The World Radiocommunication Conference (WRC) serves as a forum to negotiate, review, and revise the Radio Regulations (RR), an international treaty and one of the most difficult regulations for radiocommunication services. RR is complex since it includes intergovernmental issues in relation to regulation covering technical, legal and societal aspects. A large number of parties are interested and involved in revising RR and creating supranational instruments for optimal management of the spectrum. As a consequence, it can be difficult for one involved stakeholder to see its own position and other relevant issues directly influencing them in relation to the whole work of WRC and its subprocesses. A systematic analysis of the main decision-making process would contribute to better understanding of the role of WRC and positions of the involved parties. The aim of the paper is to contribute to better understanding of the role of the WRC with a focus on the current agenda items. Agenda items are specified issues from RR that need to be handled at an actual conference. The point of departure is using the institutional analysis and development (IAD) framework [see Ostrom (2011)] to gain a suitable institutional overview of the main decision-making process and its sub-processes. The IAD framework has the capacity to explain jointly produced outcomes, such as negotiating an international treaty depending on multiple inputs and different priority levels. Also, it can be used to enhance the understanding of WRC matters in order to improve the decision-making process by focusing on the main interactions and involved parties in relation to the possible outcomes of the WRC. The paper is based on data obtained from historical documents, content analysis, literature review, observations, and interviews. The results of this paper illustrate the benefits of the IAD framework in the context of the WRC, especially for the process of agenda setting and study cycles. The practical implications are important for policy makers, for example, since it highlights critical actors, events, and interactions aligned with the main activities of WRC. A stakeholder will better understand its own position and its possibility for control, both in relation to the overall process and the sub-processes important for agenda items in which it has an interest. It will gain understanding not only of the overall role of WRC, but also of its own possibilities to intervene during the process of revision of RR so that it could protect its interests - e.g., with more proper contribution in the suitable forums with the expected outcome.

At the end of the 20th century, they became an independent segment of the global media and gained in popularity, but they have never been in the focus of linguists' attention. Partworks' typological classification of E.N. Iliina and Y.N. Dracheva includes technical partworks as a publication of a closed collection type with the precedent focus on a technical item (e.g. a car, a ship, an airplane) and the main activity of a model construction type described by A.P. Iliin. Technical partworks' content is characterized as a polycode text, which combines various kinds of visual signs (e.g. inscriptions, drawings, diagrams, illustrations, and photographs) with tactile signs (e.g. model details, materials, and instruments). The linguistic basis of partworks is a "profane" unoriginal text of unidentified authorship, in which various aspects of human knowledge are adopted for the perception of a mass audience. Partworks' texts have such distinctive features as a simplified, schematic, superficial, and biased presentation of main themes, a very liberated use of the original texts as a precedent textual basis of partworks (e.g. research on the history of technology, technical manuals on assembling and operating mechanisms), and an expressive language of verbal illustrations. At the same time, partworks' texts have a didactic potential, because they involve readers in technology, develop technical thinking and professional erudition, and contribute to the formation of patriotism. In the paper, Dvenadtsat' Apostolov partwork (DeAgostini, 2013) is described in detail. This collection constists of 120 issues and it is aimed to build a model of one of the largest sailing ships (1841). The partwork texts create the image of the European military history, and have a manipulative impact in treating the wooden model of a Russian sailboat as a collectable object.

The study investigated constraints to repairs and maintenances of electronic systems in technical colleges' workshops in Rivers State. The study adopted the survey research design. The population of the study was 342 persons comprised of 309 students and 33 teachers from the five technical colleges in Rivers State. A simple random sampling technique was used to obtain a sample size of 188 which comprises of 33 teachers and 155 students. A 10-item questionnaire was used to collect data. The questionnaire item was followed by a single response category based on a 5-point rating scale format of Very High Extent (VHE), High Extent (HE), Moderate Extent (ME), Low Extent (LE) and Very Low Extent (VLE). A test retest method was adapted to test the reliability of the instrument to obtain a coefficient of 0.65. The data gathered was analyzed using mean and z-test analysis to answer the research questions and hypothesis respectively. The study revealed that absence of technical skills of workshop attendants and motivation of technical instructors are constraints to repairs and maintenances of electronic systems in technical colleges' workshops in Rivers State. Based on the findings, it was recommended among others that an electronic repairs and maintenance company should be established by government which will enable electronic students to enroll for practical internship quarterly.

