India is one of the fastest growing economies of the world. India is a federal republic means it has the existence of state governments as well as a Union Government. By the nature of the organization of the country, the Union Government is powerful than the state governments. It was always an interesting event to watch the Union Finance Minister placing the budget on the oor of the Parliament on the last day of February every year. This paper attempts to analyze the scal management in the Union Budget of India for the year 2019-20 which was presented on 1st February 2019.
Does intergovernmental structure have a systematic effect on the impacts of local governments' fiscal policy responses? Using empirical data from more than 800 local governments in five countries, the article concludes that intergovernmental structure is associated with the impact attributed to various fiscal management strategies. Such strategies have generally had greater impact in local governments in federal systems than those in unitary state systems.There are similarities between federal and unitary local governments regarding the fiscal management strategies that have least impact, and both types stress the importance of productivity gains via technology. But the differences in relative importance and level of impact are more striking than the similarities. In particular, fiscal management strategies involving the relations of the local government with other governments, such as obtaining intergovernmental revenue and shifting service provision to other governments, have greater impact in significantly more federal systems than in unitary state systems. These federal local governments also experience greater impacts from increasing user charges and raising local taxes. In contrast, local governments in unitary state systems place greater reliance on the more politically expeditious strategy of across–the–board expenditure reductions and on reductions of capital spending.These findings suggest that local governments in more decentralized systems have greater flexibility to manipulate relations with other governments in order to enhance their own fiscal situation. The data also suggest that the government's level of fiscal stress is not systematically associated with the level of impact from most fiscal management strategies, especially in the unitary state systems.

The present study represents an attempt to provide a profoundable overview of decentralization as a process in Bulgaria, with a particular focus on its financial aspects. Regional disparities are observed, posing challenges for the current state administration. The aim is to provide a snapshot of the municipalities and their key indicators. This highlights the necessity for local authorities to prioritize financial autonomy, enhance regional capacity for delivering local public services, and invest in human capital, digitization, and attracting local and foreign investors.

Released in 2012, the IFGF illustrates how taxes paid by society are managed by city halls administrations. The IFGF provides greater transparency to municipal accounts through a simple and available tool for public inquiry, in which every Brazilian citizen can participate in the discussion regarding the fiscal situation of his/her city. In addition, indicators are used as a management tool for thousands of municipal managers in the country, either to build scenarios or to improve decisions regarding the correct allocation of public resources. IFGF is based on five aspects: the ability to earn revenue without relying on state and federal transfers, the ratio of the budget that goes into payroll, cash sufficiency, investment capacity, and indebtedness. The indicator ranges from 0 to 1.
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการและวิธีการ ปัจจัยความสำเร็จ และปัญหา และอุปสรรคในการนำหลักธรรมาภิบาลมาใช้ในการบริหารการเงินการคลังขององค์กรต้นแบบที่ดีภาครัฐ โดยใช้เครื่องมือแนวคำถามแบบไม่มีโครงสร้างในการเก็บรวบรวมข้อมูลด้วยวิธีสัมภาษณ์แบบเจาะลึก (In-depth Interview) และการประชุมกลุ่มย่อย (Focus Group) จากกลุ่มผู้ให้ข้อมูลสำคัญ (Key Informants) ที่เป็นผู้บริหารและบุคลากรที่ดูแลรับ ผิดชอบด้านการเงินการคลัง และตัวแทนผู้รับ บริการ ทั้งภาย ใน และภายนอกขององค์กรต้นแบบภาค รัฐที่เคยได้รับรางวัลองค์กรโปร่งใส/รางวัลชมเชยองค์กรโปร่งใส ในช่วงปี พ.ศ. 2556 ถึงปี พ.ศ. 2558 จำนวน 6 องค์กร ผลการศึกษาพบว่า: องค์กรต้นแบบที่ดีภาครัฐทั้ง 6 องค์กร มีกระ บวนการและวิธีการในการนำหลักธรรมาภิบาลมาใช้ในการบริหารการเงินการคลังภาครัฐ ที่ครอบ คลุมทั้งในด้านหลักนิติธรรม หลักคุณธรรม หลักการ มีส่วนร่วม หลักความโปร่งใส หลักความรับผิดชอบ และหลักความคุ้มค่า ปัจจัยความสำเร็จในการนำหลักธรรมาภิบาลมาใช้ในการบริหารการเงินการคลังขององค์กรต้น แบบที่ดีภาครัฐทั้ง 6 องค์กร ส่วนใหญ่เป็นปัจจัยด้านรูปแบบ (Style) และด้านการจัดบุคคลเข้าทำงาน (Staff) ซึ่งประกอบด้วย (1) การเป็นแบบอย่างที่ดีของผู้นำ (Style) (2) การเปิดโอกาสให้ผู้รับบริการและ ผู้มีส่วนได้เสียมีส่วนร่วมในการเสนอความคิด เห็นและปัญหา (Style) และ (3) มีกิจกรรมและการอบรมการนำหลักธรรมาภิบาลมาใช้ในการปฏิบัติ งานอย่างต่อเนื่อง (Staff) 3. ปัญหาและอุปสรรคในการนำหลักธรรมาภิบาลมาใช้ในการบริหารการเงินการคลังขององค์กรต้นแบบที่ดีภาครัฐทั้ง 6 องค์กร ส่วนใหญ่เป็นปัญหาและอุปสรรคด้านบุคลากร (Man) และด้านการจัดการ (Management) ประกอบด้วย (1) บุคลากรบางส่วนมีความรู้ความสามารถไม่เพียงพอและไม่ตรงกับงานที่ปฏิบัติ (Man) (2) บุคลากรขาดการมีส่วนร่วมและการแสดงออก (Man) (3) ปัญหาการสื่อสาร ทั้งภายในและภายนอกองค์การยังขาดประสิทธิภาพ (Management) และ (4) กฎระเบียบข้อบังคับบางส่วนมีความซ้ำซ้อนทำให้เกิดความไม่คล่องตัว และความล่าช้าในการปฏิบัติงาน (Management) ; The objectives of this study were to study the processes and methods, the success factors and the problems and obstacles of using the good governance in finance management of the best practice government. The unstructured question was used to collect the data in in-depth interview and the focus group method from the key informants who are managers and staffs of the finance department and internal and external service recipients of the 6 best practice governments, which have been awarded the NACC Integrity Awards/ honorable mention during 2013 – 2015. The result revealed that: The best practice governments have processes and methods of the finance management with the good governance cover the processes and methods in the rule of law, participation, responsibility, morality, accountability, and cost effectiveness. The success factors in applying the good governance to use in finance management including of 6 the best practice governments, most of them are the success factor in style and staff management including: (1) being a good role Model (Style) (2) opportunity of service recipients and stakeholders participate into suggestion and problem (style) and (3) activities and training of good governance in using continuously operation (Staff). The problems and obstacles of applying the good governance in finance management of the 6 best practice governments, most of them are the problems and obstacles in staff and management including: (1) some staffs are inadequate and incompetent in their work (2) some staffs are lack of participation and expression (Man) (3) problem of inefficiency communication in internal and external (Management) and (4) the redundancy of some rule and regulatory lead to ineffective and delay management (Management).
