In Albania's more than 20 years of postcommunist elections, all but one of the polls has resulted in disputed outcomes, political turmoil, and, in some cases, massive popular unrest. With the parliamentary elections of 23 June 2013, however, Albania seems to have turned an important corner in its democratic development. Faced with growing political conditionality from the European Union, the potential EU candidate held a relatively successful contest that produced a clear victory for the opposition coalition and was followed by a smooth transfer of power. This does not change the fact that the June elections went well in spite of, rather than thanks to, Albania's institutions, which remain ineffective and politicized. Such apparent contradictions make Albania an interesting case study of the extent to which political conditionality - particularly related to EU accession - can encourage meaningful democratization.

The paper presents learning and the heuristic method in educating Civil Defense staff with a view to making appropriate decisions in emergency situations and a state of emergency with special reference to the use of heuristic models in the education of emergency teams and the command of the Army of Serbia. It is designed for command and teaching staff, as well as for the personnel of civil defense, the protection and rescue system (Department for Emergency Situations) and local governments (district chief executives, mayors and mayors-commanders and commanding officers of the Army of Serbia that can be employed in emergency situations during the protection and rescue of people and materiel. The heuristic approach to problem solving and learning should provide the training of command personnel from the local to the national levels in making adequate decisions after the proclamation of emergency and a state of emergency in parts of the territory, or across the territory of the Republic of Serbia.

The power plant "Power and Light" (1932, Belgrade) was the first one to generate alternating current in Serbia. Situated along the Danube river, it represented a part of an industrial area positioned in the Dorćol neighborhood, close to the urban core. Since 2005, the whole area has been exposed to a significant transformation into a luxurious residential and commercial complex, triggered by the intentions of private investors and directed by the ideas of changing city authorities. Considering the unpredictable local context created by the dominant post-socialist transitional economy, the article focuses on the sensitive relationship between the social sustainability of the ongoing urban regeneration plans and the emerging neoliberal forces targeting the areas of industrial heritage. Consequently, the case of the Dorćol ex-power plant and the anticipated changes in its urban surrounding are analyzed according to the selected principles of social sustainability. Revealing numerous controversies, both on the level of preferred urban policies and their questionable application, this case addresses the problems of heritage (re)use and regeneration in an environment of fast-shifting governmental priorities and financial flows, with reduced receptivity to sustainable solutions.
