We examine whether changes of government influence compliance with international agreements. We investigate compliance with the NATO two percent target to which all NATO countries committed themselves during the NATO summit in Wales in 2014. The dataset includes the military expenditure by NATO countries over the period 2010–2018. The results suggest that countries that do not (yet) comply with the two percent target have smaller growth rates in military expenditure relative to GDP when they experienced a large change of government, e.g. a change from a rightwing to a leftwing government, than countries that did not experience such a large change of government since the NATO summit in 2014. Countries that experienced a large change of government are, thus, less likely to comply with the two percent target. Future research should examine the credibility problem of national governments in other international agreements too.

'In der westlichen Osteuropaforschung wurde Ungarn häufig als das kommunistische Reformland par exellence hingestellt, auf das noch Ende der 80er Jahre als Beweis des Reform- und Wandlungspotentials des Realsozialismus hingewiesen wurde. Nach der Implosion der realsozialistischen Ordnung nahm man an, daß Ungarn zu denjenigen Ländern gehören würde, die die Transformation am schnellsten vollziehen und die 'Transformationskrise' am schnellsten bewältigen würden. Es kam anders als erwartet. Die Konkursmasse des Realsozialismus erwies sich auch in Ungarn als schwerwiegender als vermutet. Der Linkstrend in den postsozialistischen Ländern erfaßte auch Ungarn. Im Mai 1994 errangen die Sozialisten (USP) einen unerwartet hohen Wahlsieg (33%), der ihnen infolge des Wahlrechts, das die stärkste Partei begünstigt, 54% der Parlamentssitze bescherte. Im vorliegenden Bericht wird der Versuch unternommen, die Fehleinschätzungen der Hinterlassenschaft des Realsozialismus kritisch zu beleuchten und die Probleme der Transformation in Ungarn zu skizzieren. Hinweise auf das gesellschaftliche und intellektuelle Milieu während der ersten demokratischen Legislaturperiode sollen den Wahlausgang 1994 verdeutlichen.' (Autorenreferat)

Für eine mögliche Lösung sind neben der Volksrepublik China vor allem zwei Konflikt­parteien von Bedeutung: die Philippinen und Taiwan. Seit diesem Sommer sind in beiden Ländern neue Regierungen im Amt. Der Autor analysiert im vorliegenden Report, welche Strategien Manila und Taipeh in der Vergangenheit verfolgt haben und ob nun ein Politik­wechsel bevorsteht. Außerdem urteilte der Ständige Schiedshof in Den Haag im Juli 2016 über wichtige Territorial­fragen im Süd­chinesischen Meer. Welche Folgen hat das Urteil für die Groß­macht China und die beiden kleineren Anrainer? Der Autor entwirft auf Basis seiner Analysen und Einschätzungen ein Szenario für eine mögliche De­eskalation." Abstract
In 1992 Thomas Franck proclaimed an emerging right to democratic governance in international law. With reference to developments in the Organization of American States (OAS) and the Commission on Security and Cooperation in Europe, he identified free and fair elections as the core benchmark of this right, possessing significant legitimacy in terms of its pedigree, determinacy, coherence and adherence. The current contribution examines Franck's understanding of the right to democratic governance within the African context, notably in relation to those institutional developments that have occurred since the adoption of the Constitutive Act of the African Union (AU) in 2000. Specifically, the article assesses the benchmarks of the notion of 'unconstitutional changes of government' in Article 4(p) of the AU Constitutive Act and their inter-linkage with free and fair elections. In so doing, it critically questions the response of the AU to unconstitutional changes of government and its implications for the normative maturity of the benchmark in question. It places the analysis in a broader context by drawing some parallels with the current back-sliding in democratic governance that is occurring also within the Council of Europe (CoE) and the European Union.
