According to the author, the ethnic Vietnamese settlers have been one of the most enduring political issues in Cambodia. The ability of the Khmer Rouge to both mobilize the population against the Vietnamese minority, and to sustain the popular belief that they are the only force within Cambodia capable of protecting the country from Vietnamese "annexation" will be a major factor in the success of their movement. Since the completion of the UNTAC (United Nations Transitional Authority in Cambodia)-sponsored elections in May 1993, there has been great concern over the future role of the Khmer Rouge (KR) in the Royal National Government of Cambodia (RNGC) in the short run, and the future of their political-military organization in the long run. The study analyses and discusses the future of the KR paying special attention to the internal (the degree of factionalism within the KR, its willingness to fight among other things) and external (the degree of factionalism within the RNGG, the amount of foreign aid etc.) factors influencing it. The author warns that despite the regeneration of the ASG as a bonafide terrorist organization, the primary security threat confronting the GRP comes from the Communist Party of the Philippines and their armed wing, the New People's Army. To that end, the GRP will focus on the ASG and MILF in as much as they expect it to garner U.S. materiel support and assistance. He advises U.S. Defense department and policymakers regarding institutional frailties of the GRP and institutional corruption within the Philippine armed forces. While the author suggests that training continue, he cautions about being drawn into a quagmire.
