The number young people not in education, employment or training (NEET) has been rising since the beginning of the economic and financial crisis in 2008. This article contributes to the discussion about the reduction of the NEET rate by addressing the questions: Which structural factors can explain differences in the NEET rates among Austrian federal states? What causes an increased or reduced NEET risk at the individual level? What are the key factors for an exit from a NEET situation?

"More and more empirical researchers from universities or research centres would like to use register data collected by statistical agencies or the social security system, because these data can be used for several empirical studies, e.g. the analysis of special groups or quantitative effects of economic policies. Most of the register data required have to be (factually) anonymised before they are disseminated to preserve confidentiality. Therefore re-identification risks for register data are examined by matching a sample of register data with survey data, collected especially for scientific purposes. Three methods were applied:
the uniqueness approach, a simple distance estimation and a cluster analysis. The data sets used were two birth cohorts (1964 and 1971) of the German employment statistics (register data) and the German Life History Study. The analysis show that a re-identification of real persons may be possible by a standard-cluster analysis or a simple distance criterion if an intruder
has access to additional information. The number of re-identifiable persons is remarkably high although the proportion of re-identifiable persons is less than expected on the basis of the uniqueness-approach." (author's abstract)

Labour market and education policy makers and researchers are increasingly focusing on the NEET indicator as a supplement to the youth unemployment rate. Analyses of factors influencing NEET have concentrated primarily on individual characteristics such as gender and migration background on one hand, and on macro-level factors of nations such as economic growth and minimum wage regulations on the other. However, nations are not homogenous, especially when a country is divided into several federal states, as is the case with Austria. This article aims to analyse regional differences within Austria. In order to explain the differences, we define a multilevel model that contains four contextual factors: the importance of upper secondary education; the importance of dual education; vacant jobs; and expenditures for active labour market policy. Because the institutional level addresses different age groups, the analysis was split into two age groups: 15-19 and 20-24 years. The results have shown that, besides the social structure of the population, contextual factors like the upper secondary education, the dual education, vacant jobs, and expenditures for active labour market policy are also relevant for explaining regional differences in the NEET rates. But one main insight was that the impact of the contextual factors varies between different social groups.

"Robert Agnews 'General Strain Theory' begreift delinquentes Handeln als einen Versuch der Bewältigung eines negative Gefühle - insbesondere Ärger -produzierenden Missverhältnisses von Belastungsfaktoren und Ressourcen. Welche Rolle der individuelle Selbstwert dabei spielt, blieb bislang weitgehend ungeklärt. Denkbar ist sowohl, dass ein niedriger Selbstwert analog zu anderen Stressoren ins Geschehen eingreift, als auch, dass die Höhe des Selbstwertes gleich einer Ressource über die kriminogenen Effekte anderer Belastungsfaktoren entscheidet. Das Zusammenwirken von Stressfaktoren, Ärger-empfinden und Selbstwertgefühl wurde anhand einer oberösterreichischen Hauptschülerstichprobe empirisch untersucht. Die Ergebnisse zeigen, dass Selbstwertdefizite wie andere Stressoren eine gesteigerte Verärgerung hervorbringen, die dann delinquentes Handeln begünstigt. Belege für eine die kriminalitätsfördernde Wirkung anderer Belastungen neutralisierende Bedeutung einer positiven Selbstbeurteilung konnten hingegen nicht gefunden werden." (Autorenreferat)
