Obgleich Kuwait ein Rentierstaat par excellence ist, hat sich das Verhältnis zwischen Staat und Gesellschaft nicht nach dem üblichen Muster der absoluten Macht der Herrscherfamilie entwickelt. Die politische Einflußnahme der wirtschaftlich relevanten Kräfte geht zu einem großen Teil auf die im 18. Jh. begründete Allianz zwischen der Sabah-Dynastie und den reichen Händlerfamilien zurück. Darüber hinaus haben zentrale wirtschaftspolitische Entscheidungen - Aufbau einer nationalen Erdölindustrie und internationale Investitionspolitik - von der Herrscherfamilie nicht beabsichtigte Rückwirkungen auf den Patizipationswillen und die Durchsetzung von Partizipationskanälen gehabt.
