The Mapping Digital Media project examines the global opportunities and risks created by the transition from traditional to digital media. Covering 60 countries, the project examines how these changes affect the core democratic service that any media system should provide: news about political, economic, and social affairs.The United Nations pointed out in 2010 that more Indians have access to a mobile phone than to a toilet. There are over 800 million mobile connections, although the number of unique users (excluding inactive connections) is estimated at around 600 million. Together with the fact that 60 percent of all households have cable and satellite television, providing access to many of the 700-plus television channels licensed to broadcast, it becomes clear that in garrulous India, mass poverty and marginalization do not result in a perfect "digital divide." This, together with the fact that the public broadcaster's prime terrestrial channel, DD National, covers about 92 percent of the 1.2 billion-plus population, clearly suggests that the users of digital technologies in India include many of the 300 million still below the official poverty line.In the case of the digital switchover, it is broadly in this area of public interest that most attention needs to be focused, whether it be in the area of greater accountability and autonomy of the state broadcaster, the governance of private media infrastructure, transparency and equity in licensing criteria and in mechanisms of allocating resources, and compliance with global standards of professional journalism. These values will go some way toward giving India a plurality of voices and media outlets that would properly reflect what may be the most diverse social and political landscape on the planet.

Covering 60 countries, the project examines how these changes affect the core democratic service that any media system should provide: news about political, economic, and social affairs.The story of media digitization in China is inseparable from the country's recent modernization. Probably nowhere else have so many other things been changing at the same time as the technological advances with which this study is concerned. And probably nowhere else has digitization flourished on such a scale in such a closed media environment. As a result, digitization has transformed the diversity of information and public opinion for many millions of people.As of December 2011, there were 513 million internet users, 155 million broadband subscribers, and over 1 billion mobile phone users in China. At the same time, the internet is still beyond the reach of 800 million Chinese who rely almost exclusively on television for their information and entertainment, in particular the mammoth state broadcaster China Central Television (CCTV). But a sign of the profound changes taking place is that this year (2012) the time people spend on the internet is set to overtake that which they spend watching television.Although China is already the world's biggest media market, there are still hundreds of millions of people with little knowledge or understanding of how the media are used and how they might use the media. A nationwide media literacy campaign would help educate people to participate in public life so that the opportunities which digitization brings can be more widely enjoyed.

Joining the dots between geographically isolated communities: how digital media can empower young and marginalized people to have an equal voice in local and global communities. This paper explores the upsurge of interest and investment in digital media in Cornwall over the last five years paying particular focus to the expansion of collaborative work between creative practitioners and young people: contextualised by the current framework of economic & community regeneration priorities at regional, national and European levels. It examines the role digital media can (does) play in the regeneration of rural economies, depleted by the degeneration of traditional industries, and in understanding and improving community cohesion (high on UK & EU agendas.) As the technology needed to create media content becomes ever more accessible, with young people at the cutting edge of democratising content generation and consumption – it looks beyond the current cycle of short term funded projects, at how effective practices in developing more equal accessibility to the global media stage can be successfully and sustainably embedded in the delivery of community services in Cornwall, and how the best rural and urban models can be shared.
