴의 시기, 속도, 양상에 있어 서구와는 구별되는 징후들을 드러내는 동아시아 국가들, 그 중에서도 특히 한국 인천에서의 실증적 관찰을 기반으로 경로, 원인, 특성, 영향력, 주민인식을 포함한 빈집의 역학에 대해 분석하고자 했다. 결과적으로, 다음의 네 개의 연구를 통해 쇠퇴도시 내 악순환의 고리를 끊고, 빈집을 바람직하게 관리·활용하며, 남아있는 주민들의 삶의 질을 개선하기 위한 토대를 마련하고자 했다. 첫 번째 연구는 아직까지 동아시아 맥락에서 도시쇠퇴의 일반화 가능한 패턴과 이것의 빈집 발생의 특성과의 관계에 대해 조사한 연구는 거의 없다는 점에 착안하여, 한국 인천에서의 경험적 관찰을 기반으로 쇠퇴하는 구시가지에서 빈집 발생의 원인 및 양상을 설명하는 다섯 가지 주요 경로들을 분석하고자 했다. 먼저는 도시쇠퇴의 구조적 문제에 부정적으로 영향을 준 두 개의 정치경제적 측면의 경로들로, 각각 강력한 정부 주도의 신시가지 개발 및 공공기관의 이전 그리고 구시가지에서 무차별적으로 시행된 정비사업의 지연 및 취소에 해당되었다. 빈집 발생과 관련된 신시가지와 구시가지 사이의 인구이동에 있어 전자는 유인요인, 후자는 배출요인으로 작용하였으며, 특히 후자는 빈집 클러스터를 야기하는 역할을 하였다. 세 번째 경로는 압축 성장 하의 급격한 도시화의 기간 동안 불충분한 기반시설을 바탕으로 개발된 열악한 건물들과 이들의 가속화된 노후화와 관련되었다. 네 번째 경로는 급격한 사회구조의 변화 및 심각한 고령화 현상에서 비롯되었으며, 유지관리의 부족으로 황폐화된 건조환경에 취약계층이 집중됨에 따라 공간적 불균형이 고착화되고 새로운 인구의 유입을 저해하였다. 마지막 경로는 낙인 찍힌 지역에서 기반시설, 서비스, 젊은 인구층의 유출로 인해 남아있는 주민들의 삶의 질이 저하되고 빈집 발생의 악순환이 지속됨을 드러내었다. 각각의 경로들은 지역적 맥락에서 서로 밀접하게 관계를 맺고 동시에 그 영향력 행사함으로써, 보다 극심한 빈집 문제를 초래할 것으로 예상되었다. 더불어 동아시아적 관점에서, 이와 같은 경로들은 국가주도의 도시개발을 통한 고도경제성장을 경험한 일본과 중국에서도 유사하게 발견됨과 동시에, 도시계획 관련 법 및 정책, 도시개발의 시기 및 방식에 따라 그 양상의 차이를 보임을 확인할 수 있었다. 본 연구의 다섯 가지 경로들에 대한 탐색은 빈집의 주요 원인에 따라 발생 특성이 상이하기에, 적절한 빈집 관리 방안의 마련과 추후 급증에 대한 예방을 위해서는 빈집 발생의 주요 경로들과 그들의 상호관계를 이해하는 것이 중요함을 시사하였다. 두 번째 연구는 필지 수준의 데이터를 기반으로 퍼스(firth)의 로지스틱 회귀분석을 활용하여 짧은 시간 내에 도시화 및 경제성장을 경험한 지역에서 빈집 발생이 공간적 불균형의 측면에서 어떤 특성을 지니는지에 대해 분석하고자 했다. 2017년 기준으로, 연구 대상지인 인천 구시가지에는 인천 전체 빈집의 3/4에 해당하는 약 1,600여 채의 빈집이 위치했으며, 건물 및 필지, 도시근린, 경제적, 인구사회적 측면의 결정요인들이 빈집의 공간선택적인 발생 패턴을 설명할 수 있을 것이라 예상되었다. 분석결과에 따르면, 급속한 도시화의 시기에 저품질로 개발된 보다 오래되고, 규모가 작고, 접근성이 떨어지는 주거용 건물들이 빈집으로의 전환에 더 취약했다. 성장 지향적 정책 하에서 무차별적으로 계획된 정비사업의 실패는 빈집 밀집지역을 초래했으며, 실제 구시가지 빈집의 약 64%가 정비구역에 위치했다. 제조업의 영세화와 상업지역의 황폐화는 지역 경제활동과 커뮤니티의 활력을 약화시킴으로써, 인구유출에 기반한 빈집 발생을 촉진시켰다. 더불어, 구시가지로의 노인 및 저학력 인구의 집중과 같은 사회적으로 지속 불가능한 환경의 조성은 근린의 낙인 찍힌 이미지를 형성함과 동시에, 고학력의 젊은 인구층의 이탈을 통한 빈집 출현에 기여했다. 본 연구는 앞선 분석결과를 기반으로 도시설계 및 계획의 관점에서 더욱 심도 있게 논의되어야 할 세 가지 이슈를 제시하였다. 첫째, 뚜렷한 공간적 불균형이 도시 내, 구시가지 내, 근린 내, 심지어 도시블록 규모와 같이 점점 더 작은 공간단위에서 발현되고 있다는 것이다. 둘째, 구시가지 내에서 지연되거나 취소된 정비사업 구역이 빈집 밀집지역의 온상이 되고 있다는 것이다. 셋째, 이미 잘 알려진 경제적 불평등 및 이와 관련된 주거지 분리에 더해, 왜곡된 인구구조가 사회적 지속가능성을 위협하는 공간적 양극화를 심화시키고 있다는 것이다. 세 번째 연구는 지속적·점진적인 쇠퇴를 경험하는 도시에서 도시설계 및 계획의 렌즈를 통해 빈집에 대한 주민들의 경험 및 해석에 대해 탐색한 연구는 거의 없다는 점에 착안하여, 설문조사 및 사진유도기법(photo-elicitation)을 활용하여 인천 남구의 쇠퇴하는 구시가지 근린에서 빈집에 대한 인식을 분석하고자 했다. 지금까지 빈집은 주로 공중보건 및 범죄학의 분야에서 깨진 유리창 이론의 관점을 통해, 폭력범죄의 만연을 유도하는 근린 무질서의 징후들 중 하나로 간주되어 왔다. 하지만 본 연구는 무질서에서 범죄로의 전환 가능성, 무질서가 발생하는 지역의 주요 인구사회학적 및 건조환경의 특성을 검토함으로써, 이 이론을 한국의 쇠퇴도시에서 재맥락화 하고자 했다. 연구의 첫 번째 단계에서는 인천 남구의 93명의 주민들을 대상으로 빈집 인식과 관련된 설문조사를 진행하였다. 빈집에 대한 인식은 신체적 및 정신적 건강, 행동적 대응, 공동체 활동에의 참여의 세 가지 측면을 통해 확인되었으며, 인구사회학적 특성, 개인적인 경험, 공동체 상호작용과 관련된 요인들이 인식의 이질성을 형성하는 데 관여했다. 두 번째 단계에서는 인천 남구 숭의동의 주민 10명과 비주민 10명을 대상으로 사진유도조사를 실시함으로써, 총 13장의 빈집 사진에 대해 두 집단이 두려움을 느끼는 정도와 이유에 대해 비교하였다. 연구결과는 쇠퇴도시 내 빈집들을 효율적으로 관리하고 남아있는 주민들의 삶의 질을 개선하기 위해 다음의 네 가지 이슈들을 제시하였다. 첫째, 주민들은 지속적인 쇠퇴를 경험하는 구시가지 근린에서 강력범죄보다는 고착화된 빈집들에서 기인한 쓰레기, 먼지, 악취 등의 일상생활의 문제들로부터 끈질기게 영향을 받아왔다. 둘째, 근린에 대한 이해 및 책임의 정도, 빈집에 대한 경험 및 정보의 수준이 빈집에 대한 주민인식에 있어 차이를 형성했다. 셋째, 단순히 빈집의 존재가 아닌, 건조환경 측면에서 관리의 유무를 암시하는 물리적 요소들이 빈집에 대한 감정 및 대응을 결정지었다. 넷째, 빈집에 대한 두려움의 감정은 가시적인 건조환경뿐만 아니라 비가시적인 사회적 환경에서도 기인했다. 네 번째 연구는 빈집의 체계적인 관리 및 활용을 위해서는 도시근린과 같은 미시적 공간 차원에서의 빈집 발생 메커니즘에 대한 파악이 필수적이라는 점을 바탕으로, 쇠퇴현상을 겪고 있는 인천 남구 숭의동 내 근린, 특히 빈집 클러스터를 중심으로 빈집 발생의 원인 및 특성을 분석하고자 했다. 정성적인 연구 방법론을 활용하여 도시쇠퇴와 빈집 사이의 반복 및 누적되는 악순환의 고리를 드러내는 메커니즘을 이론적 틀로 정리한 후, 빈집의 분포 현황 및 특성, 그리고 인과관계를 탐색하였다. 남구의 공가현황 자료 및 현장답사를 기반으로, 숭의동에는 약 80여 채의 빈집이 4개의 클러스터에 집중 분포되어 있는 것을 확인하였다. 각 클러스터의 서로 다른 건축적·도시공간적 특성들이 빈집 발생 양상의 차이를 만들어내는 요인으로 작용하고 있었다. 클러스터 1은 열악한 물리적 환경으로 인해 재개발 취소의 영향력이 심화된 공간적 집중과 가로변 건물들의 개보수로 인해 상대적 쇠퇴가 심화된 구역이었으며, 클러스터 4는 열악한 기반시설 및 대규모 기피시설이 빈집 발생을 유도한 구역이었다. 연구결과에 따르면, 폐쇄적 블록, 협소한 가로, 소규모 필지 등의 열악한 물리적 환경이 재정비촉진지구의 해제, 사회취약계층의 공간적 집중 등과 결합됨에 따라 빈집현상의 심화 및 확산으로 Studies have been conducted in Incheon, one of the cities experiencing both city-wide growth and the decline of the inner city. Paper 1_ Housing abandonment in shrinking cities of East Asia: Case study in Incheon, South Korea Despite growing signs of urban shrinkage in countries such as Korea, Japan and China, few studies have examined the generalizable pattern of urban shrinkage and its relationship to the characteristics of housing abandonment in the East Asian context. This study explores five major paths that may explain the emergence of vacant houses in declining inner-city areas, based on empirical observations in the city of Incheon, South Korea. The paths are: (1) strong government-led new built-up area development plans (pull factor for population movement); (2) delay and cancellation of indiscriminate redevelopment projects (push factor for population movement); (3) initial poor development and concentration of substandard houses; (4) aging of the elderly population; and (5) the outflow of infrastructure and services. These paths, also found in Japan or China, are expected to be combined in a local context, leading to more serious housing abandonment. This study suggests that it is important to take appropriate countermeasures based on the identification of the paths causing vacant houses. Paper 2_ Planned inequality of the locational pattern of housing abandonment in shrinking inner-city areas of Incheon, South Korea Housing abandonment is one of the most distinctive features of urban shrinkage associated with depopulation and a loss of neighborhood attractiveness. Previous studies investigated the