Von spekulativen Übertreibungen an den Vermögensmärkten können erhebliche makroökonomische Verluste für Produktion und Beschäftigung ausgehen. Solche Entwicklungen sollten möglichst frühzeitig und verlässlich erkannt werden, um eine Gegensteuerung durch entsprechende wirtschaftspolitische Maßnahmen zu ermöglichen. Diesem Ziel dient das Frühwarnsystem, welches das DIW Berlin im Auftrag des Bundesfinanzministeriums für den Immobilienmarkt entwickelt hat. Dieses Frühwarnsystem diagnostiziert spekulativ bedingte Preissprünge auf den Immobilienmärkten. Werden spekulative Preisbewegungen frühzeitig erkannt, bleiben der Wirtschaftspolitik Spielräume, um angemessen auf die Entwicklung zu reagieren und unter Umständen eine weitere Aufblähung der Blasen zu verhindern.
Die Inflation ist derzeit das beherrschende makroökonomische Problem in China. Seit einigen Monaten werden Preissteigerungsraten von mehr als sechs Prozent verzeichnet. Restriktive wirtschaftspolitische Maßnahmen sind bisher weitgehend wirkungslos geblieben. Die Regierung hat inzwischen eingeräumt, dass sie ihr Inflationsziel von vier Prozent in diesem Jahr wohl nicht mehr erreichen wird. Der Preisschub trifft vor allem arme Familien, die inzwischen bis zur Hälfte ihres Einkommens für Nahrungsmittel ausgeben müssen. Hält der Preistrend an, nimmt die Gefahr von sozialen Unruhen zu. Die Inflation ist zum einen auf die stark steigenden Preise für Lebensmittel, Energie und Rohstoffe zurückzuführen, die in erster Linie an den Weltmärkten gebildet werden. Bei einer Abschwächung der globalen Nachfrage sind sinkende Inflationsraten zu erwarten, ohne dass weitere Eingriffe erforderlich wären. Allerdings tragen binnenwirtschaftliche Faktoren zunehmend zur Inflation bei. Dazu zählen insbesondere Zuwächse bei den Löhnen und der Geldmenge, die deutlich über ihre gleichgewichtigen Niveaus hinausgehen.

"Auf dem EU-Gipfel Ende Juli 2011 haben die Euro-Regierungschefs ein zweites Rettungspaket für Griechenland zustande gebracht. Darin werden dem Land zusätzliche Kredithilfen zugesagt, um die Schuldenkrise einzudämmen. Allerdings konnten die Beschlüsse die Märkte nicht beruhigen. Dieser Beitrag bietet eine Bewertung des Krisenpaketes und stellt die Defizite heraus, die vor allem im unzureichenden Schuldenschnitt und in der nur freiwilligen Beteiligung des Privatsektors liegen. Zudem werden Handlungsmöglichkeiten diskutiert, um die wirtschaftliche Rezession in Griechenland zu überwinden. Neben einem kräftigen Schuldenschnitt, der letztlich auch geringere Kosten für die Steuerzahler nach sich zieht, sollte der Reformprozess durch ein EU-Investitionsprogramm abgesichert werden. For many analysts, the Chinese economy is spurred by a bubble in the housing market, probably driven by the fiscal stimulus package and massive credit expansion, with possible adverse effects to the real economy. For example, the stock of loans increased by more than 50 percent since the end of 2008. The government urged banks to increase lending to mitigate the economic slowdown. Home mortgage loans have played a significant role in the development, as they account for one third of the total lending activities. Banks have provided easy credit for housing development, probably without sufficient evaluation of risks. State-owned enterprises may have stimulated the development, as they have access to low cost capital and may believe they are too big to fail. In this paper, the house price development is investigated both at the national and regional level. First, it is investigated whether a bubble exists. Analysis is based on a long run equilibrium between real house prices and demographic and macroeconomic conditions. Using a regional dataset for 35 major Chinese cities, the size of the bubble is estimated relative to the fundamental level implied by the panel cointegrating relationship. Second, the impact of real house prices on CPI inflation and GDP growth is investigated at the national level using an in sample and out of sample framework. The results indicate the presence of a house price bubble. Real house prices are 25 percent above their equilibrium value. The bubble is especially pronounced in the cities of the southeast coastal areas and the special economic zones. While the impact of real house prices on CPI inflation seems to be rather strong, GDP growth may not be heavily affected. Real house prices do not cause GDP growth, and point forecasts of GDP growth are not improved if the house price evolution is taken into account. These findings might reflect a limited exposure of private households expenditures to housing wealth. Therefore, a decline of the bubble could have only modest effects on the course of the real economy.

