The author asserts, that in the processes of government seen in the Latin American countries, a considerable gap generally exists between plans and the actual process of discussion and decision-making which guides government action. He underscores the need to increase the capacity to govern by providing government officials with adequate training and by adopting techniques of planning and government which are in keeping with the complexity of the social systems of today

Over the last century, state and local governments have been challenged to keep proactive, emergency planning efforts ahead of the after-the-disaster, response efforts. After moving from decentralized to centralized planning efforts, the most recent policy has returned to the philosophy that a decentralized planning approach is the most effective way to plan for a disaster. In fact, under the Obama administration, a policy of using the "whole community" approach to emergency planning has been adopted. This approach, however, creates an obvious problem for state and local government practitioners already under pressure for funding, time, and the continuous need for higher and broader expertise—the problem of how to actually incorporate the whole community into emergency planning efforts. This article suggests one such approach, crowdsourcing, as an option for local governments. The crowdsourcer-problem-crowd-platform-solution (CPCPS) model is suggested as an initial framework for practitioners seeking a practical application and basic comprehension. The model, discussion, and additional examples in this essay provide a skeletal framework for state and local governments wishing to reach the whole community while under the constraints of time, budget, and technical expertise.
Municipal planning departments often struggle to provide citizen participation opportunities that are informative & engaging. E-government tools hold the potential to enhance traditional forms of citizen participation. This paper examines the use of information & communication technology e-government tools to promote citizen participation in the planning process. The analysis is based on an examination of planning department Web sites for the 582 U.S. cities with a 2000 census population of 50,000 or more. Principal findings are that while most of the reviewed Web sites provide only basic planning information, there are a growing number of sites offering enhanced information as well as interaction tools. 3 Tables, 32 References. Scenario planning should be one of the Pentagon's most important tools for developing strategy for an uncertain future. However, the formalized joint scenario planning process to support strategy and force development—Support for Strategic Analysis—has faced many challenges over the past 2 decades, and has ultimately proven less influential than intended on strategic decision-making. Explaining why is the main purpose of this monograph. It argues that scenario analysis has been most effective in supporting capability and program development, while it has fallen short in shaping strategy and force structure. The reasons for this are numerous and are rooted in intrinsic, structural characteristics of decision-making in large organizations.