scale and the process of housing abandonment in the former industrialized cities in the United States and Europe. Yet very little was known about the characteristics of housing abandonment in cities that have experienced rapid urbanization in terms of spatial unevenness. In the study, based on a unique parcel-level dataset of vacant houses in Incheon, South Korea, the firth's logistic regression analysis revealed that the building and parcel, urban neighborhood, economic, and socio-demographic determinants might explain the spatially selective occurrence of housing abandonment at intra-urban level. The results indicated that older, smaller, and inaccessible residential buildings developed with lower quality during the rapid urbanization period were more vulnerable to abandonment. The failure of indiscriminately planned redevelopment projects under the growth-oriented policies contributed to housing abandonment in concentrated areas. With the devastation of manufacturing and commercial areas due to the out-migration of households to the new suburbs, socially unsustainable environments, such as the concentration of elderly and less-educated people in the inner city, were significantly associated with the emergence of abandoned houses. Paper 3_ Perceptions of abandonment: Analyzing subjective perception on vacant houses using the photo-elicitation method Vacant houses have been regarded, in terms of the broken windows theory, as one of the signs of neighborhood disorder inducing prevalent violent crimes. Previous studies, mostly in the fields of public health and criminology, have indicated that vacant houses not only pose a threat to the physical health of residents but also deteriorate their mental health. However, little is known about the residents' experiences and interpretations of vacant houses in declining neighborhoods. In this study, the perceptions of vacant houses in shrinking inner-city neighborhoods of Incheon, South Korea, were analyzed utilizing the semi-structured questionnaire and photo-elicitation methods. The surveyed residents expressed that they had been suffering from persistent daily life problems, not from the issues caused by the simple presence of vacant houses. The survey revealed that the residents' degree of understanding and responsibility for neighborhoods and the level of experiences of and information on vacant houses affected subjective perceptions of vacant houses. Additionally, the photo-elicitation method involving both resident and non-resident groups revealed that the fear of vacant houses arose not only from the visible presence of abandonment but also from invisible wrongdoers or outsiders. The perception of how abandonment is managed also determined their feelings and responses toward vacant houses. The results suggest that suitable vacant house management and usage measures in shrinking cities should be provided for the remaining residents with pieces of broken windows. Paper 4_ The causes and characteristics of housing abandonment in an inner-city neighborhood: Focused on the Sungui-dong area, Nam-gu, Incheon The study aims to analyze the causes and characteristics of housing abandonment at a micro level and to draw the implications for urban design in the declining inner-city neighborhoods of Sungui-dong, Nam-gu, Incheon. This study created a theoretical frame explaining the mechanism between urban shrinkage and housing abandonment, and identified the spatial distribution pattern, characteristics, and causality of housing abandonment, applying qualitative methods. 80 vacant houses in Sungui-dong were distributed intensively in the four clusters. The results indicated that the different physical conditions of each cluster acted as driving forces influencing the pattern of housing abandonment. The clusters with poor physical environments, such as narrow streets and small parcels, attracted redevelopment's cancellation and spatial concentration of socially-vulnerable populations, leading to the proliferation of vacant houses. The maintenance of public areas surrounding vacant houses played a decisive role in the occurrence of additional decline and the formation of stigmatized neighborhood images. Additionally, residents perceived the seriousness of housing abandonment differently depending on their residence locations and social characteristics. Further studies could aim to conduct an in-depth analysis of the urban spatial characteristics of housing abandonment, prepare public domain management plans, and identify residents' awareness and 2010년의 약 80만 채 대비 59.3%가 증가한 수치였다. 한국 정부는 빈집 발생을 심각한 사회현상으로 인지함에 따라, 2017년에 「빈집 및 소규모주택 정비에 관한 특례법」을 제정하였다. 그런데 한국 쇠퇴도시 내 빈집현상에 대한 포괄적 논의의 필요성과 체계적 대책마련의 시급성에도 불구하고, 지금까지 대부분의 관련 연구들은 미국 또는 유럽의 사례들 그리고 그들의 시각에 초점을 맞춰왔다. 또한 지금까지 추진된 빈집 관련 정책 및 사업들은 단기적이고 일시적인 대책들을 제시하는 것을 우선시 해왔다. 이에 본 논문은 도시쇠퇴의 시기, 속도, 양상에 있어 서구와는 구별되는 징후들을 드러내는 동아시아 국가들, 그 중에서도 특히 한국 인천에서의 실증적 관찰을 기반으로 경로, 원인, 특성, 영향력, 주민인식을 포함한 빈집의 역학에 대해 분석하고자 했다. 결과적으로, 다음의 네 개의 연구를 통해 쇠퇴도시 내 악순환의 고리를 끊고, 빈집을 바람직하게 관리·활용하며, 남아있는 주민들의 삶의 질을 개선하기 위한 토대를 마련하고자 했다. 첫 번째 연구는 아직까지 동아시아 맥락에서 도시쇠퇴의 일반화 가능한 패턴과 이것의 빈집 발생의 특성과의 관계에 대해 조사한 연구는 거의 정비사업의 지연 및 취소에 해당되었다. 빈집 발생과 관련된 신시가지와 구시가지 사이의 인구이동에 있어 전자는 유인요인, 후자는 배출요인으로 작용하였으며, 특히 후자는 빈집 클러스터를 야기하는 역할을 하였다. 세 번째 경로는 압축 성장 하의 급격한 도시화의 기간 동안 불충분한 기반시설을 바탕으로 개발된 열악한 건물들과 이들의 가속화된 노후화와 관련되었다. 네 번째 경로는 급격한 사회구조의 변화 및 심각한 고령화 현상에서 비롯되었으며, 유지관리의 부족으로 황폐화된 건조환경에 취약계층이 집중됨에 따라 공간적 불균형이 고착화되고 새로운 인구의 유입을 저해하였다. 