The purpose of this research was to determine the effect of an improvised furnace on students' performance in foundry technology in technical colleges in Rivers State. The study adopted research and development incorporating quasi-experimental design. It involved the use of control group, pre-test – post test design. The population of 194 students from four technical colleges in Rivers State were used for the study. The instrument for data collection was made up of Foundry Technology Achievement Test (FTAT) developed by the researcher. The achievement test consists of 50-multiple choice items with four options of A-D. The test items were identified and selected from the content of (NABTEB) syllabus on metal work technology. Test re-test method was used to establish the reliability of the instrument; the tests yielded 0.70,073 and 0.72, 0.74 for the first and second tests respectively. Four experts in metal work technology were involved in both face and content validity of the improvised furnace and 200 multiple-choice test items. The results obtained from the test scores were compiled and analyzed using statistical tools such as; percentage, mean, and analysis of covariance (ANCOVA) in answering the research question and testing the hypothesis at 0.05 level of significance. improvised furnace had positive effects on students' performance in foundry (15.32). The difference in performance between those taught using improvised furnace and those taught using conventional teaching aids was found to be significant at 0.05 levels of significance. Based on the findings of the study, the researcher recommended that government, technical college principals and the different agencies should provide fund to procure the materials and component for designing and constructing furnace by the teacher for teaching foundry in technical colleges in Rivers State. Also, constant power supply, generators, accumulators, anvil, steel vessel, pipes and electric blower should be provided and distributed by the ministry of education to the technical colleges for construction of furnace for effective teaching of foundry in Rivers State. The industries, government, non-governmental agencies and private enterprises and communities should provide components, consumable materials necessary for teaching foundry and supply the materials directly to the individual technical colleges in Rivers State. The study was conducted to ascertain the perception of teachers on hurdles impeding students' enrolment in technical colleges in Rivers State, Nigeria. Descriptive research design was adopted for this study having a population of 80 technical college teachers randomly selected from the five technical colleges in Rivers State. Two research questions guided the study. A 20-item questionnaire titled "Perception of Teachers on Low Students' Enrolment Questionnaire (PTLSEQ)" was used for data collection. The instrument was face and content validated by two experts in technical education from Rivers State University, Port Harcourt and one expert in measurement and evaluation from Ignatius Ajuru University of Education, Port Harcourt. The reliability coefficient of the instrument was obtained as 0.89 via Cronbach's Alpha method. Mean and standard deviation were used to analyze the data gathered from the respondents. The findings of the study revealed among others that poor public perception of vocational technical education, lack of motivation, inadequate infrastructure among others are responsible for low students' enrolment in technical colleges. From the findings, it was recommended among others that Government should adequately fund technical college programmes to attract prospective students as skills acquisition provides solution for unemployment prevalent in Nigeria.

The preparation of the Shopping Expenditure Analysis (ASB) aims to serve as a guideline for the North Mamuju Local Government in drafting the Work Plan and Regional Work Unit Budget (RKA - SKPD) documents and establishing specific regional revenue and expenditure budgets for Assistance and Technical Training activities. This ASB model can be used SKPD in calculating the total ideal budget for each type of activity as well as its distribution into each shopping item. In formulating our ASB models based on the Budget Implementation Document (DPA) data of all SKPD within the Government of North Mamuju Regency. The DPA data used as the basis covers the previous budget DPA. This is with consideration that the budget contained in the DPA has been run by each SKPD. The ASB models obtained are the result of equalizing the activities that appear in the DPA document. So it can be effectively used in determining budgets for pre-existing or uniform types of activities. The emergence of new types of activities, or those that can not be synchronized with existing models, requires that changes in this ASB document be made.

