L'institutionnalisation de la culture comme catégorie d'action publique d'échelle métropolitaine fait son chemin. Après avoir joué un rôle clé dans la construction des villes françaises comme acteurs politiques et sociaux, la culture est désormais mobilisée pour servir le même dessein dans le cas des métropoles. Est ainsi posée la question de la gouvernance métropolitaine de la culture. L'article explore les chemins incertains que prend cette gouvernance multiniveau dans l'agglomération lilloise. Il met en évidence que le succès de Lille 2004 Capitale Européenne de la Culture amorce l'institutionnalisation d'une action culturelle métropolitaine mais cache des mécanismes centripètes et centrifuges qui questionnent les conséquences de l'évènement et expliquent pourquoi la culture métropolitaine y reste en quête de gouvernance multiniveau.

Elghorba : the reproductive mechanism of emigration
The conversation of a young and recent emigre traces the biographical itinerary that led him to emigrate and to discover a France that could only strip the enchantment from the image that he formerly had of it : an image elaborated and imposed by the entire group that continues to maintain it and which is not independent of the ancient roots and of the intensity of the migratory tradition, It allows us to uncover certain mechanisms that tend to perpetuate emigration and that cannot be reduced to economic necessity, which is an alibi both in the scholarly tradition of research on the causes of emigration as well as in the praxis of the subjects and in the justification that they give to others and to themselves for this praxis.
The governance agenda is set out in its various dimensions: theoretical discursive, demonstrative and operational. The first section examines the passage of anti-corruption fight to multidimensional governance reforms and the diversity of the theoretical foundations of the concept. The second section explains the fragility of the institutional approaches that do not take into account the political conflict and the presence of clientelist relations in developing countries. She argues on the fact that the institutions of the institutional transition are never first best institutions. The third section presents the limitations of governance indicators and warns against the emergence of empiricism in development economics. ; L'agenda de la gouvernance est exposé dans ses diverses dimensions : théorique, discursive, démonstrative et opérationnelle. RÉSUMÉL'importance croissante de la fonction residentielle des zones ruralcs surtout dans les régions proches des villes est un fait géneralement observé. Cet article voudrait contribuer à l'étude de ce phénomene en se demandant si cc mouvement est aussi uniforme socialemcnt qu'il n'est souvent supposé. Partant de I'observation de divers types d'espaces et de deux modes au moins d'urbanisation, l'hypothèse de ce travail sera que cc mouvement de "rurbanisation" se spécific selon les catégories de population. Celles‐ci se diversifient non seulement scion leurs types d'habitat, mais aussi scion leur mode d'inscrtion et d'utilisation du groupe social local.ABSTRACTThe increasing importance of the residential function of rural zones, particularly in areas close to the cities, is a fact which is generally recognized. This article is an attempt to contribute to the study of this phenomenon, by asking if this movement has the social uniformity which it is often supposed to have. Starting from two types of spaces and from at least two modes of urbanization, this paper's hypothesis is that the "rurbanization" movement differs according to population categories. These arc not only diversified by housing‐types, but also by the ways they are integrated into local social groups and the ways they use these groups.KURZFASSUNGDie wachsende Bedeutung ländlicher Gebicte als Siedlungsraum, vor allem in den Stadt‐umlandregionen, ist cine allgemein zu bcobachtende Tatsachc. Dicscr Artikel möchte zum Srudium dieses Phänomens beitragen, indem gefragt wird, ob dicsc Bewcgung sozial so einheitlich ist, wie es oft angenommen wird. Ausgehend von dcr Beobachtung verschiedener Raumptypen und von wenigstens zwei Arten der Verstädterung ist die Hypothese dieser Arbeit, daß diese Bewegung der "Rurbanisation" sich gemäß den Einwohnerkategorien unterschiedlich gestaltet. Diese unterscheiden sich nicht nur nach ihren Wohnformen, sondern auch nach der Art der Eingliederung und der Behandlung der örtlichen sozialcn Gruppe.