마지막 경로는 낙인 찍힌 지역에서 기반시설, 서비스, 젊은 인구층의 유출로 인해 남아있는 주민들의 삶의 질이 저하되고 빈집 발생의 악순환이 지속됨을 드러내었다. 각각의 경로들은 지역적 맥락에서 서로 밀접하게 관계를 맺고 동시에 그 영향력 행사함으로써, 보다 극심한 빈집 문제를 초래할 것으로 예상되었다. 더불어 동아시아적 관점에서, 이와 같은 경로들은 국가주도의 도시개발을 통한 고도경제성장을 경험한 일본과 중국에서도 유사하게 발견됨과 동시에, 도시계획 관련 법 및 정책, 도시개발의 시기 및 방식에 따라 그 양상의 차이를 보임을 확인할 수 있었다. 본 연구의 다섯 가지 경로들에 대한 탐색은 빈집의 주요 원인에 따라 발생 특성이 상이하기에, 적절한 빈집 관리 방안의 마련과 추후 급증에 대한 예방을 위해서는 빈집 발생의 주요 경로들과 그들의 상호관계를 이해하는 것이 중요함을 시사하였다. 두 번째 연구는 필지 수준의 데이터를 기반으로 퍼스(firth)의 로지스틱 회귀분석을 활용하여 짧은 시간 내에 도시화 및 경제성장을 경험한 지역에서 빈집 발생이 공간적 불균형의 측면에서 어떤 특성을 지니는지에 대해 분석하고자 했다. 2017년 기준으로, 연구 대상지인 인천 구시가지에는 인천 전체 빈집의 3/4에 해당하는 약 1,600여 채의 빈집이 위치했으며, 건물 및 필지, 도시근린, 경제적, 인구사회적 측면의 결정요인들이 빈집의 공간선택적인 발생 패턴을 설명할 수 있을 것이라 예상되었다. 분석결과에 따르면, 급속한 도시화의 시기에 저품질로 개발된 보다 오래되고, 규모가 작고, 접근성이 떨어지는 주거용 건물들이 빈집으로의 전환에 더 취약했다. 성장 지향적 정책 하에서 무차별적으로 계획된 정비사업의 실패는 빈집 밀집지역을 초래했으며, 실제 구시가지 빈집의 약 64%가 정비구역에 위치했다. 제조업의 영세화와 상업지역의 황폐화는 지역 경제활동과 커뮤니티의 활력을 약화시킴으로써, 인구유출에 기반한 빈집 발생을 촉진시켰다. 더불어, 구시가지로의 노인 및 저학력 인구의 집중과 같은 사회적으로 지속 불가능한 환경의 조성은 근린의 낙인 찍힌 이미지를 형성함과 동시에, 고학력의 젊은 인구층의 이탈을 통한 빈집 출현에 기여했다. 본 연구는 앞선 분석결과를 기반으로 도시설계 및 계획의 관점에서 더욱 심도 있게 논의되어야 할 세 가지 이슈를 제시하였다. 첫째, 뚜렷한 공간적 불균형이 도시 내, 구시가지 내, 근린 내, 심지어 도시블록 규모와 같이 점점 더 작은 공간단위에서 발현되고 있다는 것이다. 둘째, 구시가지 내에서 지연되거나 취소된 정비사업 구역이 빈집 밀집지역의 온상이 되고 있다는 것이다. 셋째, 이미 잘 알려진 경제적 불평등 및 이와 관련된 주거지 분리에 더해, 왜곡된 인구구조가 사회적 지속가능성을 위협하는 공간적 양극화를 심화시키고 있다는 것이다. 세 번째 연구는 지속적·점진적인 쇠퇴를 경험하는 도시에서 도시설계 및 계획의 렌즈를 통해 빈집에 대한 주민들의 경험 및 해석에 대해 탐색한 연구는 거의 없다는 점에 착안하여, 설문조사 및 사진유도기법(photo-elicitation)을 활용하여 인천 남구의 쇠퇴하는 구시가지 근린에서 빈집에 대한 인식을 분석하고자 했다. 지금까지 빈집은 주로 공중보건 및 범죄학의 분야에서 깨진 유리창 이론의 관점을 통해, 폭력범죄의 만연을 유도하는 근린 무질서의 징후들 중 하나로 간주되어 왔다. 하지만 본 연구는 무질서에서 범죄로의 전환 가능성, 무질서가 발생하는 지역의 주요 인구사회학적 및 건조환경의 특성을 검토함으로써, 이 이론을 한국의 쇠퇴도시에서 재맥락화 하고자 했다. 연구의 첫 번째 단계에서는 인천 남구의 93명의 주민들을 대상으로 빈집 인식과 관련된 설문조사를 진행하였다. 빈집에 대한 인식은 신체적 및 정신적 건강, 행동적 대응, 공동체 활동에의 참여의 세 가지 측면을 통해 확인되었으며, 인구사회학적 특성, 개인적인 경험, 공동체 상호작용과 관련된 요인들이 인식의 이질성을 형성하는 데 관여했다. 두 번째 단계에서는 인천 남구 숭의동의 주민 10명과 비주민 10명을 대상으로 사진유도조사를 실시함으로써, 총 13장의 빈집 사진에 대해 두 집단이 두려움을 느끼는 정도와 이유에 대해 비교하였다. 연구결과는 쇠퇴도시 내 빈집들을 효율적으로 관리하고 남아있는 주민들의 삶의 질을 개선하기 위해 다음의 네 가지 이슈들을 제시하였다. 첫째, 주민들은 지속적인 쇠퇴를 경험하는 구시가지 근린에서 강력범죄보다는 고착화된 빈집들에서 기인한 쓰레기, 먼지, 악취 등의 일상생활의 문제들로부터 끈질기게 영향을 받아왔다. 둘째, 근린에 대한 이해 및 책임의 정도, 빈집에 대한 경험 및 정보의 수준이 빈집에 대한 주민인식에 있어 차이를 형성했다. 셋째, 단순히 빈집의 존재가 아닌, 건조환경 측면에서 관리의 유무를 암시하는 물리적 요소들이 빈집에 대한 감정 및 대응을 결정지었다. 넷째, 빈집에 대한 두려움의 감정은 가시적인 건조환경뿐만 아니라 비가시적인 사회적 환경에서도 기인했다. 네 번째 연구는 빈집의 체계적인 관리 및 활용을 위해서는 도시근린과 같은 미시적 공간 차원에서의 This paper analyzes the transfer and spread of laparoscopy in Korea in the 1970–80s and its impact on Korean society from a historical perspective. It raises three questions: first, what was the reason that laparoscopy was introduced and spread in Korea, even though other contraceptive technologies were already in use? Second, what was the impact of laparoscopy on the Family Planning Program in Korea? Third, what subsequent effect did laparoscopy have on obstetricians in Korea? To clarify these points, this study examines government documents, NGO reports, and medical research papers produced in Korea and the United States of America (USA). There were three main reasons due to which laparoscopy was introduced and spread in Korea. Firstly, it was the necessity and the possibility of new contraceptive technology. The limitations of existing contraceptive technology led to the need for tubal sterilization. Intrauterine devices and oral contraceptives caused many side effects due to defects in the technology itself and baseless target amount; additionally, they were a substantial economic burden due to their long-term costs. Vasectomy and artificial abortion were suggested as alternatives, but the limitations were obvious; vasectomy could not overcome the psychological resistance among males, while artificial abortion was vulnerable to the ethical condemnation of sacrificing life. As intrauterine devices, oral contraceptives, vasectomy, and artificial abortion exposed several limitations, tubal sterilization, which had not been discussed as an alternative, began to emerge as a viable method. The Hospital Family Planning Program and the introduction of laparoscopy realized and expanded the possibilities of tubal sterilization, which until the early 1970s had been a difficult surgery, only available at hospital-level institutions. This constraint was resolved with the implementation of the Hospital Family Planning Program in response to the rise of the urban population problem. As hospitals, concentrated in cities, emerged as new centers of family planning, the technological limitations blocking the spread of tubal sterilization were naturally solved; further, laparoscopic surgery, introduced in the mid-1970s, expanded possibilities of tubal sterilization. With the introduction of laparoscopy, tubal sterilization changed from a complicated surgery requiring hospital-level institutions to a simple surgery available at clinic-level institutions. With both necessity and possibility in place, tubal sterilization became a key means of the Family Planning Program. The second reason is that laparoscopy met the interests of the governments and medical professionals of both the USA and Korea. In the late 1960s, the governments of both countries sought new means to replace the existing contraceptive technologies. As mentioned above, intrauterine devices and oral contraceptives caused frequent side effects and were quite expensive. Under these circumstances, laparoscopy emerged as a groundbreaking technology for popularizing tubal sterilization, decreasing