Se establece una relación de doble vía Estado ciudadana - Estado, a la luz de la Presupuestación Sensible al Género. En la relación Estado - ciudadanas se analiza cómo la Alcaldía Mayor de Bogotá D.C, ha incorporado o no, los planteamientos de la Política de Mujer y Géneros en su Plan de Desarrollo 2008-2012, y en su presupuestación, traduciéndose en acciones concretas hacia las mujeres en el período 2010| en la relación ciudadanas - Estado, se analiza el aporte y participación de las mujeres de dos localidades de Bogotá: San Cristóbal, y Rafael Uribe, en los procesos de planeación y asignación de recursos, en los períodos mencionados, utilizando el mecanismo de presupuestos sensibles al género, como instrumento para su ejercicio político. Se ha nutrido de sentido tanto ético como político a esta relación circular, visibilizando ambos actores como agentes corresponsables de la construcción de su sociedad. El aporte de esta investigación es abordar los presupuestos sensibles al género, no solo desde la mirada del Estado a las mujeres, sino desde la mirada de las mujeres al Estado, indagando en el terreno, las dificultades, logros y retos, visibilizando elementos de tipo cualitativo que permitan fortalecer los ejercicios participativos de las mujeres, en sus procesos de contraloría social, en el ejercicio de su democracia, entendiendo a los presupuestos como mecanismos para la exigencia de sus derechos, para el seguimiento de acciones en sus localidades y para la participación colectiva en la construcción de sus territorios.

"A NEW GENERATION - A NEW IDEALISM" Notes for an Address by Lewis Perinbam, Senior Advisor to the President, the Commonwealth of Learning, Vancouver, Canada to the AIESEC Global Theme Conference, Basel, Switzerland, May 6, 1997 // I am honoured and pleased to address AIESEC's Global Theme Conference. It is always an inspiring experience to be at an AIESEC gathering of students from all over the world. // With its membership of over 50,000 students in its 741 affiliates in 87 countries, AIESEC represents an influential movement for change. As the largest student-led and student-managed organisation in the world, it commands widespread admiration and respect. Its commitment to the advancement of its member countries and to international understanding and co-operation is a commendable and noble goal that merits unqualified support. // The theme of this session is "The Citizen of the 21st Century"; we must recognise at the outset that the 20th century citizen must be an informed person. This conference will be valuable in helping you to learn from each other; in enabling you to understand the cultural and political forces that shape nations; in cultivating respect for people from different economic and social circumstances and in overcoming outdated attitudes that are barriers to progress. // Knowing that I would be speaking to a gathering of very bright students I wanted to say something original. This is not easy and I was reminded of the Scottish lawyer whose stone front door-step had worn down. Fearing that he might become liable for damages if one of his clients slipped on it and injured himself or herself, he enquired about the cost of replacing it. He was told that a new step would cost one hundred pounds. Being a Scot this alarmed him. It then occurred to him that, if he turned the old step around, there would be a sharp edge on the hidden other side. When the stonemason told him it would cost only ten pounds to turn the step around he quickly had it done only to find that his grandfather had done the same fifty years earlier. // Like the Scottish lawyer, I may not be original; but I shall try to offer a fresh perspective.
As recent events have demonstrated, disinformation spread through social networks can have dire political, economic and social consequences. Detecting disinformation must inevitably rely on the structure of the network, on users particularities and on event occurrence patterns. We present a graph data structure, which we denote as a meta-graph, that combines underlying users' relational event information, as well as semantic and topical modeling. We detail the construction of an example meta-graph using Twitter data covering the 2016 US election campaign and then compare the detection of disinformation at cascade level, using well-known graph neural network algorithms, to the same algorithms applied on the meta-graph nodes. The comparison shows a consistent 3%-4% improvement in accuracy when using the meta-graph, over all considered algorithms, compared to basic cascade classification, and a further 1% increase when topic modeling and sentiment analysis are considered. We carry out the same experiment on two other datasets, HealthRelease and HealthStory, part of the FakeHealth dataset repository, with consistent results. Finally, we discuss further advantages of our approach, such as the ability to augment the graph structure using external data sources, the ease with which multiple meta-graphs can be combined as well as a comparison of our method to other graph-based disinformation detection frameworks. ; IMDEA Networks ; TRUE ; inpress

Prime Minister Mulroney made proposals to both meetings for new programmes that would apply technology to education, proposals that were developed with the help of a number of CADE people. As a result, at the CHOGM meeting the Heads of Government decided to create the Commonwealth of Learning. // COL is an intergovernmental development agency. What do I mean by development? Nobel laureate Amartya Sen defines development simply as the enhancement of freedom. A nation develops by the enhancement of the freedoms that its people enjoy. Freedom is not only the aim of development, but also the means by which it is reached. That is because people, acting as free agents, are the most effective drivers of development.
