Intensifying labour conflict in China has posed a serious challenge to the industrial relations system. Under growing pressure, the Chinese government has sought to reform the system but the results are meagre. Among the supposedly successful cases, the development of collective bargaining in Wenling, Zhejiang province has been hailed as a model of labour relations to be replicated elsewhere. Based on a detailed case study of Wenling, this study aims to analyze the process whereby local government reconstructs the industrial relations system by organizing and incorporating the interest of employers and workers, leading to regularized wage growth and reduced labour dispute. This restructuring, the study argues, is designed to create a functional state corporatist system by means of expanding union representation and instituting tripartite collective bargaining. However, the tensions in the state corporatist structure may still undermine any attempt by the government to reconstruct industrial relations. (J Contemp China/GIGA)

This study addresses the research question of how the tensions between urban commons and 'the public' might be resolved through boundary spanning. Urban commons offers a new lens for public managers and politicians to rethink ways that urban resources could be governed to enhance public problem-solving and co-create public-value outcomes. Through in-depth case analyses of commoning initiatives at five public markets in Hong Kong, we find that tensions with bureaucratic modes of governance, marketisation of public space, land politics, and little trust in the government were major barriers of commoning. The results also pointed to the unique boundary spanning strategies to facilitate commoning such as using co-creation and political framing to align community interests and public agenda and using legal framing to enable the reallocation of property rights among property owners and community actors. This research also revealed distinct dynamics of boundary spanning in illiberal democratic systems.

Se destaca en este artículo la originalidad del pensamiento de Antonio García quien había presentado esta teoría, desde 1948, en su contenido esencial, a la luz de la experiencia colombiana. La teoría neo-corporativa actual trabaja sobre la experiencia internacional. El tipo ideal para esta reflexión, como instrumento analítico, es el Sistema de Organizaciones del Sector Cafetero. La Federación Nacional de Cafeteros, eje central del sistema, ha demostrado durante 60 años gran eficacia en el manejo de sus relaciones con el Estado y la gestión de la estrategia internacional con el mundo cafetero. Por tanto, resulta importante buscar la explicación de su know how organizativo, porque constituye una innovación nacional, que maneja relaciones de poder y que contiene un gran valor heurístico para otros sectores.

This book offers an analytical overview of schools of thought on European integration which offer useful insights into EU social politics. Building on this framework, the chapters then examine in detail pre-Maastricht social policy and the 'social partners', the innovations of the Treaty itself, and where EU social policy stands at the end of the 1990s. Case studies of European Works Councils, parental leave, and atypical work, are included to highlight the day-to-day processes at work in social policy formation and the major interest groups and EU institutions involved. The purpose of this article is twofold: on the one hand, it proposes a model to understand the relation between the media and politics in Mexico after the transition, which transformed from a relation dominated by a centralized political power into another dominated, this time, by strong broadcasting networks over a fragmented political landscape. On the other hand, additionally to what has been discussed in recent literature, it offers some evidence to consider that under conditions of fragmentation of power it is also possible to capture the State by strong and organized economic actors.