the difficulty of the operation and increasing its safety. Although the problem of its high initial cost remained, a single surgery could have a permanent contraceptive effect, thus, it seemed to be an economical option. For both governments, laparoscopy was an excellent technical solution to overcome the technological and economic limitations of existing contraceptive technologies. Laparoscopy also met the interests of medical practitioners in both countries. Obstetricians in developed countries, leading the development and diffusion of contraceptive technology, were able to secure huge amounts of clinical cases through worldwide population control projects. Proving the effectiveness of new medical technologies required a sufficient number of cases; however, this was not an easy task in developed countries, where population problems were not prominent. The solution was the 'extension of the operating room.' If the surgical procedure could be standardized and the results could be reported in a systemized format, cases could be collected easily from various countries. Medical professionals in Korea also saw their benefits. Based on the network between Korea and the USA through the standardization of laparoscopic surgery, obstetricians in the former country received technology transfer and exerted authority as experienced surgeons. Behind the Johns Hopkins Program for International Education in Gynecology and Obstetrics lay the overlapping interests of the governments and medical professionals of both countries. Lastly, laparoscopy was technically improved to suit the situation of developing countries. When first used for tubal sterilization, laparoscopy was not an appropriate technique to be used in developing countries as it was neither safe nor cheap. Laparoscopic surgeries sometimes caused complications, such as perforation of the small intestine; furthermore, in developing countries, where medical personnel and facilities were scarce, such complications could threaten the lives of the patients. The lack of safety was a major flaw preventing the spread of laparoscopic sterilization, as it could not be implemented at the expense of people's lives. The complexity and low economic efficiency of laparoscopy were also problematic. Although it was simple and inexpensive compared to open surgery, it was still complex and too expensive to be widely used in developing countries. To solve these problems, public and private organizations such as the United States Agency for International Development and the Ford Foundation, and several medical professionals dove into the improvement of laparoscopy; consequently, laparoscopy became affordable and safe enough for developing countries. With three conditions in place, the necessity and the possibility for tubal sterilization, overlapping of the interests in technology transfer, and technological improvement to suit the environment of the developing countries, laparoscopy could be transferred and spread rapidly. After laparoscopy was introduced in Korea, laparoscopic tubal sterilization quickly matched other contraceptive techniques and finally outpaced them in the early 1980s. The second and third questions correspond to the influence of laparoscopy on Korean society. Regarding the impact on the Family Planning Program, laparoscopy solidified and deepened the male-dominant gender order. The Family Planning Program had always targeted women. It was the result of the consensus of the two major powers, namely, government officials and doctors; most government officials viewed family planning as the job of a 'housewife,' and doctors also focused mostly on female contraception. It is no exaggeration to state that the Family Planning Program was a project to spread female contraceptive technologies. The budget was focused on the dissemination of intrauterine devices and oral contraceptives rather than vasectomy; in turn, it became evidence proving the effectiveness of targeting women, fixing them the subject of the program. Laparoscopy consolidated this flow. The side effects of intrauterine devices and oral contraceptives, ironically, could resolve gender inequality in family planning strategies. As the sustainability of the program became uncertain, a group of bureaucrats and doctors who had shifted all responsibility to women began to reorient the plan toward vasectomy. With the introduction of laparoscopy, however, the plan focused on women again. As laparoscopy popularized tubal sterilization, political will toward vasectomy decreased accordingly. In the circular logic by which the availability of technology determined the direction of the policy, and such policy proved the value of technology, women became the set target of the Family Planning Program, and laparoscopy became a driving force to maintain this vicious circle. The same was true for the initiative of the Family Planning Program. The program was designed and implemented by male doctors and policy-makers from the beginning. The women's birth control movement, which existed until the end of the 1950s, came to an end with the military coup. The military regime excluded female organizations from the program, and the international organizations represented by the International Planned Parenthood Federation focused on population control projects under the order of Cold War rather than women's right to control childbirth according to their will. Given the change of circumstances, the initiative of the plan was transferred