This article attempts to explain why actors form policy networks of information and exchange contacts, and how the institutional settings of public decision-making affect policy network formation. In their empirical analysis of the formation of four different policy networks in the German labour-policy domain, the authors examine actors' choice of mutual contacts resting on similarity of preferences on political events and test the importance of either formal procedural settings or common sector membership for information and exchange network formation. The choice of policy network contacts is shown to be primarily determined by the similarity of actors' preferences. However, this is qualified by institutional settings.
European Union Member States increasingly draw attention to the choice between and within various decision rules. Two prominent approaches, relative voting power studies and spatial models, assess the choice within the standard, cooperation, and co-decision procedures. However, they cannot sufficiently explain the Member States' choice of these rules. In this article, we present our model on absolute inclusiveness and relative decisiveness referring to two aspects of Member States' choice: their absolute chances to be incorporated in collective decision-making and their relative chances to be decisive actors thereby. We argue that the combination of both power aspects gives insight into the choice of rules, and we apply both indices to the actual power distributions in the Council of Members.
In Anlehnung an Analysen zur historischen Entwicklung des EU-Mehrebenensystems greift die vorliegende Querschnittsstudie die Frage nach der Machtverteilung in diesem System auf. Während die relative Machtanalyse die Durchsetzungspotentiale der Gesetzgebungsakteure vergleicht, geht die Untersuchung der Frage nach, mit welcher Wahrscheinlichkeit die Politikvorstellungen dieser Akteure in den EU-Gesetzen berücksichtigt werden. Weiterhin wird gezeigt, daß und wie die EU-Institutionenpolitik Möglichkeiten zur formalen parlamentarischen und nationalen Integration eingerichtet hat. Als Untersuchungseinheiten werden die Konzepte der "legislativen Handlungseinheit" und der "inter-institutionellen Gewinnkoalition" eingeführt. Power in American and German multi-chamber legislation is determined either by an inter-institutional or an internal coalition problem of all inter-linked chambers. Hence, the complexity of multi-chamber systems relies on different subgames, different types of decision rules and different types of actors. Since collective actors such as parliaments or parliamentary chambers may not act as unitary actors, we examine the power distribution in both types of multi-chamber legislation by a game-theoretical method with regard to institutional settings and specific legislative schemes. We argue that the Shapley index is the most appropriate method for the comparative analysis of multi-chamber power. Our `parallel' research strategy is, thus, based on individual and corporate Shapley power shares which are subsequently added to collective chamber power. Our comparison of American and German legislation starts with an analysis of two-chamber parliamentary bargaining. Whereas this application corresponds to the bicameral parliamentary decision stage of conciliation and amending, our second application of Policy Leadership studies the checks-and-balances of all executive and legislative chamber actors. A third application is related to the situation of unified and divided government, and here we examine the power effects of institutional settings and party-oriented strategies in both types of multi-chamber legislation. In Germany, unified government excludes opposition actors, whereas American unified and divided government refers to the president's role in multi-chamber legislation.
In the German mixed electoral system, district candidates are of two-fold importance. In those cases in which the electorate evaluate them in a positive manner, they help a party to win the district mandate and they may increase the party's (second) votes locally. But how parties are viewed is also important for both purposes. As an exit-poll for the two Stuttgart constituencies in 2013 shows, parties are on average better evaluated than candidates, if the latter are evaluated at all. If both are rated, most voters' judgement of the party and their candidates are in concurrence; the candidate of the best rated party receives the first vote und the best party the second vote (consonance voters). If the ratings differ, the two votes tend to differ, too (divergence voters) and candidate ratings become decisive when casting the first vote. Since the first vote is a majority election, the possible outcome, which can typically be assessed quite well, plays a role when deciding on whom to vote for. The candidate's rating is subtracted from the probability of him or her taking the vote. When SPD and Greens recommended to choose the Green candidate in one and the SPD candidate in the other Stuttgart constituency due to their respective higher chances of victory, this party strategy failed nevertheless. Some addressees would have been forced to choose a candidate whom they rated less favourably than the one of their own party. In der Grundlagenforschung dienen Laborexperimente dazu, Erklärungen des sozialen Verhaltens und Handelns modellgetreu zu überprüfen, während in Feld- und natürlichen Experimenten reale Handlungsbedingungen abgebildet werden sollen. Mit agentenbasierten Simulationen wiederum lassen sich komplexe und wiederholte Interaktionen zwischen Individuen untersuchen. Das Jahrbuch stellt das Potenzial dieser beiden neuen Forschungsmethoden vor.
