"The ongoing confrontation with Iran, the war against ISIL, the instability in Iraq, the civil war in Syria, and the conflict in Yemen have all caused major changes in the security situation in the Persian Gulf and in the regional military balance. The strategic partnership between Arab Gulf states, and with the United States and other outside states, must now evolve to deal with conventional military threats and a range of new threats, including ideological extremists, non-state actors and their state sponsors, and a growing range of forces designed to fight asymmetric wars. This new report ... provides a 2015 assessment of the Gulf military balance, the military capabilities of each Gulf state, the role of the United States as a security partner, and the priorities for change in the structure of both the Gulf Cooperation Council and the Arab Gulf military partnership with the United States. The United States is at risk of finding its nuclear weapons capabilities severely weakened by the absence of an available capability to enrich uranium. An economic slowdown, the dual shocks of a sharp decline in oil prices and the imposition of finance and technology-oriented sanctions, shifting markets for Russia's exports, and internal economic and political dynamics are spurring dramatic changes in Russia's domestic and international oil and gas strategies. These changes, while not predetermined, will impact geopolitics, energy security, oil and gas investment, and global hydrocarbon market dynamics in the near to medium term. "This study explores the growing competition for scarce dollars at the U.S. Missile Defense Agency (MDA). It traces the authorities, roles, and missions assigned to the agency and the growing trend of using what was originally intended to be a research and development budget for procurement and sustainment of missile defense assets. As adversary missile arsenals develop in both size and sophistication, continued improvements to our current missile defense systems will be required to keep pace with the threat. The combination of an ever-shrinking top line and new roles and missions being assigned to MDA make that task difficult. "With elections in both the Philippines and the United States in 2016, the future of the alliance must be institutionalized to ensure that it is not diminished by a change of leadership in either country. A new Enhanced Defense Cooperation Agreement and cooperation in the South China Sea are important components of the new era of relations, but they are not and should not be the only defining features of the alliance. Given the long history of U.S.-Philippine relations, the alliance must be based on more robust cooperation across the spectrum of political, security, economic, and sociocultural relations.