to a group of male doctors who had acquired knowledge of preventive medicine, population theory, and had become proficient in English by studying abroad; they emerged as a point of contact between the international order and Korea. Furthermore, they took over key posts in the public and private sectors. The introduction of laparoscopy strengthened the male dominance of the program. In the 1960s, although a group of male doctors led the plan's design and supervision, it was the women who were tasked with its implementation in the field. Family planning agents were in charge of inserting the intrauterine devices and providing guidance on the usage of oral contraceptives as well as promoting and enlightening the program. The situation changed with the popularization of laparoscopic tubal sterilization. As the program was reorganized to focus on laparoscopic surgery, the role of female agents was reduced to promoting the new technology, while obstetricians—predominantly male—emerged as the main actors intervening in women's bodies. Thus, laparoscopy was a technology that reproduced and reinforced gender inequality in terms of the plan's targets and initiatives. Laparoscopy also had an impact on the Korean obstetrician community. In short, it was the basis of technological catch-up. Elite obstetricians in Korea who joined the international trends of obstetrics continued to face new technologies, such as surgical microscopes used for microsurgery (e.g., tubal reanastomosis) and in vitro fertilization (IVF). Encouraged by the introduction of laparoscopy, obstetricians in Korea once again tried to keep up with the trends in global obstetrics and attained some success. This was because laparoscopy created the necessity and the possibility of technological catch-up. The popularization of laparoscopic tubal sterilization meant an increase in the demand to restore fertility. Although the proportion of those who wanted reversal surgery was not significantly high, the absolute number was not small because sterilization was performed on hundreds of thousands of people every year. This resulted in the demand for tubal reanastomosis and IVF. Laparoscopy created the possibility of introducing new reproductive technologies also. Microscopic tubal reversal was transferred to Korea through the same network by which laparoscopic tubal sterilization had been introduced. The main agents of technical education and financial support, and the operation of the training programs, were identical. The case of IVF was slightly different. In the case of IVF, universities and laboratories were competing to achieve success first. In this competitive structure, nobody wanted to disclose their technology; therefore, it was not easy for medical professionals of developing countries to go abroad to learn new skills. However, the human network established during the introduction of laparoscopy enabled many Korean obstetricians to seek training overseas, thereby introducing IVF technology to Korea. In conclusion, laparoscopy was developed and spread through the unique social structures of the time, whilst reproducing and strengthening them at the same time. First, in the political order of the Cold War, laparoscopy was rediscovered and improved as a means of intervening in the population of developing countries and then became the basis for the continuation of population control projects. Second, in the patriarchal setup of Korea, laparoscopy was introduced through the Family Planning Program assuming women as the main target of the program; further, the spread of laparoscopic sterilization circularly strengthened this assumption and the dominance of male doctors. Finally, in the context of the aspirations to high technologies of medical professionals in Korea, laparoscopy could defeat competing technologies and spread quickly; moreover, it functioned as a basis for technological catch-up. In short, laparoscopy was a technology that mediated and reinforced the multilayered structures of the Cold War, gender politics, and technological aspirations. 이 논문은 1970년대와 1980년대 한국에서 복강경 기술이 도입되고 확산하는 과정과 그것이 한국 사회에 미친 영향을 역사적으로 분석하였다. 문제의식은 다음의 세 가지였다. 첫 번째, 이미 다른 피임 기술이 보급되어 있던 상황에서, 복강경 기술이 한국으로 도입되고 확산할 수 있었던 까닭은 무엇인가. 두 번째, 이렇게 도입되고 확산한 복강경 기술은 한국 가족계획 사업에 어떤 영향을 주었는가. 세 번째, 복강경 기술은 이후 한국의 산부인과학계에 어떠한 영향을 주었는가. 이를 밝히기 위해 1970년대와 1980년대 당시 한국과 미국에서 생산된 여러 정부 문건과 비정부기구 보고서, 의학 연구 논문 등을 살펴보았으며, 그러한 탐구의 결과 다음과 같은 결론을 내릴 수 있었다. 먼저 복강경 기술이 한국으로 도입되고 확산할 수 있었던 이유는 크게 세 가지였다. 첫 번째는 난관 불임 수술이라는 새로운 피임 기술의 필요성과 가능성이 갖추어졌기 때문이다. 1970년대에 들어서면서 기존에 사용되던 자궁내장치와 경구피임약, 정관 불임 수술 등의 방법은 기술 자체의 결함과 근거 없는 목표량 설정에 따른 잦은 부작용, 심리적 저항 등의 한계를 노출했다. 이에 따라 많은 의학자와 인구학자는 난관 불임 수술이라는 대안 기술에 주목했다. 물론 난관 불임 수술은 수술실과 입원실이라는 물적 조건을 갖춘 병원에서만 시행 가능한 까다로운 기술이었다. 하지만 한국의 경우 도시 가족계획 사업의 시행으로 병원이 사업의 새로운 중심으로 부상하고, 여기에 1970년대 중반에 도입된 복강경이 수술의 물적 조건을 완화하면서, 이러한 한계는 상당 부분 극복될 수 있었다. 두 번째는 복강경 기술이 미국과 한국 양국 정부와 의학자의 이해관계에 고루 부합하였기 때문이다. 기존의 피임 기술이 한계를 노출하는 상황 속에서, 미국 정부와 한국 정부는 복강경 난관 불임 수술을 시행함으로써 인구 조절 사업을 통한 자유 진영의 수호와 경제 개발 계획을 지속할 수 있었다. 복강경 기술은 양국 의학자의 이해에도 합치하였다. 피임 기술의 개발과 확산을 주도하던 선진국의 여러 의학자는 수술법을 표준화하여 보급하고 규격화된 양식으로 결과를 보고받는 '수술실의 확장'을 통해 막대한 양의 임상례를 확보할 수 있었다. 한국의 의학자 역시 복강경 수술의 표준화로 이어진 양국의 연결망을 바탕으로 선진국의 기술을 이전받는 동시에, 다량의 임상례를 생산하는 자로서의 권위를 누릴 수 있었다. 마지막은 복강경이 개발도상국의 상황에 맞게 개량되었기 때문이다. 난관 불임 수술에 사용되기 시작한 초기만 해도, 복강경은 개발도상국의 환경에 적합한 기술이 아니었다. 복강경은 기대만큼 안전하지도, 기대만큼 저렴하지도 못했다. 이를 해결하기 위하여, 국제개발처와 포드 재단 등의 관민 기관과 여러 의학자가 복강경의 개량에 뛰어들었다. 복잡한 부품은 간단한 부품으로 교체되었고, 위험한 방식은 안전한 방식으로 대체되었다. 