Debt conversion might therefore become a reasonable alternative. The following paper provides some simulation-based calculations of the expected fiscal costs for the governments in the large European countries, Germany, France, Spain and Italy, arising from different policy options - among them a second Greek rescue package.

To re-establish the Maastricht criteria, respectively, strong consolidation measures need to be implemented, with potential adverse effects on the Greek economy, and further credit requirements. Therefore, a debt conversion might become a reasonable alternative. The aim of this paper is to provide some simulation-based calculations on the expected fiscal costs for the governments in the large European countries Germany, France, Spain and Italy arising from different policy options - among them a second Greek rescue package. Under realistic conditions, a debt conversion may be the less costly strategy for Greece and the euro area partner states. A value-added of these calculations lies in a potential transfer to smaller euro area member countries.
Eine stabile Geldnachfrage ist eine Grundvoraussetzung für eine erfolgreiche Geldpolitik der Europäischen Zentralbank (EZB). In diesem Beitrag wird untersucht, ob die Geldnachfrage im Euroraum auch im Laufe der Finanzkrise die Bedingung der Stabilität erfüllt. Die Ergebnisse zeigen, dass die Entwicklung der Geldmenge M3 auch während der Finanzkrise in Einklang mit den makroökonomischen Fundamentalvariablen steht. Aus empirischer Sicht sind insbesondere solche Ansätze erfolgreich, die den Immobilienpreisen eine maßgebliche Rolle bei der Erklärung der Geldnachfrage zubilligen. ; A stable money demand relationship is one of the pre-conditions for a successful monetary policy of the European Central Bank (ECB). In this contribution we examine the stability of money demand in the euro area by taken the period of the financial crisis into account. Our results indicate that the broad monetary aggregate M3 has developed still in line with the macroeconomic fundamentals. From an empirical perspective, the specifications should include house prices, as they play a significant role in explaining money demand.
Die Transmission monetärer Impulse auf zunehmend integrierten Finanzmärkten ist von herausragender Bedeutung für die Zentralbanken. Falls die starke Ausweitung der Liquidität in den letzten Jahren zu den Preisübertreibungen an den Finanzmärkten beigetragen hat, könnte die Einbeziehung von Vermögenspreisen in die geldpolitische Reaktionsfunktion dazu beitragen, potenzielle negative Konsequenzen für die Realwirtschaft zu vermeiden, die bei einem Platzen der spekulativen Blasen entstehen. Andererseits wäre im Fall steigender Vermögenspreise eine restriktivere Geldpolitik erforderlich, die die Dynamik von Produktion und Beschäftigung reduziert. Um weitere Einsichten in diese Zusammenhänge zu erhalten, werden im Folgenden die Wirkungen monetärer Schocks auf die realen Aktien- und Immobilienpreise untersucht. Dabei werden vektorautoregressive (VAR)-Modelle für die USA, den Euroraum, Japan und Großbritannien spezifiziert. Während die Geldpolitik keinen Einfluss auf die Entwicklung an den Aktienmärkten hat, ist ein signifikanter Effekt für die Immobilienmärkte nachweisbar. In diesem Segment könnte eine restriktivere Geldpolitik bei nicht fundamental begründeten Preissteigerungen tatsächlich dämpfend auf die Entwicklung wirken. Die realwirtschaftlichen Folgen einer solchen Strategie sind allerdings nicht gleichmäßig über die Länder verteilt. Kontraktive Wirkungen auf Produktion und Beschäftigung sind vor allem in Großbritannien und im Euroraum zu erwarten. Daher ist eine entsprechende Ausrichtung der Geldpolitik vor allem für diese Länder problematisch. ; The appropriate design of monetary policy in integrated financial markets is one of the most challenging areas for central banks. One hot topic is whether the rise in liquidity in recent years has contributed to the formation of price bubbles in asset markets. In this case, the inclusion of asset prices in the monetary policy rule can eventually limit speculative runs in the future to avoid negative effects on the real economy. On the other hand, a leaning against the wind policy would be likely more restrictive and could bear the risk of significant losses in output and employment. This paper examines the impacts of liquidity and interest shocks on real share and house prices. VAR models for the US, the euro area, Japan and the UK are considered. While monetary policy does not affect share prices, it has a substantial impact on house prices. Hence, a more restrictive monetary policy could reduce non fundamental price developments in this area. However, the gains from a policy response to asset prices are unequally distributed across the economies. While it seems not very harmful in the US, it has negative effects on output especially in the UK and the euro area. Therefore, a leaning against the wind policy appears to be more critical for these regions.
