This article explores some of the conditions and consequences of the centrality of the figure of the consumer in recent public service reform in the UK. New Labour's view of the modern world as being defined in part by the rise of a consumer culture or consumer society locates the figure of the consumer at the heart of its programme of public service reform in the decade from 1997. Drawing on a recent study of public services, the article considers the impact of this consumerist model of reform on the relationships between public service organizations and their publics, drawing out three particular sites of strain that mark the shifting relationships between the public and services. These are the tensions between rights, resources and rationing; the links and disjunctures between choice and voice; and the tangled formations of knowledge and power.

Social policy has treated welfare states as nation states. Contemporary processes seem to have unsettled the spatial, scalar and social coherence of nation-states. This article examines the challenge of rethinking the relationships of nation, state and welfare. It argues for a transnational conception of both the current remakings of nation, state and welfare, and of their past formations. Such a view casts doubt on the value of the container model of the nation-state, and makes visible the constitutive or nation-constructing role of welfare states.

New Labour has paid considerable attention to citizenship. In this paper I explore the different ways in which citizens have been addressed and affected by New Labour policies, concentrating on four processes: activation, empowerment, responsibilization and abandonment. I argue that these different processes are not just the effect of looking at New Labour from different perspectives. Rather they need to be seen as linked in a political and governmental project that seeks to construct the unity of the nation and manage its internal diversity.

Zugang bedeutet die Forderung nach gerechter Behandlung in Bezug auf geschätzte soziale Ressourcen, Bedingungen und Beziehungen, nach Mitgliedschaft in Gesellschaft, Politik, Nation. Zugang fordert Bürgerrechte und die Möglichkeit, gegenüber dem Staat legitime Ansprüche geltend zu machen. Diese Forderung richtet sich an die Apparate und Agenturen, die soziale Bürgerrechte aufrecht erhalten. Bürgerrechte implizieren Zugang zu Leistungen und zu einer gerechten Behandlung. Hier geht es um eine Forderung nach Gleichheit - die Erwartung, dass alle Bürger von den Behörden ohne Diskriminierungen und Repressionen behandelt werden. (ICEÜbers)
