This article focuses on the existence of a professional community linked to the development of public works, with crossed trajectories and multiple belongings in public and private areas during the last military dictatorship. Based on the analysis of professional trajectories, meetings and dialogues, critiques and exchanges, the article seeks to investigate the existence of a professional community and in what ways it materialized its orientations within the framework of the last dictatorship. It also seeks to study how porous were the boundaries between public and private fields in the area of public works in that period and the continuities and ruptures with previous times. ; El artículo indaga la existencia de una comunidad profesional vinculada al desarrollo de obras públicas, durante los primeros cinco años de la última dictadura militar argentina. Para ello se analizan las formaciones disciplinares, carreras profesionales, instancias de encuentro, diálogos, críticas e intercambios de los actores del universo de la obra pública a los fines de determinar perspectivas comunes respecto al sector, su historia y sus necesidades, así como trayectorias y pertenencias entrecruzadas en ámbitos públicos y privados. También, se busca indagar en qué medida tuvo esa comunidad profesional oportunidad de materializar sus orientaciones, cuán porosas fueron las fronteras entre el Estado y la esfera privada en el área de la obra pública en esa coyuntura y las continuidades y rupturas con períodos previos y posteriores.

The goals and results of the Little Russian police reform were determined by the fact that the imperial Russian centre lacked awareness of the realities of life in Left-bank Ukraine and the Enlightenment-inspired ideas of rationalising administration processes. The article analyses proposals for the reorganisation of the police prepared in connection with the establishment of the Collegium of Little Russia (1764‒1765) and elections to the Legislative Commission (1767‒1768). The article describes the positions of representatives from the imperial centre (Governor-general Rumyantsev's entourage) and regional elites (the gentry and burghers) on the police issue. Minor reforms were planned in an undated secret instruction to Pyotr Rumyantsev and his report from 18 May 1765. The full-scale programme involved a change in administrative-territorial divisions, the creation of new police structures and principles of interaction with local elites, and police activity that would encompass the entire territory and population of Left-bank Ukraine. The programme appeared in the undated and unauthorised document entitled Some Notes on Little Russia (presumably from November‒December 1764) and in an instruction from the Little Russian Collegium to the Legislative Commission. The author demonstrates that a limited number of proposals for the reorganisation of the police of Left-bank Ukraine were approved, but he also emphasises their possible influence on the Constitution for the Administration of the Provinces of the Russian Empire (1775). ; Слабая осведомленность имперского центра о реалиях Левобережной Украины вкупе с просветительской установкой на рационализацию управленческих процессов предопределили задачи и результаты реформирования малороссийской, преимущественно городской полиции. В статье проанализированы предложения по ее реорганизации, подготовленные в связи с созданием Малороссийской коллегии (1764‒1765) и выборами в Комиссию для составления проекта нового Уложения (1767‒1768). Выделены позиции представителей имперского центра (окружения малороссийского генерал-губернатора П. А. Румянцева) и региональных элит (шляхты и жителей городов) по полицейскому вопросу. Минимальные преобразования планировались в недатированной секретной инструкции П. А. Румянцеву и его докладе от 18 мая 1765 г. Максимальная программа реформ предполагала изменение административно-территориального деления, создание новых полицейских структур и принципов взаимодействия с местными элитами, а также охват полицейской деятельностью всей территории и всего населения Левобережной Украины. Она была представлена в недатированных и неавторизированных «Некоторых примечаниях до Малой России» (ориентировочно ноябрь-декабрь 1764 г.) и наказе депутату от Малороссийской коллегии в Комиссию для составления проекта нового Уложения. Отмечено ограниченное утверждение предложений по реорганизации полиции Левобережной Украины, но при этом возможное их влияние на «Учреждение для управления Губерний Всероссийской Империи» (1775).

Public records officers are often the first point of contact for citizens and journalists requesting public records through state and federal sunshine laws. Very little research has explored the opinions of public records officers about the process of open records requests, particularly in the context of journalism. Adopting a theoretical framework synthesizing the sociology of law with journalistic discursive institutionalism, this study applies an exploratory survey to better understand this aspect of the open government process. Findings suggest that public records officers exhibit a high level of paternalism, challenging journalists' foundational discursive role as government watchdogs. These findings offer guidance for journalists and public records officers on how to better cooperate with each other in the transparency process.

AbstractExisting research has focused on budget officers' intertemporal decision‐making but has not addressed the problem that budget officers tend to underestimate future outcomes in the budget process. This study experimentally investigates how messages containing behavioral economics "nudges," addressing the underestimation, influence budget officers' assessments. We conducted a survey experiment with responses from 484 budget officers in local governments throughout Japan. Respondents assessed a hypothetical environmental policy program budget, after having been randomly assigned to one of four groups, each given a different set of information and messaging: (A) baseline information (including future outcome information), (B) additional information with a loss‐framing nudge, (C) additional information with a social comparison nudge, and (D) no baseline information. The results show that budget officers in the two randomly assigned nudge‐based intervention groups gave higher evaluations of future outcomes than those in the baseline group with no nudges, whereas the assessment of the baseline group is statistically not significantly different from the group without any information.