이렇게 난관 불임 수술의 필요성과 가능성이 갖추어지고, 기술 이전을 향한 이해관계가 중첩되는 동시에, 이전 대상국의 환경에 따라 복강경이 개량됨에 따라, 복강경은 급속도로 이전되고 확산할 수 있었다. 한국에 복강경 기술이 이전된 이후 복강경을 이용한 난관 불임 수술은 다른 피임 기술을 빠르게 추격하였고, 마침내 1980년대 초반에 이르러 수위(首位)를 차지했다. 두 번째와 세 번째 문제의식은 복강경 기술이 한국 사회에 미친 영향에 해당한다. 먼저 가족계획 사업에 끼친 영향이다. 요컨대 복강경은 남성으로 치우친 사업의 젠더 질서를 고착화하고 심화하였다. 복강경은 사업의 대상을 여성으로 고정하는 결과를 가져왔다. 사업을 주도하던 양대 세력인 정부 관료와 의사 집단은 사업의 초기부터 줄곧 여성을 대상으로 삼았다. 자궁내장치와 경구피임약의 확산이 정체하면서 정관 불임 수술이 대안으로 떠올랐지만, 복강경의 도입과 함께 사업은 다시 여성으로 집중되었다. 사업의 주도권 역시 마찬가지였다. 남성 의사 집단이 사업의 설계와 감독을 주도하였지만, 복강경이 도입되기 전까지만 해도 현장에서의 실행만큼은 여성의 몫이었다. 그러나 사업이 복강경을 중심으로 재편되며 여성 요원의 역할은 새로운 기술을 홍보하고 안내하는 수준으로 축소되었고, 남성이 다수이던 산부인과 의사가 여성의 신체에 개입하는 주요 행위자가 되었다. 이렇게 복강경은 사업의 대상과 주도권의 측면에서, 젠더 불평등을 재생산하고 확대하였다. 다음은 복강경 기술이 한국 산부인과학계에 미친 영향이다. 복강경을 계기로 산부인과학의 국제적 조류에 합류한 한국의 엘리트 산부인과 의사는 계속해서 수술 현미경이나 체외수정과 같은 새로운 기술을 도입하였다. 이는 복강경이 기술 추격의 필요성과 가능성을 만들어낸 결과였다. 먼저 복강경은 신기술이 도입되어야 할 필요성을 창출했다. 복강경의 확산에 따른 난관 불임 수술의 보급은 다시 생식능력을 복원하려는 수요의 성장으로 이어졌다. 복강경은 새로운 기술이 도입되는 가능성이기도 했다. 현미경을 이용한 난관 복원 수술은 복강경 난관 불임 수술을 도입하던 연결망을 통해 한국으로 이전되었고, 체외 수정 역시 복강경 기술의 이전 과정에서 생성된 인적 연결망을 바탕으로 도입될 수 있었다. 이처럼 복강경은 당대의 고유한 사회 구조를 매개로 만들어지고 퍼져 나갔고, 동시에 이러한 구조를 재생산하고 강화하였다. 먼저 오래된 기술인 복강경은 냉전의 정치 상황 속에서 개발도상국의 인구에 개입하는 수단으로 재조명되며 비로소 개량될 수 있었고, 이렇게 개량되어 보급됨으로써 다시 인구 조절 사업을 이어나가는 바탕이 되었다. 또한 남성으로 치우친 한국의 젠더 질서 속에서 복강경은 여성을 사업의 주요 대상으로 상정하는 사업 기조를 매개로 한국에 도입되어, 다시금 여성을 사업의 대상으로 고정하는 동시에, 남성 의사의 주도권을 강화하기도 했다. 마지막으로 복강경은 선진국을 향한 여러 엘리트 의학자의 열망에 힘입어 빠르게 이전되고 확산하였으며, 이는 이후 수술 현미경과 체외수정 기술을 추격하는 기반으로 작동하였다. 요컨대 복강경은 냉전과 젠더 불평등, 그리고 선진 기술을 향한 선망이라는 당대의 구조를 매개하고 강화하는 기술이었다. ; open ; 박사

학위논문(박사)--서울대학교 대학원 :공과대학 기계항공공학부,2020. 2. 송한호. ; 전세계적으로 지구 온난화 문제를 야기하는 온실가스 배출을 줄이기 위한 다양한 규제가 시행되고 있다. 그 중에서도 도로 수송 분야에서는 연비 규제나 온실가스 규제를 통해 온실가스 배출량을 감축시키고자 한다. 이러한 규제의 특징은 전기 주행 모드의 자동차에 대해 배기구에서 발생하는 온실가스 배출량을 0으로 산정하며, 이에 더불어 추가적인 인센티브를 부여한다는 점이다. 그런데 전기자동차가 차량 주행 시 온실가스를 배출하지 않지만, 차량 주행을 위해 필요한 전기를 얻기 위한 과정에서 온실가스가 발생한다. 그리고 이러한 상류 과정의 온실가스를 무시한 채 전기 주행 모드의 온실가스 배출량을 0으로 산정하는 것에 대해 여러 논의가 이루어지고 있다. 특히 최근 들어 이러한 논의는 더욱 구체화되고 있다. 특히 일본의 새로운 연비 규제에서 연료 생산 단계의 효율을 이용하여 보정한 자동차 연비를 사용할 것이라고 발표하였다. 이에 따라 우리나라에서도 연비 규제와 온실가스 규제에 전과정 분석 결과를 적용하는 것에 대해 그 영향을 예측하고 평가할 필요가 있다. 이처럼 연료의 생산 과정, 특히 전기의 상류 과정에 대한 고려의 필요성이 이슈화되는 것에는 크게 두 가지 이유가 있다. 첫 째는 미래에 전기자동차의 수요가 증가함에 따라 전기의 수요가 증가할 것이기 때문이다. 둘 째는 전기 생산 과정의 온실가스 배출량은 발전원의 종류에 따라 달라지기 때문이다. 이러한 상황에서 전과정 분석은 다양한 연료와 자동차의 친환경성을 정량적으로 평가하기 위한 도구로 사용될 수 있다. Well-to-wheel (WTW) 분석은 자동차 연료의 생애 전과정 분석을 의미하며, 원유 산지(Well)부터 자동차 주행 과정 (Wheel)에 이르기까지 전체 과정을 나타낸다. 전기차의 전과정에는 자동차 주행 과정과 발전 과정, 그리고 발전 원료의 생산 과정이 포함되어 있으며, 공정한 비교를 위하여 내연기관 자동차도 전기차와 마찬가지로 휘발유, 디젤 등의 연료 생산에 관한 모든 과정이 포함된다. 본 연구에서는 자동차 연료의 전과정 온실가스 배출량 값을 바탕으로 규제하는 전과정 온실가스 규제를 제시하고, 새로운 규제가 자동차 시장과 이해관계자들에게 미치는 영향에 대하여 평가하였다. 또한 자동차 전과정 온실가스 규제를 통해 국가의 에너지 정책이 자동차 정책과 연계될 수 있음을 보였다. 본 연구의 연구 순서는 다음과 같다. 먼저 우리나라의 자동차 연료에 대한 전과정 분석을 수행하고, 미래의 전과정 온실가스 배출량을 예측하였다. 다음으로 전과정 규제의 온실가스 배출량 규제치와 범칙금을 설정하고, 행위자 기반 모형을 바탕으로 정부와 소비자, 자동차 제작사 간의 상호 영향을 예측할 수 있는 모델을 설계하였다. 이를 통해서 얻은 자동차 시장 예측 모델을 이용하여 자동차 제작사가 제품의 가격을 어떻게 설정할 것인지 소비자는 어떠한 제품을 구매할 것인지를 예측할 수 있다. 마지막으로 전과정 분석 결과와 자동차 시장 예측 모델에 전과정 온실가스 규제를 적용하여 나타나는 사회적 현상에 대해 분석하였다. 본 연구의 분석 범위는 2030년의 준중형차 시장을 가정하였다. 이에 따라 2030년의 연간 준중형 자동차 판매량은 50만 대로 추산하였다. 준중형차 시장의 주 소비자는 가격에 민감하며, 준중형차는 전기 자동차의 기술을 적용하기 용이한 특징이 있다. 또한 본 분석의 자동차 시장에는 휘발유 내연기관 자동차, 휘발유 하이브리드 자동차, 휘발유 플러그인 자동차와 주행가능거리 200 마일의 전기자동차만 있다고 가정하였다. 자동차 온실가스 전과정 분석은 원료 추출 단계부터 자동차에 주유 또는 충전하기까지의 과정을 의미하는 Well-to-Tank (WTT) 과정과 자동차 주행 과정을 의미하는 Tank-to-Wheel(TTW) 과정으로 나뉜다. 분석을 위해 미국 아르곤 국가 연구소의 전과정 분석 프로그램을 이용하였으며, 한국의 실정에 맞도록 입력데이터와 연료 생산 경로를 모두 수정하여, 한국에서 사용하는 연료에 대한 전과정 분석 결과를 얻었다. 2030년의 전과정 분석 결과를 얻기 위해 가장 중요한 요소는 미래의 연비와 발전 믹스이다. 여러 기관의 미래 예측 결과에 따르면 내연기관 자동차의 연비 향상율은 전기 자동차의 전비 향상율보다 높을 것으로 예상하고 있다. 또한 우리 나라의 2030년 전력 수급계획은 원자력 발전량의 감축과 신재생 에너지 발전량의 증축이 핵심 목표이다. 2030년의 전과정 분석 결과는 다음과 같다. 휘발유 자동차, 하이브리드 자동차, 플러그인 하이브리드 자동차, 전기자동차에 대해 먼저 자동차 주행 과정에서 배출되는 온실가스는 각각 138.7, 94.6, 13.2, 0 g-CO2-eq./km 순으로 나타난다. 전과정 온실가스 배출량은 4가지 자동차에 대해 160.9, 109.9, 89.3, 85.0 g-CO2-eq./km 순으로 계산되었다. 휘발유 자동차와 전기 자동차의 주행과정의 온실가스 배출량 차이는 138.7 g-CO2-eq./km이지만, 전과정 온실가스 배출량 차이는 75.9 g-CO2-eq./km 이며, 두 차종 사이의 간극이 좁혀지는 것을 확인할 수 있다. 또한 온실가스 배출량을 전과정적으로 계산하였을 때, 하이브리드 자동차와 플러그인 하이브리드 자동차의 온실가스 배출량 차이가 크게 감소하였다. 다음으로 행위자 기반 모형을 이용하여 2030년의 자동차 시장을 예측하는 모델을 설계하였다. 행위자 기반 모형은 사회경제적 환경 속에서 서로 영향을 주고 받는 행위자들의 의사 결정을 예측하는 것에 사용되는 분석 기법이다. 본 연구에서는 자동차 시장에 연관된 행위자로 정부와 소비자, 자동차 제작사를 선정하였다. 먼저 우리나라의 자동차 온실가스 규제를 살펴보면 2020년의 규제치까지 발표되었으며, 2030년에 대해서는 발표된 바 없다. 따라서 동일 선상의 비교를 위하여 다음과 같은 가정을 통해 정부의 2030년 온실가스 규제의 규제치와 범칙금 요율을 결정하였다. 기존의 규제 방법에 따른 온실가스 규제의 규제치는 62.2 g/km이며, 전과정 온실가스 규제의 규제치는 109.2 g/km이다. 온실가스 규제치를 달성하지 못할 경우에 대한 범칙금 요율은 현행 법의 2022년 이후 시행안을 참고하여 1 g/km 초과 시 5 만원으로 설정하였다. 소비자와 자동차 제작사는 각각 자동차 구매에 따른 효용과 자동차 판매에 의한 순이익을 높이기 위한 의사결정을 한다. 소비자는 자동차의 가격과 연비, 주유비, 충전시간, 총주행거리 등을 고려하여 효용을 판단하며 제품의 효용이 높을수록 구매 확률이 높아진다. 4가지 자동차에 대한 소비자의 구매 확률은 자동차의 판매율과 같다고 가정하였다. 자동차 제작사의 판매 순이익은 판매가와 생산 단가, 규제 비용, 연구 및 생산 시설 비용에 따라 결정된다. 이 중에서 자동차의 판매가를 결정할 때에는 가격이 올라갈수록 판매 이익이 증가하지만 소비자의 이탈이 일어나 판매율이 감소할 수 있다. 소비자와 자동차 제작사 간의 상호 영향에 따라 최적의 제품 가격과 이에 따른 자동차 시장의 점유율을 계산하는 모델을 작성하였다. 이를 통해 얻은 2030년 준중형 자동차 판매 비율은 기존의 온실가스 규제가 적용된다고 가정하였을 때, 내연기관 27.7%, 하이브리드 29.3%, 플러그인 하이브리드 10.4%, 전기차 32.6%이다. 마지막으로 온실가스 규제에 전과정 배출량을 적용하여 시중의 자동차에 대한 규제를 시행할 때 나타나게 될 영향에 대해 분석하였다. 연료 생산 단계의 온실가스 배출량에 의한 영향을 효과적으로 관찰하기 위하여 해당 영향이 두드러지게 나타나는 전기 발전 과정에 대해 집중하여 살펴보았다. 발전 원료의 생산 과정과 발전, 송배전 효율을 모두 포함한 전기의 전과정 온실가스 배출량은 2030년의 전력 수급계획을 기준으로 562 g/kWh이다. 전기의 전과정 온실가스 배출량이 0부터 1068 g/kWh까지 변화할 때, 차종에 따른 온실가스 배출량과 이로 인한 자동차 시장의 제품 가격과 판매율, 소비자의 총 소유 비용, 정부의 총 수입이 어떻게 달라지는지 평가하였다. 