Current directions of national spending in the US repeat previous patterns of disproportionately high military expenditures at the cost of economic, social, & environmental needs. Here, a program is outlined that would reorder these budgetary priorities in light of changing international realities. The tri-level program calls for a restructured military, restoring fairness & progressivity to the tax system, & a system of democratic strategic planning. The goal is to eliminate the budget deficit & redirect monies more wisely toward investment in public resources. A sample program is provided including: domestic initiatives, global initiatives, a military strategy comprising a 10-year transition to a less aggressive stance, & a system of taxation that advocates 17 progressive tax proposals. 23 References.
