The effectiveness of fact-finding missions in international conflict resolution is evaluated in relation to conflicts of human rights & national security in Latvia & Estonia. Fact-finding is defined as an investigative procedure with the objective of producing a neutral summary of a situation. The presence of people from other parts of the former USSR in Latvia & Estonia has stimulated controversy about whether the denial of citizenship to Russians constitutes human rights violations. On-site missions completed 20+ fact-finding reports on the situation that offered thorough analyses of the conflict & possible resolutions. However, the fact-finding missions' societal worldview of the conflict was at odds with the state-centered worldview of Latvia & Estonia. It is determined that the success of the missions warrants further monitoring of their results, but their failures suggest a need to restructure how they are conducted. M. Grounds

Abstract
Conflict prevention is enjoying a renaissance in international policy circles. However, the official machinery of the international community presently offers few institutions with a specific mandate to address the causes of political violence at an early stage. One such multilateral mechanism dedicated solely to the prevention of conflict is the High Commissioner on National Minorities (HCNM) of the Organization for Security and Co-operation in Europe (OSCE). Over two decades, the office has developed a significant track record of effectiveness against which to examine the preventive efforts of other intergovernmental organizations. In this article, we examine the prevention efforts of the HCNM in Georgia, Macedonia, and Ukraine and compare these with the preventive diplomacy of three other intergovernmental organizations (IGOs): the Organization of American States (OAS) in Guyana, the Commonwealth in Fiji, and the UN in Afghanistan, Burundi, and Macedonia. Our findings offer some useful and surprising insights into effective prevention practice, with implications for how IGOs might improve preventive diplomacy in the future.

In 1997, the ASEAN Regional Forum (ARF) agreed to move towards preventive diplomacy. The agreement follows from the recognition of the ARF, quite early on, that, "preventive diplomacy would be a natural follow-up to confidence-building measures." The authors consider how the ARF should be prepared to exercise preventive diplomacy in order to maintain peace in the region, and the implications of such preparations for the evolution of the ARF as an institution.
