Das Buch präsentiert die Ergebnisse einer teilnehmenden Beobachtung zu den Folgen der Landreform in Südafrika. Dazu wurden Projekte der ländlichen Entwicklung in Mpumalanga, dem ehemaligen Ost-Transvaal, untersucht. Die Autoren betrachten die Landreform als politischen und sozialen Prozess, an dem die Bevölkerung aktiv teilhaben sollte. Die Neuverteilung von (Gemeinschafts-)Land an zu Zeiten der Apartheid Enteignete in den ehemaligen "bantustans" müsse der verarmten schwarzen Landbevölkerung zugute kommen. Durch den Zugang zu Land könnte die Grundversorgung mit Nahrungsmitteln gesichert werden, wobei jedoch die Machtverhältnisse in Bezug auf soziale Klasse und Geschlecht zu berücksichtigen sind. Als hinderlich erweist sich das neoliberale Wirtschaftsmodell mit der strikten Marktorientierung einschließlich der Bevorzugung exportorientierter Großplantagen, das den Wünschen der Bevölkerung oft zuwider läuft. Die Nachfrage nach Land ist größer als von der Regierung angenommen. Den Unzulänglichkeiten des Planungsprozesses von oben sollte man mit Partizipationsmöglichkeiten der lokalen Bevölkerung begegnen.
