It may seem odd to discuss the possibility of a West European nuclear deterrence posture in a context characterized by the end of East-West confrontation and the decreasing strategie importance of the nuclear element in European and global security. Yet, as this article argues, it is precisely the radical transformation of the role of the nuclear element in the international System which should prompt a European approach to nuclear deterrence after the Cold War.

For the past three decades, France's and NATO's strategy have entertained a relationship of unreconciliable opposition. Disagreements over the nuclear threshold and the very nature of nuclear weapons, and indeed over the essence of nuclear deterrence, have fueled a long tradition of strategie divergences. Yet the recent changes in the fabric of European security, which are likely to lead to the demise of the bloc system, should put an end to this logic and prompt a strategie convergence between France and NATO. Hence-forth, this convergence will need to be managed by France and her Atlantic and European partners essentially as a political issue with a view to reaching a general consensus over the role of nuclear weapons in post cold war Europe.

In the immediate aftermath of World War Two, the victors were unable to agree on Germany s fate, and the separation of the country-the result of the nascent Cold War-emerged as a de facto, if provisional, settlement. Yet East and West Germany would exist apart for half a century, making the "German question" a central foreign policy issue-and given the war-torn history between the two countries, this was felt no more keenly than in France.