주행 과정에서 주로 전기를 사용하는 플러그인 하이브리드 자동차와 전기 자동차는 발전단의 전과정 온실가스 배출량 변화에 큰 영향을 받게 된다. 전기의 전과정 온실가스 배출량이 700 g/kWh에 이르면 전기차의 전과정 온실가스 배출량은 하이브리드 자동차와 비슷해진다. 또한 석탄 100%의 전력 믹스에서 전기차의 온실가스 배출량은 휘발유 자동차의 전과정 온실가스 배출량과 같다. 기존의 온실가스 규제에서 자동차 주행 단계의 온실가스 배출량에 대해서만 평가하였을 때에는 발전 믹스가 달라지더라도 자동차에서 배출되는 온실가스에는 전혀 영향이 없다. 이러한 차이는 자동차의 제품 가격에 영향을 미치게 된다. 자동차 제품 가격에는 규제 비용이 포함되어 있기 때문에, 온실가스 배출량이 높을수록 범칙금으로 인해 가격이 높아지며, 온실가스 배출량이 낮을수록 탄소 배출권 거래제에 따른 보상으로 제품 가격이 낮아진다. 이는 전과정 온실가스 규제에서 발전 믹스의 변화에 따라 전기차의 가격이 달라질 수 있음을 의미한다. 발전단의 온실가스 배출량이 작을수록 전기차의 가격이 더 낮아져, 시장 점유율이 높아질 것이며, 발전단의 온실가스 배출량이 커지면 전기차의 가격이 상승하면서 시장 점유율이 낮아지게 된다. 즉, 전과정 온실가스 규제에서는 연료의 생산 과정의 온실가스 배출량 변화가 자동차 시장의 점유율에 영향을 미치는 것을 의미한다. 새로운 전과정 온실가스 규제에서 준중형 자동차 시장의 판매 비율은 내연기관 25.4~37.2%, 하이브리드 자동차 28.3~41.5%, 플러그인 하이브리드 자동차 11.1~5.8%, 전기차 35.2~15.5%로 나타났다. 각 판매율의 범위는 전기의 전과정 배출량이 0 g/kWh일 때부터 1068 g/kWh일 때까지를 의미한다. 이러한 자동차 시장의 변화가 소비자와 정부, 온실가스 배출량에 미치는 영향을 분석하여 새로운 규제가 미치게 될 영향에 대해 평가하였다. 소비자의 총 소유 비용은 자동차 구입 가격과 소유 기간동안의 주유비, 유지비용, 보험 등을 포함하는 값이다. 2030년에 자동차를 구매한 소비자 1명의 총 소유비용은 기존의 온실가스 규제에서 평균 4750만 원이며, 전과정 온실가스 규제에서는 4550~4800 만 원으로 나타났다. 자동차 판매에 따른 정부의 순 수입은 유류세 세입과 온실가스 범칙금으로 인한 세입의 합에 전기차 충전시설 건설에 따른 제한 비용으로 나타내었다. 2030년에 자동차 50만 대를 판매했을 때, 1년 간 정부의 총 수입은 기존의 온실가스 규제에서 평균 1조 6000억 원이며, 전과정 온실가스 규제에서는 1조 3700억~3조 3700억 원으로 나타났다. 자동차의 온실가스 배출량은 평균 전과정 온실가스 배출량으로 나타내었다. 이는 2030년에 판매된 자동차가 주행 과정에서 배출하는 온실가스 외에도 생산, 발전, 수입, 수송 단계에서 배출하는 모든 온실가스 배출량을 합산함으로써 국가 전체의 온실가스 감축 목표에 얼마나 영향을 미치는지에 대한 지표로써 활용할 수 있다. 기존의 온실가스 규제에서 42.8% 점유율을 차지하는 플러그인 자동차와 전기자동차의 온실가스 배출량이 발전 믹스의 변화에 따라 달라지기 때문에, 평균 온실가스 배출량 또한 78.2~145.6 g-CO2-eq./km로 변화한다. 그런데 전과정 온실가스 규제에서는 플러그인 차와 전기차의 온실가스 배출량 변화와 더불어, 자동차의 점유율이 함께 변하기 때문에 평균 온실가스 배출량은 73.7~139.6 g-CO2-eq./km로 변화하게 된다. 이를 통해 전과정 온실가스 규제에서 발전단의 온실가스 배출량이 감소하면 전기차의 점유율이 증가하여 온실가스 감축 효과를 증폭시키며, 발전단의 온실가스 배출량이 증가하면 전기차의 점유율이 줄어들면서 온실가스 배출량이 증가하는 것을 상쇄시키는 효과가 나타나는 것을 확인하였다. 이는 자동차 연료의 생산 과정에서의 온실가스 배출량이 달라짐에 따라 자동차 시장이 유동적으로 반응하는 전과정 온실가스 규제의 장점을 드러낸다. ; Various regulations are in place around the world to reduce greenhouse gas emissions that cause global warming problems. In the road transportation sector, greenhouse gas emissions are to be reduced through fuel economy standard or greenhouse gas standard. The characteristic of this regulation is that the emission of greenhouse gas emissions from the exhaust port is zero for vehicles in electric driving mode, and additional incentives are provided. However, the electric vehicle does not emit GHG while driving the vehicle, but greenhouse gas is generated in the process of obtaining electricity required for driving the vehicle. Besides, various discussions have been made on estimating GHG emissions in the electric driving mode as 0, ignoring the upstream greenhouse gases. Especially in recent years such discussions have become more specific. In particular, Japan's new fuel economy standards announced that it would use vehicle fuel economy corrected using the Well-to-Tank efficiency of the fuel production stage. Accordingly, in Korea, it is necessary to predict and evaluate the effects of applying life cycle analysis results on fuel economy regulation and greenhouse gas regulation. There are two main reasons why the consideration of the fuel production process, especially upstream of electricity, is needed. First, the demand for electricity will increase as demand for electric vehicles increases in the future. Second, greenhouse gas emissions during the electricity production process are depending on the type of power generation. In this situation, life cycle analysis can be used as a tool to quantitatively evaluate the environmental friendliness of various fuels and vehicles. Well-to-wheel (WTW) analysis refers to the life cycle analysis of automotive fuels and represents the life cycle process, from oil production to the vehicle operation. The life cycle process of the electric vehicle includes the vehicle driving process, the power generation process, and the production process of power generation raw materials. For the sake of a fair comparison, the internal combustion engine car includes all related fuel production processes such as gasoline and diesel, just like electric vehicles. In this study, I proposed the life-cycle GHG regulation regulated based on the life-cycle GHG emission value of automobile fuel and evaluated the effect of the new GHG standards on the vehicle market and stakeholders. It also showed that the national energy policy could be linked to the automobile policy through Well-to-wheel standards. The research order of this study is as follows. First, a life cycle analysis of automobile fuels in Korea was performed, and future life cycle greenhouse gas emissions were predicted. Next, the GHG emission regulations and penalties for life cycle regulation were established, and a model was designed to predict the mutual influence between the government, consumers, and automobile manufacturers based on the actor-based model. Using this model, the vehicle market prediction model can be used to predict how a car manufacturer will set a price for a product and what product a consumer will buy. Third, I analyzed the social phenomena that apply life cycle GHG regulations to the life cycle analysis results and automobile market prediction model. The automotive GHG life cycle analysis is divided into the well-to-tank (WTT) process, which means the process from raw material extraction to refueling or filling the car, and the tank-to-wheel (TTW) process, which