After the parliamentary & Presidential elections, held respectively in January & March 2008, the Guomindang is back in power. Its success is due to a discourse defending the Taiwanese identity, as it was also promoted by the previous majority. The new president could see his room for manoeuvre limited by the "old guard" in the Guomindang, as well as by Beijing's reluctance to give significant signals in favor of the coexistence of both entities. Surprisingly little has been written about the complicated relationship between opium and China and its people. Opium, State, and Society goes a long way toward illuminating this relationship in the Republican period, when all levels of Chinese society--from peasants to school teachers, merchants, warlords, and ministers of finance--were physically or economically dependent on the drug. The centerpiece of this study is an investigation of the symbiotic relationship that evolved between opium and the Guomindang's rise to power in the years 1924-1937. Despite attempts to find other sources of revenue, the Guomindang became increasingly addicted to the tax monies derived from the drug trade prior to the war with Japan. Based solidly on a previously untapped reservoir of archival sources from the People's Republic and Taiwan, this work critically analyzes the complex realities of a government policy that vacillated between prohibition and legalization, and ultimately sought to curtail the cultivation, sale, and consumption of opium through a government monopoly

Anhand der institutionellen Arrangements innerhalb des politischen Systems in der Republik China (Taiwan) überprüft der Autor den aktuellen Stand im Demokratisierungsprozeß des Landes und sucht nach Hinweisen auf den Grad der demokratischen Konsolidierung. Seine Betrachtungen zum Wandel von sechs zentralen Kriterien/Spielregeln in der politischen Kultur (demokratische Verfassung, Anerkennung ziviler Kontrolle über das Militär, faires und kompetitives Wahlsystem, Parteiensystem, repräsentative Legislative, Beziehungen zwischen Staat und Gesellschaft) führen ihn zu dem Schluß, daß die institutionelle Transformation hin zur Demokratie abgeschlossen ist, der Beweis für die erfolgte Konsolidierung allerdings bis zu einem Machtwechsel (Abwahl der GMD) noch aussteht. The successful economic development of the Asian newly industrialized countries (NICs) and Japan raises many interesting theoretical questions about the impact of Chinese culture in general, and Confucianism in particular, on the process of economic development. After a survey of Chinese culture, the authors explore how it interacts with organizational forms in Taiwan to produce a bifurcated industrial structure of large and small firms. By using the particular case of the impact of Confucian culture on intellectual property rights, they show how culture dynamically interacts with different organizational forms. (DÜI-Sen)

The author examines the strategic interaction between the Kuomintang (KMT) and the Democratic Progressive Party (DPP) by a game-theoretical analysis of KMT-DPP legislative politics. Taiwan wählte am 12. Januar 2008 ein neues Parlament, den 7. Legislativyuan. Es war eine Premiere, denn erstmals wurde ein neues Wahlgesetz angewendet, das eine radikale Abkehr vom bisherigen Verfahren brachte. Bei der gleichzeitigen Verkleinerung des Parlaments um die Hälfte - von zuvor 225 auf nunmehr 113 Sitze - ergaben sich für den politischen Prozess im Lande Weiterungen, die noch nicht voll zu überschauen sind. Außerdem wird das neue Parlament erstmals vier Jahre im Amt bleiben. Bisher galt eine Wahlperiode von drei Jahren.

Wen interessieren schon Kreis- und Kommunal wählen? Am 3. Dezember 2005 gab es welche in Taiwan,1 und ihr Ergebnis ging durch die Weltpresse (z.B. NZZ, 5.12.05; FAZ, 5.12.05, FT, 12.12.05). Geschuldet war dies drei Umständen: Erstens waren die Wahlen von landesweiter Relevanz, da außer in Taibei und Kaohsiung, Städten mit Sonderstatus, landesweit zu den Urnen gebeten wurden, zweitens war der Wahlkampf mit nationalen Belangen gemacht worden, und drittens erlebte die regierende Demokratische Fortschrittspartei (DPP) und mit ihr das ganze unabhängigkeitsorientierte, so genannte "grüne" Lager, den schwärzesten Tag seit Beginn freier Wahlen, während das oppositionelle "blaue" Lager um die Nationale Volkspartei Kuomintang (KMT) triumphierte. Viel spricht dafür, dass diese Wahlen einen Machtwechsel und eine neue Ara einleiteten.

Based on qualitative interviews conducted in Taiwan in August/September 1995 this article attempts at a classification of different points of view on the question of the national and cultural identity of Taiwan. There are four preliminary conclusions: 1) The previous ethnic conflict between Mainlanders and Taiwanese is more and more replaced by a conflict on cultural and national identity. 2) The political system in the ROC on Taiwan is increasingly organized along these lines of varying identities. 3) Since Taiwan has no influence on the development in the PRC and because of the fact that the conflict on Taiwanese identity is an important factor in the struggle between different political parties, the international context is partly neglected within the discourse on identity. 4) One important factor for the emergence of a Taiwanese identity is the congruence of center and periphery after the central government fled to Taiwan in 1949. Untersucht werden die politische Bedeutung, die Vorgeschichte, der Ablauf und die Ergebnisse der Lokalwahlen, vor allem unter dem Gesichtspunkt der Auseinandersetzungen zwischen Guomindang und Opposition. Die Opposition, deren Hauptthema die Demokratie ist, konnte in den städtischen Ballungsgebieten ihre Position ausbauen, leidet aber - vor allem durch das Kriegsrecht behindert - unter relativer Stagnation. Am 21. Dezember 1991 fanden allgemeine Wahlen zur neuen Nationalversammlung in Taiwan statt. Die Nationalversammlung ist gemäß der Verfassung der Republik China neben dem Gesetzgebungs- und dem Kontrollyuan eines der drei nationalen Volksvertretungsorgane. Die Verfassung wurde 1947 in Nanjing (Nanking) verkündet, als die Guomindang (Kuomintang, im folgenden GMD)-Regierung das chinesische Festland noch in der Hand hatte. Die genannten drei Volksvertretungsorgane wurden 1947/48 zum erstenmal gewählt. Nach der militärischen Niederlage im Bürgerkrieg mit der KPCh zog sich die GMDRegierung vom chinesischen Festland auf die Inselprovinz Taiwan zurück. Um die von ihr weiter beanspruchte legitime Vertretung für Gesamtchina geltend zu machen, hielt und hält die GMD an der Verfassung von 1947 fest, und Neuwahlen zu den drei nationalen Volksvertretungsorganen wurden lange Zeit suspendiert. Andererseits hatte man der besonderen Gegebenheiten halber die sog. "provisorischen Artikel für die Periode der Mobilmachung zur Niederwerfung der (kommunistischen) Rebellion" (im folgenden PAPMNR) revidiert und zusätzliche Teilwahlen zu den nationalen Volksvertretungsorganen eingeführt.
