Investigates the failure of Structural Adjustment Programs (SAPs) administered by the International Monetary Fund & World Bank. A brief history of SAPs explains the problems of payments & components of the restructure model. Cross-sectional time series analysis of the Davidson, Martin & Matuz (DMM) model on 18 countries indicates patterns of failure in both labor rich & land rich countries. Analytical evidence indicates a particular pathology of SAP failure that ignores microeconomic dimensions of risk and adjustment that fails to encourage specialization. The authors propose the use of micro-level economic policies be simultaneously packaged with structural adjustment. The multiple approaches to SAP's will assist debtor countries to make sustained improvement in their balance of payments. References. J. Harwell