means the car driving process. For gasoline cars, hybrid cars, plug-in hybrid cars, and electric cars, the GHGs emitted during the TTW process are 138.7, 94.6, 13.2, and 0 g-CO2-eq./km, respectively. The WTW GHG emissions were calculated for four vehicles in the order of 160.9, 109.9, 89.3, 85.0 g-CO2-eq./km. The difference in TTW GHG emissions between gasoline vehicle and electric vehicle is 138.7 g-CO2-eq./km, but the difference in WTW GHG emissions is 75.9 g-CO2-eq./km. Next, I used an agent-based model to design a model that predicts the automotive market for 2030. An agent-based model is an analytical technique used to predict decision-making of actors that influence and influence each other in socio-economic environments. In this study, the government, consumers, and automobile manufacturers were selected as agents involved in the vehicle market. The goal of the GHG emission regulation is set by comprehensively considering the national GHG reduction target, the potential reduction in the transport sector, and the manufacturers' interests. The GHG standard in Korea has announced its targets by 2020, and no future targets have been announced. Therefore, the average TTW and WTW emissions are inferred from the goal of alternative vehicle supply in Korea in 2030. The target value of original GHG standards is 62.2 g / km, and the target value of proposed GHG standards is 109.2 g / km. Penalty rates for failure to achieve GHG regulations were set at 50,000 won when exceeding 1 g/km. Consumers and manufacturers make decisions to increase the utility of car purchases and the net profit from car sales, respectively. Consumers determine their utility in consideration of the price, fuel economy, fueling cost, charging time, and total driving distance of their vehicles. The automaker's net profit is determined by retail prices, production costs, regulatory costs, and research and production facility costs. The vehicle market prediction model was designed to calculate the optimal product price and the market share according to the mutual influence between consumers and manufacturers. Third, I analyzed the impact that would occur when implementing GHG standards on the vehicle market by applying WTW emissions to GHG regulation. In order to effectively observe the effects of greenhouse gas emissions during the fuel production phase, I have focused on the electricity generation process in which the impact is prominent. Assessing how life-cycle greenhouse gas emissions vary from zero to 1068 g/kWh, resulting in changes in greenhouse gas emissions by vehicle type, resulting in product prices and sales rates in the automotive market, total cost of ownership for consumers, and gross government revenues. As a result, the vehicle market applying the WTW standards has the following characteristics. First, the vehicle market is directly affected by the upstream emissions of the fuel. The original standard regulates the vehicle's Tank-to-Wheel GHG emissions, and the proposed standard regulates the vehicle's Well-to-Wheel GHG emissions. Thus, when the GHG emissions of the electricity production process change, the proposed standard is affected, but the original standard is not. In this study, the regulation cost is determined by the difference between the vehicle's GHG emissions and the GHG target value. The regulation cost is included in the vehicle retail price, which means that the price of the vehicle may change in the proposed standard. As a result, changes in market share due to changes in upstream emissions helped to reduce or offset the increase in total GHG emissions. Sales of PHEV and BEV declined as upstream GHG increased, while sales of PHEV and BEV increased as upstream GHG decreased. In this study, the vehicle market responded flexibly to changes in upstream emission under proposed standards. Second, when the generation mix is the same as Korea's development plan for 2030, the total GHG emissions of the proposed standard will be greater than that of the original standard. This is because the gap between ICEV and BEV is reduced when regulating WTW emissions of vehicles rather than regulating TTW emissions. As a result, sales volume of ICEV and HEV increased, and the sales volume of PHEV and BEV decreased in the proposed standard. In this study, four scenarios are proposed to solve the problem of increasing greenhouse gas emissions under the proposed standard. The four methods are to increase the penalty rate, improve engine efficiency, improve the ratio of PHEV and BEV, and reduce battery price. Besides, this study evaluated the impacts of consumers and governments on four scenarios. The impact of each agent on GHG standards is expressed in terms of TCO and GOV income. The results of this study have the limitation that the total GHG emissions under the WTW standard are higher than those under the TTW standard at the power generation mix level in Korea in 2030. This result arises the concern that the WTW standard are less effective than the TTW standard to reduce the GHG emissions. To solve this concern, this study suggests the development of vehicle technology, reduction of battery price, and increase of penalty rate. However, there are two problems: 1. Difficulty of direct intervention through the policy, 2. GHG reduction effect is greater in TTW regulation with the new technology. Therefore, there is a need to make meaningful suggestions for the phenomenon that seems to increase GHG emission due to the proposed standard.