In terms of job scope and workload, being a Technical and Vocational Education (TVE) teacher is more challenging than other teachers. Therefore, this study aims to gain empirical data on the validity of the Work-Life Balance (WLB) Instrument for TVE teachers. An online survey was conducted in secondary schools in two federal territories of Malaysia which is Kuala Lumpur and Putrajaya (N=210). Data was collected using the Tailored Design Method with five contacts. The overall response rate was 61.4% (n = 129). The instrument is a 5-Likert-scale survey consisted 14 items. Factor analysis and Cronbach's alpha were used to evaluate the WLB Instrument for TVE instructors' reliability and validity using the SPSS software version 26. The instrument's two factors, which together accounted for 68.2% of the total variance, were demonstrated by the results. For reliability, the first factor had a coefficient of .940 and the second factor had a coefficient of .397. The findings suggested a more in-depth study in determining the factors of the WLB specifically for TVE teachers.

The study measured the technical efficiency and profitability of small holder natural rubber production in southern Nigeria by examining the socio-economic characteristics of respondents, the profitability of latex production and technical efficiency. Multi-stage, purposive and random sampling techniques were employed in the collection of primary data from 300 respondents. Descriptive statistics and stochastic frontier production function were used to analyse the data collected. Results indicated that respondents were educated, married (76%) with a mean family size of seven people and well experienced mean farming experience of 19 years. Latex production was a profitable venture with an average variable cost per ha of 55,700.94 with total revenue (T.R.) and gross margin (G.M.) per hectare 163,594.17 and 107,893.23, respectively. Furthermore, the stochastic frontier production function analysis showed the number of trees per task, labour, farm size and age of plantation, clone, wage and fixed cost items were significantly related to rubber latex. The mean technical efficiency (T.E.) of the respondents was 0.84. Education, extension contact and experience were the significant factors that increased the technical efficiency of the respondents. The resuscitation of extension activities of A.D.P.s in the rubber growing states of the country through adequate funding by the government to improve the efficiencies of farmers, use of improved planting materials during replanting old plantations and the formation of cooperative societies by farmers to enhance access to production credit amongst others are recommended in the study.

This study examined the technical efficiency in artisanal fisheries in Lagos State of Nigeria. The study employed a two stage random sampling procedure for the selection of 120 respondents. The analytical techniques involved descriptive statistics and estimation of technical efficiency following maximum likelihood estimation (MLE) procedure available in FRONTIER 4.1. The MLE result of the stochastic frontier production function showed that hired labour, cost of repair and capital items are critical factors that influences productivity of artisanal fishermen with the coefficient of hired labour being highly elastic. This implies that employing more labour will significantly increase the catch in the study area. The predicted farm efficiency with an average value of 0.92 showed that there is a marginal potential of about 8 percent to increase the catch, hence the income of the fishermen. The study further examined the factors that influence productivity of fishermen in the study area. Year of education, mode of operation and frequency of fishing have important implication on the technical efficiency of fishermen in the study area.

In 1999, the State, Territory and Commonwealth Ministers of Education, meeting as the tenth Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA), agreed to the National Goals for Schooling in the Twenty-first Century. Subsequently, MCEETYA agreed to report on progress toward the achievement of the National Goals on a nationally-comparable basis, via the National Assessment Program (NAP). As part of NAP, a three-yearly cycle of sample assessments in primary science, civics and citizenship and ICT was established. The three previous cycles of NAP – CC were conducted in 2004, 2007 and 2010. As a result of a 2010 Australian federal government initiative and under the direction of SCSEEC, ACARA was tasked with developing and trialling online (Internet-based) delivery of the national sample assessments in science literacy, ICT literacy and civics and citizenship. The student test and student questionnaire developed for the 2013 NAP – CC were consequently delivered to students online. This is in contrast to the previous three cycles of NAP – CC which were all completed on paper. This report describes the procedures and processes involved in the conduct of the National Assessment Program – Civics and Citizenship (NAP – CC) 2013, the fourth cycle of NAP – CC.
